A yellow hardcover fiction book for children with a coloured picture of children playing a game of red indians outside a decorated teepee. The title, The Prize is printed at the at the top of the cover in red lettering surrounded by a boy and girl each side. Publisher details are at the bottom. The spine is brown tape. The Kew Historical Society’s collection includes a wide range of leisure objects. Many of the items are European-made, generally of British origin, however there are a number that were made for the Australian market by Australian manufacturers. In the Nineteenth and Twentieth centuries, there were large numbers of games produced for children and adults. These included: arcade games, board games, playing cards and puzzles. A representative sample, many now rare survivors, can be found in the collection.Children's table game. Probably made in Germany c.1926. On the box is "Ges.Gesch" which is German for trademark registered. The box includes patterns and multicoloured glass marbles. The aim of the game is to arrange the beads in the holes of the pattern. The box pictures four children playing the game. Rules: BASIC RULES There can be two aims to the game - the first to clear the board of all the pieces and the second to try and position the pieces into a specific pattern. The playing surface is a special board and set of pegs or marbles made of ivory, bone, wood and later plastic. The traditional French board is octagonal and has 37 holes to accomodate the same number of pegs. the traditional English board is circular and has 33 holes or hollows, usually to accomodate the same number of marbles (33). Often there is a channel running around the outer edge to hold eliminated pieces. Some games required all the pieces, others only a certain number. A Legacy ceremony at the Shrine of Remembrance. One of the annual "Anzac Commemoration Ceremony for Students" events, usually held just prior to ANZAC Day. The ceremony provides a valuable opportunity for students to gain an appreciation of the Anzac spirit, the significance of the Shrine and the meaning of Anzac Day. The year is unknown but barricades and flagpole are similar to the 1945 photos. 01195.1 shows school children playing bugles. 01195.2 and 01195.3 show school girls with floral wreaths sitting on the forecourt. 01195.4 and 01195.5 are aerial views of the crowd and the flagpole, with the Australian flag at half mast, as viewed from the Shrine balcony. Items were in an envelope with other photos and programmes from different School Student ceremonies. Brian was born in Melbourne in 1949. Early life was spent in the stimulating bush environment in Montrose. Ramon Horsefield saw a spark and Brian began to paint in oils at the age of thirteen. He contunued tuition with Graham Moore, in class and at night classes. An Art Diploma at Swinburne was not completed. This did not crush his creative spirit and he resumed tuition with Graham Moore. Within a few years he was winning prizes. Many and varied jobs allowed him to survive whilst aspiring to become a full time painter and bring up his growing family. In 1977 Brian resigned from his last employment as a picture framer. He leased a shop in Main St, Mornington and set up classes. Brian taught painting and had his own studio behind the school. Later he was to move and build his "bushland gothic" home in North Warrandyte. Here he developed his reputation as a painter. Brian had his first solo exhibition in 1979. Many more were to follow. He has won many prizes, was a finalist in the 1992 Moran Portrait prize. The Alice Bale Scholarship which he won, entailed a year traveling and studying in Europe. Brian returned home in 1996. Sharing his skills with many students over the years, he taught privately and at various art societies. His oils, pastels and charcoals capture the light of landscape, portrails and nudes. In 2012 it will be thirty-five years since Brian has had a "real job". At times this has been really difficult. He is now semi retired after suffering from Rheumatoid Arthritis for a decade. Now he paints what he loves to. His portraits capture the very essence of the sitter. In 2009 he remarried and moved back into the bushland of North Warrandyte. 'Duet' by Brian E. Armstrong was donated by the Artist to the Eltham Copper Butterfly Appeal Auction.Oil on canvas painting depicting a 'Duet' scene with two children. One is shown playing the flute whilst the other is playing the piano. The painting is fashioned in sombre colours and muted tones, with alternating tones of violet prominent.Signed- Brian E. EDHS Newsletter No. 272 October 2023 Our next meeting will be a special evening, if not a little unusual. On pages 3 and 4 in this newsletter edition there are articles about Eltham Films, with particular reference to the film ‘The Prize’, made by Tim Burstall in 1958/59. As Burstall had strong connections with Eltham it would have been an easy decision for him and his associates to use the local area as the setting for his first film. Following this film Burstall went on to make many more. He became a key figure in Australian postwar cinema and was instrumental in helping to rebuild the Australian film industry, at a time when it had been effectively dead for years. At this EDHS meeting we will view this film, or should we say review this film, stopping at times to attempt to identify the main actors and where certain scenes were filmed around Eltham. Some locations may be more obvious than others. The actors are mainly children playing the characters in the film. The Answer is a newsletter in magazine format that is sent to the widows that are helped by Melbourne Legacy. For the widows who are sight impaired a copy of the newsletter is audio described onto CD by Vision Australia and posted to them. It contains information about meetings and activities. This edition contained articles on the Legacy Anzac Biscuit Bake Off, the opening of the Vivian Bullwinkel Veterans and Families Wellbeing Centre, and a planting of a Lone Pine seedling at Cobram Secondary College. Plus photos of our programs such as the Student Anzac ceremony, Path of the Horse family day, the walking group, the stamp ladies, adults with a disability program days, widows club gatherings. The Vivian Bullwinkel Veterans and Families Wellbeing Centre on the 3rd floor of Legacy House was opened on the 13 April 2021. It provides the veterans and their families a safe haven to access essential support services such as advocacy, case management and referral pathways whilst inviting them to relax within a 'club' like environment equipped with lounging and children's play areas, and both kitchen and bathroom facilities. It was named in honour of an Australian Army nurse who was the lone survivor of the Bangka Island massacre, and who dedicated her life to nursing. The exceptional portrait of Vivian Bullwinkel on the cover was painted by George Petrou. For many years Legacy had a "Back to Caulfield Race Day" for Legatees, widows and their families. In 1995 a Legacy 'Lone Pine' was planted. The article in the Answer says: “We were delighted with the many Legacy Widows, Legatees and friends of Legacy who participated in the Commemorative Race Day at Caulfield Sunday 25th August - marking the 75th anniversary of the RAAF. The VATC had a range of displays and activities including a breathtaking parachute demonstration by the Blue Eagles. It was touch and go for a while due to the weather conditions but once the Blue Eagles jumped they all reached their designated target in front of the winning post. Legacy even had a special race named after it: “The Legacy Widows Appeal Handicap”. Our thanks to the VATC for this courtesy. Hope we had a few winners! Vice President, Legatee Brian ‘Lucky’ Luscombe placed a wreath at the legacy ‘Lone Pine’ - a descendant of the Gallipoli ‘Lone Pine’ on behalf of the Legacy Family. The historic tree was presented to Caulfield last year as part of the events to mark the 1995 Australia Remembers year.” The photos show children playing mini golf as well as the Historical Re-enactment Society of Australia with old military equipment and wearing old military uniforms. In 1988 the Grade 2 and 3 children from Bulla Primary School attended a camp at Red Rock, where they were engaged in a variety of activities. Skittles or Nine Pins has been played since the 4th century. It is an old European lawn game. In general, players take turns to throw wooden balls down a lane at the end of which are several wooden skittles in an attempt to knock them all over. It evolved into ten pin bowling, one of the most popular pastimes around the world. This is an indoor children's toy probably played on a carpeted passage inside. Skittles was an indoor game which could be played by the whole family.This item reflects a time when simple games were enjoyed as a family. In rural areas where there was limited access to commercial recreation skittles would have been a popular pastime.Four wooden skittles. They are tapered with a knob at the top. In 1977 residents of Cockatoo built a kindergarten in McBride Street Cockatoo to service the growing population in the area. The building was officially opened on the 22nd of November of that year. Residents formed a Co-op, raised all the money to build the kinder along with lawn bowls and tennis sporting facilities for the town. No small feat, let alone for a town with a population of around 3000. The land was provided by the council for the kinder to use and that was their sole contribution to the building of the kinder. The unique building, was designed by Richard Allen and depicted a children's carousel. The design was to provide a feeling of enjoyment and friendship to the children who used the building. The large glass windows that were installed on the north-eastern side of the building made up 1/3 of the exterior wall. This overlooked the playground of the kinder making it easy to see the children at play from inside. The site of the building is in a dominant position and is highly visible to all who travel through Cockatoo. It was used as a child care facility right up until 2005. The kindergarten has recently been granted heritage listing after Cardinia Council started demolishing the building. The local community were successful in putting a halt to the demolition and saved the building. It will become an integral part of the Cockatoo Ash Wednesday memorial. Photographs of Junior Legatees doing outdoor activities. Melbourne Legacy arranged many events for Junior Legatees to experience. One photo has 12 children on bicycles in a forest. Another has four children in kayaks playing and having a water fight with their paddles. Another photo has a young child with a supervisor getting ready for abseiling. Names are unknown. It was with a group of photos from the 1990's in a folio with paper labels. The article in The Answer explains it was a the annual two week summer camp for Junior Legatees. In 1995 it was held at Cave Hill Creek, near Beaufort and the nearby Mt Cole State Forest. The children were supervised by a team of 12 experienced leaders from the Melbourne Legacy Leadership group assisted by educational instructors. A total of 50 attended the camp (27 boys and 23 girls). Most came from Melbourne but some from country Victoria and 9 from South Australia. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. In 1857, tanner John Pearson purchased three and a half acres of land in Little Eltham, at the western end of Pitt Street, with a 70-foot frontage to Maria Street (Main Road) and stretching down to the Diamond Creek for £100. He contracted Benjamin Oliver Wallis to build house for him. Wallis, a mason by trade who originated from the Cornish village of Newlyn, migrated to Melbourne in 1853 and was shortly engaged by Richard Warren to build the Eltham Hotel, which opened in 1854. When Warren fell into financial difficulty in 1858, Wallis purchased the hotel. That same year, Pearson constructed a tannery below the house with access to the water in the Diamond Creek. When Pearson became bankrupt in 1867, Wallis similarly acquired the house from Pearson’s creditors in 1868 and lived there until his death in 1896. For some of this time the house was in the name of Wallis’s son Richard but following his death in 1888, ownership reverted to his father. It was purchased by retired teacher Richard Gilsenen in 1899. Gilsenen was made acting head teacher at the Eltham State School in 1906 following the sudden death of head teacher John Brown. In the 1950s the house was bought by retired engineer Dr Alfred Fitzpatrick and his wife Claire who made various modifications to house goats and poultry as well as structural modifications to the house. In the early 1970s, Eltham Shire Councillors Frank Maas and Don Maling proposed an extended communities’ activities program be set up and the Commonwealth Grants Commission was approached for financial assistance. In 1974 a $50,000 Commonwealth Grant was received by the Shire Council to acquire the Fitzpatrick property as part of the planning to establish an extended communities’ activities program. The Fitzpatricks moved next door and Claire taught at the new Living and Learning Centre, which began in 1975, one of the first community education centres in Victoria. The Eltham Living and Learning Centre, with around 2000 participants a year, began in 1975 as one of the first Community Education Centres in Victoria. Classes ranging from macramé to wine making to environmental living have enriched the lives of thousands of people through the generosity of tutors sharing their skills free of charge. The centre’s heart is the brick cottage, built in 1858 by tanner John Pearson. He bought the three and a half acre (1.4ha) allotment fronting Maria Street (now Main Road) and stretching down to the Diamond Creek. The allotment formed part of a 316 acre (127.8ha) subdivision, owned by Josiah Holloway, called Little Eltham, north of the original Eltham Reserve.1 The allotment then passed through the hands of several speculators before it was sold to Pearson for £100 in 1857. Mr Pearson’s children attended the Eltham Primary School from 1864 to 1867. But creditors took possession of the property when his tannery folded in 1867. It was then sold to publican Benjamin Wallis, who owned the Eltham Hotel at the corner of Pitt Street and Main Road. In 1899 the property was bought by Richard Gilsenan, who became acting head teacher of the Eltham Primary State School in 1906. In the 1950s, retired engineer Dr Alfred Fitzpatrick and his wife Claire bought the property, and made structural changes. Claire, a journalist and community campaigner, modified and built pens for goats and poultry, a stable, a garage and planted fruit trees and a vegetable garden. In the early 1970s a young woman called Carina Hack approached Gwen Wesson at the Diamond Valley Learning Centre (Victoria’s first Community Education Centre) about starting a community centre. Following Wesson’s suggestion, Hack spoke to Shire President Alistair Knox ‘one bleak rainy afternoon, sipping hot drinks and discussing life’.2 Eltham Shire Councillors Frank Maas and Don Maling proposed a community activities program and the council received a $50,000 Commonwealth Government Grant for this venture.3 The Fitzpatricks sold their property to the council and moved next door and Claire taught at the new centre, which Hack named. Eltham obviously wanted such a centre as Hack recalls. ‘During the next two months we had about 50 volunteers working day, night and weekends, scrubbing down, plastering and painting walls, replacing floors, repairing fences, recycling furniture, sewing curtains and cushions, donating furniture, toys, equipment, clean-ing and gardening…’4 The first enrolment day saw a queue stretching up the driveway nearly to the gate and the first sessions attracted 270 people a week. Soon the outbuildings were converted into pottery studios and a large workshop. From 1979 the Eltham Art and Craft Market was held in the centre’s grounds and the Friends of the Centre ran it from 1980. A former program coordinator, Margaret Johnson, remembers enrolment day in the late 1970s and 1980s, when hundreds of people would queue – and some even camped overnight! Overnighters were greeted in the morning with fresh tea and toast. Another tradition was The Enrolment Day Cake with Recipe, given to volunteers. ‘One happy Enrolment Day fell on February 14 and let’s just say that St Valentine found some willing participants, paying $2 for a kiss.’5 Meanwhile the participants’ children could play at the Council Eltham Lower Park house in Hohnes Road, later in Susan Street. But the centre has had difficulties too. In 1990 a fire destroyed the stable and the police suspected arson. However the pavilion was built in its place.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century.
