This image shows Bethanga Bridge, which was constructed between 1927 and 1930 in Albury, NSW. The bridge was a necessity due to the building of the Hume Dam (Wier), 1919-1936. Bethanga Bridge is a long, nine-span, riveted-steel, variable depth, Pratt Truss road bridge of nine principal spans of 82 metres and a total length of 752 metres over the flooded valley of the Murray River, now part of Hume Reservoir. Because of its unique location, over the waters of a dam with the border running down the centre of the body of water, the Bethanga bridge is the only built structure shared by both New South Wales and Victoria. It was built 1.6 kilometres upstream of the dam and in 1961 was raised 300mm, with a concrete deck replacing the original wooden deck. The State Rivers and Water Supply Commission of Victoria and the New South Wales Department of Public Works were responsible for the construction works for the Hume Weir under the River Murray Waters Agreement. It is apparent that a similar joint arrangement was made for the construction of the Bethanga Bridge as part of the Hume Weir works.This photograph of the Bethanga Bridge is of historical significance as it showcases the architectural skills of Percy Allen and Vincent Packer. In this photo, taken in around 1875, is depicted the exterior of the Beechworth Mental Asylum buildings, with the administration buildings far right of the photo. A sunken boundary wall in the foreground and some people in view, sitting at the pavillion in the centre of the image. The two-storey buildings, designed in Italianate style, and the three-storey towers at the front, influenced by the asylum at Colney Hatch in England. The architecture of the buildings shares key features with other contemporary institutions, like Aradale at Ararat, and its design is attributed to the Public Works Department architect, J.J. Clark, whose name is connected with the construction of many other important public buildings, such as the Asylums at Kew and Ararat, the front block of the Royal Mint, Melbourne and the Melbourne Customs House. The Mayday Hills Hospital was constructed between 1864 and 1867, with buildings created in a number of periods. It formally opened on 24 October 1867 and, along with the Ovens Hospital and the Benevolent Asylum, made Beechworth a prominent social welfare centre in Victoria. Large masses of granite were excavated for its foundation and around 250 workmen were employed for its construction. The building, divided into six sections, was comprised of dormitories, doctors` rooms and plenty ancillary rooms and facilities, such as laundries, reading rooms, a concert hall and cooking areas. The site was chosen for its panoramic view of the countryside, the hilltop atmosphere and the native fauna, all contributing to the cure of patients. The Hospital was originally named the “Ovens Lunatic Asylum” but during the centenary celebrations in 1967 the name was officially changed to “Mayday Hills Hospital”, showing the gradual shift in the perception and understanding of mental health conditions over the last decades. The Hospital lies on the traditional land of the Kulin Nation.This photograph is historically significant as it provides an insight into the location, surroundings and the exterior of the Mayday Hills Hospital at the end of the 19th century. The asylum was predominately inhabited by long-stay patients but there was active out-patients. The asylum was one of the first asylums to focus on treatment and rehabilitation instead of institutional confinement. At the asylum active works was considered imperative and workshops were located near the male accommodations and laundries and drying yards near the female accommodation. The asylum closed in 1995 and was sold to La Trobe University before being closed and sold again in 2011 to a private owner. This photograph is historically significant as it provides insight into the importance of Beechworth mental asylum as the asylum demonstrates the changing approaches to the treatment of mental illness in Victoria from confinement to treatment and rehabilitation. The Store, Lighthouse Keeper's Quarters, Lighthouse and Flagstaff are in the background. The foreground shows a covered buggy drawn by two horses and a person in attendance, and another wheeled vehicle behind it with a figure nearby. There is a saddled horse to the right with two males in conversation nearby. The ground is soft, perhaps the riverbed or sandy shore. THE LIGHTHOUSE KEEPERS Lighthouse Keepers were responsible for keeping their Lighthouse’s lights shining at night. They kept a lookout for passing vessels and changes in weather. They were expected to clean, polish and maintain the equipment and buildings. They kept regular and detailed records of who was on watch, and the time the light was lit, trimmed and extinguished. They kept a journal about other events that occurred. They keep regular, accurate Meteorological Logs. It was expected that they were competent in Morse code signalling. They would be called to help in times of disasters and shipwrecks and to give official statements about these events. Many Lighthouse Keepers also volunteered as members of the lifeboat crew. The Lady Bay lighthouses were officially classified as small, so the Keepers had the official titles of Senior Assistant Lighthouse Keeper and Assistant Lighthouse Keeper. They were employed by the Public Service and paid rent to live in the Lighthouse Quarters. They were compulsorily retired at the age of 60, with most receiving a superannuation payment. Despite their time-consuming duties, there was time to follow hobbies and crafts such as growing vegetables, playing musical instruments, making models of buildings including lighthouses, and crafting furniture pieces. An example of a keeper’s skills is the carved fire screen made by /assistant Keeper Thomas Hope in the late 19th century and displayed in the Lighthouse Keeper’s cottage at Flagstaff Hill. Both Alexander and Farncombe had served under Senior Keeper Robert Deverell, who was the first and only Senior Lighthouse Keeper at the Middle Island Complex. John Alexander was the Assistant Keeper in the 1850s. Andrew Farncombe was the last Assistant Keeper at Middle Island, serving there with his family from 1864 to 1871. During 1871 and 1872 the Lighthouse Complex was moved to Flagstaff Hill on Merri Street. Farncombe and Deverell then became the first Keepers and occupants of the Lady Bay Lighthouse Complex at Flagstaff Hill. They continued their service together; overall, Deverell served from 1859 to 1885 and Farncombe from 1864 to 1974. WARRNAMBOOL'S LADY BAY LIGHTHOUSE COMPLEX - The original Lighthouse Complex was built on Middle Island in 1858-1859 then transferred stone-by-stone to Flagstaff Hill in 1871. The Complex comprised the Lighthouse, the Lighthouse Keepers’ Quarters and a Privy. The bluestone Keeper’s Quarters was a cottage divided into two compartments, one for the Senior Keeper and his family, the other for the Assistant Keeper and his family. The bluestone Store was divided into three; a store, a workshop, and an oil store (or office). The Privy comprised a small building also divided into two separate, back-to-back toilets, one for each Keeper and his family. In the 1970s the Flagstaff Hill Planning Board was set up under the chairmanship of John Lindsay. The Board was to make recommendations to the Warrnambool City Council regarding the use of the buildings and the rest of the Crown Land on the site. The Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage in stages, during which time evidence of a 1920s fire was found in the eastern section of the cottage. Additions of a porch on the west and a washroom on the east were made in the 1980s. The western part of the building is now a Shipwreck Museum and the east has returned to a late 19th-century Lighthouse Keeper’s cottage and includes the screen made by Assistant Lighthouse Keeper Thomas Hope in the late 19th century. Hope served two periods of time at the Lighthouse. This photograph is significant as a visual record of the original Warrnambool Lighthouse Complex on Middle Island, the origin of what is now the Lady Bay Lighthouse Complex. The photograph is significant for its connection to the Complex, which is now listed on the Victorian Heritage Register, H1520, for being of historical, scientific (technological) and architectural significance to the State of Victoria. The Complex is significant as an example of early colonial development. The photograph is significant for its connection with the important navigational function of the Lighthouses, a function still being performed to this day. The photograph is also significant as it shows an example of buildings organised by the Public Works Department in Victoria in the mid-to-late 19th century. The structures tare still stand strong. Certificate - Federation Celebration Rolfe invitation, 1901
This invitation to a ‘Conversazione’ to celebrate the Federation of the six colonies in Australia into the six States of Australia in 1901 was sent to the invitees after the event to keep as a souvenir of the occasion. The event was hosted by the Government of Victoria. The certificate was designed by George Brougham Austin, a Melbourne architect and artist employed by the Victorian Department of Public Works. He also designed many of the public decorations displayed in Melbourne during the Federation celebrations. Austin’s original work was lithographed by an artist at Sands and McDougall, Melbourne. This particular invitation was sent to George Rolfe and his wife, Annie. George Rolfe (1836-1919), a tea merchant from Melbourne, began buying blocks of land near the mouth of the Hopkins River in Warrnambool in the 1870s. By the early 1880s he owned 50 acres of land in the town and some nearby farming properties. He used the building on the ]and near the mouth of the Hopkins River as holiday accommodation and called the property, Lyndoch. He improved the property with the additions of stables, jetty, boathouse, bone and chaff sheds, reservoir and windmill and extensive gardens. Rolfe spent most of his later life at Lyndoch. Today the property is the site of an Aged Care facility. This certificate is of considerable importance for two reasons: 1. It is an important and attractive memento of a signal event in the history of Australia – the Federation of the States in 1901. 2. The certificate was an invitation to Mr and Mrs George Rolfe. George Rolfe was a prominent Warrnambool person in the late 19th and early 20th centuries. This is a multi-coloured certificate printed on a cream-coloured card. The certificate has an image of the Exhibition Building surrounded by an ornate border of heraldic shields, portraits of the Duke and Duchess of Cornwall and York, views of the six capital cities of Australia, native flora and fauna, the Royal Crest and the Crest of Australia. Sign - Public Works Office
This sign points has two different messages. The first states Public Works Office, which was operational in Victoria between 1855 and 1987 dealt with many aspects of the states infrastructure. It had many different reponsibilities and roles from building government accommodation and fit out of buildings, licences for unused roads and water ways, main roads and bridges, ports and harbour,and water supplies. Much of this work was managed through local offices such as the one at Warrnambool. The sign on the reverse which states Witnesses Waiting Room relates to the court house which is where this sign originated.The Warrnambool court house was built in 1870-71 by the Victorian Public Works department and it is possible that this sign relates to that period.It is one of a number of public buildings built in the period 1870-1890 including the Police station and stables and police quarters, the Post Office and drill Hall , all in the same vicinity. This building reflects the growth of the town and also the importance it held at the time from a state level. The building while no longer used as a court house is a building of significance to Warrnambool as well as to the state of Victoria, being one of six around the state which were built in free classical style. This sign denotes the waiting room for witnesses which was situated on the western side of the building.A tangible link which provides historical and social significance to Warrnambool.Rectangular wooden sign with rounded corners. Artefact, Old gaol lock, c.1880
This lock was once used in the old 19th century gaol in Gilles Street, Warrnambool. The gaol is part of a group of four heritage buildings which comprise a police station, a police residence, police stables as well as the gaol. These were built between 1883 and 1888 from the designs of the Victorian Public Works Department architect, E.R. Laver. He was responsible for the designs of many 19th century country police stations, post offices and courthouses in Victoria. The four heritage buildings, of which the gaol is one, are important because they are some of the few surviving Warrnambool 19th century bluestone buildings. Today they form part of the South West Tafe Complex. This lock is of considerable interest as one used in the Warrnambool 19th century gaol building. The door on which it was used appears to be walled up now. This is a large iron lock with a base plate with three rivets and a projection piece. There are three curved iron pieces on the plate and these are fixed to the plate with 12 rivets. The bolt is rounded and moves under the three curved pieces across the plate. In February 1985, the first sod for the new SMB Campus building was turned by the Minister for Planning and the Environment, the Hon. Evan Walker, M.P. The overall responsibility for the building rested with the Public Works Department in association with the SMB Campus architect, Ewan Jones & Associates and the builder, S. J. Weir Pty. Ltd. They put together the facility that is both functional and of a style that merges with the surrounding architecture. Book, The Birds of Australia Vol 3 - 4
The Work “The Birds of Australia; containing over 300 full-page illustrations, with a descriptive account of the life and characteristic habits of over 700 species” by Gracius J. [Joseph] Broinowski – Australian author, artist and ornithologist - was created in 40 parts for subscribers and sold for 10s [shillings]., These parts were later published in six volumes, which were later published and bound in pairs to make three volumes, each of which contain two of the six original volumes, numbered volumes, “I”, “III” and “V” on their fly page, but numbered “Vols. I-II”, “Vols. III-IV” and “Vols. V-VI” on their respective spines. The volumes were all published by Charles Stuart & Co. (Melbourne, Sydney, Adelaide, Brisbane, New Zealand, and Tasmania). All of the beautifully drawn and coloured illustrations in The Birds of Australia were illustrated by Broinowski. They were printed using a new 19th century method called chromolithography. This is the art of making multi-coloured prints. The skilled lithographer would work from an original coloured painting and create a copy for every one of the many layers of colour used to build the painting. These layers were then printed carefully over each other to re-build the picture. Gracius J. Broinowski’s Work “The Birds of Australia” was described by Jean.Anker as “a semi-popular but comprehensive treatment of the subject” in the book “Bird Books and Bird Art: an outline of the Literary History and Iconology of Descriptive Ornithology” 1979. It may be that these books were donated to, or ordered specifically for, the Warrnambool Public Museum, due to the embossing on the spine “WARRNAMBOOL PUBLIC LIBRARY”. The acquisition of these books would most likely to have made 1891-1910, between the date the books were published and the date that the Museum amalgamated with the Mechanics Institute, which then became part of The Museum and Art Gallery. These three books were part of the collection of books belonging to the Warrnambool Public Museum, established 1873 by Joseph Archibald. The Museum moved into the back of the Mechanics’ Institute in 1885, along with the Art Gallery and School of Dancing. In 1886 it was officially opened as The Warrnambool Museum and Art Gallery, with Joseph Archibald as its curator. In 1887 the Museum section was moved to the former court house in Timor Street, with Joseph Archibald as Curator until 1897. In 1910 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. In 1935 Ralph Pattison was appointed as City Librarian. He developed his own sorting and cataloguing system and organised the collection of books accordingly. In the 1960’s the Warrnambool City Council closed down the Museum and Art Gallery and the books and artefacts were redistributed to other organisations in Warrnambool. Each spine of this book set, The Birds of Australia by Gracius Broinowski, shows a space on which a previous cataloguing label may have been affixed. The volumes are amongst the many books at Flagstaff Hill Maritime Village that display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. Some other Australian Libraries also include these books in their collections; Australian National University, University of NSW, University of Western Australia, State Library of Western Australia, Deakin University, Queen Victoria Museum and Art Gallery, University of Adelaide, University of Queensland, University of Tasmania. The Library of Congress and the University of British Columbia also have sets of these volumes. These books are considered as Rare Book; a set of Broinowski’s 3 volumes was advertised in Melbourne’s Rare Book Fair 2012, “for ornithological collectors”. (See the more detailed information below in “Warrnambool Public Museum and Mechanics Institute” and the “Pattison Collection”.) GRACIUS JOSEP BROINOWSKI Gracius Joseph Broinowski (7/3/1837 – 11/4/1913), artist and ornithologist, was born in Walichnowy, Poland, son of a landowner and military officer of the same name. He was educated privately then later, at the Munich University, he was a student of languages, classics and art. To avoid conscription into the Russian army, he migrated to Germany. At the age of about 20 years he migrated to Portland (Victoria, Australia), working his passage as part of the crew of a windjammer. Broinowski worked in the country for a few years then found employment working for a Melbourne publisher and later sold his own paintings. In about 1863, while on one of his many travels in eastern Australia painting landscapes and scenes, he married Jane Smith in Richmond, Victoria (her father was captain of a whaler). In 1880 he settled in Sydney where his work involved teaching painting, lecturing on art and exhibiting his own work at showings of the Royal Art Society. Also in the 1880s he began to publish illustrated works on Australian natural history, including; - illustrations of the birds and mammals of Australia, commissioned by the Department of Public Instruction, New South Wales, and mounted, varnished and hung on walls in many classrooms - "The Birds and Mammals of Australia"; a bound collection of illustrations with appropriated text - 1888 "The Cockatoos and Nestors of Australia and New Zealand" - 1890-1891, "The Birds of Australia" Broinowski died in 1913 at Mosman, Sydney, survived by his wife, six sons and a daughter. His son, Leopold, became a significant political journalist in Tasmania. WARRNAMBOOL PUBLIC MUSEUM & MECHANICS INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853 a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in December 1854 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fund raising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The Work “The Birds of Australia; containing over 300 full-page illustrations, with a descriptive account of the life and characteristic habits of over 700 species” by Gracius J. [Joseph] Broinowski – Australian author, artist and ornithologist - was created in 40 parts for subscribers and sold for 10s [shillings]., These parts were later published in six volumes, which were later published and bound in pairs to make three volumes, each of which contain two of the six original volumes, numbered volumes, “I”, “III” and “V” on their fly page, but numbered “Vols. I-II”, “Vols. III-IV” and “Vols. V-VI” on their respective spines. The volumes were all published by Charles Stuart & Co. (Melbourne, Sydney, Adelaide, Brisbane, New Zealand, and Tasmania). All of the beautifully drawn and coloured illustrations in The Birds of Australia were illustrated by Broinowski. They were printed using a new 19th century method called chromolithography. This is the art of making multi-coloured prints. The skilled lithographer would work from an original coloured painting and create a copy for every one of the many layers of colour used to build the painting. These layers were then printed carefully over each other to re-build the picture. Gracius J. Broinowski’s Work “The Birds of Australia” was described by Jean.Anker as “a semi-popular but comprehensive treatment of the subject” in the book “Bird Books and Bird Art: an outline of the Literary History and Iconology of Descriptive Ornithology” 1979. It may be that these books were donated to, or ordered specifically for, the Warrnambool Public Museum, due to the embossing on the spine “WARRNAMBOOL PUBLIC LIBRARY”. The acquisition of these books would most likely to have made 1891-1910, between the date the books were published and the date that the Museum amalgamated with the Mechanics Institute, which then became part of The Museum and Art Gallery. These three books were part of the collection of books belonging to the Warrnambool Public Museum, established 1873 by Joseph Archibald. The Museum moved into the back of the Mechanics’ Institute in 1885, along with the Art Gallery and School of Dancing. In 1886 it was officially opened as The Warrnambool Museum and Art Gallery, with Joseph Archibald as its curator. Some other Australian Libraries also include these books in their collections; Australian National University, University of NSW, University of Western Australia, State Library of Western Australia, Deakin University, Queen Victoria Museum and Art Gallery, University of Adelaide, University of Queensland, University of Tasmania. The Library of Congress and the University of British Columbia also have sets of these volumes. These books are considered as Rare Book; a set of Broinowski’s 3 volumes was advertised in Melbourne’s Rare Book Fair 2012, “for ornithological collectors”. GRACIUS JOSEP BROINOWSKI Gracius Joseph Broinowski (7/3/1837 – 11/4/1913), artist and ornithologist, was born in Walichnowy, Poland, son of a landowner and military officer of the same name. He was educated privately then later, at the Munich University, he was a student of languages, classics and art. To avoid conscription into the Russian army, he migrated to Germany. At the age of about 20 years he migrated to Portland (Victoria, Australia), working his passage as part of the crew of a windjammer. Broinowski worked in the country for a few years then found employment working for a Melbourne publisher and later sold his own paintings. In about 1863, while on one of his many travels in eastern Australia painting landscapes and scenes, he married Jane Smith in Richmond, Victoria (her father was captain of a whaler). In 1880 he settled in Sydney where his work involved teaching painting, lecturing on art and exhibiting his own work at showings of the Royal Art Society. Also in the 1880s he began to publish illustrated works on Australian natural history, including; - illustrations of the birds and mammals of Australia, commissioned by the Department of Public Instruction, New South Wales, and mounted, varnished and hung on walls in many classrooms - "The Birds and Mammals of Australia"; a bound collection of illustrations with appropriated text - 1888 "The Cockatoos and Nestors of Australia and New Zealand" - 1890-1891, "The Birds of Australia" Broinowski died in 1913 at Mosman, Sydney, survived by his wife, six sons and a daughter. His son, Leopold, became a significant political journalist in Tasmania. WARRNAMBOOL PUBLIC MUSEUM & MECHANICS INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853 a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in December 1854 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The book is also significant for its inclusion in the Pattison Collection, a collection that as a whole shows a snapshot of the types of reading material offered to the local public at that point in time. The Board ...The financial account book was used by the Warrnambool Harbour Board for its Emergency Account. It records transactions made with The Warrnambool branch of the Commercial Banking Company of Sydney Limited during the year 1931. The Secretary of the Warrnambool Harbour Board would have used this book in 1931. James Menzies, Pilot arid Harbour Master from 1929, was appointed as Acting Secretary for the Board in 1932 and held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board- The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. Text on the fly page of the book is as follows – “The Commercial Banking Company of Sydney Limited with which is Amalgamated THE BANK OF VICTORIA LIMITED. Head Office – SYDNEY. Melbourne Office: 237 COLLINS STREET. BANKING Business of every description transacted. (Victoria) Public Works Department Architectural styles Calder G.K ...This file contains seven items about the significance of this building and how this was established : 1/ Photocopies of a handwritten application (in duplicate) by Walter Kay of Elsternwick dated 13/10/1985 and Rodney H Bush’s dated 16/10/1985 to the Historic Buildings Council to register the former Elsternwick Post Office building, and an original typewritten letter dated 17/10/1985 from the Historic Buildings Council to Caulfield and Historic Society advising them of an application and inviting them to submit relevant information about the building with a copy of application attached. 2/ Six pieces of correspondence between various interested parties (Caulfield Council , Caulfield Historical Society, National Trust, of Australia and Ministry for Planning and Environment on behalf of Historic Buildings Council, Victoria) about the significance of the former Elsternwick Post Office building and the progress of efforts to include it on the Register of Historic buildings. Dated between November 1985 and May 1986. 3/ Two pieces of correspondence between the Caulfield Progress Association and the Caulfield Historical Society dated April and May 1986, regarding the efforts of the Historical Society to save the former Elsternwick Post Office building. 4/ Two pieces of ephemera by the Caulfield Progress Association, one original undated and one photocopy undated in 1986. Both appealing to the public for support to help the former Elsternwick Post Office building and to protest a proposal to demolish it, by Caulfield Council. 5/Original newspaper article dated 07/06/1989 from the Malvern-Caulfield Progress newspaper written by Robert Carmody. The article talks about the approval by the Historic Buildings Council of Caulfield Council’s restoration program of the former Elsternwick Post Office building worth approximately $850,000. The refurbishment would consist of a shop and office space which would then be rented out. Mayor Emil Braun outlines the progress to implement the plans. 6/ Caulfield Conservation Study by Andrew Ward dated September 1994 of former Elsternwick Post Office Building. The building plans for the Elizabethan Style building were approved in 1891. The original timber verandahs were replaced by the present brickworks in circa 1918 rear extensions in 1941-42. Similar Post Offices were built at Kew, Queenscliff and Portarlington. 7/ Computer printout dated 19/03/2010 of Statement of Significance held by the Victorian Heritage database of the former Elsternwick Post Office Building. It was built in 1891 in the ‘Queen Anne’ style. The substantial two story red brick building was set on a bluestone plinth with an ornate façade incorporating cement dressings. There is a brief summary of the settlement and development of the Elsternwick area with mention of how important the building is to the Elsternwick Community. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. The Jubilee School on the corner of Hood Crescent and Glen Eira Road was built in 1887 AD to commemorate Queen Victoria’s Jubilee.Victorian Heritage Database https://vhd.heritagecouncil.vic.gov.au/places/43705 The former St Mary's Jubilee School is locally significant as an early purpose built church school, associated with St Mary's Church. The E.J. Tippett Library is named after the late E.J. Tippett who was a long time President of the Ballarat School of Mines Council, and library advocate. In February 1985, the first sod for the new SMB Campus building was turned by the Minister for Planning and the Environment, the Hon. Evan Walker, M.P. The overall responsibility for the building rested with the Public Works Department in association with the SMB Campus architect, Ewan Jones & Associates and the builder, S. J. Weir Pty. Ltd. They put together the facility that is both functional and of a style that merges with the surrounding architecture. Award - Certificate of Service, F. W. Strahle, James Patten, 23-08-1907
This certificate acknowledges 21 years of service given by James Patten, one of the original 1859 Lifeboat Warrnambool as a boatman and bowman. At the time, all retiring Volunteer lifeboatmen were honoured with this award. It was made as a lithograph that was created by F. W. Strahle at the request of the Department of Lands & Survey, Melbourne, Victoria. During his time of service, James Patten was awarded a medal and certificate by the Royal Humane Society of Australasia for his bravery. Patten and his friend Joseph Lowe, who couldn't swim, were with their friend James Ferrier in a boat on the Hopkins River, Warrnambool, when their boat capsized. Ferrier made it to shore, and Patten tried unsuccessfully to hold onto Lowe and bring him to shore. The event occurred on 18th April 1890. The images on the Certificate show a collage of rescue events performed by the lifesavers; a shipwreck rescue in progress, lifeboat conveying five boatmen using two oars each, and a bowman standing at the bow, a linesman wearing a life jacket and holding a rescue line, a lifesaver ring with images of three sailing ships inside it, a shipwreck near shore, a woman and girl in shallow water, a rescue using a breeches buoy on the lifeline, two rescuers walking towards the survivor, rescue crew wearing waterproof clothing, a rocket machine with a pulley to bring the survivor in a breaches buoy to shore, and a rescue crew member holding a flare. Volunteers at the time received a small payment, or 'retainer'', for their practices and a payment of gratitude for the rescues they attended. Across the years between 1856 to 1979 the combined service in Victoria saved 260 lives. Amazingly, some of the volunteers could not even swim.This certificate shows the State and Local Government's appreciation for the years of service spent by in the endeavour to save lives in peril in and on the local waters in the early 20th Century. The lithographed design depicts the many skills and services performed by the lifesavers of the era.Certificate of Service, unframed, awarded to James Patten on 23rd August 1907, recognising his 21 years of service with the original Warrnambool Life Boat Service as a Boatman and Bowman. ... from the Public Works Department in Victoria in the mid-to-late ...The set of seven 1858 plans shows proposed plans for the original Lighthouse Complex that was built on Middle Island in 1858-1859. The whole complex was then transferred to Flagstaff Hill in 1871. The plan, dated 1909, is for proposed additions and repairs to the Quarters at Flagstaff Hill. The plan 'Alterations and Additions' shows alternate plans for changes to the quarters at the Flagstaff Hill location. This plan has no date. The Complex comprised the Lighthouse, the Lighthouse Keepers’ Quarters, the Store (now called the Chart Room) and a Privy, which was not included in these plans. The Keeper’s bluestone Quarters was a cottage divided into two compartments, one for each keeper and his family. The bluestone Store was divided into three; a store, a workshop an oil store (or office). It shows the floor plans of the Store, Upper Lighthouse and the Quarters. The Store building has three sections; a Store, Work-Shop and Office, with an internal wall between them and separate entries. The Quarters are divided into two dwellings. The Senior Keeper’s side on the left has fireplaces in two of the three bedrooms and there is a pantry and wash house. The Assistant’s side has no fireplaces in the bedrooms and there’s no pantry or washhouse. These plans include proposed changes to the buildings. The Senior Keeper’s Quarters would have a partition on bedroom 2, a bath with plumbing and drainage, a wall moved and a built-in side porch. The Store would also have a built-in porch. The undated plan 'Additions and Alterations' (2375.9) shows alternative arrangements for water tanks, plumbing and such. WARRNAMBOOL'S LADY BAY LIGHTHOUSES- In the 1800s ships sailing from England to Australia began to use Bass Strait as a faster route to Melbourne. Small navigation errors led to many tragic shipwrecks. From 1848 lighthouses were operating along Victoria’s southern coast as a guide for sailors. Coastal towns such as Warrnambool grew and the exchange of trade and passengers were of great benefit. However, the uncertain weather changes, relatively shallow waters and treacherous, hidden rocky reefs were not suitable for a Harbour and in the 1840s and 1850s there were many shipwrecks in the area, with some even stranded in its Lady Bay harbour. A jetty was built in 1850 and a flagstaff to guide seafarers was placed up high on what became known now as Flagstaff Hill. In November 1857 the Victorian Government recommended that Warrnambool Harbour had beacons and two lighthouses to guide vessels into and out of the Harbour safely. The white light of the Middle Island lighthouse was to be used for the first time on September 1, 1859. The red light of the Beach Lighthouse, a wooden obelisk structure, was first operated on March 25, 1860, but in 1868 this light was ‘discontinued’ due to it being too low. Melbourne’s Department of Public Works decided to relocate the Middle Island Lighthouse Complex - Lighthouse, Keeper’s Quarters, Privy, Store Room and even water tanks - to Flagstaff Hill. The lower obelisk was shortened, and a protruding gallery, railing, and external ladder were added, as well as the light from the Beach Lighthouse. A green guiding light was erected on the end of the jetty. The transfer of the Complex began in March 1871. Each shaped stone of the lighthouse was carefully numbered, removed then reassembled on Flagstaff Hill. In 1872 the well was sunk behind the Lighthouse Keeper’s Cottage. The Keepers and families had left Middle Island in April and moved to Flagstaff Hill in October 1871. Vessels entering Lady Bay align the Upper and Lower Lighthouse towers during the day and the lights at night. The Upper Lighthouse is a round tower, the Lower Light is square. The Lighthouses were categorised as harbour lights rather than coastal lights, so they remain under the control of the Victorian Government’s Ports and Harbours section. The lights were originally powered by oil, then acetylene gas, later by electricity, and then converted to solar power in 1988. In 1993 the solar panel was replaced by a battery charger. A decision was made in 1936 to replace the lighthouses’ lights with unattended lights that no longer required Keepers and Assistants. At least 29 Keepers had attended to the lighthouse from its opening in 1859 to when the last official Lightkeepers left In April 1916. The Warrnambool Harbour Board rented out the Quarters from 1916 to 1936. The Board closed down but the rentals continued with other unknown landlords. In the 1970s the Flagstaff Hill Planning Board was set up under the chairmanship of John Lindsay. The Board was to make recommendations to the Warrnambool City Council regarding the use of the buildings and the rest of the Crown Land on the site. The Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage in stages, during which time evidence of a 1920s fire was found in the eastern section of the cottage. Additions of a porch on the west and a washroom on the east were made in the 1980s. The western part of the building is now a Shipwreck Museum and the east has returned to a late 19th-century Lighthouse Keeper’s cottage and includes the screen made by Assistant Lighthouse Keeper Thomas Hope during one of his two periods of service there. THE LIGHTHOUSE KEEPERS Lighthouse Keepers were responsible for keeping their Lighthouse’s lights shining at night. They kept a lookout for passing vessels and changes in weather. They were expected to clean, polish and maintain the equipment and buildings. They kept regular and detailed records of who was on watch, and the time the light was lit, trimmed and extinguished. They kept a journal about other events that occurred. They keep regular, accurate Meteorological Logs. It was expected that they were competent in Morse code signalling. They would be called to help in times of disasters and shipwrecks, and to give official statements about these events. Many Lighthouse Keepers also volunteered as members of the lifeboat crew. The Lady Bay lighthouses were officially classified as small, so the Keepers had the official titles of Senior Assistant Lighthouse Keeper and Assistant Lighthouse Keeper. They were employed by the Public Service and paid rent to live in the Lighthouse Quarters. They were compulsorily retired at the age of 60, with most receiving a superannuation payment. Despite their time-consuming duties, there was time to follow hobbies and crafts such as growing vegetables, playing musical instruments, making models of buildings including lighthouses, and crafting furniture pieces. An example of a keeper’s skills is the carved fire screen made by /assistant Keeper Thomas Hope in the early 20th century and displayed in the Lighthouse Keeper’s cottage at Flagstaff Hill. The last occupants of the Middle Island Complex were Senior Keeper Robert Deverell, his Assistant Keeper, Andrew Farncombe, and their families. They all became the first occupants at the Lady Bay Lighthouse Keepers’ Quarters on Merri Street. The Warrnambool Lighthouse Complex plans are the origin of what is now the Lady Bay Lighthouse Complex. They are a record of the people, process and departments involved in bringing the complex into fruition. The plans are significant to the Complex, which is now listed on the Victorian Heritage Register, H1520, for being of historical, scientific (technological) and architectural significance to the State of Victoria. The Complex is significant as an example of early colonial development. The plan are significant for their connection with the important navigational function of the Lighthouses, a function still being performed to this day. The plans are also significant as an example of a product from the Public Works Department in Victoria in the mid-to-late 19th century. The structures built to these plans still stand strong. Plans for the Lighthouse Complex in Warrnambool, including Lighthouses, Keeper's Quarters and Stores. Seven of the plans are on thin fragile paper, one is on thicker, stronger paper. The drawings have been made in pens coloured red and black. They originate from Public Works in Melbourne.
