The swamp was named after John (Jock) Winter. John Winter (Jock) was born in Berwickshire, Scotland. He married Janet Margaret Irving the daughter of Robert Irving, advocate, Bonshaw, Dumfries, Scotland. Winter died in Ballarat in 1875 and was buried at the Ballaarat Old Cemetery. He took up the run Bonshaw from 1841; Leigh River Buninyong 1842-46; Junction, Delatite, March 1851 to September 1862; with sons: Carag Carag and Corop, April 1857 to September 1872; Colbinabbin and Stewart’s Plains, April 1857 to December 1872; St Germains February 1867 to March 1871. (The name became Winter-Irving in 1890). Mr John Winter, who died on August 22 at the age of 72, was a man of some note it the mining community of Ballarat. He was a self-made man, and one of our oldest colonists, it being over a quarter of a century age since he took up county about Ballarat and settled at Bonshaw. He died very rich. It is calculated that if he had retained an interest in all his runs, his income must have been not less than £10,000 or £50,000 a year. Some eight or ten years ago he sold his Bonshaw pre-emption to the Bonshaw Gold mining Company for £20,000, and a few years later the ground belonging now to Winter's Freehold Company brought him £50,000 more, the payment being made at the requisition of the deceased in sovereigns. In these relations Mr. Winter has been closely identified with the mining industry at Ballarat. The deceased was a native of Lauder, in Berwickshire, and landed in Victoria several years before the gold discovery. BHS were commissioned by Ballarat Environment Network for a project on Winter's Swamp and Skipton Common. Winter's Swamp was part of Ballarat West Common. The principle task of this project was the delivery of a report outlining the history of European settlement in the Skipton and Cardigan/Ballarat districts as pertinent to the use of and impact on the natural environment of the two reserves Skipton Common and Winter Swamp. The report was delivered in digital form only. The report, upon completion, was presented to the Network’s Committee in order to discuss the project. The report identified and described the uses of Skipton Common and Winter Swamp, and their impacts. In particular, this report examined farming/grazing (official and informal), mining, vegetation removal (including the removal of woodlands for timber, grasslands for pasture improvement) & use of riparian areas for access to water and timber removal. Recording the more benign and environmentally friendly uses such as picnicking, community activities, nature walks and the roles of organisations such as Field Naturalists’ and Bird Observers’ clubs, school and scout/guide groups will be relevant in helping to depict overall community attitudes towards the reserves; e.g.: has the Common generally been viewed as little more than a grazing paddock and fire hazard; has Winter Swamp always been the unknown natural asset that seems to have been its lot for at least the past 40 years? In this regard, the more contemporary history of actions surrounding the use and management of the reserves is of particular interest, in view of the extant evidence at both reserves; e.g. the actions of the Shire of Ballarat in the 1980s in establishing Winter Swamp as something of a competitor to Lake Wendouree but with a more environmental bent (although almost none of the plants used are indigenous species, but that is part of the story); the trotting track constructed on Skipton Common in the 1960s following representations to Premier Henry Bolte and the cropping of the western section of the Common to raise funds for the town’s new swimming pool, the fertilizing of the land putting an end to the native grassland vegetation. There are obviously multiple sources of information to source in preparing the report, however sources that the contractor is specifically requested to consult are the Skipton Historical Society, the former Skipton Common managers (specifically Graeme Pett), the Cardigan Windermere Landcare Group and the Learmonth Historical Society (believed to hold many of the former Shire of Ballarat’s records pertaining to the Council’s role as the Committee of Management for both Winter Swamp and the Ballarat West Town Common – Winter Swamp was split between 2 separate Crown Land tenures). The contractor is also encouraged but not required to utilise community newsletters, such as the Skipton Community Newsletter, to publicise and seek information about the project. Skipton Historical Society (Mary Bradshaw) contacted on Thursday 12 June 2.30pm. Mary lived on a farm out of Skipton but is currently living in the township. She remembers walking along the creek of the Common especially in spring and autumn in bare feet and that it was a very pretty place. There were a few snakes around the waterway in summer. People put cows and a couple of horses on the commonage to graze. Graeme Pett has always lived close to the Common and would know a lot about it. RMIT University's first ceremonial mace was commissioned by Professor David Beanland, Vice-Chancellor, Royal Melbourne Institute of Technology in 1992, and designed by Ian Wong, a lecturer in Industrial Design. It was the result of a collaborative effort, with staff from industrial design, gold & silversmithing, sculpture, engineering, applied physics, and optical technology working on its production. Materials used include carbon fibre, optical fibres, computer chips, honeycomb aluminium, gold, titanium and crystal. Beech Forest first entered the association prior to World War 1, playing in maroon and gold on a ground situated 200 metres north of the final ground. Little is known of the competition in those days. The Club reformed in 1921. Beech Forest changed its colours to Richmond colours and used a ground south of the township, now known as the Football Break Road in the Forest Commission pine plantation. In 1922 the site of the present ground had been purchased but it was 1929 before it was first used, and it was used every year, except 1953 when G. Bellchamber's paddock was used while major renovations were carried out on their home ground. It was in the same year, 1929, that they changed their colours yet again to the blue with white V colours, which they retained until the Club disbanded. Beech Forest won premierships in 1924 and 1940. In 1945 the Club reformed yet again to enter the Otway Association. They were successful in winning premierships in 1946, 1947, 1952 and 1953. When Thomas Bent, politician and land speculator, was appointed Speaker of the Victorian Legislative Assembly in 1892, a number of local Brighton constituents and supporters raised money to present him with an oil portrait. Bent had been a member for Brighton for 21 years, and the painting was seen as a way of showing their appreciation of his services to the Brighton constituency, as well as congratulating him to his new position as Speaker. In June 1892, British/Australian landscape and portrait artist Charles E. Gordon-Frazer was given the commission to paint the portrait. Thomas Bent is depicted as standing in his Speaker's robe on the dais beneath the canopy in the Legislative Assembly Chamber in the act of addressing the House. He wears the traditional Speaker’s dress of a black silk and gold laced robe over a three-piece black suit, lace jabot and cuffs, buckled shoes and a ceremonial long wig. Parry Collection In 2003, the Bendigo Town Hall was returned to its 19th-century splendour after an extensive restoration and renovation program including plasterworks, murals and gold leaf worked by artists and artisans. The original Bendigo Town Hall was designed in 1859 by Bendigo's town clerk, George Avery Fletcher. A council chamber was added in 1866 and a hall for the trading of grain, known as the Corn Exchange, was added in 1871-72. Although the architecture of the additional buildings adhered to that of the original building, the completed building was unpopular with both the citizens and council of the era. In a series of major works from 1878 to 1902 the Bendigo Town Hall was transformed by the architect William Vahland who was given the task of converting the hall into something worthy of Bendigo's leading position as the "City of Gold".[2] His work included extensive new offices, enlargement of the main hall and council chambers, the introduction of an interior decorative scheme, a clock tower and mansard roof. The exterior facades were also remodelled in the classical style. Vahland commissioned Otto Waschatz, who had just decorated the Royal Palace in Copenhagen, Denmark, to design the hall's interior which featured decorative plaster adorned with 22-carat gold leaf, reflecting the opulence of the "city built on gold". Fortuna Villa was initially commenced as a modest single storey home in 1861 next to the 180 Mine by Theodore Ballerstedt, who sold the mine and house to George Lansell in 1869. Lansell already owned the adjacent Fortuna Mine, and through deeper mining techniques greatly expanded the mine's operation, his personal wealth, and the house and grounds. Lansell was soon known as the 'Quartz King', Australia's first gold mining millionaire and credited as the driving force behind much of Bendigo's prosperity. He continuously added to and expanded the villa, decorating it extravagantly with the finest of artworks and materials, into a sprawling mansion with extensive landscaped grounds, to create a house and grounds of a size and grandeur with few rivals in Australia. After his death in 1907, his second wife Edith carried on with improvements, creating a house and grounds developed over 50 years. The attached mine also contributes to its significance, being one of the richest mines in Bendigo, and at one stage probably the deepest gold mine in the world at 3176 feet. The 1875 crushing works are attached directly to the mansion, and the mine's tailings and settling ponds (turned into ornamental lakes) represent a direct link between George Lansell's wealth and its source. Fortuna was compulsorily acquired by the Commonwealth in 1942 as the Cartographic Headquarters of the Australian Survey Corps during World War II, and many ancillary structures were added while preserving the main house and ornamental grounds. Framed portrait of John Moule who was President of the Vision Australia Foundation, from 1992-1999. It is part of a series of paintings commissioned by the VAF Board to commemorate the work of past presidents of the organisation. Framed portrait of Bruce Small who was President of the Association for the Blind 1955-1964. It is part of a series of paintings commissioned by the VAF Board to commemorate the work of past presidents of the organisation. Mr Small stands in his Gold Coast mayoral robes, which consist of a dark blue velvet with ermine trim and a white ruffled shirt.. He wears a mayoral chain of office around his neck and glasses, with his hands clasped in front of him. Sir Bruce Small joined the Vision Australia’s General committee in 1944 and became President of the organisation in 1955. He developed an efficient team with Sir Hubert Opperman (for many years the world’s number one cyclist), whom he brought in as Vice President and Mr. Pat Lightfoot, himself president for many years. Sir Bruce had to leave school at an early age after the death of his father in order to support his family. The lessons he learned from this episode in his life created a man of quick wit, with a razor sharp mind and the skills of a gambler - attributes that enabled him to achieve his goal of “aiming for the stars”. This was put into effect when he proposed a plan for 3 new Vision Australia nursing homes in 5 years at Ballarat, Bendigo and Brighton at a cost, which at that time seemed impossible but which was finally achieved between 1957 and 1959, through astute financial management. Sir Bruce also supported the concept of organisational decentralization and made amendments to the constitution, which enabled the associated branches of the Vision Australia (then the Association for the Advancement of the Blind) to form local committees. This was in order to generate local interest in the blind people in the community and engage them in fund raising and running of the nursing homes. Although he resigned in 1964 when he moved to Queensland he still retained an interest in Vision Australia. Sir Bruce had always pushed for a symbol for Vision Australia which would be recognized by the public and serve a useful purpose. This took the form of a beacon which was erected at Brighton, overlooking the sea, having a twofold purpose – a reference point and guiding light for small craft, and symbolically for blind people a guiding light to direct them to a safe harbour. Sir Bruce switched on the guiding light at in 1969 having already donated the cost of $3000. Prior to joining Vision Australia, Sir Bruce had operated the Malvern Star bicycle business in Glenferrie Rd. He promoted and expanded the business making Malvern Star the industry leader in Australia. This was aided by his friendship with Sir Hubert Oppermen, who promoted Malvern Star bikes through his role as world’s number one cyclist. Framed portrait of Diana J. Jones who the first female president of the Association for the Blind since Tilly Aston. It is part of a series of paintings commissioned by the AFB Board to commemorate the work of past presidents of the organisation. Mrs Jones sits facing the painter with both hands clasped in her lap. She is wearing a black double breasted blazer, white shirt, blue beaded necklace and earrings and a gold bracelet . A white kerchief sits in her breast pocket. Diana Jones served for 8 years on the General Committee before being elected President. During this time she was deputy chairman of the Reach Out Appeal to raise funds for the building program and President of the Honorary Services Group which co-ordinated volunteers and gave them a spokesperson on the General Committee. In her 8 years as President a great deal was accomplished. New centres were opened or extended throughout Victoria and the Metropolitan area, volunteer services expanded and the Vision Resource Centre at Kooyong was built into which 3RPH radio was relocated. A Vision Information hotline, audiology services and the National Centre for Ageing and Sensory Loss were established, the Braille and Talking Book libraries was incorporated into the Association and the Charlie Bradley Cricket Pavilion opened at Kooyong. In 1990 Diana Jones became a member of the first Board of Directors of the newly incorporated Association for the Blind Ltd which ushered in a new era, requiring strict observance of financial and accounting methods in order to ensure continued Government funding. Mrs Jones was highly regarded by clients, volunteers and staff as a capable hard-working leader. Her services to the Association and over many years to the wider community, were recognised in her appointment as a Member of the Order of Australia in the 1993 Queen's Birthday Honours.
