On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Businesses would receive the JobKeeper subsidy for six months. On 2 April, the number of cases in Victoria exceeded 1,000, including over 100 healthcare workers. On 5 April, New South Wales Police launched a criminal investigation into whether the operator of Ruby Princess, Carnival Australia, broke the Biosecurity Act 2015 (Cwth) and New South Wales state laws, by deliberately concealing COVID-19 cases. On 6 April, the Department of Health revealed that 2,432 people recovered from the infection as the federal government started reporting recovery statistics. This is more than a third from the official number reported so far, Deputy Chief Medical Officer Professor Paul Kelly stating, "I think it is important. Firstly it really reinforces that message, which is a true one, that most people who get this disease do recover”. The day before, at 3pm, it was announced that 2,315 of the 5,687 confirmed coronavirus cases had recovered. May 2020 - An outbreak in Victoria at a meatworks that was later revealed to be Cedar Meats was announced on 02 May with eight cases. By 8 May, the cluster of cases linked to Cedar Meats in Victoria was 71, consisting of at least 57 workers and 13 close contacts, including a nurse, aged care worker and high school student. The number had increased to 75 by 9 May, 88 by 13 May, and 90 by 14 May. On 9 May, two Victorian cases were announced to be related to McDonald's Fawkner. By 18 May, this had increased to 12 cases, and on that day it was revealed that a delivery driver had tested positive, prompting the closing for cleaning of 12 more McDonald's locations: Melton East, Laverton North, Yallambie, Taylors Lakes, Campbellfield, Sunbury, Hoppers Crossing, Riverdale Village, Sandown, Calder Highway Northbound/Outbound, Calder Highway Southbound/Inbound, and BP Rockbank Service Centre Outbound. On 15 May, South Australia became the second jurisdiction, after the ACT, to be free of any active cases, however on 26 May, a woman returning from overseas who was granted exemption into South Australia from her hotel quarantine in Victoria tested positive for COVID-19. This was the first new case in 19 days for the state.[101] On 4 June, it was announced that the woman had recovered and the state was free of any active cases once again.[102] On 17 May, Victoria announced two further business sites had been shut down due to a suspected case at each. Domino's Pizza in Fairfield has been shut for two weeks, and mattress manufacturer The Comfort Group in Deer Park was closed from Friday 15 May to at least Wednesday 20 May. On 6 June, both New South Wales and Victoria reported no new cases for the previous 24 hours, with only Queensland and Western Australia reporting one new case each, the lowest national total since February. Western Australia also announced two old cases. Bendigo's Cenotaph by Dacre Smyth 1988. Bendigo's War Memorial in the city centre is a half size replica of the famous Cenotaph in London. Some 4-1/2 metres high, the Bendigo RSL President described it as the best country Memorial in Australia during its rededication just before ANZAC Day 1988 following its extensive refurbishment. It had first been dedicated in June 1957 and it is normally flood lit at night. It is not known for sure when the painting was donated to the Bendigo RSL but it was hanging in the Foyer years before the Soldiers Memorial Institute became a Museum in 1998. George Alfred Yung, known as Alf, pictured in the second row, 10th from the left, enlisted on 25/02/1916; embarked on 19/02/1917; was killed during the battle of Menin Gate at Yrpres, Belgium on 20/09/1917. https://www.awm.gov.au/collection/U51447 The 7th Battalion was among the first infantry units raised for the AIF during the First World War. Like the 5th, 6th and 8th Battalions, it was recruited from Victoria and, together with these battalions, formed the 2nd Brigade. The battalion was raised by Lieutenant Colonel H. E. "Pompey" Elliott within a fortnight of the declaration of war in August 1914 and embarked just two months later. After a brief stop in Albany, Western Australia, the battalion proceeded to Egypt, arriving on 2 December. It later took part in the ANZAC landing on 25 April 1915, as part of the second wave. Ten days after the landing, the 2nd Brigade was transferred from ANZAC to Cape Helles to help in the attack on the village of Krithia. The attack captured little ground but cost the brigade almost a third of its strength. The Victorian battalions returned to ANZAC to help defend the beachhead, and in August the 2nd Brigade fought at the battle of Lone Pine. While holding positions captured by the 1st Brigade, four members of the 7th Battalion, Corporal A. S. Burton, Acting Corporal W. Dunstan, Lieutenant W. Symons and Captain F. H. Tubb, earned the Victoria Cross - Burton posthumously. The battalion served at ANZAC until the evacuation in December. After the withdrawal from Gallipoli in December 1915, the battalion returned to Egypt. In March 1916, it sailed for France and the Western Front and entered the front line trenches for the first time on 3 May. The battalion's first major action in France was at Pozieres in the Somme valley where it fought between 23-27 July and 15-21 August. After Pozieres the battalion manned trenches in the Ypres salient in Belgium, before returning to the Somme valley. It saw out the horrendous winter of 1916-1917 rotating between training, working parties and duty in the trenches. In early 1917, the Germans withdrew to the Hindenburg Line and the 7th Battalion participated in the brief advance that followed and then came to a grinding halt before Bullecourt. The battalion was withdrawn from the front line for training on 9 May 1917 and did not return to action until the Ypres offensive of September and October. It fought major battles at Menin Road on 20 September and Broodseinde on 4 October, and then spent much of ensuing winter in the Ypres mud. In March and April 1918 the 7th helped stop the German spring offensive in northern France and later participated in the Allies' own great offensive of 1918, that began with the battle of Amiens on 8 August. The advance by British and empire troops on 8 August was the greatest success in a single day on the Western Front, one that German General Erich Ludendorff described as, "the black day of the German Army in this war". The battalion continued operations until late September 1918. At 11 am on 11 November 1918, the guns fell silent. The November armistice was followed by the peace treaty of Versailles signed on 28 June 1919. In November 1918 members of the AIF began to return to Australia for demobilisation and discharge. In March, the battalion was so reduced that it and the 6th Battalion were amalgamated to form a composite battalion. Diver's underwater compass used by British Royal Navy clearance divers during World War ll. Originally issued to ex-RN demolition diver (frogman), PO Leslie Wade, service number RJX 162991 of the Landing Craft Obstacle Clearance Unit (LCOCU), 1939 to 1945. Wade participated in the 'Operation Overlord' D Day landing at 'Juno' Beach, Normandy, France on the 6th June, 1944, in the early hours of the morning prior to the Canadian Army task force landing. Wade was with the LCOCU team tasked with clearing anti landing craft obstacles which were destroyed by placing explosive demolition charges. note: at some stage during the day Wade was wounded by enemy mortar fire and successfully evacuated to England for treatment. This compass is a large round prismatic type compass in a substantial watertight housing designed to be worn on the lower arm (wrist area). There is a thick leather two piece strap for attaching to the arm. The compass is presumably oil filled with a rotating disc marked with the numerals 2 to 34 in mirror image characters. The compass reading is viewed through a prismatic lens attached over the fixed heading marker.The rotating disc is marked with the usual compass markings of "N, E, S, W". The disc is marked in five degree divisions with mirror image numerals indicating the "2nd to 34th" major divisions. Bugles have been used for hundreds of years for communicating instructions, particularly in battles, and announcements such as calls to assemble and various other routines of the day, particularly for infantry and military units. This pure silver bugle was presented to the Warrnambool Rifle Volunteers by Lady Helpman, on behalf of the Ladies of the District of Warrnambool, on June 18th, 1861. Lady Helpman's husband, Captain Benjamin Franklin Helpman, was Warrnambool Harbour master. The gift of this silver bugle was presented to the commanding officer of the Warrnambool Volunteer Rifle Corps, Captain Bushe, who then passed it on to the Warrnambool Volunteer Band. On 11th August 2016, during a ceremony at Flagstaff Hill, the Australian Army handed over custodianship of two very significant historical items the 1885 W. Clarke Trophy and the 1861 Warrnambool Ladies Silver Bugle to Warrnambool City Council, for display at Flagstaff Hill Maritime museum, both heritage listed items are strongly connected to the city of Warrnambool and form an integral part in the history of the Warrnambool Garrison.The Silver Bugle is locally significant to the community of Warrnambool for its connection to the Warrnambool Volunteer Rifle Corps., which formed part of the original Warrnambool Garrison to protect the Warrnambool Harbour. The site of the 1888 Warrnambool Garrison and Fortifications is Victorian State Heritage-listed is significant for its intact and operational nature and is one of the best-preserved pieces of Victoria's early colonial heritage. Silver alloy Bugle, with brass mouthpiece, a long tube of metal, narrow at the mouth end and gradually flaring to a wider at the bell shape at the other end. The tube is shaped into 3 bends. The first voyage of Lieutenant James Cook was a combined Royal Navy and Royal Society expedition to the south Pacific Ocean aboard HMS Endeavour, from 1768 to 1771. The aims of this first expedition were to observe the transit of Venus across the Sun (3–4 of June 1769). Departing from Plymouth in August 1768, the expedition crossed the Atlantic, rounded Cape Horn and reached Tahiti in time to observe the transit of Venus. In September 1769 the expedition reached New Zealand. In April 1770 they became the first known Europeans to reach the east coast of Australia, making landfall near present-day Point Hicks, and then proceeding north to Botany Bay. The expedition continued northward along the Australian coastline. In October 1770 they reached the port of Batavia in the Dutch East Indies. They resumed their journey on 26 December, rounded the Cape of Good Hope on 13 March 1771, and reached the English port of Deal on 12 July. The voyage lasted almost three years. Governor General was John Hope, Earl of Hopetoun THE HEIDELBERG TO ELTHAM RAILWAY. OPENING CEREMONY. The opening of the railway line from Heidelberg to Eltham took place on the 6th inst. The special train, containing a large number of members of Parliament, including Mr Trenwith, the Minister for Railways, left Prince's Bridge at half-past eleven, and arrived at Eltham at twenty minutes past twelve. The party was accompanied by Mr Fitzpatrick, Acting Commissioner for Railways; Mr Lockhead, the Traffic Manager; and Mr Norman, Engineer for Existing Lines. On arrival, the visitors were entertained at a banquet in the marquee, of which a photograph is given, erected close to the railway station. Mr E. H. Cameron, M.L.A., the member for the district, occupied the chair, and, seated on his right, was Mr Mason, the Speaker of the Legislative Assembly, and on his left the Minister of Rail-ways. After the banquet His Excellency the Governor-General arrived, and was received and welcomed by Mr Cameron, the local State school children singing the National Anthem. The Governor-General, in declaring the line open, said that he felt highly honored at being asked to perform the opening ceremony, and he trusted that the railway would be a source of great convenience to the inhabitants of the district. He was sorry to say that this would be the last opportunity he would have of seeing them. It cost him a great deal to leave them. (Hear, hear.) He had a great many friends amongst all sections of the community, and he could hardly bear to trust himself to speak about leaving them. (Hear, hear.) He was sorry Lady Hopetoun was on the high seas, and unable to accompany him that day. Mr Cameron thanked his Excellency for performing the opening ceremony, and hoped the trip home would have the effect of restoring His Excellency to good health again. In replying. Lord Hopetoun thanked them sincerely for the cordial vote of thanks. He hoped Providence would shower her blessings over them, and that they would have a series of good seasons. He would always keep a warm corner in his heart for the people of Victoria. (Loud cheers.) THE COUNTRY. In our illustrations, views are given of a couple of sections of the new line, and glimpses of the surrounding country are shown. The line is eight miles in length, and cost £51,000 in construction. Eltham, which is the terminus, possesses many of the features that go to make a favorite holiday resort. It is a quiet picturesque little hamlet, snugly ensconced on the slope of one of many sombre-tinted hills by which it is sur-rounded. Even when viewed under ad-verse conditions one could not fail to be-impressed with the natural, rugged beauty of the place. It is situated about sixteen miles from Melbourne, and the line takes a circuitous course through a continuation of pretty undulating country. At intervals on the slopes of the surrounding green-mantled hills, patches of brown, freshly tilled soil indicate that for all its serene reposeful-ness Eltham possesses its phases of industrial life as well. Looking down into this valley from the main road which skirts the slope of a hill, distant something less than a quarter of a mile from the railway station is one of the prettiest pieces of scenery in the district. Verdure-clad hills ascend on all sides, whilst beneath stretches a broad expanse of carpet-like green sward, dotted here and there with picturesque homesteads, each with its patches of tilled soil. In the township itself the dwelling-houses are comparatively few, the larger portion of the inhabitants residing in the scattered homesteads. Eltham is as yet only in its youth, but energetic and un-tiring public men can effect wonders in a community's prosperity, and Eltham, whatever other real or imaginary advantages it may lay claim to, certainly possesses this one. William was one 8 children who attended Eltham Primary School. He was born in 1878 and attended the school between 1883 and 1890 having started there at the age of 4 years and 2 months in April 1882. He left the school in 1890 when 12 years of age. Dates obtained from EPS school attendance rolls. Exercise book last entry is dated June 16th, 1891. Transcription of plaque: Not Just a Pretty Place acknowledges the cultural significance of this site for residnets of the Nillumbik Shire and for the Wurundjeri community. Historically the confluence of rivers have particular importance as these were sites where rituals and ceremonies took place. The carved bluestone form presents an oversize river pebble that echoes the spirit of the water and draws attention to this location as a meeting place and landmark. The oval shape of a coolamun (Wurundjeri dish or basket) is referenced in the sculpture as a reminder of the indigenous heritage and as a gesture to reconciliation Danko describes the work as a contemporary message stick or sign, that can be read as a merker of time, nature and human existance. 2000 Nillumbik Art in Public Places Award. Heritage Excursion - Saturday 1st July - Eltham Lower Park - Walk and Talk Eltham Lower Park has played an important part in the history of our area since the early days of European settlement when it was used by local residents as an informal racecourse. Prior to that its location at the junction of the Diamond Creek and the Yarra River made it an important meeting place for the Wurundjeri people. The park combines formal elements and sporting facilities with remnant bushland that is of environmental significance. It is home to sporting and horse riding clubs, popular play spaces and the Diamond Valley Miniature Railway, which attracts large numbers of visitors. The park will be the venue for our July excursion which will comprise a walk of about 3.5 km around the park and adjacent areas. Along the way we will discuss the history and natural history of the area. The path along the creek and the river provides a pleasant and scenic walk. This walk on Saturday 1st July is about 3.5 km in length and will take 2 to 2.5 hours. It will start at 2pm at the Main Road car park at the front of the park. (Melway ref 21 H 10). A woman, an elderly woman and two children pose on the verandah of a Federation style home. On the back of the postcard is written: "21-12-15 To wish you and all. A Happy Christmas, and all good wishes for the new year from Mrs Green and M. Mills". This family is possibly related to the Rev Wm Green who was associated with St Margaret's Church Eltham at around this time. A walk around Little Eltham, 21 June 2017. Eltham’s first industrial area at the end of present day Pitt Street near the Diamond Creek. Just upstream a bit, near these oak trees was the flour mill. The most significant owner of that was Henry Dendy. Better known for founding Brighton but he lived in Eltham longer than he lived in Brighton, during the 1860s. There was also the brewery and slightly downsteam from here was the tannery. The brewery needed fresh clean water so it was upstream from the tannery. The Oak trees were most likely planted during Henry Dendy's time.
