These scales come from the Nullawarre Post Office. Nullawarre is a small settlement 25 kilometres south east of Warrnambool. The area was settled in the late 1860s and 1870s and the first school was opened in 1878. The main agricultural pursuit in the Nullawarre district is dairying. The Nullawarre Post Office still operates in the General Store building. This set of scales is of interest as it is a memento of the equipment used in country Post Offices one hundred years ago or more. Scales such as these may still be in use but electronically-operated scales are more likely to be used today.This is a set of metal weighing scales with two trays, one oval in shape and one round, on a balancing mechanism. This mechanism has two ornamental upright metal pieces. The scales are affixed to a wooden base in a rectangular shape with the front edge shaped into two curves. The wooden base has three slots for holding the weights. There are six brass weights with this item. The balance has a circular tray at one end to hold weights An oval dish to hold items to be weighed is a separate item that sits at the other end of the balance. These documents deal with improvements in the 1920s and 30s (drainage, painting etc) to the Warrnambool Race Course. In 1854 the Warrnambool Racing Club was established and the first race meeting on the present day Warrnambool Race Course was held in 1858. These documents came from the office of Rolf Crawley, an engineer, architect and surveyor in private practice in Warrnambool and the engineer for the Shire of Warrnambool from 1935 to 1968. His grandfather, father and uncle were also engineers and worked in that capacity or as the Shire Secretary for the Shire of Warrnambool, with the Crawley family recording a total of 132 years of service to the Shire. The Shire of Warrnambool existed from 1863 to 1994. The documents came into the possession of Michael Hand who had taken over the private surveying business of Rolf Crawley in Warrnambool. The Warrnambool and District Historical Society acquired these documents and other Crawley material, from the Michael Hand estate. These documents are of considerable interest as they concern the Warrnambool Race Course improvements in the 1920s and 30s and come from the office of Rolf Crawley of Warrnambool. The Star Hotel was built in 1863 as a private dwelling, by James Shackell who owned the Bond Store, next door. It was a small house consisting of only a couple of rooms. In 1867 Joseph Salomon bought the house and converted it into a hotel. He built an underground bar to "deal with the peculiarities of the Echuca climate". It was called 'The Shades'. In 1890 Jane Pygall bought the hotel, which was described by the Riverine Herald as having ' three parlours, seven bedrooms, underground bar, kitchen, bathroom, outhouses, small stables, and entrance from two streets." She changed the name to The Esplanade Hotel. In 1890 it was de-licensed along with many hotels in Echuca. It had been a very popular drinking place for all the wharf workers, who continued to to drink illegally in the underground bar. It was then that the escape tunnel to the laneway was built , so the drinkers could escape the Police raids. For many years it was a private dwelling, or an office. In 1973 the City of Echuca bought the Star Hotel and resored it. At the time this photograph was taken it was the main tourist information centre for the Port of Echuca. It now operates as a hotel, serving meals and providing performance opportunities for musicians.The Star Hotel is very significant in Echuca's history due to its proximity to the Echuca Wharf. It was the closest bar to the wharf. Despite Jane Pygall trying to improve the quality of her clientele, the wharf drinkers preferred to drink at The Star Hotel, as the Bridge Hotel catered for more upmarket clientele. After de-licensing in 1897, the workers continued to drink at The Shades Bar and even put in place elaborate strategies to enable them to drink illegally there. It is now a large eating and entertainment site, and the public are still able to visit 'The Shades Bar'.A coloured photograph of the Star Hotel building in Murray Esplanade. SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. A video documenting the demolition of the Shire of Eltham offices at 895 Main Road Eltham under the direction of the Commissioners appointed for the new Shire of Nillumbik and some of the communities activities surrounding the event. The building was demolished exactly 25 years after the southern wing housing Engineering and Planning on the upper level and the Eltham Library on the ground level was opened in celebration of the Shire of Eltham's centenary. Video has lots of distortion and noise, and sections of clips dubbed over. Immediate initial footage of Jenni Mitchell talking about asbestos claims in the Shire Offices (Sigmund Jorgensen standing behind her) advising Council did a review of the building several years previously and had been cleared of health problems. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Kangaroo Ground's first school began in 1851 with 22 pupils from the district's ten families. It was a single room school located further south on the site, which also served as a Presbyterian church. The first teacher was Andrew Ross. The school building was used as a Post Office between 1854 and 1858 and during 1857 also served as a Court of Petty Sessions. With a growing farming community, a new building was warranted and the original Sate School No. 352 was closed and a new building, State School No. 2105 was oipened October 1, 1878. A residence for Head Teacher Henry Wallace School was erected in 1879 attached to the left of the school building. That residence is now home to the Andrew Ross Museum, which opened in 1993. The former bootmaker's shop is one of only three remaining original shops from the early 20th century in what was once Little Eltham, the others being the present day Cafe Zen-Den at 736 Main Road and the former Burgoyne General Store and Post Office, present-day San Antonio Barbershop at 820 Main Road. Jarrold Cottage or White Cloud is known by many to be associated with the Skipper family, and has been since 1944 when Lena Skipper, wife of Mervyn Skipper purchased the cottage. She purchased it from the Estate of Thekla Jarrold who had died in March of the previous year. By the time Thekla died, she had lived in the Jarrold Cottage for 50 years. Thekla Alvenia Sissilia Ellian married John William Jarrold in 1888 at Clifton Hill. They started their family there but when John’s father William (who was married to Hannah Coleman) died in 1893 the family moved to Eltham. William had married Hannah Coleman in 1856 at his home in Eltham. William had arrived in the colony in 1848 so it is believed the Jarrold Cottage goes back at least to 1856 and possibly early 1850s. For a short period of time the cottage was rented to the Police as a temporary Police Station whilst a new and more permanent station was built further up the hill in 1859. The cottage was originally located closer to the Diamond Creek but was subject to flooding so was relocated to its present position on top a mound of rubble placed there from the nearby quarry next to the Dalton Street school (on Main Road). By 1916, John Henry Clark, a photographer who took many early photos of Eltham relocated from Fitzroy to Eltham and boarded with recently widowed Thekla Jarrold and her family. He changed professions from photographer to boot and harness maker around 1931 and Thekla had a small bootmakers shop built ifor him in the corner of her property next to the family home. J.H. Clark remained living at the property until his death in December 1956. At some stage after Clark's death, Lena Skipper is recorded living at the property having relocated from Montsalvat following the death of her husband Mervyn. "Some few years back Mrs Thomas subdivided portion of the Sand Hill Paddocks, and the areas sold have been settled and many converted into charming outer suburban garden homes with cultivation and orchard plots. The south-eastern slope gives the land a grand outlook over the Yarra Valley on to the Dandenoings, and the are is very picturesque and homely." "A number of the blocks contain large deposits of valuable building sand, which should prove good speculation in view of the forecast for further rapid home development along the Eltham Suburban Electric Service." Sand Hills Road (Old Eltham Road) Date estimated as c.1924 - Electricification of railway line to Eltham referenced on map occured April 1923 and Mrs Mary Thomas died August 1925. The Victorian gold rush came to Eltham in the early 1850s and with it came a crime wave. Local traders called for police protection. This led to the appointment in 1857 of Irish-born Peter Lawlor as Senior Constable at Eltham. In 1859 Peter and his wife Kate were able to move into an official police residence at the corner of Maria Street (now Main Road) and Brougham Street, with stables out the back and a large paddock for grazing across the road. Some of their children went to Eltham Primary School. That 1859 police residence is now the home of the Eltham District Historical Society. The small wooden building on the very corner is a modern replica of the separate police station/office built around 1885-1900. Cases investigated by Constable Lawlor included murders, stealing (horses, cattle, fowls, watches, linen, clothing), a search for a missing person, and two separate instances of abandoned children seeking help. He was officially commended in 1866 for bringing to justice a man who had indecently assaulted an 11-year old girl. Sadly, there was a similar but unconnected case only a few months later. But events had a lighter side; in 1871 Kate lent her piano to the Snowflakes Christy Minstrels for a Catholic Church fund-raising concert. Peter was transferred to Prahran in 1872. He died in 1876 and is buried in Eltham Cemetery with four of his children. His headstone was stolen some time after May 1990 but was returned anonymously (broken into three pieces) in August 2013. It is resting on his grave but has not been re-erected. On February 1, 1854, the first Eltham Post Office was established. At that time, the number of permanent residents would have been fairly small, probably less than 200. In 1855 Thomas Hunniford was appointed as Eltham's postmaster (replacing Frederick Falkiner). He operated the post office from his general store in Maria Street (now Main Road) near Bridge Street (originally facing Bridge Street but later altered to face Main Road). His daughter, Miss Anne Hunniford, was a teacher at Eltham Primary School in her early adult years. Sometime between 1864 and 1868 the management of the post office passed from Thomas Hunniford to his daughter, Anne who managed the Eltham Post Office until illness forced her to retire in 1928. A big improvement in communication was provided for Eltham residents when a telegraph office was established at the post office in 1877. During 1923 a manual telephone exchange was provided at Eltham, the first two subscribers being J.J. O’Connor and Eltham Police Station. Anne was succeeded by her nephew Neville Burgoyne whose family were then running the store, which had been rebuilt and modernised in 1926 to accommodate an expanded post and telegraph office. Anne knew everyone and was respected for her kindly actions in her official and private capacities. In her time there was no official letter delivery to houses; residents were expected to collect their mail at the post office. But if an important letter or telegram arrived, Anne would try to find someone willing to deliver it. Jock Read recalled he started his own private "mail run"; he would charge people 1/- per week to take their letters to the post office for mailing and would return with their mail. Anne died in 1928, aged 73. She is buried in Eltham Cemetery with her mother and with a Burgoyne child born much later. Burgoyne's store was further extended in 1940 and still stands though has undergone several modifications and businesses. In 1954 the post office moved to a shop in the main Eltham shopping centre, then in 1958 a purpose-built post office was opened near the entrance to the railway station. The first Eltham Police Station was in the small building opposite Dalton Street rented from Mr Jarrold in 1857. In 1859 a dedicated Police Residence was built at 728 Main Road. A small weatherboard Police Station was attached to the side of the residence and a blue stone cell at the rear. Also on site were stables for the police horses. The Eltham Courthouse was built in 1860 and is the oldest public building in the district. In 1959 the Victoria Police purchased a house in Pryor Street to be refurbished as the Eltham Police Station. In 1961 the Police in Eltham move into Pryor Street refurbished buildings and office. During 2001 to 2002, the Eltham Police Station was demolished and a new complex constructed on site.
