Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. In February 1965, Staffs Railway Store, the oldest business premises in the Eltham shopping district was demolished. Formerly a self-service grocery, restaurant and electrical repair shop, the building for many years housed Eltham’s only ‘family’ grocer and feed store. Earlier it had appeared to have been the town’s bakery. The building had been purchased in late March 1939 by Mr Eric N. Staff. At the time of E.N. Staff’s purchase there were huge bakers’ ovens located at the rear and the building also had a well and four toilets for employees. When the ‘pictures’ came to Eltham with the opening of the Eltham Public Hall across the road in 1941, Mr E.N. Staff extended the business and opened a milk bar and sweet shop. Further extensions re-established the tea rooms of days gone by. Mr E.N. Staff conducted business for about 15 years before handing over the reins to his son, Ray Staff. When his son Ray took over, the milk bar and tea rooms were closed for several years but the milk bar and was later re-opened and subsequently became a greengrocers and later again, a restaurant. The tea rooms section was converted to an electrical repair shop about 1955. Electoral Roll records for 1967 record Raymond Charles Staff at 929 Main Road, Eltham, grocer, and in 1968 at Lot 4, Hillcrest Avenue, Eltham, taxi truck operator. So it would appear that Ray continued to run the business for approximately two years after the original store was demolished and a new supermarket was built. Today, 929 Main Road is the Nongkhai Thai Restaurant and is precisely where the original Staffs store stood. Even though the facade has been modified at eye level with new larger windows, the upper facade is identical to that of the new Eltham Big Star Food Centre of 1965/66. But how did the original building, the oldest premises in the 1965 era shopping centre come about? On August 12th, 1902 at the Eltham Courthouse, appearing before T. Smallman, Esq,. Police Magistrate, and Messrs. W. Duncan and W.J. Taylor, Justices of the Peace is Luther Haley, baker. Wilfred Henry Johnston, by his agent Stanley Ernest Elder had applied for a warrant of ejectment under the Landlord and Tenant Act 1890 against Luther Haley from the bakery premises at the corner of Main Road and York Street. From the evidence presented we learn that Mrs Burgoyne of Eltham had purchased the property some months earlier from Mr Johnston, which consisted of a store and bakery establishment at Eltham occupied by Mr. Luther Haley, and whose lease expired some little time back, and up to the present time, Mr. Haley was not prepared to leave. He informed the court that he is unable to secure at Eltham a suitable house in which to carry on his business, but was building a place near the railway station which he expected to be done in about three weeks time, and he is then prepared to give up possession of the premises he now occupies. Mr Smallman informed the defendant, Luther Haley, that he will have to quit the premises in three weeks from the present date, and that a warrant of ejectment would be issued. However he also informed Mr Haley that he would order the warrant to lie in the office for three weeks from that date. The premises under construction referred to by Luther Haley in court were situated on the western side of Main Road, near the railway station slightly opposite present-day Arthur Street. It was opened around September 1902 as a General Store, Bakery and Tea Rooms. This was the original building in the present-day shopping precinct. At the time the only thing nearby was the railway station. Luther Haley’s business appeared to prosper and he would have catered to not only the locals abut also day visitors by train on Sundays coming up from Melbourne, offering fresh baked produce, tea rooms and summer drinks. The fields across Main Road running between present day Arthur Street and Luck Street were known as Haley’s Paddock and at times were used for community festivities and picnics. A newspaper report on the annual State schools picnic held at Haley’s Paddock on March 11, 1904 described it as “quite close to the railway station, and is quite capable of holding comfortably 10,000 people. With its ample shade and hilly surroundings, it is an ideal place for any gathering.” Luther Haley successfully ran his general store, bakery and tea rooms until 1917 when he and his family departed the district and moved to Westgarth Street in Northcote where he changed careers and became a publisher. It was then taken over by Hannah Lloyd and became known as Lloyd’s Railway General Store from 1917 to 1920. From then it had a succession of owners, one as short as two months until March 31, 1939 when the Grocery Business formerly carried on by Mr. T.K. White of Eltham for the previous eight years was purchased by Mr Eric N. Staff of Research and became known as E.N. Staff’s Railway Store. Book prize awarded to T Boyd (enrolled 1873) for excellence in Writing by Principal F J Thomas in 1874. The book was donated to the school by Sheila (Campbell) Edwards who purchased it from a secondhand dealer in Melbourne.During these early times book prizes were ordered from London where they were specially bound and embossed with the College crest. F J Thomas had an illustrious career at Ballarat College. During his tenure as Principal it was discovered the BA after his name stoold for Bonn Academy (Germany) not, as may have been implied, Bachelor of Arts. Once discovered he left the State under 'not too dignified circumstances' as Mein records in the 1964 History of Ballarat College, p. 19. In 1905 Richard Squire was manager of the West Berry Consols at Allendale, and developed an improved system of mine ventilation, which was supported in "The Age." He was successful in combating and remedying the gas and ventilation troubles of the Deep Mines of Creswick and Allendale Districts after all had failed. MINE MANAGERS’ ASSOCIATION. Squire, manager of the West Berry Consols, at Allendale, submitted a paper detailing what he had done tor the betterment of ventilation in the alluvial mines of Smeaton and Mary borough districts- Members gave Mr Squire every credit for the results that he claimed to have effected; the adoption of his ideas had testified to their value to mine-owners. World War One honor roll of former students of the Happy Valley State School No 376 who enlisted. The original honor roll no longer exists. There is a framed photograph of it in the current Happy Valley School building now used for community events. This honor roll would appear to be made before the end of WW1 as Ernest Alfred Yung died in September 1917 at Ypres. His brother George Alfred Yung returned who was also in the same battle returned to Australia. Honour rolls were also made to encourage more men to enlist. Margaret Young studied at Ballarat West Art School in 1894. This was one of Ballarat's Art schools. In 1907 they merged and became Ballarat Technical Art School (BTAS). Margaret became a teacher and taught for many years at BTAS, specialising in woodcarving. At the end of the First World War, Honour Boards were requested to be made to honour the men who had served. Ballarat was the main provider of these boards. Margaret Young was one of the people responsible for the carvings and specially mentioned for her work by the Caulfield School in Melbourne. On her resignation, Margaret moved to Adelaide. At the past students Reunion Celebrations in 1930, Margaret Young was to be the Guest of Honour. Unfortunately she was unable to attend due to ill health. This plaque recognises the Wycheproof servicemen from State School No1757 who served in the 1914-1919 War. The Ideal Clipless Paper Fastener is what is known as a stapleless stapler. It uses the Bump fastening method which was patented in the U.S. in 1911. The Ideal measures 4.75″ H x 3.125″ W x 1.875″ L and weighs 6.5 ounces. It was manufactured and sold in Japan but also exported to England. The case is made of stained wood with the fastening mechanism made of polished steel. From unsubstantiated sources I understand the wood is Japanese Boxwood, but I cannot verify that at this time. The markings on the front and reverse are done in black paint. The two patents listed on the reverse side of the fastener are Japanese patents. They were granted in March and September 1918 respectively. The patents were granted to two different men. The letters CK on the reverse of the fastener seem to be the initials of the two patent holders. If the design of a C superimposed over the K is a trademark as indicated, it would imply that the two patent holders went into business together to manufacture the Ideal Fastener. I’ve been unable to determine fully the names of the patent holders, but the K seems to refer to a Mr. Kuroda who was the author of the later patent. The Ideal fastener was sold alongside the Clipless Stand Machine (available 1911-1923) and Bump Fasteners in Japan. The latest patent number on the Ideal is from September 1918. Furthermore, there was also an all-steel model of the Ideal Clipless Paper Fastener being sold in 1922. While the available evidence is both sparse and largely circumstantial, I believe the Ideal Clipless Paper Fastener would have been sold from 1919 until about 1923. Furthermore, with the availability of an all-steel model in 1922, it is likely that this newer model would have been introduced as the replacement for the wooden-cased version giving me further reason to believe that this would not have been sold after 1923. The fastener was donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, Surgeon and Oculist. It is part of the “W.R. Angus Collection” includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. Dr. Angus was in England in the 1920’s and could very well have purchased the Ideal Clipless Paper Fastener during his study time there. It was donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, Surgeon and Oculist. It is part of the “W.R. ABOUT THE “W.R.ANGUS COLLECTION” Doctor William Roy Angus M.B., B.S., Adel., 1923, F.R.C.S. Edin.,1928 (also known as Dr Roy Angus) was born in Murrumbeena, Victoria in 1901 and lived until 1970. He qualified as a doctor in 1923 at University of Adelaide, was Resident Medical Officer at the Royal Adelaide Hospital in 1924 and for a period was house surgeon to Sir (then Mr.) Henry Simpson Newland. Dr Angus was briefly an Assistant to Dr Riddell of Kapunda, then commenced private practice at Curramulka, Yorke Peninsula, SA, where he was physician, surgeon and chemist. In 1926, he was appointed as new Medical Assistant to Dr Thomas Francis Ryan (T.F. Ryan, or Tom), in Nhill, Victoria, where his experiences included radiology and pharmacy. In 1927 he was Acting House Surgeon in Dr Tom Ryan’s absence. Dr Angus had become engaged to Gladys Forsyth and they decided he further his studies overseas in the UK in 1927. He studied at London University College Hospital and at Edinburgh Royal Infirmary and in 1928, was awarded FRCS (Fellow from the Royal College of Surgeons), Edinburgh. He worked his passage back to Australia as a Ship’s Surgeon on the on the Australian Commonwealth Line’s T.S.S. Largs Bay. Dr Angus married Gladys in 1929, in Ballarat. (They went on to have one son (Graham 1932, born in SA) and two daughters (Helen (died 12/07/1996) and Berenice (Berry), both born at Mira, Nhill ) According to Berry, her mother Gladys made a lot of their clothes. She was very talented and did some lovely embroidery including lingerie for her trousseau and beautifully handmade baby clothes. Dr Angus was a ‘flying doctor’ for the A.I.M. (Australian Inland Ministry) Aerial Medical Service in 1928 . Its first station was in the remote town of Oodnadatta, where Dr Angus was stationed. He was locum tenens there on North-South Railway at 21 Mile Camp. He took up this ‘flying doctor’ position in response to a call from Dr John Flynn; the organisation was later known as the Flying Doctor Service, then the Royal Flying Doctor Service. A lot of his work during this time involved dental surgery also. Between 1928-1932 he was surgeon at the Curramulka Hospital, Yorke Peninsula, South Australia. In 1933 Dr Angus returned to Nhill and purchased a share of the Nelson Street practice and Mira hospital (a 2 bed ward at the Nelson Street Practice) from Dr Les Middleton one of the Middleton Brothers, the current owners of what previously once Dr Tom Ryan’s practice. Dr Tom and his brother had worked as surgeons included eye surgery. Dr Tom Ryan performed many of his operations in the Mira private hospital on his premises. He had been House Surgeon at the Nhill Hospital 1902-1926. Dr Tom Ryan had one of the only two pieces of radiology equipment in Victoria during his practicing years – The Royal Melbourne Hospital had the other one. Over the years Dr Tom Ryan had gradually set up what was effectively a training school for country general-practitioner-surgeons. Each patient was carefully examined, including using the X-ray machine, and any surgery was discussed and planned with Dr Ryan’s assistants several days in advance. Dr Angus gained experience in using the X-ray machine there during his time as assistant to Dr Ryan. When Dr Angus bought into the Nelson Street premises in Nhill he was also appointed as the Nhill Hospital’s Honorary House Surgeon 1933-1938. His practitioner’s plate from his Nhill surgery is now mounted on the doorway to the Port Medical Office at Flagstaff Hill Maritime Village, Warrnambool. When Dr Angus took up practice in the Dr Edward and Dr Tom Ryan’s old premises he obtained their extensive collection of historical medical equipment and materials spanning 1884-1926. A large part of this collection is now on display at the Port Medical Office at Flagstaff Hill Maritime Village in Warrnambool. In 1939 Dr Angus and his family moved to Warrnambool where he purchased “Birchwood,” the 1852 home and medical practice of Dr John Hunter Henderson, at 214 Koroit Street. (This property was sold in1965 to the State Government and is now the site of the Warrnambool Police Station. and an ALDI sore is on the land that was once their tennis court). The Angus family was able to afford gardeners, cooks and maids; their home was a popular place for visiting dignitaries to stay whilst visiting Warrnambool. Dr Angus had his own silk worm farm at home in a Mulberry tree. His young daughter used his centrifuge for spinning the silk. Dr Angus was appointed on a part-time basis as Port Medical Officer (Health Officer) in Warrnambool and held this position until the 1940’s when the government no longer required the service of a Port Medical Officer in Warrnambool; he was thus Warrnambool’s last serving Port Medical Officer. (Masters of immigrant ships arriving in port reported incidents of diseases, illness and death and the Port Medical Officer made a decision on whether the ship required Quarantine and for how long, in this way preventing contagious illness from spreading from new immigrants to the residents already in the colony.) Dr Angus was a member of the Australian Medical Association, for 35 years and surgeon at the Warrnambool Base Hospital 1939-1942, He served with the Australian Department of Defence as a Surgeon Captain during WWII 1942-45, in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack. During his convalescence he carved an intricate and ‘most artistic’ chess set from the material that dentures were made from. He then studied ophthalmology at the Royal Melbourne Eye and Ear Hospital and created cosmetically superior artificial eyes by pioneering using the intrascleral cartilage. Angus received accolades from the Ophthalmological Society of Australasia for this work. He returned to Warrnambool to commence practice as an ophthalmologist, pioneering in artificial eye improvements. He was Honorary Consultant Ophthalmologist to Warrnambool Base Hospital for 31 years. He made monthly visits to Portland as a visiting surgeon, to perform eye surgery. He represented the Victorian South-West subdivision of the Australian Medical Association as its secretary between 1949 and 1956 and as chairman from 1956 to 1958. In 1968 Dr Angus was elected member of Spain’s Barraquer Institute of Barcelona after his research work in Intrasclearal cartilage grafting, becoming one of the few Australian ophthalmologists to receive this honour, and in the following year presented his final paper on Living Intrasclearal Cartilage Implants at the Inaugural Meeting of the Australian College of Ophthalmologists in Melbourne In his personal life Dr Angus was a Presbyterian and treated Sunday as a Sabbath, a day of rest. He would visit 3 or 4 country patients on a Sunday, taking his children along ‘for the ride’ and to visit with him. Sunday evenings he would play the pianola and sing Scottish songs to his family. One of Dr Angus’ patients was Margaret MacKenzie, author of a book on local shipwrecks that she’d seen as an eye witness from the late 1880’s in Peterborough, Victoria. In the early 1950’s Dr Angus, painted a picture of a shipwreck for the cover jacket of Margaret’s book, Shipwrecks and More Shipwrecks. She was blind in later life and her daughter wrote the actual book for her. Dr Angus and his wife Gladys were very involved in Warrnambool’s society with a strong interest in civic affairs. He had an interest in people and the community They were both involved in the creation of Flagstaff Hill, including the layout of the gardens. After his death (28th March 1970) his family requested his practitioner’s plate, medical instruments and some personal belongings be displayed in the Port Medical Office surgery at Flagstaff Hill Maritime Village, and be called the “W. R. Angus Collection”. The Sailors' Rest, located in Ann Street, Williamstown opened on 24 May 1878. An article dating 25 May 1878, in the Williamstown Chronicle, describes the interior of the renovated Wesleyan chuch as depicted on the print: "Inside the building the carpenters and painters have been busily engaged. It has been painted throughout, the lower part of the walls be ing stained blue. There is a form all round the building with tables up the sides, and a number of small round tables are scattered about the roomi. In the centre is a splendid wire stand for pot plants, of which there is a grand display. Pictures adorn, the walls; singing birds warble their sweet strains ; and the silent gold fish of which there are several globes add to the beauty of the display. At the east end of the room is the bar, occupying one corner, while in the other are the shelves which accommodate the books of the Library, while last evening across the end wall was in large illuminated letters-'" The earth is the Lord's and the fulness thereof." On the platform are a piano and harmonium. The room is very presentable whether in day light or illuminated vith gas." Eva Carmichael, one of the two survivors of the Loch Art tragedy, visited here on 19 July 1878. She had stayed with Mr and Mrs Gibson and travelled from Camperdown to Melbourne (15 July 1878) to sail back to Ireland. Article in the Leader, 20 July 1878, Page 19: "The Saitors' Rest at Williamstown was yesterday visited by Miss Carmichael, Mr. T. Pearce and Mr. and Mrs. Gibson. The objects of the institution were explained to them, and after a brief stay they complimented the committee on their arrangement. The attendance has ho largely increased that the receipts now average £80 per month. The letter was written by Allan Quinn to his mother. Allen started working as a seafarer when he was 16 years old, and frequently wrote to his mother during his travels. 'The Grange ' was a 2 storey home built 1857 by Mr Charles Tuck, originally named 'Baydon Hill' , at 1011 Nepean Highway, Moorabbin ( South Brighton). Mr Charles Tuck was Veterinary Surgeon from Baydon Hill, Wiltshire, England, who migrated to Australia c1850. He married his cousin Miss Jan Chaudler in Melbourne in1853. He was at the Ballarat gold-fields at the time of the riots and then they settled in South Brighton ( later Moorabbin) and built a large Georgian Styled home called 'Baydon Hill'. The Tucks had a large family - 9 children. Charles enjoyed a prosperous Veterinary Practice as his advice was needed for stock purchases by the farmers / settlers. Charles died in 1893 and Jane left the property c 1903 and died at Blackburn in 1928. The House had 5 owners, the last being the Healey family c1920 and at some stage the name was changed to 'The Grange' and the gates shown were installed. The Healey Family were also prosperous in developing vegetables and flower seeds and seedlings. 'The Grange' was sold to Moorabbin City Council 1972 and then used by the City of Moorabbin Historical Society for meetings and storage of historical material. It was demolished amidst considerable controversy 1983 and the District Police Offices were built on the site. It was built by Mr Charles Tuck 1857and in1900 extended from Point Nepean Road to South Road - 10acres. Mr Harold James Healey purchased the property in c1920 and leased a portion to a Chinese market gardener. Later with his sons he established a profitable Plant Nursery that they managed for 42years.. Keith Healey, a son, remodelled the house extensively mid 20thC .The Moorabbin City Council purchased it in 1972 for $255,000 and it was demolished amid controversy 1983. Thornton notifies that she has taken over the Kangaroo Ground Hotel from Mr. Walker, and the house will be made attractive for weekenders, the table, wines, and spirits being A1 quality" - Advertiser 7 July, 1922" Mrs Ruby C. Thornton sold her interest in the Kangaroo Ground Hotel in September 1928 and moved away after seven years in the district. This photo is therefore dated between July 1922 and 1928. Other newspaper articles identify Mrs Thornton's first name. The lady to the left of frame appears to be taking a photograph of the car in front of the hotel. This may be Mrs Ruby Thornton taking a picture of her car in front of her hotel. A young boy with others standing near their horse and buggy look on. The property was destroyed by fire at 1.45 am on Friday 8 August 1930. The licensee was Mr Hugh Crichton who had taken over from Ruby Thornton. He and his wife just managed to escape the fire with nothing but their night attire. The property was owned by Mr Bruce Donaldson of Ivanhoe and had been erected over 60 years earlier (according to the Advertiser). This framed photo usually hangs on the wall of the meeting room at the Invermay Hall, on the Invermay Reserve. The photograph features Invermay Cricket Club member Tom Reidy who donated his Cricket Club jacket to the Invermay Local History Assn. This jacket is now held in the ILHA Collection.The photograph is of historical and cultural significance. This is the only known copy of the photograph.
