An article from The Age about the death of Sir Alfred (Kem) Kemsley in 1987. It mentions that is was a loss of one of Melbourne's 'great characters'. Between the wars he served as secretary to the Melbourne Metropolitan Town Planning Commission and as secretary to the Liquor Trades Defence Union. In 1934 he became general manager of 3UZ. In world war 2 he was appointed director of the organsation of The Australian Army with the rank of Colonel. After the war he was one of those who founded the advertising agency United Service Publicity (later USP-Needham). He served as chairman and long remained director. Sir Kemsley was one of the earliest supporters of the Shrine and was instrumental in its construction. He was a shrine trustee and governor of the Corps of Commissionaires. An early and long serving member of Legacy. His many honours included KBE (1980), CMG (1973), CBE (1960), and ED. He was survived by a wife, son Liston, and daughter Jean by a previous marriage. An article from the Melbourne Legacy Bulletin of a Past Presidents' Day speech by Legatee Brian Armstrong, a long serving Legatee and past president (1937). It is poignant for it's insight into what he saw on the Western Front, in particular around Pozieres and the Windmill that had stood there and was destroyed in battle. He had recently visited France and recalled his personal feelings. “I have no doubt that each one of you had some special memory of war that is bound up with your membership of Legacy – some event, place or happening. This was one of mine – you will find the story in a book we all know ‘There goes a man’, a story of endurance, determination and incredible courage. The feeling came to me as I stood in that little enclosure that here began the long road that led to Legacy, for in the middle of that holocaust was the Victorian Brigade from which later came the first man of Legacy. I am certain that many splendid men, some of whom were my friends, whose last sight was that battered windmill, would, had the finger of fate but pointed another way, been original members of this Club. A question seemed to hang in the still air – not for me, for I was only a cypher, but for all of us for whom, in those or later years, the finger had pointed to ‘LIFE’ – what have you done to merit and repay your deliverance from this and similar ordeals." He was one of the founding group of Legatees, being enrolled in 1924, and served for 54 years. The Bulletin often published articles recounting the speech from the week before. A copy of two addresses made at the funeral service for Legatee James George Gillespie, a long serving Legatee. The funeral was held on 25th May 1987 at St Stephen's Church, Caulfield. A copy of an address given at a Foundation Day Luncheon by a long standing Legatee and past President Legatee Rob Allison. He had joined Legacy in 1950, and he comments that only 5 members remain active that were with him in 1950. In 1950 they were all posted as member of various committees, he got Welfare and Friday night girls' classes. There were 9 boys' classes throughout Melbourne, and girls' twice a week at Legacy Headquarters at 24 Market St. There were 230 active members and each legatee had 4 or 5 families with children. He mentions that in 1950 the President was 62 years old but only 5 years after the end of the war, the tide had begun to turn towards the 39ers. (He called the older legatees '1914ers' or 'the Bow and Arrow boys'). He applauded the 'founding fathers' for limiting the numbers of members, in 1929 it was 230 and in 1959 a limit of 300. They used a classification method to classify the members so they had a diverse range of skills and community representation. Areas were: Production, Distribution, Services Public Authority, Services Other, and Board List. The President had a Secret Committee of 3, no one knew who was on the committee, even those members didn't know the identity of the other 2. This committee vetted the background and integrity of new members. In 1950 the budget was £27,000 plus a capital budget of £3,500. Legatee Allison tells a good story of his induction into Legacy, including his wife joining other Legatees wives in fundraising. In 1951 Comradeship meetings moved to Thursday nights at the instigation of Burt Nathan. 'Birthday boy' invitations started in 1958 when John Cooper was Chairman of the Comradeship. After some years of discussion the first paid Social Worker was employed in 1953 and as a result her efforts the first Senior Widows' Group got underway. Until the 1950s Legacy had always found the money it required, from big companies, wealthy members of the community, Estates, or Trusts. In 1951 it tried to copy a Sydney Legacy idea (Certificate of Adoption Plan) and called it 'The Endowment Scheme'. Other fundraisers included films, premiere showing and musicals were very much a part of the social life of Legatees. One premiere show in 1952, 'The Greatest Show on Earth' was sold at £100 a double. In 1959 Sir Frank and Lady Tait were kind enough for give us a premiere of 'My Fair Lady'. As the 50s progressed cash flow was not enough and it was decided in 1957 to have the first public appeal (he says 1957 but it was 1956). The first Badge day was 1958 (according to this account). He says it grossed £21,000 (net £17,000). And the Legacy story was becoming better known. 'Legacy has never been a one man band. The strength has been in the resourceful ability of those of its members.' He was well placed to tell the story of the donation towards Dureau House. BG Corporation in New York used 'Brown and Dureau' as agents in Melbourne for their spark plug manufacturing (for the American aircraft based in Australia during the war). A royalty of two shillings and sixpence was agreed. The entrepreneur President of BG Corporation was Richard Goldsmith. L/ Grat Grattan had a friend Mr Edwards who was managing director at Brown and Dureau and heard of the desire by Goldsmith to leave a permanent memorial to ex-servicemen in Australia (Children's Hospital was considered). Grat took Edwards to Market St and showed him the inadequacy of the building. It was agreed if Melbourne Legacy could come up with a purchased building in 10 days they would get the money needed. The property purchased was 'Storey Hall' in Swanston St (also called Hibernian Hall in other documents). After the war it turned out not to be suitable and a new building was required. The speaker is identified as Rob Allison based on two things; at one stage he refers to himself as 'Rob' and this copy of the speech has been faxed to Legacy from the offices of John Allison Monkhouse. Another copy of this address has been located with the date of September 1988 that was filed with information on Past Presidents and the lives prominent legatees. The notation H59 in black pen shows that it was part of the archive project that was trying to capture the history of Legacy. It reflects on Foundation Day and the first 50 years of Service certificates that were being awarded. Legatee Armstrong had been president in 1937. The prom was called Accolade. Last Anzac Day a fine old Digger / Asked me to write him 'a sort of a letter' / Mentioning something of what he had done / As a private soldier in World War One. He had lived alone since he lost he wife / But a score of 'Grandies' adorned his life / They were always asking what he had done / As a Front Line Digger in World War One. He wanted to give them something to show / When he got his call and 'had to go' / But he couldn't remember and wasn't sure / When they fingered his medal and asked for more. He was one of our best and I knew him well / In those far off days of pain and hell / So I wrote recalling his scenes of strife / Especially one when he'd saved my life. Later I found a note at my gate / Just a line of thanks to 'my Dear Mate'. That grand old word so hardly won / In freezing trench and blinding sun / Fifty years gone but it's not too late / To be proud when a Digger still calls you Mate. Thrice in our time have the War Bells tolled / And thrice does the Legacy tale unfold. Fifty years gone but it's never too late / To guard the Kin of a fallen mate. An article from the Bulletin including the text an address by Legatee Kem Kemsley at a Legacy event on 27 September 1983. He discusses the beginnings of Legacy. He relates the approach made to Sir John Monash to be the first president. It was via Legatee Frank Meldrum who was playing tennis with Monash's son-in-law. It shows the nature of relations between high ranking ex servicemen. Monash suggested Colonel Harold Cohen. Initially Legacy was founded with 'one person from each profession or business who will represent that profession until such time as the Club has established itself on a wider basis.' For example there were 'two solicitors - Downing and Armstrong, Meldrum as dentist, George Worboys as plumber, Dr Gardener as the eye specialist, Doolan and Goodchild as Surveyors, Fred Wickham of the Premier's department who was regarded as very important, Baker from Myer's Emporium, Joynt from the printing world and Blackett the architect.' He also mentions a Police Strike and General Monash set up a special constabulary force. Cohen, Kemsley and many of the early legatees answered the call to help keep peace. By December 1923 there were 54 members of the new Legacy club. The name was under consideration as the Tasmanian club was called Remembrance Club. Pip Powell nominated the name of Legacy to be submitted for consideration, but it was Frank Selleck who moved the formal resolution. By the end of 1924 initial objectives were met. A picnic with widows and children was held at Heidelberg and then Beaumaris, (limited by the few legatees who had motorcars at the time). Following thoses successes Frank Doolan posed the question 'what does Legacy really mean?' and focus changed toward widows and children. Legatee Savige had a property at Balnarring and the first camps were started. For boys there was a Lacrosse team and football team. Also swimming classes and literary and debating classes, which were hoped to be interesting and develop their minds along the proper form of citizenship. An article from the Bulletin including the text an address by Legatee Kem Kemsley at a Legacy event on 4 October 1977. He discusses the beginnings of Legacy. He starts with Legatee Savige's tip to Hobart and Sir John Gellibrand's Remembrance Club. Then a meeting of the 24th Battalion at Phair's Hotel in 1923 and the men there agreeing to start a similar club, he mentions Sandy Lowe as a member at the meeting in 1977 that was at the initial meeting in 1923. He also mentions other at that initial meeting were Savige, Frank Selleck, Ted Pittard, Bob Irving, and 'Babe' Norman. He relates the approach made to Sir John Monash to be the first president. It was when Savige was in Frank Meldrum's dentist chair that the plan was hatched for Meldrum, (who was playing tennis with Monash's son-in-law, Gershon Bennett), to approach Monash to be president. The first Government House Christmas party for children was held in 1926, when the Governor General of Australia was still residing there. His final words were about his war experiences and relates a speech made by Legatee Brian Armstrong on 28th February 1961 (02502) that also spoke of the area around the Pozieres Windmill that was part of the battle of the Somme in July/August 1916, where so many of the early legatees fought.. This item of meorabilia was made by J.G.Murphy while he was hospitalised in the Middle East during the 2nd World War. He later became President of the Red Cliffs RSL and a Life Member of the League for service rendered.Brown leather satchell,embossed with Australian flora and forna, front, back and under flap, there is a carry handle on the top. The front features two Kookaburra like birds, under the flap is a Kangaroo and butterfly and folliage on the back. The seams and handle are hand sewn with 2.5mm leather lacing, and there are press studs to hold the flap closed. This collection of 48 portrait photos details all Past Chairmen of the Legacy Cordinating Councils from 1937 to 2015. The majority of these Legatees were from Melbourne Legacy ranks. A Vale notice for Legatee Charles 'Carl' Carleton. He was an architect after World War 1. He as an early member of Legacy (possibly a founder). The article mentions the first boys camp in 1926, when 32 boys camped in 7 tents on the land of Legatee Savige. Legatee Carleton used his professional skills to have permanent buildings erected at very low cost. He was pivotal in the formation of the Intermediate Legacy Club. A framed photo of the first president of Melbourne Legacy, Legatee Harold Cohen. Harold Edward Cohen (1881-1946), soldier, lawyer, politician and businessman, was born on 25 November 1881. In 1901 Cohen was commissioned in the Field Artillery Brigade, Australian Military Forces, and was promoted captain in 1905 and major in 1909. In 1915 he was appointed commanding officer of the 6th Army Brigade, Australian Field Artillery Regiment, Australian Imperial Force, with the rank of lieutenant-colonel, serving in the Middle East, England and France until June 1919. Twice wounded and twice mentioned in dispatches, he was awarded the Distinguished Service Order in 1917 and created C.M.G. in 1918. He was awarded the Volunteer Decoration in 1921 and the CBE in 1934. In 1929 Brigadier Cohen entered Parliament as the member for Melbourne South in the Legislative Council, and in 1935 transferred to the Assembly as member for Caulfield, which seat he held until 1943. During the Second World War Brigadier Cohen served in the Middle East as honorary Red Cross Commissioner overseas. An account of the wartime experiences of Legatee Thomas White who served a term as President in 1925. This is the story of the capture and escape of Captain Thomas White, Australian Flying Corps on the Baghdad Road, Mesopotamia (Iraq), 13/11/1915. Captain White had been ordered to cut the telegraph wires behind the Turkish Lines along with his observer Captain F. Yeats-Brown from the 17th Indian Cavalry. Although they achieved their objective, the Maurice-Farman Longhorn aeroplane was damaged on landing and could not be repaired and were subsequently captured by the Arabs and local Gendarmerie. After the Arabs had beaten them up they were taken to Baghdad, escorted by the Turks and imprisoned. On 26 July 1918 Captain White escaped with Captain AJ Bott of the Royal Air Force. After making their way by sea (under very difficult circumstances) they arrived and went ashore at Odessa on the Black Sea. Odessa at the time was occupied by Austria and German troops and the Bolsheviks (the Russian revolution was under way). On 3 November 1918 they boarded a ship for Varna where Brigadier-General Ross met them, motored to Salonika, arriving 10/11/1918, then subsequently sent to Cairo. Tommy White became the third President of Melbourne Legacy in 1925-26 (Melbourne Legacy Bulletin 19/7/1990). He also went on to be the Australian High Commissioner in Britain until 1956. Photograph of Alf Argent, who was President of Melbourne Legacy in 1988. It is a professional photo taken for use in publications during his term as president. From a piece in the 1987 Annual Report which introduces him: "Alfred Argent, born in Lang Lang 1927 comes to the Presidency of Melbourne Legacy with a unique service record. At 18 he enlisted in the A.I.F. He was discharged to enter Duntroon, was commissioned and served in Japan, Korea, the UK, Malaya, Borneo, Vietnam, and the United States. He then joined the Public Service and served in the Antarctic Division, Public Services Board and the Bureau of Air Safety Investigation. Currently he is a part-time member of the Administrative Appeals Tribunal." The diary written by Legatee George Blackwood which gives an account of the life of a Melbourne Legacy President in 1975, the people he meets, the places he goes and some humour. The forward was written by Legatee Ravenscroft who was president in 1983. The first few pages deal with the history of Legacy. Then there are the speeches that were spoken at the handover dinner when Legatee Blackwood was the outgoing president and Legatee Baker was incoming. The speeches had interesting facts and insights into the characters of some of the legatees. Subsequent pages included the day to day events that the President experienced under the title of President's Musings and Meanderings.There is much valuable information in this diary for all to read. Two page document recording anecdotes about Melbourne Legacy Presidents, including Bill Cremor, Syd Birrell, Ray Hall and Cyril Smith, written by Ray Hall's successor in 1935, H.G. Brain. According to his account relationships were not always smooth; not only did Hall chair a fractious Board in 1934, but in 1931 insults were hurled during a meeting (by no less than Stan Savige) which resulted in the immediate resignation of the then President Smith, later retracted. Brain himself upset Mildura Legacy when he put forward his view to the Mildura Annual Dinner that 'the returned soldier section of the population was big enough ... to carry its own welfare activities, and that it ought not to pound the general populace too hard.' He had inadvertently broadcast his ideas over the national network, thinking that the microphone was only for local hearing assistance. More amusingly Brain also tells a story about Cremor when he ran against Harold Holt for the the House of Representatives seat of Fawkner 'in 1942 (?)', and one about Birrell showing a group of the Women's Nationalist League (a conservative women's organisation established in 1904 to support the monarchy and empire) members around the Flemington Saleyards. The photo shows President W.A. Perrin accepting a donation from the Mr W.P. Mein of Williamstown Racing Club at a Legatee function. The Comradeship Bell is on the table so it is assumed it is a Legacy luncheon, usually held weekly. President 'Bill' Perrin is wearing dark glasses, as he was blind as a result of service in the First World War. He went on to be elected President of the Co-Ordinating Council at the Perth Conference in 1948 to succeed L/- Savige in the role. An article in Trove provides the date of 19 June 1943 for the luncheon. The Williamstown Racing Club donated the net proceeds of a race meeting on 12 May at Moonee Valley to Legacy, which was £9,178/8/6. The photo caption identifies the men as: 'CHEQUE FOR £9,178 being presented by Mr W. P. Mein, chairman of Williamstown Racing Club, to Mr W. A. Perrin, president of the Legacy Club at the club's luncheon yesterday. The funds were raised by a race meeting. Seated (from left) : Major H. Steele, Messrs E. Sherwen (vicepresident Legacy), A. N. A menu card for a dinner given to farewell Legacy President Philip Potts as he left to be part of the Scottish delegation in March 1928. Legatee Potts was the current Legacy President and this promotion meant he had to step down and Legatee CH Peters took over the rest of the 1927-8 tenure. The text of menu has joking references to other Legatees which shows their comradeship and camaraderie. An album of significant events in March 1928 was compiled and presented to Legatee Potts by Legatee Frank Doolan. (see 02134). The album includes the first annual demonstration, appeals for funds to build the Shrine and farewell notices from Legacy newsletters.A record that Legatees held very significant positions in their lives outside of Legacy. The photos show Legatee Chas Wilks visiting Legatee Morrie Tonkin in hospital and presenting a certificate to mark his 50 years of service to Legacy. From the note it seems he gave his Presidential badge back to Melbourne Legacy. Legatee M.J.G Tonkin was president in 1952.
