Charles E “Ernie” Barrie started constructing a Chaff mill on the corner of Brooklyn and Station road in 1900. It soon became a thriving business and was ideally located close to the railway line. Ernie and his father William and other Barrie brothers had been operated travelling chaff cutters in the district of Melton and Werribee. Within a short time the mill expanded into two big sheds in partnership with his brother James E known as “Ted”. The eldest brother William was in the Manager living in Melton South. In 1906 Ernie applied for a railway crossing on Brooklyn Road to have direct access for railway trucks to be shunted to the mill to be loaded. The Mill was also had the first phone to be connected, No 1, and No’s 2, 3 were the Golden Fleece and Macs Hotels. In 1906 Ernie married Jessie Lang daughter of the Head Teacher at Melton State School No 430 (1896 –1917). The Barrie house on the north side of the mill was completed in August 1906. It survived for almost 60 years until demolition. Chaff mills were very susceptible to fires and often burnt down and would be rebuilt again ready for the peak of the harvesting season. The final demise of the Mill occurred in a spectacular blaze on the night of Friday 2nd December 1977, just before the earth tremor as reported in the local paper. Brian Dobson the local photographer lived close by and captured the night blaze. A video was also taken of the action by the fire brigade. My parents Bon and Edna Barrie were living at 19 First Avenue, and took colour slides of the smouldering ruins in the half -light. Ironically Bon had spent the first year of his life (born in April 1909 and sister Mary born October 1907) at the house beside the mill. Trethowan’s Chaff mill in Brooklyn road was also destroyed by fire, which stated in the evening on Tuesday April 28th 1987. It was established in 1910 by Dixon Brothers, followed by, Ebbot & Kebby, Robinson, Trethowan and Butler and was with the Trethowan family when it burnt down. Melton South was small a community referred to as Melton Railway Station. Member of the community raised the idea to have a public hall. In 1909 Cr Barrie, Mr Nesbitt and Delany formed a committee to build a community hall. Cr Barrie donated the land and The Exford Hall was completed in September 1910 later to be named Victoria Hall. It was demolished in 1992. Colour slide in Barrie archive. In April 1910 the Ernie sold the Mill to Glover Onians (HSK Ward) family moved away to a property in Trundle NSW. Ernie had acquired 640 acres (a square mile) and leased a further 1920 acres of adjoining land. It was the practise of the farmers in the area at the time to buy up or lease the surrounding land from the 640 acre crown land blocks to make up acerage for a viable wheat farm. His wife Jessie found the climate to be very hot and when the Darlingsford property at Melton was put up for sale in the latter part of 1910 and was passed in at the auction. My grandfather saw this an opportunity to return to Melton. The negotiations to Darlingsford were finalised on May 11th 1911. Barrie bothers with connections to Chaff mills and farming in Melton from the 1900s William Henry, Charles Ernest, James Edwin, Samuel John, Robert, Arthur Roger, Albert Walter. Three grandsons and a great-grandson are in business earthmoving and farming in Melton today. Certificate - Wodonga RSSILA Certificate of Appreciation, 1924
The Returned Sailors' and Soldiers' Imperial League of Australia was formed in 1916 to support servicemen returning from World War 1. In 1940 its name was changed to Returned Sailors', Soldiers' and Airmen's Imperial League of Australia and again in 1966 to Returned Services League of Australia. Arthur Ernest Beard enlisted in the 10th Battalion in 1914 and was discharged as medically unfit in 1918. His service included three years and 115 days of overseas service. He was gassed during his war service, resulting in ongoing health issues. Beard received an incapacity pension. Despite his ill health, Arthur dedicated many years of service to the committee of the Returned Sailors' and Soldiers' Imperial League of Australia Wodonga branch. At various times he served as President and secretary. He was on the committee when the branch was lobbying for the construction of a Soldiers' Memorial and also a Soldiers' Memorial Hall for Wodonga. Arthur also participated in groups and community activities, including the Wodonga Boys’ Club, Wodonga Public Library Committee and the Wodonga and District Progress Association. Arthur died on 29 Jun 1940 in Wodonga, Victoria, aged 46 years. Melbourne Legacy
Document, Early History of the Shrine of Remembrance, c1928
After the first world war there was a decision made to create a memorial. Legatees were involved in the process at various times and capacities. In particular Legatee Kemsley was vocal in idea of a structure over a utilitarian memorial (such as a hospital or a park) - see letter at 01182. These notes include the resolution that passed at the Melbourne Town Hall at a public meeting: "That this meeting of citizens confirm the launching of an appeal by the Lord Mayor to establish a National War Memorial by means of a monument and that an executive committee with the Lord Mayor as Chairman with power to add and point sub-committees be formed to carry out the project." Also that 20 sites were selected for consideration in 1921. Although the St Kilda Road site was favoured early on, by 1926 there was pressure to change to a "provision of square" and Cenotaph at the intersection of Spring and Bourke Streets. Legacy Clubs voiced their opposition to this proposal by passing a resolution "That the Melbourne Legacy Club, representative of the returned soldiers in business in this city, whilst welcoming the Anzac Square Scheme as a city improvement, cannot support it as a War Memorial scheme and affirms its support for the Shrine of Remembrance in the Domain as the only War Memorial worthy of Victoria's unparalleled efforts in the Great War." The document was in an envelope with a letter dated 30 April 1971 (01182) that also outlines the efforts Legacy (especially L/- Kemsley) went through to promote the construction of the Shrine of Remembrance over a proposed square. Rear view of Eltham Library showing loading dock and ramp to the front of the building. Designed by multi-award winning architect, Gregory Burgess, for which he won the 1995 Royal Australian Insitute of architects (Vic.) Merit Award in the New Institutional category. Covered under Heritage Overlay, Nillumbik Planning Scheme. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p183 Award-winning Eltham Library, with its earthy tones blending into the nearby parklands, celebrates some of the best of Eltham’s spirit. Designed by multi-award winning architect, Gregory Burgess, the library at Panther Place, won him the 1995 Royal Australian Institute of Architects (Vic) Merit Award in the New Institutional category.1 The design is typical of Burgess’ work, emphasising natural materials and forms, and the integration of building and site.2 In its distinctive architectural character, Burgess celebrated the spirit of Eltham’s artist/architect Justus Jörgenson and mud-brick builder Alistair Knox. However this library, which opened in 1994, follows decades of efforts to acquire a suitable library for local residents. It was only in 1971 that Eltham acquired its first purpose-built library. In the 1930s books were borrowed from a mobile library run by Mr Foster of Bible Street. From the 1930s to the early 1950s, adults borrowed books from the newsagency and general store in Main Road (still a newsagency) near Arthur Street. As late as the 1950s, adults borrowed books in the shire office foyer, then in Main Road near the corner of Arthur Street.3 In the early 1950s the ratepayers voted for lower rates rather than a library, in a referendum to build a public library financed by higher rates. Children depended on volunteers for their library service until 1966. In 1946 the inaugural meeting of the Eltham War Memorial Trust’s Women’s Auxiliary, decided to support the Trust by raising funds to buy land and build a Children’s Library, Baby Health Centre and other facilities. The auxiliary formed the Children’s Library Committee, which included Mrs Morrison, Mrs Bow and Mrs Currie. They ran a library service in the stage area of the Eltham Hall, at the corner of Arthur Street and Main Road. In 1952 the books were relocated to a room in the newly opened Baby Health Centre on Main Road. Then in 1961, the Children’s Library received its own hall beside the Eltham Pre-School Centre on Main Road. From there, each month, volunteers delivered books to every school in the shire. In 1966 the Children’s Library closed after 17 years of service, following the transfer of the Trust land and buildings to the Shire of Eltham. The books were donated to nine schools in the shire and to Community Aid Abroad. An important boost to the library service came in 1965, when the Heidelberg Regional Library Service was formed by the City of Heidelberg with the Shires of Eltham and Diamond Valley. Its first library service for Eltham Shire was a bookmobile van. Books for children and adults were finally housed in one building in 1966, when the shire converted the Brinkkotter house in Dudley Street, into a library. At last in 1971, the Eltham Library moved to new premises attached to the shire offices near Panther Place. However these were demolished in 1996, by State Government appointed commissioners during council amalgamations. Meanwhile the Heidelberg Regional Library Service was disbanded in 1985 and the Yarra Plenty Regional Library Service was established. The burgeoning population brought pressure for a bigger library. Eltham was one of several municipalities in the 1970s and 1980s, battling with the State Government for adequate funding for public libraries. Funds were so tight, that in 1987 Eltham councillors threatened to close the library. However public petitions persuaded them to set aside funds to replace the cramped library facilities. In 1992 the Federal Government gave $887,496 towards the $3 million cost of the 1560 square metre library.4 The result is a light and spacious building with surrounding verandas, made of sustainable natural materials including earth and recycled and radially sawn timbers. It includes a gallery and function areas. In 2004 Mr Burgess won Australian architecture’s highest accolade: the Royal Australian Institute of Architects Gold Medal. He has received more than forty professional and community awards. This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. It remains the most recent comprehenesive publication devoted to the Shire's history connecting local residents to the past. nillumbik now and then (marshall-king) collection, eltham, eltham library, panther place -

Invitation, Introductory Card, Gala Opening Ball, New Public Hall, Eltham, Friday 21st November, 1941, 1941
In September 1937, a group of ladies met to form a Ladies’ Committee to assist the General Committee in raising funds for a Public Hall. Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. You will always find the few who say ‘Time is not opportune.’ In these days you have to make your opportunities.” “Before any town can advance, a civic spirit must exist in the residents, and I hope the people will support the Hall Committee which has the interests of this district at heart.”Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. A similar funding approach was used a few years later to provide for the Eltham War Memorial located on the opposite side of Main Road.Printed card 5 copies numbered 68, 176, 201, 216 and 217 10.5 x 15.7 cmarthur street, eltham public hall, gala opening ball, main road -

It is recognized as the minute book and cash receipt book of the period 1922-1926 when the Memorial Park Committee, who it seems were part of the Shire of Eltham Soldier's Memorial League, was requested to raise funds for building the Shire of Eltham War Memorial Tower at Kangaroo Ground. History tells us that the tower, which is currently being refurbished, was officially opened by the Governor General of Australia, Lord Stonehaven on 11.11.26. The ladies invited to the first meeting at the Shire Hall did so on 21st September 1922. The minutes book reads: Present: Mesdames Bell, Bourchier, McMahon, Gosling, Cockcroft, Wraight, E Coutie, R Rogers, A Jones, AH White, Davies, Everitt and the Misses Lacey, Harris, N Weller, Gosling, Bell and D and G J Bourchier. These people became the Kangaroo Ground Memorial Bazaar Committee along with others named at further meetings.
