The booklet comprises of a series of papers published in the Ballarat Star, with some revisions. The Administrative Council hoped the publication would increase interest in Technical Education, especially the Art of Mining. He would also hope the public would recognise the Ballarat School of Mines as an institution adapted to supply technical education. Section I outlines the establishment of the Ballarat School of Mines, the buildings and land used by the school, describes in detail the former Ballarat Circuit Court and describes the lecture rooms. Section II describes the Ballarat School of Mines Museum, including a description of exhibits. Section III describes the lecture hall, and the apartments on either side of the hall, including the office of the registrar W.H. Barnard, mathematical classroom, chemical laboratory, and metallurgical laboratory. Section IV outlines the subjects offered by the Ballarat School of Mines, including Mathematics taught by John Victor of Grenville College, who had been educated at Trinity College Dublin. Mining and Land Surveying was taught by C.W. Thomas. Mr Croll taught mechanical drawing, followed by Jonathan Robinson of the Union Foundry, and finally S. Keast. It then lists some text books used in the school. Section V mentions the School Council, lack of funds, future directions, mining laboratory. Vi- Describes the land and out buildings, and the proposed building for metal and wood turning, brass foundry, blacksmith, working engine, etc. This section describes some large donations to the school - 50 pounds from the Misses Meglin of Melbourne, 10 pounds 10 shillings to the 'Pyrites fund' by the Walhalla and Long Tunnel Companies in Gippsland. Section VII covers the teaching of chemistry by Joseph Flude. Section VIII outlines the metallurgy classes and the process of assaying. Section IX covers telegraphy taught by Mr Bechervaise Section X describes the examination process at the Ballarat School of Mines. Examiners in mathematics were G.J. Newspaper reports relating to the Australasian Association for the Advancement of Science, Hobart, 1892. "Australasian Association for the advancement OF SCIENCE. Several members of the Australasian Association for the Advancement of Science arrived in the city yesterday by the inter colonial steamers, some of whom went direct to Hobart, while others remained in the city, but leave for the capital this afternoon. Amongst those who arrived were Baron Von Mueller, the dis tinguished scientist, who has taken some interest in this colony's re sources, Professor W. Baldwin Spencer, M.A., professor of biology at the Melbourne University, who was general secretary at the Melbourne meeting; the Rev. Lorimer Fison, an able worker in the South Sea mission fields; Dr. Robert Giffen, L.L.D., C.ll.; Captain Pascoe, R.N.; Mr Napier Bell, C.E.; Professors Hutton, Nerich, Smith, and Morris, and Mr Richard Teece, F.T.A., the well-known actuary of the A.M.P. Society. A large number of other distinguished members also arrived. Judge Dorkerwho also arrived, was con ducted over the Exhibition in the after noon, and expressed pleasure with what he saw. His Honor leaves by express train to-day for Hobart. The hon. Dr. Campbell was met by Mr Arthur Day, the official agent for Great Britain to the Exhibition, an old friend, who conducted him over the Exhibition. The doctor confined his attention principally to the dry ore concentrator, in which he takes a great interest. He will, however, visit the Exhibition again after the meetings in Hobart has been brought to a termination. What he has seen of the Exhibition has impressed him favourably. The fourth congress of the Australasian Association for the Advancement of Science was commenced in Hobart at 11. o'olock on Thursday by the general Council assembling at the Royal Society's rooms, at the Museum. There was a good attendance, including the Governor, Sir B. G. Hamilton. In the absence of the president, Sir James Hector, the chair was occupied by Baron Von Muellor. In the afternoon Lady Hamilton gave a garden party at Government House to 600 guests, including the members of the association, the Judges, the members of the Ministry, and leading citizens." In 1918 the Ballarat Junior Technical School Cadets were the champions of the Maryborough, St Arnaud, Mildura, Colac and Ballarat Districts. According to Neil Leckie, Manager of the Ballarat Ranger Military Museum: * Originally 12 – 14 year olds went to Junior Cadets attached to their school. * From age 14 – 17 they were Senior Cadets attached to the local militia unit. * After 1 July of the year a Cadet turned 18, the Cadet left the Senior Cadets and became a member of the Citizen Military Force. * In October 1918 the AIF, Militia and Cadets were renamed to give some connection to the AIF battalion raised in the area. Ballarat saw: 8th Australian Infantry Regiment comprising: * 8th Battalion AIF renamed 1st Battalion 8th Australian Infantry Regiment * 70th Infantry Militia renamed 2nd Battalion 8th Australian Infantry Regiment * 70th Infantry Cadets renamed 3rd B, 8th Australian Infantry. 39th Australian Infantry Regiment comprising: * 39th Battalion AIF renamed 1st Battalion 39th Australian Regiment * 71st Infantry Militia renamed 2nd Bn, 39th Australian Infantry Regiment * 71st Infantry Cadets renamed 3rd Bn, 39th Australian Infantry Regiment Prior to the reorganisation in 1918 the 18th Brigade was the 70th, 71st and 73rd Infantry. It is thought that the 18th Brigade Cadet units in 1920 were those that came from the old: * 69th Infantry (Geelong/Queenscliff) * 70th Infantry (Ballarat/Colac) * 71st Infantry (Ballarat West) * 72nd Infantry Warrnambool) * 73rd Infantry (NW Vic) The next name change came in 1921! Junior Technical School Cadet Team. —The Junior Technical School's cadet team, which won the championship at the South street competitions this year, was tendered a dinner by the staff in appreciation of the honor they had brought to the school. The function was held at Miss Brazenor's tea rooms, and a most dainty repast was served, the tables being arranged in the artistic fashion which is characteristic of these ladies. Mr W. H. Middleton (president of the School of Mines), Mr H. Smith (principal of the Art School), Lieut. P. Miller (instructor of the High School team), and Sgt. S. Fry were also present. Mr A. W. Steane (head master of The Junior Technical School) presided. After the toast of the King, Mr Middleton proposed, and Mr H. Smith supported, the health of the team and their instructor, Lieut. H. Wakeling, who suitably responded. The toast of the High School team was proposed by Mr. R. Cutler.; and Lieut D. Miller responded. The cup won at the recent competitions was then handed over to Mr - Steane; in accepting the trophy, said he was pleased to see swell a clean, sportsmanlike spirit between the rival teams. In April 2012 former Royal Australian College of General Practitioners president Dr Paul Hemming was appointed the University of Ballarat’s new chancellor. Dr Hemming was a deputy chancellor of the university since 2011 and a member of the university council since 2007, and replaces outgoing chancellor Robert Smith. He was a founding director of Beyondblue and has been president of the Royal Australian College of General Practitioners. He was also president of the Australian Medical Association Victoria and has served on numerous federal government medical bodies and tribunals. Chancellors are appointed to chair the university's council (governing body) as the senior office holder of the University. They also confer the academic awards of the university, and represent the university at meetings, functions and ceremonies. At the installation of Dr Hemming as the Fifth Chancellor Of The University Of Ballarat Governor of Victoria Alex Chrnov said: "I join Bonnie Fagan in acknowledging the traditional owners of this land and I pay my respects to their elders past and present. It is my great pleasure, as Governor of Victoria and Visitor to the University of Ballarat, to install Dr Paul Hemming as the fifth Chancellor of this University. I extend to him and his family my warmest congratulations on this appointment and wish him all the best in his new role. I have no doubt that he will be an industrious and wise leader of this University. Although the University of Ballarat is one of Australia’s newest Universities, it is the third oldest Tertiary institution in our country with the School of Mines being established in 1870. It has much to be proud of, and should be recognised for its commitment to being one of our most outstanding regionally focused higher education institutions. It offers on six campuses a diverse, yet suitably targeted, group of learning models that include higher education, TAFE and senior secondary school education, and is one of the few universities in the country that has an associated Technology Park. This University is uniquely placed to provide higher education in Regional Victoria. For example, I understand that by 2020 the population in the Ballarat area will increase by 20% so this University will have the responsibility and opportunity to provide educational opportunities for this growing population. The role of the Governor can be divided into three parts – ceremonial, constitutional and community engagement. It is the third aspect of the role that is most time consuming and, I add, enjoyable. It includes making official visits to Regional areas of Victoria. To date Elizabeth and I have been on 16 such visits and the thing that stands out is that despite the challenges that face Regional communities whether it be through natural disasters, or the economy more broadly – the stoicism, volunteerism and self reliance are always present. Ballarat is an example of such resilience and confidence in its future that can be dated back to this University’s inception. When the School of Mines was established in 1870 on the back of the gold rush era of the 1850s, the local community had vision and faith in its future that is reflected in the building of this institution. It is not dissimilar to Melbourne, where its relatively few citizens established the iconic pillars of our society like the State Library, the University of Melbourne, Parliament Houses and the National Gallery of Victoria. The contribution by the University of Ballarat to Regional Victoria cannot be overstated. Not only does it provide top educational opportunities for students from the Region but its graduates almost invariably end up working in Regional Australia, and often in their own local communities. More specifically, almost three out of every four of the graduates from this University end up finding employment in Regional areas. Such figures highlight the University’s significant contribution to the Regional economy. But its impact is not limited to our Regional areas – it extends to other parts of Australia and overseas. But like so many other higher education institutions in Australia, the University of Ballarat is facing challenges brought about by events such as global uncertainties and the high Australian dollar that impact on the inflow of international students, and dealing with students, more and more of whom come from the lower socio economic sector. It is in those circumstances that the Chancellor must show leadership that involves, amongst others, objectively guiding the Council and supporting the Vice-Chancellor, albeit without becoming involved in the day to day micro management of the University. A strong, trusting and respectful working relationship between the Chancellor and the Vice-Chancellor is, I believe, critical to the sound progress of a University. Before I turn more specifically to Dr Hemming, I would like to reflect briefly on his immediate predecessor, Emeritus Professor Robert Smith. I am sure that Dr Hemming has already found in Professor Smith an invaluable source of assistance. He was a skilled and effective leader not only here, but also in the broader higher education sector. I mention by way of example his instigation and leadership two years ago of the much acclaimed Chancellors’ Conference that was held in Melbourne. There was great diffidence amongst the Chancellors in having it at all. It was a little like herding cats. But Bob Smith spearheaded the organisation of it, with great attention to detail. And it was his hard work and leadership that resulted in the Conference being such a success and of assistance to all Chancellors who attended. It was an illustration of Bob Smith’s skills as a leader in the sector and of this University. And the sector, just as this University remains indebted to him. And I have no doubt that Dr Hemming will similarly lead this University through the challenging, yet exciting, times that lie ahead. He is eminently qualified to do so, in terms of his personal attributes, academic achievements and experience in governance. With his extensive medical career as a General Practitioner, service on a number of Federal Government medical boards and tribunals, and having been a Founding Director of ‘Beyondblue’, President of the Royal Australian College of General Practitioners and President of the Australian Medical Association (Victoria), his list of personal and professional achievements, as well as his strong sense of public and community duty, is impressive. Importantly, Dr Hemming has a long standing connection with the Ballarat community, having moved here with his family from the United Kingdom in 1977. He is now even accepted as a “local” I am told. Given his range of experience to which I have referred and the time he has already spent on the Council and Standing Committees of this University, he is obviously well placed to take part in leading this University. So it is a great pleasure for me to install Dr Hemming as the fifth Chancellor of the University of Ballarat." The set of seven 1858 plans shows proposed plans for the original Lighthouse Complex that was built on Middle Island in 1858-1859. The whole complex was then transferred to Flagstaff Hill in 1871. The plan, dated 1909, is for proposed additions and repairs to the Quarters at Flagstaff Hill. The plan 'Alterations and Additions' shows alternate plans for changes to the quarters at the Flagstaff Hill location. This plan has no date. The Complex comprised the Lighthouse, the Lighthouse Keepers’ Quarters, the Store (now called the Chart Room) and a Privy, which was not included in these plans. The Keeper’s bluestone Quarters was a cottage divided into two compartments, one for each keeper and his family. The bluestone Store was divided into three; a store, a workshop an oil store (or office). The Privy comprised of a small building also divided into two separate, back-to-back toilets, one for each Keeper and his family. The Flagstaff Hill Keeper's Quarters have had extensions and additions at various times, and these have also been removed at various other times. It shows the floor plans of the Store, Upper Lighthouse and the Quarters. The Store building has three sections; a Store, Work-Shop and Office, with an internal wall between them and separate entries. The Quarters are divided into two dwellings. The Senior Keeper’s side on the left has fireplaces in two of the three bedrooms and there is a pantry and wash house. The Assistant’s side has no fireplaces in the bedrooms and there’s no pantry or washhouse. These plans include proposed changes to the buildings. The Senior Keeper’s Quarters would have a partition on bedroom 2, a bath with plumbing and drainage, a wall moved and a built-in side porch. The Store would also have a built-in porch. The undated plan 'Additions and Alterations' (2375.9) shows alternative arrangements for water tanks, plumbing and such. WARRNAMBOOL'S LADY BAY LIGHTHOUSES- In the 1800s ships sailing from England to Australia began to use Bass Strait as a faster route to Melbourne. Small navigation errors led to many tragic shipwrecks. From 1848 lighthouses were operating along Victoria’s southern coast as a guide for sailors. Coastal towns such as Warrnambool grew and the exchange of trade and passengers were of great benefit. However, the uncertain weather changes, relatively shallow waters and treacherous, hidden rocky reefs were not suitable for a Harbour and in the 1840s and 1850s there were many shipwrecks in the area, with some even stranded in its Lady Bay harbour. A jetty was built in 1850 and a flagstaff to guide seafarers was placed up high on what became known now as Flagstaff Hill. In November 1857 the Victorian Government recommended that Warrnambool Harbour had beacons and two lighthouses to guide vessels into and out of the Harbour safely. The white light of the Middle Island lighthouse was to be used for the first time on September 1, 1859. The red light of the Beach Lighthouse, a wooden obelisk structure, was first operated on March 25, 1860, but in 1868 this light was ‘discontinued’ due to it being too low. Melbourne’s Department of Public Works decided to relocate the Middle Island Lighthouse Complex - Lighthouse, Keeper’s Quarters, Privy, Store Room and even water tanks - to Flagstaff Hill. The lower obelisk was shortened, and a protruding gallery, railing, and external ladder were added, as well as the light from the Beach Lighthouse. A green guiding light was erected on the end of the jetty. The transfer of the Complex began in March 1871. Each shaped stone of the lighthouse was carefully numbered, removed then reassembled on Flagstaff Hill. In 1872 the well was sunk behind the Lighthouse Keeper’s Cottage. The Keepers and families had left Middle Island in April and moved to Flagstaff Hill in October 1871. Vessels entering Lady Bay align the Upper and Lower Lighthouse towers during the day and the lights at night. The Upper Lighthouse is a round tower, the Lower Light is square. The Lighthouses were categorised as harbour lights rather than coastal lights, so they remain under the control of the Victorian Government’s Ports and Harbours section. The lights were originally powered by oil, then acetylene gas, later by electricity, and then converted to solar power in 1988. In 1993 the solar panel was replaced by a battery charger. A decision was made in 1936 to replace the lighthouses’ lights with unattended lights that no longer required Keepers and Assistants. At least 29 Keepers had attended to the lighthouse from its opening in 1859 to when the last official Lightkeepers left In April 1916. The Warrnambool Harbour Board rented out the Quarters from 1916 to 1936. The Board closed down but the rentals continued with other unknown landlords. In the 1970s the Flagstaff Hill Planning Board was set up under the chairmanship of John Lindsay. The Board was to make recommendations to the Warrnambool City Council regarding the use of the buildings and the rest of the Crown Land on the site. The Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage in stages, during which time evidence of a 1920s fire was found in the eastern section of the cottage. Additions of a porch on the west and a washroom on the east were made in the 1980s. The western part of the building is now a Shipwreck Museum and the east has returned to a late 19th-century Lighthouse Keeper’s cottage and includes the screen made by Assistant Lighthouse Keeper Thomas Hope during one of his two periods of service there. THE LIGHTHOUSE KEEPERS Lighthouse Keepers were responsible for keeping their Lighthouse’s lights shining at night. They kept a lookout for passing vessels and changes in weather. They were expected to clean, polish and maintain the equipment and buildings. They kept regular and detailed records of who was on watch, and the time the light was lit, trimmed and extinguished. They kept a journal about other events that occurred. They keep regular, accurate Meteorological Logs. It was expected that they were competent in Morse code signalling. They would be called to help in times of disasters and shipwrecks, and to give official statements about these events. Many Lighthouse Keepers also volunteered as members of the lifeboat crew. The Lady Bay lighthouses were officially classified as small, so the Keepers had the official titles of Senior Assistant Lighthouse Keeper and Assistant Lighthouse Keeper. They were employed by the Public Service and paid rent to live in the Lighthouse Quarters. They were compulsorily retired at the age of 60, with most receiving a superannuation payment. Despite their time-consuming duties, there was time to follow hobbies and crafts such as growing vegetables, playing musical instruments, making models of buildings including lighthouses, and crafting furniture pieces. An example of a keeper’s skills is the carved fire screen made by /assistant Keeper Thomas Hope in the early 20th century and displayed in the Lighthouse Keeper’s cottage at Flagstaff Hill. The last occupants of the Middle Island Complex were Senior Keeper Robert Deverell, his Assistant Keeper, Andrew Farncombe, and their families. They all became the first occupants at the Lady Bay Lighthouse Keepers’ Quarters on Merri Street. The Warrnambool Lighthouse Complex plans are the origin of what is now the Lady Bay Lighthouse Complex. They are a record of the people, process and departments involved in bringing the complex into fruition. The plans are significant to the Complex, which is now listed on the Victorian Heritage Register, H1520, for being of historical, scientific (technological) and architectural significance to the State of Victoria. The Complex is significant as an example of early colonial development. The plan are significant for their connection with the important navigational function of the Lighthouses, a function still being performed to this day. The plans are also significant as an example of a product from the Public Works Department in Victoria in the mid-to-late 19th century. The structures built to these plans still stand strong. February 13, 1946 in the Ringwood Town Hall, the Mayoress, Mrs. H.E. Parker, called the meeting and Ringwood Branch Country Women's Association was formed, and would be in the Yarra Valley Group. Speaker for the day was Mrs. Wray, Group President, Yarra Valley Group. Office bearers elected were: • Mrs. Greenshields (President) • Mrs. Shields (Secretary) • Mrs. Roberts (Treasurer) At the inaugural meeting, 93 ladies joined, and the first general meeting of the Ringwood Branch was held March 7, 1946, and by the end of August the membership grew to 160. In 1946 the joining fee was 4/- and you never attended a meeting unless you wore hat and gloves. The first year, meetings were held in the main Town Hall, then they were transferred to the small hall, which had a creche next door, at the baby health centre, where mothers could leave their little ones, while mum enjoyed the meetings, demonstrations or entertainment. The Branch had a very good Choir, conducted by Mrs. Dorrie Davidson, also a very talented theatrical group. Each birthday they put on excellent stage shows, some beautiful costumes being hired from well-known Melbourne theatrical company. The 1956 Olympic stage show had some well-trained, but out of form, athletes. Highlight of the year was the Annual Ball and two Debutante Balls. New branches were formed in the district, Everard, East Ringwood, Heathmont, South Warrandyte. There was also, Ringwood Younger set, a night branch (later years was renamed Marana). It was then that our membership dropped. As more and more branches were started in the district, Ringwood was then allocated to the newly formed Maroondah Highway Group. Craft classes and demonstrations were of a high standard, with some interesting things being made such as millinery, dressmaking, pottery, etc. In 1960 when Ringwood was made a City, a C.W.A. float was entered in the procession, this was a mammoth task, as hundreds of flowers were made and wired to the float, which was in green and gold C.W.A. colours. The time came when the Town Hall was to be demolished, and we moved to the Church of England Hall, Civic Place, but after a short time, this hall was also demolished. Meetings were then held at Ringwood Library until the library was no longer available. Our last move was to our present meeting room at Lionswood. Today you dress as you wish and membership is $12.00. The Ringwood Branch in 1995 has 2 life members and 21 members.
