The 1978 Annual report gives the following hospital background: 'The foundation stone for the original 42 bed hospital was laid on the existing site on 25th December, 1855. Ballarat at that time had a population of between 40,000 and 50,000 people, with the demands on the hospital services being mainly for medical care resulting from mining accidents. Medical, Nursing and General care were provided by the resident Surgeon, matron and wardsmen. Financial support depended on donations from churches masonic lodges, the public and bequests. The hospital today provides centralized health services and specialist medical, surgical and ancillart assistance to the communities in the Central Highlands Region. The trend in hospital financing today has changed and is based to a large extent on State and Commonwealth Grants. Contribution from the public remain important particulalry in the purchase of equipement and ultimately the services provided by the hospital. Since 1887 the Ballarat Base Hospital has been an important training centre for nurses. In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. 1892-1953 The Methodist Children's Home in Cheltenham was founded c1880 to provide housing for neglected children from the inner city. The Founders aimed to provide regular nourishment, a stable environment and integrate the children into the local community thereby improving their education and lives. However new settlers to Cheltenham area who were seeking a healthier and more respectable lifestyle for their families were not happy to share Church and School with the Home's Children. 1911 school parents committee moved to exclude the Home's Children but this was countered by the Home's Committee who defeated the motion 60 to 8. 1915 Dr Scantlebury was pressured by school parents into ordering the confinement/ isolation of all Homes Children if an infectious disease was contracted by a child. This resulted in the Homes Children missing school for months so an application was made to the Victorian Education Dept. for e School to be set up at the Home. However funds were short due to WW1. In 1917 John Livingston, former Homes child who had become successful, bequeathed his estate to the Home and the Vic.Education Dept agreed to a school at the Home. The Influenza epidemic 1919 saw the children quarantined for 4 months as a precaution at the Home. When Flu actually struck, a further 5 months isolation was ordered. July 1920 their own school was on site and continuity of education could proceed , however it reinforced the isolation of the institution contrary to the Founders vision of integration.. 1925 the Danks family funded a Domestic Economy Class for girls, but not until 1936 could the children attend the local High School so that they could pursue office work, apprenticeships, commercial college courses. 1947 a benefactor donated £5,000 to pay fees for school, university or apprenticeship in Arts & Cultural subjects. Some of the children were able to join the local society as Methodist minister, accountant, nurses, farmers, secretaries, trademen whilst others were unable to adjust as crime and misfortune ensued. 1939 some past residents began a group called Living Stones Union that they circulated to the others giving news and a sense of family connectedness among themselves. ( Rev. N. Marshall, KCC Local History , H. Stanley 2005) 1950's saw a new direction for the support of children and families in poor and difficult situations . The new Burwood Homes Facility opened in 1951 and children were transferred from Cheltenham in 1952. The land was sold to the St John of God, Catholic Order in1953 who maintained an orphanage until Myer Pty Ltd bought the site in 1967 and constructed the Southland Shopping Centre1892 -1953 The Methodist Children's Home Cheltenham was founded to provide safe accommodation and education for neglected children from the Melbourne inner city slums. The Friendly Societies Carnival at Mentone 1916 during WW1 was arranged to showcase the local activities and raise funds for the 'Discharged Wounded Soldiers Fund' = £140 was raised. As elsewhere in Australia most of the local young men had enlisted in the AIF and some were coming home wounded - many were killed on overseas battlefields. This Parade was led by the Cheltenham Brass Band, followed by the Friendly Societies AOF, IOR, HACBS, PAFS, and ANA. The PAFS - Protestant Alliance Friendly Society - had 2 entries 'Fruit & Vegetable Display' and 'The Murder of Nurse Edith Cavell' both floats won their category. Ella Allnutt portrayed Nurse Cavell. The Carnival gave prizes for sports events on the Mentone Oval and a concert was held at night at the Mentone Ice Skating Rink. E H "Ted" Jenkins was the paraplegic son of Harry Jenkins who bought Churchill Island in 1936 as an interest for Ted. Ted lived on Churchill Island at various times with his nurse Sr Margaret "Jimmy" Campbell, e.g. second world war when they ran a shorthorn dairy farm, and at other times lived in their home in Melbourne. He moved freely around the island in a cart pulled by a Shetland pony and had strong arms for shooting and fishing. The reel suggests he went shark fishing or deer water fishing. Ted was also keen on 'ham' radio, and had many friends from his school who became life-long friends and frequent visitors to him on Churchill Island.Wood and brass (shark?) fishing reel. The Watters family moved from Albert Park to Garden City Port Melbourne circa 1934 buying a Bank House at 128 Williamstown Road (later renumbered to 400). The family consisted of Bob Watters senior and his wife Ellen (nee Oakley), children Patsy (b 1920), Bob Junior (b 1922) and Norma (b1924).
