The former Sebastopol State School is located in Yarrowee Street, Sebastopol. The building was constructed of locally made bricks by Llewellyn Edwards and Co for £3,395 19s 6d. it was opened on January 1875, with an enrollment of 762 children. Enrollment lrose to over 1,000 and included a staff of sixteen teachers. By 1930 enrollment had fallen to 137, and in the 1940s their was 80 pupils and three teachers. After World War Two the local population increased and enrollments grew resulting in the second floor being reconditions and used again as classrooms. in June 1969 the attendance was 305 with ten teachers. In April 2012 former Royal Australian College of General Practitioners president Dr Paul Hemming was appointed the University of Ballarat’s new chancellor. Dr Hemming was a deputy chancellor of the university since 2011 and a member of the university council since 2007, and replaces outgoing chancellor Robert Smith. He was a founding director of Beyondblue and has been president of the Royal Australian College of General Practitioners. He was also president of the Australian Medical Association Victoria and has served on numerous federal government medical bodies and tribunals. Chancellors are appointed to chair the university's council (governing body) as the senior office holder of the University. They also confer the academic awards of the university, and represent the university at meetings, functions and ceremonies. At the installation of Dr Hemming as the Fifth Chancellor Of The University Of Ballarat Governor of Victoria Alex Chrnov said: "I join Bonnie Fagan in acknowledging the traditional owners of this land and I pay my respects to their elders past and present. It is my great pleasure, as Governor of Victoria and Visitor to the University of Ballarat, to install Dr Paul Hemming as the fifth Chancellor of this University. I extend to him and his family my warmest congratulations on this appointment and wish him all the best in his new role. I have no doubt that he will be an industrious and wise leader of this University. Although the University of Ballarat is one of Australia’s newest Universities, it is the third oldest Tertiary institution in our country with the School of Mines being established in 1870. It has much to be proud of, and should be recognised for its commitment to being one of our most outstanding regionally focused higher education institutions. It offers on six campuses a diverse, yet suitably targeted, group of learning models that include higher education, TAFE and senior secondary school education, and is one of the few universities in the country that has an associated Technology Park. This University is uniquely placed to provide higher education in Regional Victoria. For example, I understand that by 2020 the population in the Ballarat area will increase by 20% so this University will have the responsibility and opportunity to provide educational opportunities for this growing population. The role of the Governor can be divided into three parts – ceremonial, constitutional and community engagement. It is the third aspect of the role that is most time consuming and, I add, enjoyable. It includes making official visits to Regional areas of Victoria. To date Elizabeth and I have been on 16 such visits and the thing that stands out is that despite the challenges that face Regional communities whether it be through natural disasters, or the economy more broadly – the stoicism, volunteerism and self reliance are always present. Ballarat is an example of such resilience and confidence in its future that can be dated back to this University’s inception. When the School of Mines was established in 1870 on the back of the gold rush era of the 1850s, the local community had vision and faith in its future that is reflected in the building of this institution. It is not dissimilar to Melbourne, where its relatively few citizens established the iconic pillars of our society like the State Library, the University of Melbourne, Parliament Houses and the National Gallery of Victoria. The contribution by the University of Ballarat to Regional Victoria cannot be overstated. Not only does it provide top educational opportunities for students from the Region but its graduates almost invariably end up working in Regional Australia, and often in their own local communities. More specifically, almost three out of every four of the graduates from this University end up finding employment in Regional areas. Such figures highlight the University’s significant contribution to the Regional economy. But its impact is not limited to our Regional areas – it extends to other parts of Australia and overseas. But like so many other higher education institutions in Australia, the University of Ballarat is facing challenges brought about by events such as global uncertainties and the high Australian dollar that impact on the inflow of international students, and dealing with students, more and more of whom come from the lower socio economic sector. It is in those circumstances that the Chancellor must show leadership that involves, amongst others, objectively guiding the Council and supporting the Vice-Chancellor, albeit without becoming involved in the day to day micro management of the University. A strong, trusting and respectful working relationship between the Chancellor and the Vice-Chancellor is, I believe, critical to the sound progress of a University. Before I turn more specifically to Dr Hemming, I would like to reflect briefly on his immediate predecessor, Emeritus Professor Robert Smith. I am sure that Dr Hemming has already found in Professor Smith an invaluable source of assistance. He was a skilled and effective leader not only here, but also in the broader higher education sector. I mention by way of example his instigation and leadership two years ago of the much acclaimed Chancellors’ Conference that was held in Melbourne. There was great diffidence amongst the Chancellors in having it at all. It was a little like herding cats. But Bob Smith spearheaded the organisation of it, with great attention to detail. And it was his hard work and leadership that resulted in the Conference being such a success and of assistance to all Chancellors who attended. It was an illustration of Bob Smith’s skills as a leader in the sector and of this University. And the sector, just as this University remains indebted to him. And I have no doubt that Dr Hemming will similarly lead this University through the challenging, yet exciting, times that lie ahead. He is eminently qualified to do so, in terms of his personal attributes, academic achievements and experience in governance. With his extensive medical career as a General Practitioner, service on a number of Federal Government medical boards and tribunals, and having been a Founding Director of ‘Beyondblue’, President of the Royal Australian College of General Practitioners and President of the Australian Medical Association (Victoria), his list of personal and professional achievements, as well as his strong sense of public and community duty, is impressive. Importantly, Dr Hemming has a long standing connection with the Ballarat community, having moved here with his family from the United Kingdom in 1977. He is now even accepted as a “local” I am told. Given his range of experience to which I have referred and the time he has already spent on the Council and Standing Committees of this University, he is obviously well placed to take part in leading this University. So it is a great pleasure for me to install Dr Hemming as the fifth Chancellor of the University of Ballarat." Built in 1923-1927, the school is the gift from the children of the state of Victoria, Australia, to the children of Villers-Bretonneux as proof of their love and good-will towards France. Twelve hundred Australian soldiers, fathers and brothers of these children, gave their lives for the heroic recapture of the town on April 24th and 25th, 1918. On the front of the building there are two plaques (one in French and one in English) referring to this. In the School Yard, as well as an Aboriginal style mural created by the students of the school and inaugurated on ANZAC Day 2009, is an inscription over the porch on a green background in yellow writing saying : DO NOT FORGET AUSTRALIA Due to the strong bond of friendship between the Australian population and the inhabitants of Villers-Bretonneux. This message expresses the need to remember and show gratitude. Also situated in the school is the Victoria Hall, with its wooden paneling, co-ordinated by the Ballarat Technical Art School with most of the carving being undertaken by Australian sculptor John Grant of Daylesford Technical College in Victoria. This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. The Harbour is known as Lady Bay, and is partially protected by a reef of rocks stretching from the mouth of the Hopkins River. The formation of a Breakwater has been decided upon by the Government, to extend 600 yards, at an estimated cost of £100,000. There are two substantial Jetties, one of 800 and the other of 600 feet in length. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. Wool, Tallow, hides &c are also largely exported, while the shipments of all descriptions of Farm Produce are annually increasing. Area of Borough, 3362 Acres. Net Annual Value £27,000. Happy Valley was originally called Lucky Woman's. The School opened under the name of Happy Valley in 1883, and the brick building probably dates from that time. Miles Barraclough was the head teacher from 1873 to 1887. When mining ceased the population declined and the land reverted to grazing. The School closed in 1940. In October 1872, State School 1111 Box Rise opened on the corner of Worthing Road and Dane Road. In order for this school to open, School No 442, a Wesleyan School, on the corner of Wickham Road and Chapel Lane, had to agree to close to meet pupil number requirements. Charles Sadgrove was head teacher of the new State School when it opened on October 1st 1872 and he remained until 1878. The school was renamed South Brighton in 1887 to accord with the nearby railway station which opened around that time. The main part of the present building dates from 1890. By the early 1900s the school had been extended to the north. . The school contains a plaque for Harry G Hawker, one of the pioneers of aviation, who attended the school in the closing years of the nineteenth century. The school was renamed Moorabbin in 1909.During the 1940s and 1950s population in the area surged and school enrolments peaked to over 800 under head teacher CS Lansell. Enrollments decreased to 470 in 1969. By the 1990s however, enrollments began to increase again. 1. The Tarnagulla Presbyterian church was built in late 1863 at an estimated cost of 650 pounds plus bricks, and opened for services June 19th 1864. The first minister was Rev. Hamilton. A Sabbath School also opened at this time. The success of gold mining in the area and the resultant population fluctuations, had an impact on the church and in 1866 it was only operating on an occasional basis. It closed in the late 1870's, reopening in 1882 as a mission station. In 1912, repairs and improvements valued at 150 pounds were carried out. In 1926, when the Laanacoorie church closed, the building was transported to Tarnagulla to become the Sunday School Hall. In 1975 it became the Uniting Church. 2. The union Bank was originally a sub-branch of Melbourne and built a brick building in 1859. In 1866 the Union Bank bought the two storied building seen in the photo, from the Colonial Bank. where it remained until 1888. Two newspaper articles from the Bendigo Advertiser, one from 22/08/1953 and the other from 29/06/1950 relating to the presbyterian church and the Union Bank in Tarnagulla. Separate editions were used for Dutch populations abroad, e.g., the Dutch East Indies.Every Dutch primary school child would have been familiar with these boards and letters. A number of variations existed depending on the particular area in The Netherlands where the school was. The Republic of Vietnam Cross of Gallantry with Palm Unit Citation was conferred by General Cao Van Vien, Chief of the Joint General Staff, Armed Forces of the Republic of Vietnam on 24 October 1970, and officially presented to the 8th Battalion Royal Australian Regiment by Lieutenant General Do Cao Tri, Commander of II Corps and Military Region 3 Vietnam on 29th October 1970. The citation was awarded for "always displaying high morale while co-operating and assisting the Vietnamese people in their struggle against Communism and to defend peace and freedom .. in Military Region III ... Though fighting under the most difficult conditions, the members of the 8th Battalion, 1st Australian Task Force still fought bravely and determinedly and had many glorious victories. Their most remarkable military operations took place in the area of the Long Hai hills... In 1945 the Reverend Harry Griffiths, who worked for the Methodist Inland Mission in Alice Springs, saw the need for a boarding facility for children of families living in remote areas in Central Australia who needed access to schools. He and his wife established Griffiths House, on a site in the town centre, and for many years it became home for students from all over the Outback, including many young Aboriginal people. In the late 1950's the Rev Fred McKay, successor to the Rev John Flynn as Superintendent of the Australian Inland Mission, lobbied the United Church in the Northern Territory to build and expand on this important start. Together the Presbyterian, Methodist and Congregational churches embarked on a missionary venture to develop St Philip's College - a new, larger residential hostel which would one day become a full boarding school. An ideal site - 22 acres of bush at the junction of the Charles and Todd Rivers and backing on to the Telegraph Station National Park - was secured and after six years of planning, construction began in 1964. Fred McKay led the legendary work parties comprised of volunteers from all over Australia who travelled to Alice Springs, paying their own way and volunteering their expertise, time and labour, to turn a dream into a reality. This fantastic tradition continues today, with work parties arriving each mid-year holiday. On 13 February 1965 the first boarders moved in to St Philip's College. For the first 24 years, therefore, St Philip's College operated as a residential hostel only. The College’s ninth Headmaster, Mr Christopher Tudor, arrived in 1986. He and the Council Chairman, Mrs Jan Heaslip, judged that the time was right to complete the original plan to turn St Philip’s College into a fully fledged independent boarding/day school, serving not only “bush” families, but also the growing population of Alice Springs. The then College Council embraced the idea and three years of frantic, determined preparation and planning commenced, culminating in an extensive $2 million building program in 1988. The brick building was constructed in 1911/1912 and replaced an earlier school building. In 1942/43 the school building was extended to cope with the increased population in Sunbury. The State School remained on the Macedon Street site until 1999 when it was relocated to the restored former Industrial School at Jacksons Hill.A coloured photograph of the former Sunbury State School No. 1002. It is a red brick Federation building with a red terracotta tiled roof and wooden white painted trims. There are two stepped brick chimneys with terracotta chimney pots and six air vents protruding from the roof. Another building was added in 1904, Syme Ward for convalescent patients. In 1933, the facility was replaced by a newly-built hospital in the town of Stawell. In 1934, the Mental Hygiene Department acquired the old Pleasant Creek Hospital site and converted it to accommodate children with disabilities, which became Pleasant Creek Special School. The first residents (18 boys) were admitted in 1937 from Royal Park Depot. At the end of 1937, there were 98 children living at Pleasant Creek. In 1968 the Pleasant Creek Special School was renamed Pleasant Creek Training Centre, caring for people with intellectual disabilities. What is now Kew East Primary School was opened on its current site in Kitchener Street in 1923. The Kew East and Mont Albert Heritage Gap Study (August 2020) established that: 'Kew East Primary School No. 3136 is historically significant for the evidence it provides of an early phase in the development of Kew East which gathered momentum from the 1920s, as housing developed rapidly and the population increased in response to the extension of the High Street tram to Harp Road then Burke Road then improved tram connections between the area and the city.'A rare and early photograph of the school taken four years after its construction. St George's Church of England, Mont Albert was built in 1886 and from 1904 until 1907 was known as Holy Trinity, Surrey Hills. As the population increased there was a need for a church in Surrey Hills. This brick church was consecrated in 1922 and replaced the earlier one built in 1907 on the adjacent site in Union Road. After construction of the brick church, the earlier one became a Sunday School. The copper spire was added in 1926, which dates this photo as post-1926. Norman Carter took many photos of Surrey Hills and Mont Albert in the 1920s; many were associated with events and activities of the Church of England.Black and white photo of the 'newly' constructed brick Holy Trinity Church in Union Road, Surrey Hills taken from near the south-west corner of Guildford Road.
