At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. Francis Davis was the only former student of the Ballarat Junior Technical School to die during World War One. "Francis Davis was accorded a full military funeral, firing party, bugler and pallbearers. The coffin was draped in the Union Jack and surmounted in several beautiful wreathes sent from his brother 2/A.M. E.H. Davis (A.F.C Leighterton), officer of the A.F.C. Leighterton, Gloucester, Cadets of A.F.C. and many other personal friends of the deceased. The "Last Post" was sounded at the graveside, and the Rev. Major K.D. Norman C. of E. A.I.F. officiated. The grave was to be turfed and an oak cross erected by the A.I.F. London. Administrative Headquarters A.I.F. London were represented at the funeral. According to Neil Leckie, Manager of the Ballarat Ranger Military Museum: * Originally 12 – 14 year olds went to Junior Cadets attached to their school. * From age 14 – 17 they were Senior Cadets attached to the local militia unit. * After 1 July of the year a Cadet turned 18, the Cadet left the Senior Cadets and became a member of the Citizen Military Force. * In October 1918 the AIF, Militia and Cadets were renamed to give some connection to the AIF battalion raised in the area. Ballarat saw: 8th Australian Infantry Regiment comprising: * 8th Battalion AIF renamed 1st Battalion 8th Australian Infantry Regiment * 70th Infantry Militia renamed 2nd Battalion 8th Australian Infantry Regiment * 70th Infantry Cadets renamed 3rd B, 8th Australian Infantry. 39th Australian Infantry Regiment comprising: * 39th Battalion AIF renamed 1st Battalion 39th Australian Regiment * 71st Infantry Militia renamed 2nd Bn, 39th Australian Infantry Regiment * 71st Infantry Cadets renamed 3rd Bn, 39th Australian Infantry Regiment Prior to the reorganisation in 1918 the 18th Brigade was the 70th, 71st and 73rd Infantry. Francis Gordon Davis was born in Ballarat on 09 August 1899. He is the only former student of the Ballarat Junior Technical School who was killed on service during World War One. Davis enlisted into the Australian Flying Corps, Laverton, on 12 April 1918 at which time he was 18 and 8 months and served as a second class Air Mechanic. His service number was 3310. He died accidentally from shock resulting from an accident resulting from skidding a Leyland Motor Lorry at Leighterton, Tetbury, Gloucester, England on 28 January 1919 and is buried in Grave 6 in the Soldiers Corner of the Leighterton Cemetery. (http://bih/index.php/Francis_G._Davis) In June 1922 Alfred Davis, the father of Francis Davis, planted a tree in the grounds of the Ballarat Junior Technical School in honour of hos son. It was the first tree of six planted in the grounds of the Ballarat School of Mines on Arbor Day 1922. Speaking of the planting of the tree by Mr Davis the Chief Secretary (Mr M. Baird M.L.A.), said he trusted the memory would ever remain green at the school. Had he and others not given their lives nothing that we could have done to-day could have retrieved the time. Australians had indeed done splendidly, but they should take a wider outlook than Australia, and reading the history of the Genoa Conference he had been struck by what had been done ... We should honor such men as he in whose memory that tree was planted, and the schools that sent them out to fight for us. He hoped the empire would always be able to produce such men, so that the Empire would always be able to lead the World's struggle for the benefit of humanity. Organised sport and clubs began in 1919 with the formation of the Junior Technical School Students' Association. Clubs included the Rifle Club, Wireless Club, Senior Cadet team, Photography Club and Bugle Band. Sport was the Associations main concern. The House system was developed and boys competed within this structure. In 1926 the North Central Junior Technical School Sports Association was formed. Students from the district competed against each other in football, cricket and tennis. The number of schools increased and more sports were introduced. Ballarat Junior Technical School was a strong competitor. Many ex-students made a mark in sport out of the Ballarat area. The photograph shows Ray Bilney - second from the left. Born 2 November 1945, Ray began cycling aged 10. In 1963 he was Australian Junior Road Champion. From 1964 to 1966 he was Australian Senior Road Champion. He was in the Australian team at the 1964 Tokyo Olympics and came 4th in the race, aged 18 years. In 1966 he went to the Commonwealth Games in Jamaica and won a Silver Medal at the Commonwealth Games in Edinburgh in 1970. Ray was Ballarat Sportsman's Club Sportsman-of-the-Year 1965/66 and inducted into their Hall of Fame. In 1965 Ray was Cyclist-of-the-Year and won the coveted Sir Hubert Opperman Trophy. In May 2013, Ray was inducted into the Victorian Cycling Hall-of-Fame. During his time at the Junior Technical School, he sporting abilities were evident and in 1961 he was Top Sportsman of the school. The same year he was one of eight boys chosen to be Prefects of the school. He is an Alumni of Federation University. This is a Memorandum of Agreement between the Registrar of the School of Mines - William Henry Barnard and the Collector of Monies for the school - James Johnston Twining. It states the length of time the monies can be held by the collector - 48 hours. It then must be paid into the Union Bank of Australia, Melbourne, to the credit of the Council of the School. The Collector was paid Five Pounds per year plus Ten Percent in every hundred pounds collected at the end of each month. Either party could terminate the agreement.
