A.W.Dickson was a Real Estate Agent in Ringwood for many years. These calendars show the local buildings of the day. Barbecue area, playground, resting place for old steam engine. Yabbie netting is a favourite pastime here. (March April 1987) CLOCK TOWER - Moved from its former site on Warrandyte Road corner in 1967 and re-built in its present location, brick by brick. A wreath laying ceremony is held here on Anzac day each year. (May June 1987) RINGWOOD AQUATIC CENTRE - A world class swimming facility opened in 1986 at a cost of $3 million. Featuring the latest ozone water treatment techniques. In summer folding doors can be opened to give access to existing outdoor pools and sunbathing area. (July August 1987) MAROONDAH HOSPITAL - Opened in 1976 after many years of fund raising efforts by local people. The opening of casualty facilities was welcomed by locals as previously Box Hill Hospital catered for the entre area. (September October 1987) EASTLAND - Opened October 1967. Built on a former football oval. Now about to undergo major extensions to cater for Ringwood's population growth into the 21st Century. November December 1987 CIVIC CENTRE - Built on the site of a former antimony mine behind the council offices. Now the venue for many activities and a local point for Ringwood's Cultural Life. -

Furniture - Set of Pews, c.1944
This set of seventeen church pews was originally used in St. Nicholas Seamen’s Church, 139 Nelson Place, Williamstown, Victoria, during religious services there. The Church was operated by the Mission to Seamen organisation. The pews were donated to the St Nicholas Seamen’s Church by the Williamstown Lightkeepers’ Auxiliary, founded by Ethel Margaret Musther, M.B.E.. THE MISSIONS TO SEAMEN (Brief History: for more, see our Reg. No. 611, Set of Pews) The Missions to Seamen, an Anglican charity, has served seafarers of the world since 1856 in Great Britain. It symbol is a Flying Angel, inspired by a Bible verse. Today there are centr4es in over 200 ports world-wide where seamen of all backgrounds are offered a warm welcome and provided with a wide range of facilities. In Victoria the orgainsation began in Williamstown in 1857. It was as a Sailors’ Church, also known as ‘Bethel’ or the ‘Floating Church’. Its location was an old hulk floating in Hobson’s Bay, Port of Melbourne. It soon became part of the Missions to Seamen, Victoria. In the year 2000 the organisation, now named Mission to Seafarers, still operated locally in Melbourne, Portland, Geelong and Hastings. The Ladies’ Harbour Lights Guild was formed in 1906 to support the Missions to Seamen in Melbourne and other centres such as Williamstown. Two of the most significant ladies of the Guild were founder Ethel Augusta Godfrey and foundation member Alice Sibthorpe Tracy (who established a branch of the Guild in Warrnambool in 1920). The Guild continued its work until the 1960s. In 1943 a former Williamstown bank was purchased for the Missions to Seaman Club. The chapel was named St Nicholas’ Seamen’s Church and was supported by the Ladies’ Harbour Lights Guild, the Williamstown Lightkeepers’ Auxiliary and the League of Soldiers’ and Sailors’ Friends. It ceased operation in 1966. A Missions to Seamen Chapel and Recreation Room was a significant feature of ports during the late 1800s and into the 1900s. It seemed appropriate for Flagstaff Hill to include such a representation within the new Maritime Village, so the Melbourne Board of Management of Missions to Seamen Victoria gave its permission on 21st May 1979 for the entire furnishings of the Williamstown chapel to be transferred to Flagstaff Hill. The St Nicholas Seamen’s Church was officially opened on October 11, 1981 and closely resembles the Williamstown chapel. The set of pews is significant historically for its origin in the St Nicholas Mission to Seamen's Church in Williamstown, established in 1857 to cater for the physical, social, and spiritual needs of seafarers. It originated in Bristol, England when a Seamen's Mission was formed in 1837. The set of pews id historically significant for their connection to the Ladies Lightkeepers’ Auxiliary, an organisation of women, formed to support seafarers. The connection of these pews to the Mission to Seamen and to the Ladies Lightkeepers’ Auxiliary highlights the strong community awareness of the life of people at sea, their dangers and hardships, and their need for physical, financial, spiritual and moral support. Set of seventeen varnished oak wood church high back pews. The pews have a shelf fitted behind the backrest. This set of four dining chairs was part of the original furnishings of the St Nicholas' Mission to Seamen's Church at 139 Nelson Place, Williamstown, Victoria. The Australian colonial wooden chairs date to the late 1880s and are most like to have been purchased for use in the Sailors’ Rest when it moved into Ann Street, Williamstown, around the 1880s. This hymn board is attached to the wall. Numbers referring to the hymn or hymns for the current religious service would have been placed onto the rails and would be visible to the congregation. It is used for showing the hymn number or numbers that will be sung during the service. This pair of kneeling rails was part of the original furnishings of the St Nicholas' Mission to Seamen's Church at 139 Nelson Place, Williamstown, Victoria. A kneeling rail is part of the furniture of a church and is used during religious prayer, assisting the person to be in the position of kneeling. Book - Religious Book, Novello and Company Limited, The Australian Psalter, Early 20th century
This book, The Australian Psalter, was part of the furniture and furnishings from the St Nicholas Church, Williamstown. It was used in the worship service there until the church closed. The items from the church and the Missions to Seamen were then donated to Flagstaff Hill and are known as the St Nicholas Seamen's Church Collection. The publisher, Novello & Co., of London, published the book in 1903. One reference noted that "It was printed in response to a desire expressed by the Diocesan Synod of Sydney in 1903" (National Library of Australia Catalogue). This book was a gift from Mrs. Cornish to her husband Nefiea, given to him on September 8th, 1884. It became part of the original furnishings of the St Nicholas' Mission to Seamen's Church at 139 Nelson Place, Williamstown, Victoria, and was used in services held there. The music and words were compiled and arranged by editor William Henry Monk, and published in London. This Revised and Enlarged edition was printed in London by William Clowes & Sons Ltd. The book's title is "Hymns Ancient and Modern". The inscription shows it was given as a gift in 1884. It has since been added to our St Nicholas Seamen's Church Collection. This organ stool was part of the original furnishings of the St Nicholas' Mission to Seamen's Church at 139 Nelson Place, Williamstown, Victoria. The Church was operated by the Mission to Seamen organisation. The stool was possibly donated together with the Mason & Hamilton reed organ, which was generously donated by the Joy Club for Fighters, a charity organisation in Williamstown. The Guild continued its work until the 1960s. In 1943 a former Williamstown bank was purchased for the Missions to Seaman Club. This altar and rear reredos were part of the original furnishings of the St Nicholas' Mission to Seamen's Church at 139 Nelson Place, Williamstown, Victoria. Gasometers resulted from complex engineering design evolving from primitive gasholders first used in 1824 in England to power street lights. The 20th century gasometer, (as used at the Highett Gasworks), was comprised of a series of large interconnected, telescopic, cylindrical vessels or lifts, which rose and fell depending on the volume of gas stored. The gasholder operated on a basic principle of a gas-filled floating vessel, rising and falling in a seal of water. The Highett Gasworks had its beginning in 1939 but its beginnings commenced sixty-two years earlier when the privately owned Brighton Gas Company was floated in 1877. By 1880 the company was performing well and making excellent profits. The company was welcomed by residents wanting to replace the shadowy light of a kerosene lamp with the bright luminescence of "modern" gas lamps. The land developers of the day were also keen supporters. But by 1884 people became disgrunted because either the gas had not reached them yet or because the quality of the supply had diminished due to the increasing use. In 1885 a second private gas company, the Central Brighton and Moorabbin Gas Co, Chaired by "Tommy" Bent was floated and for many years the two gas companies enjoyed a shared monopoly in supplying gas from their New Street Works. In the 1930s the company expanded its gas production facilities to Highett where it had purchased 45 acres of land adjacent to the Melbourne-Frankston railway line. A gasholder with a capacity of 750,000 cubic feet was erected on the Highett land in 1927 and connected with high pressure mains to the Brighton works. Three years later the company directors decided to proceed with the construction of a vertical retort house and coal store. Following a "lull" during the Great Depression work recommenced in 1936 and by 1939 the first complete gas-making plant was completed, and gas making commenced. Over the next twenty one years other significant extensions occurred, including an amenities block to accomodate 100 workers. In 1969 Esso commenced the introduction of natural gas to residents homes and the gradual decommissioning of the Highett Gasworks commenced. They show that people of the 1800s and 1900s cared about the seafarers’ religious, moral, and social welfare, no matter what the religion, social status or nationality. It had its origins in Bristol, England when a Seamen's Mission was formed in 1837. The first Australian branch was started in 1856 by the Rev. Kerr Johnston, a Church of England clergyman, and operated from a hulk moored in Hobson’s Bay; later the Mission occupied buildings in Williamstown and Port Melbourne. Air Raid Precautions (ARP) badges, Circa early 1940's
Mr Webb King was an Air Raid Warden during World War 2. These badges were found when his workshop was being cleared out, and so were donated to our society. The badges in our possession do not have the word WARDEN printed on them, like the image of the badge shown on the Darebin Heritage 'Air Raid Protection Services (ARP)' publication, or the image of a badge offered for sale on ebay. At this stage we are uncertain of why this is so. If anybody knows the answer then please leave a message on this site. During World War 2 Australian municipalities were expected to take precautions against air raids, with the Government campaigning to recruit men over 45 to be volunteer Air Raid Wardens. It was also common for women to become wardens. Wardens carried gas masks, helmets, and rattles or whistles. The wardens received 7 to 8 one hour sessions of training, and their chief duty was to advise people of precautions to take, and to ensure those precautions were taken. Air Raid Precautions included air raid drills, shelters (usually trenches), first aid, fire fighting, rescue of 'gassed' persons, evacuation drills, demolition and repair squads, monitoring of blackouts. Melbourne was deemed vulnerable to aerial attack because of its centralised port and industrial facilities and so Anti-aircraft guns were installed in Maribyrnong. By early 1942 more than 60,000 people voluntarily carried out Air Raid Precautions duties according to the Autobiography of Robert V. J. Padula OAM. As the threat diminished during 1943 and 1944 the need for air raid precautions was slowly reduced, and some shelters (trenches) were filled. The image showing one warden on Swanston Street Melbourne has been cropped to remove extras not connected with the photo. The was was fought between the communist North vietnam, supported by its communist allies, and the government of South Vietnam, supported by the united States and other member nations of the Southeast Asia Treaty Organization (SEATO) The United States entered the war to prevent a communist takeover of South Vietnam as part of their wider strategy of containment. Military advisors arrived beginning n 1950. U.S. involvemeny escalated in the early 1960s and combat units were deployed beginning in 1965. Invollvement peaked in 1968 at the time of the Tet Offensive. Despite a peace treaty signed by all parties in january 1973, fighting continued. In response to the anti-war movement, the U.S. Congress passed the Case-Church Amendment in June 1973 prohibiting furtherdirect U.S. military intervention without Congressional authorization yet the U.S.was still heavily invested in the war until 1975, when North Vietnam captured Saigon. North and South Vietnam were reunified the following year. The war exacted a huge human cost in terms of facilities, including 3 to 4 million Vietnamese from both sides, 1.5 to 2 million Laotians and Cambodians, and 58,159 U.S. soldiers. This diary was handwritten by Alfred Broch over the course of four months in 1940. It was kept while Alfred Broch was travelling on the HMT Dunera and then during his detainment in the Hay internment camp.Bound with cotton and handwritten in pencil. Complete helplessness. No sleeping facilities. All sleep on the floor, on tables etc. Intended accommodation taken up by luggage cases. (barbed wire). Food good but only spoons. Next day: robbery from the cases. Own people steal. Purloined objects even include toothbrushes and toothpaste. Much to eat. Small convoy with one cruiser. In the same convoy a women’s transport which soon leaves us as it is bound for Canada and we are quite surprised. The English soldiers and officers have another side. While in the danger zone they only had a webbing belt and slippers. In case of torpedoes – expecting certain death. Bad air as all vents are closed. Living Memorial is Trust's Gift To A Shire Bathed in bright sunshine and now at its best, the Memorial Garden of the Eltham War Memorial provided a perfect setting for the handing over of the Memorial to the people of Eltham last Saturday afternoon. Speaking for the War Memorial Trust, Mr E. P. Harmer, chairman paid tribute to the unselfishh service given by its members , some for more than 20 years. Special tribute was paid to the late Mrs Ada Lyon, a foundation member who, Mr Harmer said, made the Trust her life. A memorial plaque to Mrs Lyon was unveiled by foundation members Mr N. Kerr. Facilities. An infant welfare centre, a pre-school cente and a children's library are built within the memorial. Funds for the buildings were raised by the Trust and theh women's auxiliary. Accepting the Memorial on behalf of the people of the Shire, the Shire President, Cr. L. C. Docksey, assessed the value at beyond £50,000. To make the transaction legal, Cr. Docksey paid the sum of £1 to the Trust. Many foundation members of the Trust and councillors of the Shire were among the official guests. The Shire of Eltham Brass Band provided suitable background music for the ceremony and at. This plate, a polished brass altar salver, is part of the original furnishings of St Nicholas Church, Williamstown, Victoria. The church was operated by the Missions to Seamen organisation. The plate is sometimes called a salver, a paten or a communion plate. It is used for serving the communion bread. The plate was presented to the Mission to Seamen, in memory of Kenneth Wyatt McVilly, who passed away on December 4th 1943. The letters on the lip of the plate, A.D.G., stand for the Greek Alpha Delta Gamma, and are used to represent "For the Glory of God". THE MISSIONS TO SEAMEN (Brief History: for more, see our Reg. No. 611, Set of Pews) The Missions to Seamen, an Anglican charity, has served seafarers of the world since 1856 in Great Britain. It symbol is a Flying Angel, inspired by a Bible verse. Today there are centr4es in over 200 ports world-wide where seamen of all backgrounds are offered a warm welcome and provided with a wide range of facilities. In Victoria the orgainsation began in Williamstown in 1857. It was as a Sailors’ Church, also known as ‘Bethel’ or the ‘Floating Church’. Its location was an old hulk floating in Hobson’s Bay, Port of Melbourne. It soon became part of the Missions to Seamen, Victoria. In the year 2000 the organisation, now named Mission to Seafarers, still operated locally in Melbourne, Portland, Geelong and Hastings. The Ladies’ Harbour Lights Guild was formed in 1906 to support the Missions to Seamen in Melbourne and other centres such as Williamstown. Two of the most significant ladies of the Guild were founder Ethel Augusta Godfrey and foundation member Alice Sibthorpe Tracy (who established a branch of the Guild in Warrnambool in 1920). The Guild continued its work until the 1960s. In 1943 a former Williamstown bank was purchased for the Missions to Seaman Club. The chapel was named St Nicholas’ Seamen’s Church and was supported by the Ladies’ Harbour Lights Guild, the Williamstown Lightkeepers’ Auxiliary and the League of Soldiers’ and Sailors’ Friends. It ceased operation in 1966. A Missions to Seamen Chapel and Recreation Room was a significant feature of ports during the late 1800s and into the 1900s. It seemed appropriate for Flagstaff Hill to include such a representation within the new Maritime Village, so the Melbourne Board of Management of Missions to Seamen Victoria gave its permission on 21st May 1979 for the entire furnishings of the Williamstown chapel to be transferred to Flagstaff Hill. The St Nicholas Seamen’s Church was officially opened on October 11, 1981 and closely resembles the Williamstown chapel. This memorial plate is significant as it is associated with a member of the community, Kenneth McVilly, and was presented in his memory after he died in o1943. This plate is significant historically for its origin in the St Nicholas Mission to Seamen's Church in Williamstown, established in 1857 to cater for the physical, social, and spiritual needs of seafarers. This mechanical candle snuffer tool was made in Birmingham, England, by Harris and Sheldon Ltd. The candle snuffer was part of the original furnishings of the St Nicholas' Mission to Seamen's Church at 139 Nelson Street, Williamstown, Victoria. It was donated to Flagstaff HIll and is part of the St Nicholas Seamen's Church Collection The enterprise of Harris and Sheldon was established in 1880 by Sydney Harris. They made shop fittings such as cabinets, shelving, cupboards, tables and stationery. During WWII they made aircraft parts, ammunition boxes and pumps. Machine - Glider - Sailplane
MOBA2 is a 15 metre sailplane designed by Gary Sunderland, who was an aeronautical engineer working for the Department of Civil Aviation (Australia) and a member of the Victorian Motorless Flight Group (VMFG). The design gave effect to ideas that he developed circa 1970 for an aircraft that he could build himself. He entered a 13 metre wingspan version of his MOBA design (MOBA2B) in an Australian Gliding sailplane design competition that was announced in 1970. The competition called for sailplane designs with a maximum wingspan of 13 metres that could be built by amateurs in a small workshop with limited tools and facilities. In 1973, Gary’s MOBA was judged by the competition panel as equal best with the other outstanding submission, which were chosen from a field of 19 entrants. However, after gathering further information and deliberation by the competition panel neither of the two outstanding designs were chosen as the winner. Notwithstanding the outcome, in 1974 Gary proceeded built his glider to the original 15 metre design. The wing was equipped with camber changing flaps that were permitted under special standard class rules for the 1974 world championships. Changes were made along the way in the light of construction experience and the completed glider was given the designation MOBA2C. The glider first flew on 12 December 1979. It was never flown in standard class competition as by the time the glider was built the special 1974 rules were revoked and wing flaps were no longer permitted in that class. However, Gary flew MOBA2C in the Australian national gliding competitions held at Benalla in the summer of 1979 / 1980 competing in the open class. After adjustment to the aileron gearing during initial trials MOBA2C was found to fly well and in competition produced performances believed to be better than contemporary standard class sailplanes but not as good as the open class machines. The glider was later modified in a number of respects including amongst other things the installation of spoilers located just forward of the wing flaps and by increasing the chord marginally at the wing root. With these changes the glider type was given the designation MOBA2D. The last recorded flights occurred in February 1996 at which time MOBA2 had flown an aggregate of 401 hours and 59 minutes during its 297 launches. .1 The Preferred In-House Option (PIHO) proposes to meet the full requirements of the Request for Tender (RFT) by disestablishing Army Survey Regiment and establishing a new organisation which they have named the Defence Topographic Support Establishment (DTSE). It is proposed to locate the DTSE at Bendigo in the GFE facilities offered by the Commonwealth. The DTSE will be staffed by 140 Defence civilians, principally sourced from ex-RASvy members transferring to the Public Service under the provisions of Section 81B of the Public Service Act. Any existing civilian members excess to DTSE requirements are proposed to be managed within the terms and conditions of the Australian Public Service Redeployment and Retirement (Redundancy) Award 1987. Military members who elect to remain in the Service will be subject to redeployment or retraining in accordance with Service requirements. .2 Proposed re-organisation of Product Construction Squadron (PCS). Due to the transfer of Image and capture Sections to Digital Acquisition Squadron wef Jan 1995 it has been necessary to review the structure of those elements remaining within PCS. The review highlighted that there was an imbalance between Mapping and Digital products Troops. This could only be resolved by collapsing these two Troops into one single production element. This would halve the senior administrative personnel needed thus allowing them to be employed in other higher priority technical areas. The proposed restructure of PCS is outlined in Annex A with redundant personnel listed in Annex B. The combined Troop is to be designated "Construction Troop" and comprises 1 Offr and 69 ORs. The role of this Tp would be to perform all digital production. It is further divided into small and Large Format Sections. This division is functionally based and reflects the hardware and software configurations now resident within the Sqn post system upgrade. .3 During the transition period leading to full implementation of the PHIO, the Army Svy Regt and DTSE (later ATSE) will at times operate concurrently whilst Army Svy Regt scales down production and progressively transfers all technical functions to DTSE. army Svy Regt and 4 Fd Svy Sqn will continue programmed production activities until declared operationally ineffective, however a contingency mapping capability will be maintained throughout the period of implementation. Implementation of the PHIO involves a number of related activities including staff recruitment, equipment acquisition and transfer of technical responsibility. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. This lantern slide shows the Ovens District Hospital (also called the Ovens Goldfields Hospital) in Beechworth in approximately 1900. The Hospital was built as part of a community push to develop the infrastructure needed for a permanent town in the 1850s. At the time there was no hospital located between Melbourne and the NSW town of Goulburn and it was recognised that the nature of mining and agricultural work predisposed people to serious injury. The community voted in 1853 to raise funds for a hospital and a voluntary committee elected from people who contributed £2 or more annually determined the organisation's management policies, which aimed to provide care for poor people at rates levied according to the person's means. Ongoing operations of the hospital were primarily supported by Government grants, however. The foundation stone was laid at a site in Church Street at a ceremony held 1st September 1856 which was attended by 2000 people using a locally crafted trowel with a tin ore handle and pure gold blade. The hospital, which was designed by J.H. Dobbyn, cost £2347. The hospital had two wards, a dispensary, apartments for a resident surgeon and the matron, an operating theatre and a board room. Further medical facilities including services to meet the cultural and health needs of the local Chinese community were later added, in addition to a Palladian-style cut-granite face built in 1862-63. It functioned as the region's primary hospital until surpassed by the Wangaratta Hospital in 1910. In the 1940s much of the building materials were salvaged and repurposed, with the exception of the facade which was restored in 1963 by the Beechworth Lions Club and still stands today. The facade featured on the covers of local history volume 'Beechworth: a Titan's Field' by Carole Woods and heritage-focused travel guide the 'Readers Digest Book of Historic Australian Towns'. Lantern slides, sometimes called 'magic lantern' slides, are glass plates on which an image has been secured for the purpose of projection. Glass slides were etched or hand-painted for this purpose from the Eighteenth Century but the process became more popular and accessible to the public with the development of photographic-emulsion slides used with a 'Magic Lantern' device in the mid-Nineteenth Century. Photographic lantern slides comprise a double-negative emulsion layer (forming a positive image) between thin glass plates that are bound together. A number of processes existed to form and bind the emulsion layer to the base plate, including the albumen, wet plate collodion, gelatine dry plate and woodburytype techniques. Lantern slides and magic lantern technologies are seen as foundational precursors to the development of modern photography and film-making techniques.This glass slide is significant because it provides insight into Beechworth's built environment and infrastructure in the early Twentieth Century, around the time of Australia's Federation. It is also an example of an early photographic and film-making technology in use in regional Victoria in the time period.Thin translucent sheet of glass with a round-edged square image printed on the front and framed in a black backing. A new home for destitute and neglected children, erected for the purpose of carrying on the work of the late Miss Sutherland, was formally opened by the Premier (Mr. Watt) at 28 Drummond-street on Thursday. The new building has been erected at a cost of £1600, of which only £300 has been provided by the Government. A similar sum has been raised by private contribution, but there is still a debt of £800 or £900, which the committee hopes to liquidate shortly - to some extent by means of a sale of gifts, which was 'opened in the building, and will be continued this afternoon and evening. The Premier, in performing the opening ceremony, said the home was a monument to the life work of one of the most distinguished social servants this country had known. (Applause.) Although Miss Sutherland was dead her good work lived on. It was too often true, as Shakespeare said, that "the evil that men do lives after them - the good is oft interred, with their bones." But the statement was contradicted by this noble building, erected for the commemoration of the work Miss Sutherland had instituted. After referring to the good work done by Mrs. Alexander Smith in connection with the building, Mr. Watt said that Victoria owed to the ladies and gentlemen who associated themselves with asylums, refuges, orphanages and homes of this sort a deep and abiding debt of gratitude. (Applause.) With no coercion from the Legislature, or from anyone, these ladies and gentlemen, were endeavouring to organise and keep alive the services that surrounded these institutions. There was no form of organised charity with which he was acquainted that deserved better of the public than this one. (Hear, hear.) Their hospitals, it was true, relieved a vast amount of suffering and affliction, but there was a sacred duty resting on any civilised community to see that those who were forsaken by their natural parents or guardians should not be left absolutely to the mercy of circumstance. The new home, which is intended as a receiving, house for destitute children - prior to their departure for the home at Diamond Creek - has living accommodation for some 20 children, but when fully furnished will accommodate more. It is plainly, but neatly, fitted up, with an abundance of light and air, and of facilities for hot and cold water. This pair of altar lights is from the St. Nicholas Seamen’s Church, 139 Nelson Place, Williamstown, Victoria, and was used during religious services there. The Church was operated by the Mission to Seamen organisation. The par of candlestick holders was originally donated by Mrs. R.J. Ewart,as part of the furnishings for the new St Nicholas Seamen's Church in Williamstown, opened in 1944. The candlestick holders were made by T. Gaunt & Co. of Melbourne, a manufacturer, importer and retailer of a wide variety of goods including jewellery, clocks and watches, navigational and measuring instruments, dinnerware, glassware and ornaments. In Victoria the orgainsation began in Williamstown in 1857. It was as a Sailors’ Church, also known as ‘Bethel’ or the ‘Floating Church’. Its location was an old hulk floating in Hobson’s Bay, Port of Melbourne. It soon became part of the Missions to Seamen, Victoria. In the year 2000 the organisation, now named Mission to Seafarers, still operated locally in Melbourne, Portland, Geelong and Hastings. The Ladies’ Harbour Lights Guild was formed in 1906 to support the Missions to Seamen in Melbourne and other centres such as Williamstown. Two of the most significant ladies of the Guild were founder Ethel Augusta Godfrey and foundation member Alice Sibthorpe Tracy (who established a branch of the Guild in Warrnambool in 1920). The Guild continued its work until the 1960s. In 1943 a former Williamstown bank was purchased for the Missions to Seaman Club. The chapel was named St Nicholas’ Seamen’s Church and was supported by the Ladies’ Harbour Lights Guild, the Williamstown Lightkeepers’ Auxiliary and the League of Soldiers’ and Sailors’ Friends. It ceased operation in 1966. A Missions to Seamen Chapel and Recreation Room was a significant feature of ports during the late 1800s and into the 1900s. It seemed appropriate for Flagstaff Hill to include such a representation within the new Maritime Village, so the Melbourne Board of Management of Missions to Seamen Victoria gave its permission on 21st May 1979 for the entire furnishings of the Williamstown chapel to be transferred to Flagstaff Hill. The St Nicholas Seamen’s Church was officially opened on October 11, 1981 and closely resembles the Williamstown chapel. These candlestick holders are significant historically for their origin in the St Nicholas Mission to Seamen's Church in Williamstown, established in 1857 to cater for the physical, social, and spiritual needs of seafarers. It originated in Bristol, England when a Seamen's Mission was formed in 1837. The connection of the candlestick holders to the Mission to Seamen ighlights the strong community awareness of the life of people at sea, their dangers and hardships, and their need for physical, financial, spiritual and moral support.Candlestick holders or altar lights; pair of two polished brass holders. The wax cup at the top has a scalloped lip, the centre of the stem has a bulbous section, and the base has a cast floral design depicting leaves and grapes. The holders have inscriptions. 1833 Brown & Sharpe was founded in Providence, Rhode Island by David Brown and his son Joseph R. Brown. David Brown retired in 1841 and Joseph Brown formed a partnership with Lucian Sharpe in 1853. During the 19th and 20th centuries, Brown & Sharpe was one of the best-known and most influential machine tool builders and was a leading manufacturer of instruments for machinists (such as micrometers and indicators ) and helped establish: The American wire gauge (AWG) standards for wire; The Brown & Sharpe taper in machine tool spindle tapers; and The Brown & Sharpe worm threadform for worm gears. .Like most machine tool builders, Brown & Sharpe rode a business cycle roller coaster during 1920- 40. After being kept very busy during World War I, builders suffered a slump in the post–World War I recession and depression of 1920–21. The Roaring Twenties brought renewed sales, but then the Great Depression slashed them. The armament-build-up period of 1936 to 1940 again renewed machine tool activity, and then the World War II materiel effort exploded demand, pushing it to record heights and employed 11,000 workers. Brown and Sharpe machine tools were a mainstay of American metal manufacturing until the late 20th Century and could be found in most machine shops and factories that worked with metal. Brown and Sharpe made callipers and micrometers that were essential to products built to fine tolerances. Shortly after World War II, Henry D. Sharpe, Jr. succeeded his father as president of Brown & Sharpe Manufacturing Company, at which point it evolved into a new and modern company built, or at least designed, to last. The firm stopped producing its old stalwarts: sewing machines, hair clippers, and certain categories of machine tools and employment dropped to 3,500 in 1976. Due to industrial disputes in the 1980’s B&S started focusing more on developing Coordinate-Measuring Machines.
