Philip Webley was born in 1813, he was the younger brother of James Webley who was born in 1807. Both were born in Birmingham. Towards the end of the 1800s, the firm claimed establishment in 1790, this must have been the date James and Philip's father or grandfather originally established a bullet or gun implement making business. It was not, as is often stated, the date William Davis established his business. Philip Webley was apprenticed in 1827 to Benjamin Watson. James Webley also seems to have been apprenticed but to who is not known. In 1834 James and Philip established their partnership as percussioners, lock filers and gun makers at 7 Weaman Street,Birmingham which was William Davis' old premises Davis, a gun implement maker, mould and toolmaker, died in 1831 and his wife Sarah inherited the business at 84 Weaman Street which she ran with her daughter, Caroline. On 5 January 1838 Philip Webley married Caroline. Philip was recorded at 84 Weaman Street from 1838 as a gun percussioner, lock filer and gun maker and this is when the partnership was last recorded, but the brothers apparently continued to co-operate until 1845 when Philip reportedly sold his interest to James and used the money to purchase Sarah Davis' business. Even then, they worked together particularly about the design and manufacture of percussion revolvers. Philip Webley was recorded in the 1851 census as a 38-year-old gun and pistol implement manufacturer living at 84 Weaman Street with his wife Caroline they had four sons and one daughter Thomas William, Emma, and Philip Jnr, and two other sons, James, and Henry and Philip's cousin, also lived with the family probably as a nurse, Sarah Haywood. On 4 February 1853 Philip Webley registered patent No. 335 for a hinged revolver and on 14 September 1853 he registered patent No. 2127 for improvement for the first muzzle-loading percussion cap and ball revolver which became known as the "Longspur". In 1859 Philips son Thomas William, aged 21, was made a partner in the firm, which then changed its name to P Webley & Son and described itself as "Gun and Pistol Makers and Patent Revolving Pistol Makers", probably exploiting Philip Webley's patent No. 305 of February 1853 for a revolver frame and lock, and its improvement under patent No. 2127 of September 1853. Thomas later went on to managed the shotgun side of the business. From about 1863 up to the First World War, the firm made rook rifles for Holland & Holland. From the 1890s they supplied magazine rifles. In 1863 and 1864 the firm's address was given as 83-84 Weaman Street, but from late 1864 to 1875 their address was 84 Weaman Street. By 1874 the firm had a showroom in London at an unknown address. In 1875 the firm expanded into 82-84 and 88-89 Weaman Street. The shotgun is not in very good condition is unusable as a firearm and is not very significant historically or valuable, although made by a well known and respected manufacturer of firearms there are many better examples of shotguns made by P Webley and Son in collections and for sale. This particular example is of a standard pattern for utilitarian use of which many were made. Raised inscription on butt has an image of "dog carrying a bird in his mouth" and another image of a "anchor and chain". Inscribed to both sides of the locks "P Webley and Son", Maker's mark and proof marks for black powder shotguns on undersides of both barrels. The Fred Moore trophy is held on Australia Day long weekend. This trophy commemorates the losers, ie the highest score of the day over 12 holes. It began in 1967, and continues. Believed to be donated by Bill Cumming to honour the effort of the players. The event is a non handicap game, so anyone can play, not necessarily golfers. It is still quite a coveted prize. The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. In Retrospect In mid 1952, a distinguished man arrived in Bendigo and interested several citizens, including Dr. P Goodman, the President of the Musical Advancement Society, in the formation of a Company for the production of Musical Comedy. The meeting was called at the home of Mr Fred Bush, and a group of enthusiasts made the acquaintance of Mr Norman Lee, our producer and sequently the M.A.S. and several leading citizens, sponsored the first production, by subscribing funds for initial expenses. From such humble beginning, our present Society originated. Mr Cyril Cyril Warne was appointed Musical Director, Mrs Phyllis House, Pianist, and Miss Madge Welch, Ballet Mistress. During the Season of ''Chu Chin Chow,'' the Society will stage its 100th performance - indeed an outstanding feat in such a brief history. This brass rail holder fixture would have been used to hold the end of a rail in place. There is no information as to where the fitting or rail would have been placed on the ship; sailing ships had many brass fittings. It was recovered from the wreck of the La Bella, which lies at the bottom of the Warrnambool Harbour. Some 15 ships are believed to have been wrecked in Lady Bay, but only two have been discovered on the sea floor; the La Bella and the Edinburgh Castle. Both wrecks are popular diving sites and are preserved as significant historical marine and marine archaeological sites. The story of the final voyage of the La Bella is summarised as follows … The ship from which the sailors were rescued was the three-masted, iron and steel barquentine the La Bella, built in Norway in 1893. She was one of two iron and steel ships by Johan Smith, the company being one of the leading shipping families in Tvedestrand, Norway. She was significant to Norwegian shipping, being one of only 27 iron and steel ships ever built in Norway. She was registered in New Zealand and engaged from 1902 in inter-colonial trading of timber in the pacific, between New Zealand and Australia and was often in Port Phillip Bay, Victoria. On 5th October, 1905, the twelve year old La Bella left Lyttleton, New Zealand carrying a cargo of timber bound for Warrnambool, Australia . She was manned by a crew of twelve: the Master, (Captain Mylius, previously 1st Mate of La Bella, appointed Captain to La Bella on 6th February 1903) 2 Mates, Cook, six able seamen, one ordinary seaman and a boy. . Bad weather en route caused her to shelter at Burnie on Tasmania's North West coast. On November 10th, the 37th day of her journey, La Bella approached Warrnambool. Captain Mylius steered her towards Lady Bay Channel in heavy south-west seas and evening mist. He ordered the helmsman to steer for the light. As the ship came round, a tremendous sea struck her on the port quarter, causing her to breach broadside in a north-westerly direction into breakers. The helm was brought round twice more, but each time heavy seas broke over her, the third time throwing the La Bella on to a submerged reef in Lady Bay now known as La Bella Reef (about 100 yards from the Warrnambool breakwater). The sea was so rough that it even wrenched a one-and-a-half ton anchor from its fastenings and into the sea. As Captain Mylius headed to the steel wheelhouse, intending to send up a rocket flare, a huge sea slammed the steel door into him (resulting in massive bruising front and back) Despite his injuries he still managed to set off a blue light, which he held up in his hands. La Bella’s lifeboats were filled with sea water and broke up on their chocks. The blue light was the first indication to people on shore that there was a ship in distress. The Harbour Master, Captain Roe (who lived in the Harbour Master’s House opposite Flagstaff Hill), organised a group of volunteers to crew the lifeboat because the trained crew was unavailable; the crewmen were working on a steamer in Port Fairy at the time. He then poured oil onto the water to try and smooth the sea. At around 11pm three of the crew took shelter in the steel forecastle but the sea crashed into it and broke it up. While the rest of the crew and onlookers watched helplessly in the moonlight the bodies were washed away into the sea, never to be seen again. Some of the crew lashed themselves to the weather rail to keep from being washed away. Watson, the ordinary seaman, became tangled in the rigging lines and was too weak to move, so the 2nd Mate, Robertson, put a line onto him so that he wouldn’t wash off. Around 11pm three of the crew were unconscious from exhaustion. The situation on La Bella was becoming dangerous. The 2nd Mate moved to the ‘house’ and soon afterwards the ship slipped in the heavy sea. The lashings of the 1st Mate and the ‘boy’ Denham had kept them safe until about 2am when they were washed overboard; no one was able to help. One by one, the exhausted crew were being washed overboard, too weak to hold on any longer. During the night the La Bella had broken into two and the deckhouse ran out towards the sea. Two more men drowned when trying to reach the lifeboat. By sunrise the only survivors of the twelve were the Master, 2nd Mate and three seamen. Early in the morning Captain Roe used the rocket apparatus on shore to try and shoot a line to the ship for a safer rescue but each attempt fell short of the target. Several attempts were made by the lifeboat to rescue the stricken sailors, but the rough conditions made this difficult for the boat to get close enough to the ship and the lifeboat had to return to shore. During a final attempt to reach the ship Captain Mylius ordered his men to jump into the sea. Leonard Robertson, 2nd mate, jumped and swam towards the lifeboat, taking hold of the boat hook offered to him. Oscar Rosenholme managed to reach the boat floating on a piece of timber from the ship’s load and a third survivor, Noake, also made the boat. Along with the lifeboat rescue crew, 25 year old William Ferrier rowed his small dingy through the heavy seas and managed to rescue the Captain, whom he landed on the breakwater. Ferrier then returned to the ship to attempt a final rescue, losing his oars and rowlocks into the high sea. Using just a spare paddle he skulled towards the La Bella, reaching her stern in time to cut loose the lone surviving sailor, Payne, from the lashing that held him to the ship; the terrified sailor dropped from the ship and into the dingy. Shortly after the last man was rescued, the La Bella was lifted by a huge wave and crashed back down on the reef; she broke up and sank. The ordeal had lasted ten hours. The survivors were taken to the nearby Bay View Hotel and gratefully received warm food and clothing, medical attention and a place to sleep. In the following days an unidentified body of a young person was washed ashore; it was either Watson or Denham. The body was buried in the Warrnambool cemetery with an appropriate gravestone and inscription. William Ferrier became a national hero as news of the daring rescue spread. In recognition of his bravery in the two daring rescues he was awarded the Silver Medal for Bravery by the Royal Humane Society and was honoured in the letter from the Prime Minister and the Parliament of the Commonwealth, telegrams and a cheque for £20 from the Governor General, over £150 subscribed by the public, including Warrnambool and district and readers of The Argus, and a gold medal from the Glenelg Dinghy Club of South Australia. Ferrier’s rescue efforts are one of the most heroic in Victoria’s shipwreck history. (William Ferrier’s son, Frank, received a similar award almost fifty years later, when he helped rescue four members of the crew on the yacht Merlan, after it ran on to a reef near the Point Lonsdale Lighthouse. ) The wreck of La Bella now lies on her port side in 13 metres of sheltered water inside the reef she struck. The bow section is relatively intact and part of the stern has drifted north-easterly towards the mouth of the Hopkins River. The reef the La Bella struck now bears its name. Those five rescued from the La Bella were Captain George Mylius, Leonard Robertson (2nd Mate, 21 years old), R. Payne, Oscar Rosenholme and Jack Noake. Those seven who lost their lives were Mr Coulson (1st mate), Charles Jackman (cook) Gustave Johnson, Pierre Johann and Robert Gent (all able seamen), Harry Watson (ordinary seaman) and Jack Denham (ship’s boy), Captain Mylius was found guilty of careless navigation; he had sailed into the bay without the services of a pilot. His Master Certificate was suspended for twelve months. Later he was also charged with manslaughter of one of the crew who had died when the La Bella was wrecked, but found not guilty. The event’s adverse publicity and damage to his career took a toll on his health and he died of a heart attack six months after the wreck; he was only thirty-seven. His body was buried in the Melbourne General Cemetery. The La Bella was “the best documented of all sailing ships owned in New Zealand”. Her record books, ship logs, correspondence and supporting papers are still available. At the time of the tragedy, she was owned by Messers David C.Turnbull and Co. of Timaru, New Zealand timber merchants and shipping agents, who had purchased her on 13th December 1901. A detailed account of the last journey of La Bella can be read in “Leonard Robertson, the Whangaroa & La Bella” written by Jack Churchouse, published in 1982 by Millwood Press Ltd, Wellington, NZ. As well as this letter, Flagstaff Hill’s La Bella Collection includes a photograph of the wrecked La Bella, a brass rail holder and a postcard of William Ferrier with four of the survivors. This original congratulatory letter sent to William Ferrier by the Prime Minister and Government of Australia demonstrates the importance attached to his efforts for Victoria and to Australia. The letter is part of the La Bella Collection and is significant at both a local and state level. Its connection to the La Bella shipwreck and the rescue of five survivors highlights the dangers of Victoria’s Shipwreck Coast. The letter to William Ferrier from the Australian Government acknowledges the bravery of ordinary Australians who risked their lives to save victims of shipwrecks along the coast. The letter is significant to the history of Warrnambool as it honours William Ferrier, a local fisherman whose descendants continue to live in the area. It highlights the way of life of people who lived in coastal towns in 19th century Victoria and the effects of shipwrecks upon them. The letter connects to the postcard of William Ferrier with four of the five rescued crew, the photograph of the wreck of the La Bella and the artefact from the wreck, the rail holder. This item is significant because of its association with the sailing ship “La Bella” . the “La Bella” is of local and state and national significance. It is one of the only two shipwrecks discovered in Lady Bay, Warrnambool, out of the 15-17 shipwrecks in the bay. Brass rail holder from the wreck "La Bella". This rail holder would have been used as a fitting for the end of a rail. It is made up of two parts and looks a little like a goblet in shape. The top is a hollow spherical shape with a circular hole cut out on one side, into which the end of a round rail would fit. There are two gouge marks close to each other on one side of the hole, about one centimetre apart, at 1 and 2 o’clock position. The sphere has a hollow pipe-like stem with a screw thread turned into the outside of the lower section and the bottom of the stem has been flared out after having the base fitted. The base is round and has a mound in the centre. The edge has four evenly spaced fixture holes around its edge. The metal shows signs of pitting and has mild encrustation. The fitting of the base is loose, allowing it to swivel in a complete circle. The top of the sphere is rough and has a dent in it. This telescope was amongst various items collected from a sea dive in Port Phillip Bay. The diver was the caretaker of the Port Lonsdale Lighthouse, who dived on various wrecks in the bay during the 1960's. After the caretaker's death, his son sold off many of the shipwreck artefacts. The telescope was purchased from the caretaker's son in the 1990's by a previous owner of the Marine Shop, Queenscliff, Victoria. John Browning was particularly well known for his scientific advances in the fields of spectroscopy, astronomy, and optometry. Between 1856 and 1872, Browning acquired provisional patents for designs of numerous scientific instruments. He was also the recipient of an award at the 1862 International Exhibition held in London. Also recognised for his temperature-compensated aneroid barometer. Browning's scientific instruments were used in physics, chemistry, and biology. The products he designed and manufactured included spectroscopes, telescopes, microscopes, barometers, photometers, cameras, ophthalmologist, and electrical equipment such as electric lamps. John Browning was born around 1831 in Kent, England. His father, William Spencer Browning, was a maker of nautical instruments. John Browning's great-grandfather was also an instrument maker as well as John’s brother Samuel Browning of the firms Spencer & Browning and Spencer, Browning & Rust, who also manufactured navigational instruments. The latter firm was in operation in London from 1784 to 1840 and was succeeded by the firm of Spencer, Browning & Co. John Browning initially intended to follow the medical profession and entered Guy's Hospital, a teaching hospital and a school of medicine. Despite having passed the required examinations, however, he abandoned his plans. Instead, he apprenticed with his father, William Spencer Browning. At the same time, in the late 1840s, he was a student attending the Royal College of Chemistry several days per week. By the early 1870s, practical optics had become John Browning's primary interest, and he listed his occupation as an optician on the census records from 1871 to 1901. He was well known among London's ophthalmic surgeons for his various ophthalmic instruments. He had a large part in reforming the art of crafting spectacles. Other achievements were as an author of the book, How to Use Our Eyes and How to Preserve them by the Aid of Spectacles. Published in 1883, the book included thirty-seven illustrations, including a diagram demonstrating the anatomy of the eye. In 1895, he was one of the founders of the "British Ophthalmology" the first professional organisation for optometry. He was not only its first president but also registered as its first member so many considered him to be the first professional optometrist. Other professional organisations he belonged too was as a member of “The Aeronautical Society of Great Britain”. In 1871 constructing the first wind tunnel located at Greenwich Marine Engineering Works. He was also a member of other scientific organisations, such as the “Microscopical Society of London”, the “Meteorological Society”, and the “Royal”. Then in 1908 the company of W. Watson & Son, opticians and camera makers, took over John Browning's company since 1901 John Browning had been semi-retired but in 1908 he fully retired and moved to Bournemouth in Hampshire. He died in Cheltenham, Gloucestershire in 1925.The telescope is significant for its association with one of the world’s leading scientific instrument makers and inventor of the 19th and early 20th century. It is believed the donation came off a wreck either in Port Philip Bay or between Point Lonsdale and the Nepean Heads making it a significant maritime historical artefact. Its provenance is good given it was taken off a wreck in this area by the Point Lonsdale lighthouse caretaker. They initially appeared in Europe in 1839 and were produced in large numbers to the early 1850s but were superseded by more modern and flexible forms of technology by 1860. The photo was usually formed on a thin copper plate with light sensitve silver iodide. They have a mirror-like appearance and the image itself was mirrored. They were usually inserted into a case or frame made of wood bound in leather or velvet and cost about one guinea in Australia, the equivalent of a week's wages. With the advent of the gold-rush and growing population came an increase in numbers of photographers both studio and travelling. The daguerreotype process was protected by patents and could only result in a single image from which no copies could be made. With new technology involving wet colloidion glass plate negatives and albumen paper prints of which multiple copies could be produced at significantly reduced cost, the dauguerreotype quickly fell out of favour. An accompanying note with the photo written by Edna Hill of 4/1 Bridge Street Eltham dated 4 June 1966 states: "Dear Mr Watson, I think the enclosed old time photograph will be of interest to you. Fred Moore was a long time holiday maker with a house in Robertson St, whose children continue to visit. He first attended the school at the age of 17 years and within two years he was a member of the infamous Kelly Gang. During World War I, 22 former pupils volunteered for active service and four gave their lives. Gwendoline (Gwenda) Grace Watson Davies, only daughter of Mr. William Watson Davies and Mrs. Grace Davies (nee Hayes) of Arthur Street, Eltham was born in Newport, 18 February 1908. Gwenda grew up in Arthur Street and when she left school she was employed as an officer at the State Bank of Victoria, Chief Accountants Department, Head Office, Elizabeth Street, Melbourne. During 1933-1934 in her early to mid-twenties, Gwenda wrote a series of poems which were captured in three books: one a leather bound three-ring binder with personalised gold embossing on the cover and two paper booklets held together by pink ribbon. These poems are a reflection of her childhood days, home, her mother, her environment, pioneering days and other miscellaneous subjects including one example titled “EIGHTEEN YEARS TO-DAY”, an homage to the brave men of Gallipoli. On October 20, 1937 after ten years of service, Gwenda submitted her letter of resignation effective November 26th as she was to be married in the near future to Fred Jones. Frederick Geoffrey Jones, born 7 January 1911, third son of Mr. and Mrs. W. Jones of Napoleon Street, Eltham, married Gwenda at the Eltham Methodist Church on 27 November 1937. They made their home at ‘Llangollen’, Arthur Street, Eltham, a new house Fred had constructed earlier that year opposite the Shire Offices. Their residence was recorded in the Electoral Rolls from 1963-1980 as 6 Arthur Street, Eltham which was situated on the corner of Arthur Street and present-day Commercial Place. In the 1970s their home was sold and demolished to make way for the new shops. They built a new home at the top of the hill in Bible Street. In the Electoral Rolls for 1943-1980, Frederick’s occupation was recorded as a Plumber’s Assistant. Fred was also a long-standing member of the Eltham Cemetery Trust. He was first appointed 26 April 1944 and resigned 17 July 1957 to be appointed to the Warringal and Eltham Joint Trust where he served till February 1980. He then re-joined the Eltham Cemetery Trust and served a further 14 years till his resignation on 24 August 1994. In total, Fred represented the interests of Eltham Cemetery for 50 years (1944-1994). Gwenda and Fred were blessed with a son, Frederick William Jones in March 1942. Sadly, Frederick only lived two days and was buried at Eltham Cemetery on March 11. It is not known whether his grave is marked. A second son, Geoffrey Morris Jones arrived 25 November 1944 but he sadly contracted polio as a child. A fall down the front steps of Fred and Gwenda’s new home in Bible Street culminated in Geoff’s death from a heart attack whilst in transit to the Austin Hospital on February 6, 1979, at age 34. He was also interred in the Eltham Cemetery. Geoff was posthumously awarded the British Empire Medal for his services to fire safety at the CFA. A small man, handicapped from his childhood polio, he had figured prominently in the area as an active Apex member and as group officer for the 13 local brigades in the CFA Lower Yarra Group. His work for the CFA, all voluntary, included writing a fire-fighting manual and the innovation of aerial fire spotting and weekly fire reports. Gwendoline and Fred were presented with Geoff’s B.EM. award at Government House. Four years later on the anniversary of Geoff’s death, Gwenda could not sleep and collapsed in the hallway at home from a heart attack, 6 February 1983 at age 74. She was interred with her son Geoff, at Eltham Cemetery on February 9th. Fred died 31 July 1997 at age 86 and was also interred at Eltham Cemetery. A memorial plaque to Gwenda, Fred and Geoff lies within the lawn cemetery at Eltham Cemetery. In February 2022 Gwenda’s book of Poems along with a copy of her letter of resignation from the State Bank of Victoria and a news clipping about the Autumn Show held in the Public Hall at Eltham (opposite her home with Fred) in which Gwenda is listed as having entered Cream Puffs and a Swiss Roll into the Cooking section, were donated to the St Vincent’s de Paul Society in Bega, N.S.W.. A dedicated volunteer there researched their origins and desirous for these items to return ‘home’, posted them to the Eltham District Historical Society for which we are most appreciative. EIGHTEEN YEARS TO-DAY “Tell me why you’re dreaming, Daddy” Said my little son to me, So, I told him all about it, As he sat upon my knee. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations.
