In the late 1960s the area in Wodonga between Hovell and Havelock Streets was zoned for civic purposes. By 1969 Melbourne architect Bruce Marshall had designed the civic centre which included a library, theatre and senior citizens' rooms. The main hall had a seating capacity of 1,000 people but could be divided by a sliding door. into smaller areas. It also included meeting rooms and kitchen facilities. The Civic Centre was officially opened by the Honorable Sir Henry Bolte, K.C.M.P., M.P., Premier of Victoria who was accompanied by the Honorable R. J. Hamer E.D., Minister for Local Government. The Shire President was Cr. James A. Terrill, J.P. In 1973, the Council engaged Bruce Marshall to design new offices beside the Civic Centre. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976. A copy of an Anzac Day Address at the Anzac Commemoration Ceremony for Students in 1939, given by the Eric Russell, President of Legacy. It was stored with documents about the building of the Shrine and another speech from a students' service. Legatee Russell had served in World War 1 so was very close to the events he was talking about. The ceremony provides a valuable opportunity for students to gain an appreciation of the Anzac spirit, the significance of the Shrine and the meaning of Anzac Day. The ceremony is usually attended by representatives from schools throughout the state and the Governor of Victoria. The text says: 'Over twenty years have passed since the events that we are commemorating today took place. As time goes on, our memory of incidents grows dimmer, but our understanding of the whole war and of the tremendous efforts that were made at Gallipoli grows clearer. Particularly do we realise, when we look back, that Australia grew to be a nation during those years of anxiety and endeavour, of which Gallipoli was for us the beginning. . . . "A record of a ceremony at the Shrine for school students. The text of the speech is significant in that it was written by a man who had served in World War 1 and knew first hand what it meant to be part of the first Anzacs. A photo of artist Clifton Pugh beside one of his paintings. The white paper label says: "Artist Clifton Pugh kindly allowed Legacy to display his Gallipoli paintings at then launch of Legacy Week. The paintings were commissioned expressly for the Australian War Memorial. It was the first time these paintings were on display in Melbourne." Clifton Pugh was appointed official war artist for the 75th Anniversary of the Gallipoli landing at Anzac Cove in 1990. The photo featured in the 1990 President's Report that was published with the 1990 Annual report. The caption said: 'The late Clifton Pugh at the official launch luncheon of "Legacy Week". ' The article went on to say: 'Our official luncheon to launch "Legacy Week" was opened by the Lieutenant Governor Sir John Young and sponsored by the ANZ Bank. At the luncheon the late Clifton Pugh had generously displayed some of his Gallipoli paintings which had been commissioned expressly for the Australian War Memorial. it was the first time these paintings had been on display in Melbourne.' Four black and white photos of Somers camp, in 1931. One show a corrugated iron building that had been built and what looks like a prank being played on a Legatee in suit and cap. Also one of junior legatee Graham Billett by some camp buildings. Another shows Gwen Smith. Plus a group of youths on the beach. All are from the same film. In the early years, Legacy organised outings to the property of Legacy founder, Legatee Stan Savige, who had a place in Balnarring close to the beach. Permanent camp buildings were built in 1930. In 1930 Lord Somers (Governor of Victoria) also started a camp at a nearby property and the area was renamed Somers. Legacy Somers Camps continued intermittently at Stan's property until it was decided in 1951 to make other arrangements for holidays. This is a set of 14 photographs of a visit to the Army Survey Regiment, Fortuna, Bendigo on the 5th of June 1979 by the Chief of the General Staff (CGS) Lieutenant General Sir Donald Dunstan AC, KBE, CB. He was accompanied by his wife. They were escorted through the production areas of the Army Survey Regiment by the CO LTCOL Bob Skitch. Lieutenant General Sir Donald Dunstan AC, KBE, CB was an esteemed Australian Army officer, who was CGS from 1977 to 1982. Upon retirement from the Army in 1982, he was appointed to the position of Governor of South Australia from 1982 to 1991. LTCOL Bob Skitch was the CO of the Army Svy Rgt from 1976 to 1980. Also featuring in these photos is MAJ Peter Eddy, who was the OC of Air Survey Squadron. He was later promoted to LTCOL and was CO of the Army Svy Rgt from 1981 to 1982. The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days. In April 1869 when the foundation stone of the Mortlake Mechanics' Institute was laid by Thomas Shaw of Wooriwyrite, this parchment scroll was sealed with other documents in the foundation stone. In 1891 when further alterations were made the hall these documents were retrieved from the stone. This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. It presents an opportunity for present generations to consider local aspects of the process of the Federation of our country.Framed Certificate. A photo of a large group of teenage boys and men from Big Camp, January 1974. Big camp was for older junior Legatees at Lord Somers Camp. Melbourne Legacy provides camps for junior legatees. The camps gave the children an opportunity of a summer beach holiday with other Legacy children. It started with camps on the property of Legacy founder, Legatee Stan Savige, who had a place in Balnarring, close to the beach. Permanent camp buildings were built in 1930. In 1930 Lord Somers (Governor of Victoria) also started a camp at a nearby property and the area was renamed Somers. Legacy Somers Camps continued intermittently at Stan's property until it was decided in 1951 to make other arrangements for holidays. Including two other camps in the Somers area: Lord Somers Camp and the Somers School Camp (owned by the Education Department). It came from an envelope with other Big camp photos. The Legacy envelope was marked "P5 Power House" in red pen, and Box 15 in blue pen. The contents will be items 00427 to 00430. Photos of the launch of Legacy Week in 1991. The guest speaker was Sir Zelman Cowan, a former Governor General of Australia. The launch was in the Crest International Hotel in St Kilda on 3 September 1991. Sir Zelman spoke movingly on the work of Legacy and on the dramatic world events: the Gulf War; the reunification of Germany; the changes within the Soviet Union and his speech was warmly received by all who attended. The speaker and head table are under the Legacy Banner - which says "Legacy Caring for Australia's Biggest Family". The same banner is used at an event in Melbourne City Square - see 000491 (from the same roll of film). President John Sullivan is on the head table and is also in a photo at the Eternal Flame (000493 from the same roll of film). Part of a Legacy Appeal or Badge week launch in 1991. Seems to have fallen of a scrapbook of photos compiled by Legacy of major events in the 1980s and 1990s and deposited in the archive cabinets along with many other items and photos prior to the start of the cataloguing. On 23 July 1922, Brighton City Council adopted the recommendation from a sub-committee that the site for a war memorial be at Green Point, Brighton Beach. Brighton Council invited designs, limited to returned soldier architects and 18 designs were received. The first prize of £30 was awarded to the architecture firm Irwin and Stevenson and the designs were exhibited at the Brighton Town Hall in 1925. The bronze casting, using lost wax technique, was executed by sculptor Mr. Paul Montford, to the design of the architect and the central assemblage was believed to be the largest bronze casting in relief carried out in Australia at the time. The Brighton War Memorial was unveiled by His Excellency the Governor, the Right Honourable Arthur Herbert Tennyson Baron Somers, K.C.M.G., D.S.O., M.C., on Sunday 24th April 1927 in the presence of 4,000 people. The memorial was originally constructed to commemorate those from the City of Brighton who served in World War One but has since been augmented to commemorate those from the municipality of Bayside who have made the ultimate sacrifice during official periods of hostility.War memorial consisting of a sandstone cenotaph, granite base and sandstone terrace situated at Green Point, Brighton. The cenotaph is a truncated obelisk with classical decoration in stone and bronze. The cenotaph bears the Rising Sun badge in bronze relief near its top with bronze lettering running down the cenotaph reading "ERECTED IN HONOUR OF THOSE WHO FOUGHT IN THE GREAT WAR 1914 – 1919". A bronze relief assemblage of crossed weapons, a wreath, the lamp of valour and the Latin phrase "DUCIT AMOR PATRIA" (love of country leads me) sit above the base which is carved with the word "SERVICE". The terrace walls have bronze relief medallions with images of the head of an airman on the left and an infantryman on the right. The back of the cenotaph bears a torch in bronze relief near its top. On the sandstone wall behind the cenotaph are three large bronze plaques that lists the names of those from the City of Bayside who have served in the various conflicts in which Australia has been involved. At the back of the sandstone wall is carved lettering reading "HISTORY GAVE THEM A COMMON FAME. This photo was taken at the opening of the footbridge over Back Creek by Sir Winston Dugan, Governor of Victoria, in 1936. He is cutting bunting draped along the bridge rails. South Surrey Park was developed on land which had been the property of the Kleinert family. Their land extended from Union Road to Essex Road. They ran horses, ducks and fowls and Emily Kleinert grew flowers. Alan Holt research: Lot 6 was sold to Martin Klienert by Karl Richter in 1860 together with a portion of another adjacent lot. From 1860-1885 Martin worked it as a market garden leasing some land for grazing when it was not required for gardening. He died in 1898. In a formal document, William declared he was the son of Martin "who purchased land in 1860, died in 1898 and the land has been continually occupied by father and family since. It has been cultivated as a market garden; when not being used for gardening it was let for cultivation and grazing." William died in 1939 and the property passed to his sons Martin and Ernest. An article from the Melbourne Legacy Bulletin about Legatee Jim Gillespie being honoured by RMIT naming a building after him. Date is not known but likely to be 1969 or 1970. The article mentions 'an honour was conferred on Legatee (Past President) Jim Gillespie when the Governor and Lady Delacombe opens a new wing of the Royal Melbourne Institute of Technology and called it 'The Gillespie Wing". The magnificent building of 12 stories accommodates 2490 persons (2290 students and 200 staff). A page of the programme was set out to list Jim's decorations, war service, and professional achievements and awards and his immense contribution to the RMIT extending over more than 30 years. Also that in 1968 in recognition of his proud record of service to the profession he was awarded the Gold Medal of the Institution of Surveyors Australia, and is the only person to be so honoured at the time. The article was written by JHBA (Legatee Brian Armstrong). The article was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees. This former King's Colour was originally authorised by King George V in 1919 in recognition of services of 44th Battalion (AIF) during the Great War. Presented by HE the Governor General Sir Ronald Munro-Ferguson, PC, CGMG at a parade in King's Park on 2 October, 1920, however was not passed on to any AMF counterpart unit of the Citizen Forces, as one did not exist at the time. 44th Battalion (AMF) was formed in 1921 from elements of 16th and 51st Infantry Regiments and was presented with this colour by the Governor of Western Australia Sir Robert Furse McMillan at the Anzac Day parade on the Esplanade, Perth on 25 April 1922. The colour was subsequently consecrated by the Chaplain General, Archbishop COL Riley, OBE, VD, DD at a parade on the Esplanade, Perth, 15 November 1924. At the time of presentation this colour was a plain union flag with no central devices or other distinctions included on it. Following Military Board approval given in 1925 the centre circle and Crown were later added, in accordance with the approved design for a King's Colour. With the re-activation of the Citizen Military Forces (CMF) following the Second World War, the 11th/44th Infantry Battalion (The City of Perth Regiment) was raised as a linked battalion in 1948 to carry on the identity and traditions of the pre-war 11th and 44th Battalions respectively. The King's and Regimental Colours formerly held by these two battalions were passed on to the new battalion who paraded them in rotation on ceremonial occasions. With the accession of HM Queen Elizabeth II to the throne in 1953, all Colours that had originally been presented as King's Colours, and were still carried by units on the current Order of Battle, were automatically deemed to be Queen's Colours. Under major reorganisation of the CMF in 1960, all individual infantry battalions that existed at the time within each State were amalgamated to form State regiments, taking effect from 1 July 1960. Thus from that date the 11/44th, 16th and 28th Infantry Battalions were amalgamated to form The Royal Western Australia Regiment. In September 1960, at a ceremonial parade held at Northam Camp, the Colours carried by all former battalions were handed over for safe keeping by the new regiment. These former colours were subsequently laid up in the undercroft at the State War Memorial, King's Park on 29 November 1964. These were transferred to the Army Museum of WA in 1988 as part of the Bicentenary Colours Project. Union flag with gold fringes. The Red Ribbon Movement of 1853 represented a significant series of events in the history of Bendigo. During that year there was much agitation on the Bendigo gold fields, particularly during July and August of 1853, directed against the payment of what the miners called a tax - a licence fee of thirty shillings ($3) a month for the right to search for gold on what was declared Crown land. They had to pay the licence whether they found gold or not. The miners, or diggers as they were called, also resented the means used by the authorities at the time to collect the gold licence - through so-called 'digger hunts'. The miners were expected to carry their licences with them, and the police, who were often untrained, used harsh methods to check these licences. In Bendigo, the miners took to wearing a red ribbon ‘as a symbol of their protest against the licence. Red was a very common colour in items such as shirts, so was readily available. Shopkeepers too tied red ribbons to their premises as a sign of support for the miners. It should be remembered at that time virtually everyone was a miner. The diggers also had their own banner, designed by William Dexter, a china painter from Devon. This flag showed the pick, shovel and cradle representing labour, the scales representing justice, the Roman bundle of sticks meaning unity and the kangaroo and emu of Australia Many thousands of Bendigo miners signed a petition to La Trobe, the Governor of Victoria, protesting against the licence fee. When the Governor rejected the petition, thousands of diggers marched in peaceful protest. Miners from White Hills, Eaglehawk, Golden Square, Kangaroo Flat as well as from Bendigo Flat, converged on what is now Pall Mall and View Point, surrounding the ~government camp on Camp Hill. The camp had been reinforced with soldiers of the 40 Regiment, as the Government feared bloodshed. The miners then gathered on the hill behind View Point to hear from their leaders - among them George Thomson, Captain Harrison, Captain Brown and W.D.C. Denovan. They resolved to pay a token fee often shillings ($1) for the September licence, whenthey met with Commissioners Panton and Wright on Camp Hill. Although Wright and Panton were sympathetic to the miners, the offer was rejected, but no licence fees were collected for September. Thus a possible bloody conflict was averted by the common sense shown by the miners' leaders and the commissioners. It was a truly democratic protest against arbitrary government and preceded the Eureka Stockade Incident by over a year. Thomas Ham was a cartographer, engraver, lithographer and publisher in Victoria and Queensland. He compiled and printed several editions of his squatting map, beginning with A map of Australia Felix in 1847 and changing its title to Ham's squatting map of Victoria in 1851. The 1851 edition was accompanied by a key listing the names of all the squatters within squatting districts and counties. Later editions show the existing counties, but some areas of Gippsland and the Australian Alps are still described as 'unsurveyed country'. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. University of Ballarat is a predecessor institution of Federation University Australia. Federation University VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree – on the basis of extensive work experience and knowledge. The first intake of students was in 1979. The first graduation ceremony to be held in Founder's Hall in 1981 was this intake of students. The Hall was opened by Sir Zelman Cowen, Governor General of Australia. He was first knighted as Knight Bachelor in 1976.
