The Ballarat Gaol was one of the earliest gaols. Building commenced in 1856 and was completed in 1862. It provided accommodation for 74 prisoners - male and female. The materials use to build the gaol were locally quarried basalt combined with local bricks. At that time there were about 14 brick making plants in Ballarat. 1870 saw the opening of the School of Mines, Australia's third oldest tertiary institution. The purpose of the school was "to impart instruction in the various branches of science relating to mining engineering. It is proposed, as soon as practicable, to extend the operation of the school so as to impart instruction in those branches of technical science which may be considered most likely to exert a beneficial influence on the prosperity of Victoria." School was in a disused Circuit Court House in Lydiard Street South. This is Certificate No. 5293 and certifies that Maurice Clifford has been educated up to the standard of education required by "The Education Act 1890." It is dated at Briagolong on 26th November, 1894. Briagolong Primary School was established in 1875 when the town of Briagolong came into being. Maurice William Clifford was a farmer in Briagolong. He was killed in action at Ypres, Belgium on 4 October, 1917. Having served in the 10th Australian Light Horse, Citizen Military Forces, he enlisted on 22 February 1916 as a private in 37th Battalion D Company.The 1890 Act called for all children in Victoria between the ages of 6 and 13 to attend school forty days in each quarter of a year. Section 13 of the Act states that “Two hours before noon on any two days or two hours after noon on any two days” is deemed to be equal to one day's attendance. One of the reasons for exemption from compulsory attendance was if the child lived more than two miles from a school (or two and a half miles if aged 9 or over). If a student had reached a sufficient level of education an exemption could be granted.A white paper certificate with black print. In the mid 1960s, the Monnington Special Education Centre was established at 15 Adeney Avenue as an offshoot to 'Glendonald' in Marshall Avenue. In 1988, the amalgamation of Princess Elizabeth Junior School for Deaf Children, the Monnington Centre and Carronbank School for Deaf Blind Students allowed the Victorian Government to sell each of the sites. Monnington [Adeney Avenue, Kew] reverted to private ownership, while Glendonald and Carronbank in Marshall Avenue were demolished and subdivided. The donor, Mr Murray Osler, was Principal of the Monnington Special Education Centre in Adeney Avenue (Kew) from 1976. The Gippsland Institute of Advanced Education was established by an Order-in-Council in September 1968. The Council of the Institute included members of the Gippsland community who are prominent in local government, industry, commerce, education and the professions, the Director of the Institute, and representatives of the academic staff, students, and graduates. On its establishment, the institute assumed responsibility for the diploma courses previously offered by the Yallourn Technical College which had commenced diploma teaching in 1929. Initially, all the Institute's teaching was conducted in the diploma building of the Yallourn Technical College. In 1972 the Institute transferred part of its operations to the first of its permanent buildings on a large campus in rural surrounds near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. The Gippsland Institute of Advanced Education was opened on 20 November 1976 by the Honourable Lindsay Thompson, Deputy Premier of Victoria and Minister of Education; and Senator J.L.
