During his experience year he worked as a builder's labourer on the new Eltham Library construction project. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. Since 1994 the library has undergone a major extension to cater for children’s services and others. See also EDHS_02111 construction, eltham library -

Photograph - digital, LJ Gervasoni, Murtoa Stick Shed 00031, 13/08/2011
From the Victorian Heritage Register statement of significance H0791 The Marmalake/Murtoa Grain Store, originally the No.1 Murtoa Shed, is located within the Murtoa Grain Terminal, adjacent to the grain elevator tower and railway line. The shed is 280m long, 60m wide and 19m high at the ridge with a capacity of 3.4 million bushels. The hipped corrugated iron roof of the shed is supported on approximately 600 unmilled hardwood poles set in a concrete slab floor and braced with iron tie rods. These poles are the reason for use of the term "stick shed". With its vast gabled interior and the long rows of poles the space has been likened to the nave of a cathedral. An elevator at one end took wheat from railway trucks to ridge level where it was distributed by conveyor along the length of the shed, creating a huge single mound of grain. Braced internal timber bulkheads on either side took the lateral thrust of the wheat, and conveyors at ground level outside the bulkheads took wheat back to the elevator for transport elsewhere. Wheat had been handled in jute bags from the start of the Victorian wheat industry in the mid nineteenth century. Bulk storage had been developed in North America from the early 1900s. NSW began building substantial concrete silos from 1920-21. In Western Australia, farmers' co-operatives, who had to supply their own bulk storage from 1934-5, pioneered the use of low-cost horizontal sheds of timber and corrugated iron for bulk storage. Following its establishment in 1935 the Victorian Grain Elevators Board (GEB) planned a network of 160 concrete silos in country locations, connected by rail to the shipping terminal at Geelong. By the outbreak of the Second World War there was a worldwide glut of wheat, and Australia soon had a massive surplus which it was unable to export. Only 48 silos had been established under the Victorian Silo Scheme so far, and wartime material and labour restrictions prevented progress with this scheme. The storage deficit had become an emergency by 1941 as Britain obtained its imports from North America, rather than over the lengthy and difficult shipping route from Australia. In 1941 the GEB, under chairman and general manager Harold Glowrey, proposed large temporary versions of the horizontal bulk storage sheds already in use in Western Australia. The proposal was approved by the Victorian Wheat and Woolgrowers Association, who considered the use of shed storages as a longer term proposition. After initial resistance from the Australian Wheat Board, some of whose members represented wheat bagging interests, the Commonwealth and Victorian governments agreed to split the costs, and Murtoa was chosen as a suitable site for the first emergency storage. The main contractor, Green Bros, commenced work on the No.1 Murtoa Shed in September 1941, deliveries of bulk wheat began in January 1942, and the store was full by June of the same year. In the following years the Council for Scientific and Industrial Research (later CSIRO) conducted valuable research and experiment on the impacts and control of insect pests at the Murtoa No.1 shed. With these discoveries, and the development of more effective pesticides, use of the No.1 shed and the larger No.2 shed, erected in 1942/43, continued for many years. The No.2 shed was demolished in 1975. By the 1990s, pest resistance to pesticides and requirements for both pest free and insecticide free grain rendered open storage of this type unviable. The No. 1 store was also becoming increasingly expensive to maintain, and its use was phased out from 1989.Image of the Marmalake/Murtoa Grain Store which is of historical, architectural, scientific (technical) and social significance to the State of VictoriaDigital colour image of the interior of the Marmaduke . Machine - Glider - Sailplane, 1961
The Scheibe Bergfalke II is a high performance (for its day) and relatively inexpensive two seat sailplane designed by Egon Scheibe. It appeared in 1953 as a derivative of the Scheibe Mu13 Bergfalke and incorporated design changes to resolve and simplify structural issues that affected the Mu13. The Bergfalke II-55 followed in 1955. About 300 of the Bergfalke II and II-55 types were built in Germany and Sweden. This aircraft of the Bergfalke II-55 type was built by Scheibe in 1961 (work number 339). After a long life at Fliegergruppe Leimen e.V. logging 6754 flights and 1588 hours in the air, the glider was imported into Australia from Germany in June 2004. The glider was registered as VH-GKZ in January 2005 by Thomas Dattler of Millumbindy and flown only a small number of occasions (probably at Byron Soaring Centre). The Mangalore Gliding Club appears to have taken an interest in the glider in 2006 and completed routine Form 2 inspections in 2006 and 2009. The amount of usage during this period is unclear as the logbook records held are incomplete. In January 2012 the glider was purchased by the Southern Riverina Gliding Club and flown at Tocumwal until it was damaged in 2013 due to being blown over while at rest on the airfield. The 10 year survey was due in March 2013 and a decision was made by the club to donate the glider to the Australian Gliding Museum instead of completing the necessary repairs for returning it to an airworthy condition. It is estimated that the glider was flown about 300 times and perhaps logged about 140 hours in the air in Australia. If restored this exhibit will be representative of the Scheibe Bergfalke II-55 sailplane type (a rarity in Australia).Tandem two seat sailplane of a wood and tubular steel construction covered with plywood and fabric. It has a fully enclosed cockpit under perspex (which is missing from this airframe). The wings which join the fuselage at shoulder height are swept forward such that the aircraft can be flown solo from the front seat and be properly balanced. The aircraft is in a damaged condition. Machine - Glider – Sailplane, 1959
This aircraft was designed by Edmund Schneider as a single seat medium performance sailplane. Originally designated as the Grunau 3b but later named the Grunau 4. However, it was a new design with fully enclosed cockpit. The main point of difference to earlier Schneider Grunau designs was the tapered wings with the Gottingen 549 aerofoil. This design feature gave the Grunau 4 a better speed range compared to the Grunau Baby 2b or the Grunau 3. The prototype flew on 6 December 1953 and it went to the Waikerie Gliding Club. A second was delivered to the Dubbo Gliding Club in October of the next year and a third (the Australian Gliding Museum’s exhibit) built for the Adelaide Soaring Club in 1959 (registered as VH-GLX on 21 October 1959). Another was built by Josef Brabec from a Schneider supplied kit from 1954 to 1956. The log book indicates that the glider recorded 2362 flying hours over approximately 40 years of active service. There are many long flights recorded. The registration was cancelled on 30 July 2014 as a result of a decision by the Museum to withdraw the glider from service. The exhibit represents the final development of the "Grunau" single seat type by Edmund Schneider Ltd in Australia. Viewed together with the Grunau Baby gliders in the ATO Collection (Two Grunau Baby 2, and a Grunau Baby 3A), the changes to this glider type over a 30 year period can be recognized. Single seat wooden sailplane with fabric covering. Fully enclosed cockpit. The aircraft is white with Linden Green on the wing tips, tailplane and underside of the fuselage and also on the central wing cover. However, annual dividend has been reduced from 3.5c last year to 2.5c. The group announced yesterday an after-tax profit of $312,000 after sales of $27.09 million, up 26.8 per cent. Directors said the improvement in the profit had come from the return to profitability by the Victorian wholesaling company, and the inclusion of the profit from the T. G. Cullum group for a full 12-month period. They said the company's other subsidiaries had continued to trade profitably. The group had continued to operate profitably despite excessive government price control over drugs in pharmaceutical-benefit scheme. Photograph, Peter Pidgeon, Grave of Sarah Jane Procter, Eltham Cemetery, Victoria, 5 April 2021
Nurse Sarah Procter stretched the limits by enlisted on 12 August, 1915 at 45 years of age, the maximum acceptable age. A sister, Mrs J H Treloar (Amelia) in Hamilton was given as next of kin. Her Attestation shows she had 13 years nursing experience, having earned her Certificate at Stawell Hospital, served for one year with the Women's Hospital with the balance with private amenities. The Embarkation Roll lists her residential address simply as Brunswick - there is no Attestation or other material surviving to suggest a more specific address. She embarked from Melbourne on board RMS Morea on 24 August, 1915 and like many the served in Egypt in 1915, her record is a little hazy, but it appears at in January, 1916 after serving with No. 2 AGH, she was promoted to Nursing Sister and returned on HMAT Ulysses transporting wounded back to Australia. Nurse Procter embarked again on 4 April, 1916 to re-join her unit. She arrived in England 30 December after further service at Alexandria and was initially assigned to No. 2 A.A.H, then at Southall, She was transferred just a few weeks later to No. 1 AAH at Barefield where she remained until February, 1918. She proceeded to join No.5 AGH at Rouen, France in May, 1918; she returned to England on 23 November, 1918 after spending a month off duty with general debility and on return was admitted to South Kensington hospital with rheumatism. She was released around a fortnight later and at the same time promoted to the rank of Sister. Perhaps because of her age, she embarked for Australia soon afterwards and was assigned to No. 11 AGH at Caulfield from 9 February, 1919 until her appointment was terminated on 3 May. Born Stawell, Protestant, Sarah Jane Procter died at 75 years of age in a private hospital in St. Kilda, on 6 July, 1945 as the result of an accident and was interred in Eltham Cemetery. Her National Archives are held as Procter, AWM files as Proctor, the former is correct. (Brian Membery for Wikinorthia) Sarah Jane Procter never married and served in WW1. She enlisted at 45, but said she was only 40 on the enlistment papers. Sarah is buried in CE Monumental Section Grave 182. She was born in Stawell in 1869 and died accidentally in Heidelberg 1945. She lays next to an older brother, George Charles Alfred Procter, born 1865. died 1935 in grave CE 181. In Loving Memory of Sarah Jane Proctor Late Sister A.I.F. Contents: Archive Box 1 Folder 1 (Publication Proofs) The Tower of Remembrance and War Memorial Park On Garden Hill at Kangaroo Ground, Victoria 1919-2010 Folder 2 (Up to 1960) 1. Binder with plastic pockets. Photocopies. Minutes of the Kangaroo Ground War Memorial Bazaar Committee, 1922-1926 EDHS Newsletter No. 123 November 1998 PRESIDENT'S REPORT ACQUISITION FROM NILLUMBIK SHIRE'S MEMORABILIA Recently found in a storage box of old Shire of Eltham items was a school size, blue lined black covered writing book. It is recognized as the minute book and cash receipt book of the period 1922-1926 when the Memorial Park Committee, who it seems were part of the Shire of Eltham Soldier's Memorial League, was requested to raise funds for building the Shire of Eltham War Memorial Tower at Kangaroo Ground. History tells us that the tower, which is currently being refurbished, was officially opened by the Governor General of Australia, Lord Stonehaven on 11.11.26. The ladies invited to the first meeting at the Shire Hall did so on 21st September 1922. The minutes book reads: Present: Mesdames Bell, Bourchier, McMahon, Gosling, Cockcroft, Wraight, E Coutie, R Rogers, A Jones, AH White, Davies, Everitt and the Misses Lacey, Harris, N Weller, Gosling, Bell and D and G J Bourchier. These people became the Kangaroo Ground Memorial Bazaar Committee along with others named at further meetings. They conditionally accepted the role of raising funds, their condition being that the Bazaar Committee be given representation on any committee empowered to deal with the memorial in proportion to the amount of money raised by the bazaar'. The Andrew Ross Museum has the original book. We at Eltham District Historical Society have two photocopies for public perusal. 2. Transcriptions of newspaper articles 1919-1920. 6 pages. 3.
