In this picture The Royal Train is passing through a railway crossing along the Wharf Spur line. The train has been shortened comprising steam locomotive J-521 and tender to which is attached the State car. The State car is in the design of the Spirit of Progress. George Coop advised that the occasion is the visit of the Governor of Victoria, Sir Rohan Delacombe to Echuca in 1963. Delacombe had replaced Sir Dallas Brooks in May 1963 who had departed for England on the liner Iberia,11 April 1963 (1963 'SIR DALLAS ON WAY TO U.K.', The Canberra Times (ACT : 1926 - 1995), 9 April, p. 9. , viewed 27 Jan 2020, http://nla.gov.au/nla.news-article104249252) George believes the Governor was doing a considerable formal train ride around the State and Echuca was on the schedule. The ‘platform’ was a special creation for such purposes, located on the wharf spur line that ran behind the Echuca Civic Centre. The large notice board commemorates the Queen’s visit on March 5th, 1954 for which the platform was initially built. From time to time it would get spruced up with pot plants, fresh paint and repaired hand rails for formal functions. George attended the Civic Reception held for the Governor. Following the landing of Australian & New Zealand troops, the Anzacs, at Gallipoli on 25th April 1915, casualties mounted rapidly and were initially transported to their base in Egypt, which was soon unable to cope, with wounded being sent to England. Here the troops found that there was no Australian base to which they could report once they had been discharged from hospital; what was needed urgently was a base in England where troops could be sent to convalesce. So on 31st May 1915 a command depot was set up at Monte Video House in Chickerell, some two miles from Weymouth. Weymouth then became the Australian Imperial Forces (AIF) Command Depot No.2 which accommodated those men not expected to be fit for duty within six months, therefore, most of the Diggers repatriated as a result of wounds or sickness passed through Weymouth. During the years 1915-1919 over 120,000 Australian and New Zealand troops passed through Weymouth. In Spring & Summer, Weymouth Esplanade would be full of Anzac soldiers in wheelchairs, being wheeled along by their more able mates. The first contingent of 200 wounded men arrived in the first week of June 1915, and two weeks later a group of local ladies organised a cream tea for the newcomers, followed by a concert party 'The Frolics' at the camp. So began the close connection that was to grow between the soldiers and the villagers of Chickerell. The ANZAC Memorial on Weymouth seafront commemorates the Australian and New Zealand troops who were accommodated in three camps in the town during WW1: Monte Video, Westham and Littlemoor. In Weymouth and Melcombe Regis Cemetery there are about eighty-six graves of those Anzacs who were never to return to their homelands. In recent years the Society has participated in the parade and also organised a display for the festival. We have won prizes for our parade entry for the last two years. The committee has given preliminary consideration to our participation and it has been agreed that we should again enter the procession. This matter will be discussed at the September meeting. / The Society's float in the festival parade again won a prize. This year we won the prize for the best effort by a local group, donated by Bob Clarke's Menswear. As in previous years Peter Quirke has allowed us to use his truck as a float. Peter has formerly operated his fruiterer's business at Research and Diamond Creek and has recently opened a shop in the Eltham Village Arcade. Joh Ebeli, with a little more assistance from other members than in previous years, again did an excellent job in decorating the float. Members of the Victorian Folk Music Club again accompanied us on the float and their music helped create the appropriate mood. A new feature of our parade entry was the inclusion of horse drawn vehicles owned and driven by the Hennel family of Hurstbridge. They certainly added to a highly successful day. In the last issue of this Newsletter we mentioned the award won by the Society for its entry in the Eltham Community Festival Procession. Throughout the Nerrina district numerous areas of public land were set aside as school endowment plantations as part of various schools’ educational resources. The plantations were initially established to instil through community involvement a love of forests and an appreciation of their value, and in fact many of them are well suited for regular use as a teaching resource of this nature. It was expected that this use will increase as courses embracing various aspects of environmental science are developed. Many school plantations have been planted to radiata pine, and revenue from the sale of produce used to provide amenities required by the schools. In some cases, however, these plantations have not been very successful in providing revenue, as the sites are unsuitable for economic growth or the plantations are too small or the location too far from processing centres to allow economic harvesting. In some instances, radiata pine plantations have failed due to poor management. In 1982 the Land Conservation Council believed that all the existing plantations should be assessed in order to establish their value as a teaching resource. Those not needed or that are unsuitable for teaching purposes for some reason, such as their location, should be terminated. Those planted to radiata pine that have limited value as a teaching resource although satisfactory for wood production may continue to be used for such production, but should be reviewed when the pines are harvested. The image in this photograph is the 'John Murray', which was owned by the Government of Victoria from 1909 to 1917 as a training vessel. It was built and registered in Glasgow, UK in 1877 as the 'Loch Ryan'. This photograph is a copy of the original photograph, which was owned by Dr J. Douglas, brother o the donor. The iron baque 'Loch Ryan' was a three masted, 1207 ton sailing ship built by James & George Thomson in Glasgow in 1877. It was purposed as a general cargo vessel and owned by the General Shipping Company, known as the Loch Line because the ships were named after Scottish lochs. The company had a fleet of 25 colonial clipper ships that traded between the UK and Australia between 1866 and 1909, mainly from Glasgow to Melbourne, Sydney and Adelaide. Many of the sips, including the Loch Ryan, had a distinctive white stripe on their dark coloured hulls. The 'Loch Ryan' was purchased in 1909 by the Victorian Government's Défense Department and converted for the purposes of a training in Williamstown. In 1910 it was renamed John Murray, whose namesake, John (Jack) Murray (1851-1916) was born near Koroit. He was the 23rd Premier of Victoria (1909-1912), and a Warrnambool Member of Parliament for twenty years. The government commissioned the ship from 1910-1917 for reforming juvenile offenders, training them as seamen for the Navy and Merchant Navy. The training project ceased after reports of the treatment of the boys. Although 411 did their training under this scheme, the success rate of them qualifying to serve on other vessels was less than twenty percent. In 1917 the John Murray was sold to the Government of Australia to serve during WWI. The ship was loaded with a cargo of dynamite and petroleum at San Francisco then departed for Melbourne when, during its passage, it was wrecked at Malden Island reef in the mid-Pacific Ocean on May 29th, 1918.The photograph of the John Murray , formerly the 'Loch Ryan' is significant for its connection with the Loch Line of the General Shipping Company of Glasgow, the same company that owned the Loch Ard, which was wrecked and tragically lost 52 lives. The photograph is also significant for its connection with Victoria's training ship John Murray, which aimed at reforming delinquent juveniles, to be suitable as seamen for Australia's Navy or Merchant Navy. The ship was the namesake of John Murray, so the photograph is also significant for its connection with Victorian and local Government, as John Murray was the 23rd Premier of Victoria and a Warrnambool Member of Parliament for over 20 years. He was born in the local town of Koroit. The photograph is significant as an image of the many clipper ships that traded between the United Kingdom and Australia, with goods collected from other countries along the way.Photograph, black and white, behind glass, matt, framed in black with gold trim. Documents relate to aspects of Legacy committees from as early as 1923 to 1950. In the original archive project these documents were put together. The card (two copies) is a promotion of the Deceased Soldiers Children Welfare Committee. It is asking the Legatees where they would like to help - for instance the Junior Boys Club, the holiday camp, Big Brothers for deceased comrades sons, or with vocational placements. This shows that the legatees were being reminded of their obligation to Legacy. It also captures the part of the poem 'In Flanders Field' that relates to the Torch and a quote about Legacy's work. It is from approximately 1927. A letter dated 1966, that accompanies these cards is from Frank Doolan and it claims that this might the sole surviving example of the brochure. He says it is an 'early Legacy story' that is now nearly 40 years old. It also says : 'In those days Literary and debating amongst boys was an important part of our weekly Boys Class, under Jim Gillespie, Alan Murray, Harold Peters and Co, and we turned out some remarkable boys including Ted Kennedy, Graham Billiet, Jack Covue and Jim McGregor, and entered several of them at Ballarat South Street in this year of 1928, which was also the year of the first demonstration in the Melbourne Town Hall.' Another letter is to Legatee Joynt from Legatee J Barnes dated 18th November 1938, it mentions that the recent Clothing Committee meeting had decided it was better to approach Legatee wives directly to get donations of clothing for the junior legatees, by ringing them. It was attached to a report on the meeting of the Clothing Committee from 11 November 1938. A third letter is a a cover letter to the Chairman of Legacy (W E Orr) attached to the resolutions made at the Welfare Sub Committee meeting on 29 August 1950. Sculpture - Mace, 'University Mace' by Trefor Prest, 1995
The University's mace was carried in procession for the first time during the Graduation ceremonies in May 1996. The mace was presented to the University by former Chief Commissioner of the Ballarat City Council, Vern Robson, at a ceremony on 02 February, following a national competition for its design, sponsored by the Council. (The Flag, Issue 2, July 1996) Nineteen artists responded to the competition which called for a design that would embody a distinctive Australian image reflecting the heritage of the city and in relationship with gold, an Aboriginal element and the history of the University. The winning entry, dominated by a poppet head, was submitted by Central Victorian artist/sculptor Trefor Prest, a sessional lecturer in sculpture at the University.(The Flag, Issue 2, July 1996) The Herald Sun of 03 February 1996 reported 'the new mace shows importance elements of Ballarat's heritage as well as the university's focus on the future. The artist emphasises the egalitarian nature of Australia as embodied in Ballarat's famous slice of history - the Eureka uprising. ... The mace has a poppet head at the top of the shaft - an unusual element for a mace - but it represents Ballarat's mining history and the University's evolution from the Ballarat School of Mines. An opening egg at the top stands for the nurturing of development and learning. The mace's straight shaft is depicted as the tree of knowledge and, incorporating a bark canoe scar, Ballarat's Aboriginal heritage. At the end of the shaft is a surveying device, which represents precision and accuracy ads embodied in the university's academic pursuits.' Bob Morrell of the University organised the national competition to design the mace and said 'It is in keeping with the university's logo, 'proudly flying the flag', which incorporates the Southern Cross.' This item is part of the Federation University Art Collection. The Art Collection features over 1000 works and was listed as a 'Ballarat Treasure' in 2007. Trefor Prest lectured in Sculpture at the University of Ballarat from 1995-1996.The mace symbolises the office of the Chancellor. The design of the mace is the outcome of a national competition and represents the cultural diversity of Australia. The poppet head on the top of the mace refers to gold mining, which underpinned the development of Ballarat. The protruding spikes recall the Eureka Stockade. The 'egg' shape enfolds and nurtures the development of knowledge and learning. The shaft with the three 'branches' represents the Tree of Knowledge, and includes a bark canoe scar which recognises the integration of black and white Australian traditions. The lower part of the shaft culminates in a device suggestive of scientific or surveying and measuring technology. The Bendigo School of Mines was opened in 1873 following the first report of the Technological Commission in 1869 which recommended the establishment of schools of design and science to meet the scientific and technical needs of the mining industry on the local gold fields. Initially mining, chemistry, geology, metallurgy and art were taught while a separate school of design was established in c. 1870 but incorporated into the School of Mines around 1883 when it was renamed as the School of Mines and Industry. In 1904 The Mechanics Institute was liquidated and its assets and buildings acquired by the School of Mines. Around 1907 a Junior Technical School commenced to operate at the School of Mines and Industry but ceased operating in 1961 with that function being transferred to the White Hills and Kangaroo Flat Technical Schools. The Bendigo School of Mines and Industry became known as the Bendigo Technical College from the 1st July 1959. It operated under that name until February 1967 when it became the Bendigo Institute of Technology (B.I.T.). Construction work commenced in c.1965 which saw the Institute progressively re-locate to new buildings at Flora Hill. He was elected a representative in the Mandurang riding in the Shire of Strathfieldsaye in 1887, served as Mayor of the City of Bendigo from 1917 - 1918 and was Secretary of the Bendigo Art Gallery for over 20 years. His father Joseph Abbot had been a member of the School of Mines Administrative Council and RH Abbott served as President of the School of Mines for two years and was a highly regarded business man within the local community. Date of birth 27th April 1893 Born at Spring Hill – Kyneton Parents – Thomas and Mary Elizabeth nee Coates Lang. The family lived in High Street Melton 1896. He started his schooling at Melton State School in Nov 1897. Mr Lang was the Head Teacher from 1896 – 1917. Horace enlisted on the 29th March 1915 24th Battalion D Company and sailed on the Euripides on the 8th May to Egypt. They landed on Gallipoli in early September returning to Egypt at the end of the year. In April on 1916 Horace and his brother Thomas had an opportunity to meet for a few hours before he moved onto France. He received the military medal in 1916 “For conspicuous gallantry in constructing and holding an advanced bombing post near Flers on 18/19 November within close range of the enemy. The garrison had to remain motionless throughout the day but Corpl. Lang refused to be relieved until his company left the trenches, setting a most encouraging example of endurance.” In May 1917 the Battalion was near Arras – Bullecourt. On 3rd May he was last seen alive carrying a Lewis Gun, and wounded making his way to the casualty station according to witnesses reporting to the court of enquiry. The family, in Melton had a first heard that he had been wounded, or was a prisoner. My grandmother Jessie Barrie and the Lang family went to Port Melbourne as the troop ships arrived hoping they would find someone who might know of his fate. AWM records and Red Cross files reveal the extent of the efforts that family and friends made enquiring about his fate. In the early 1900s a new Coffee Palace was erected on the first railway land to be leased for private business in Wodonga. This Coffee Palace (later to become Glenburnie Guest House) was situated in High Street opposite the former Customs House which at the time was being used as the Wodonga Police Station. It was built by Mr Denny Donovan and operated by his wife. An article in the Wodonga and Towong Sentinel declared that “No expense has been spared in the erection and fitting up of the Palace, which is intended to supply a long felt want”. The building consists entirely of brick and the rooms are lofty, spacious and well-ventilated. The bedsteads are modern, and will satisfy the most fastidious. The motto of the proprietress is “Cleanliness, civility and attention”. Mr Donovan died in January 1908 and in 1909 the Wodonga Coffee Palace was sold by Mrs Donovan to Mrs P. Egan who advertised hot and cold shower baths with meals at all hours. In 1913 the Wodonga Coffee Palace was taken over by Mrs Cuthbertson and Miss Steele. In 1921 Wodonga Coffee Palace was taken over by Julia Ronan who had successfully conducted the dining rooms at the Wodonga Saleyards for 15 years until those premises burned down. The Wodonga and Towong Sentinel on 10 January 1936 reported that “the business premises formerly conducted by Mrs Ronan have been renovated and refurbished. The new proprietresses are Misses Breen, who have had extensive experience in managing such businesses. The new premises will be known as the Glenburnie Guest House.” Changes of ownership continued with Mrs M.E. Elliot taking over in December 1940, followed by Mrs Stella Victoria Wong in 1945. In 1953 it was again taken over by Mrs E.M. Moran. Program produced as part of the open air play peformed in Hurstbridge twice on the 4th and 12th of October 2024. Contents include: Allwood history - Allwood today - Construction of The Bridge - Cast - Synopsis - Directors - Crew - Hearfelt thanks and tribute to Pam Lawson. The Premiere of the open air play The Bridge performance at Hurstbridge was by members of the Allwood Neighbourhood House and the Hurstbridge Community. To commemorate 100 years of Hurstbridge township, the production was led by local historian David Kerrigan who co-wrote the play with Keira de Hoog. The quiet life of the Diamond Creek district was shattered on the 4th October 1866 when a visitor arrived seeking food and shelter. What followed has become part of the Hurstbridge story. The death of Henry Hurst by the bushranger Robert Burke and the subsequent inquest, trial and execution of Burke captured the attention of the nation. News of the event was reported nationally and in UK newspapers. Rain at sunset on opening night set the scene for the sombre story which opened with clap sticks and imagery as part of the acknowledgement of country. Attention to detail in Act One included the enactment of writing a letter that Ellen Hurst had actually written back to her family in England, days before the incident, which set the scene – and choreography of the “capture” of Burke immediately following the shooting as drawn by the engraver Robert Bruce and published in 1866. The cast, crew and audience moved around the actual physical site the altercation took place till the final act and judgement of Sir Redmond Barry to execute Burke. The souvenir program given to ticket holders includes photos and biographies of the cast taken in costume at Gulf Station, Yarra Glen, together with background information and the narrative of the play. The purpose and contents of the case are unknown. However, the word "Kwairobai" has been used in a group of words listed as solid fuels - coal, coke, fire wood, charcoal and spunk and ‘Kwairobai’ - in a 1939 book 'Consular Reports Issue 31' in reference to the publication of Japanese Trade-marks. This particular Trade-mark, No. 53, is a "cross in a triangle". the maker was To. Jinjudo of Osaka, Japan. This case belonged to Dr William Roy Angus and is now part of Flagstaff Hill’s comprehensive W.R. Angus Collection, donated by the family of Dr W R Angus, 1901-1970, surgeon and oculist. The W.R. Angus Collection: - The W.R. Angus Collection includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. It includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II He served as a Military Doctor in the Australian Defence Force. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Both Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there. Dr Angus passed away in March 1970.This case is an example of objects belonging to Dr. W. R. Angus, 1901-1970, surgeon and oculist. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The Collection includes historical medical objects that date back to the late 1800s.Case, a rectangular brass case neatly covered in brown velvet fabric with a paper label attached. It has a long sliding cover with three rows of cutout stars with a red background, and a decorative brass thumb grip at one end that has three Japanese characters on it. Inside are three cylindrical rolls of white fabric with unknown contents. The label has English and Japanese text, and a logo with three Japanese characters. It was made by To. This photograph depicts fox behaviour specialist Camille Veselsky demonstrating the use of a fox bait trap at an event conducted as part of an awareness campaign highlighting damage done to farm and domestic animals and native wildlife in April 2004. Camille Veselsky is a specialist in fox behaviour who worked for the Hume Rural lands Protection Board on pest animal control for 27 years. This date is suggested by the photograph's position in the 2004-2005 Wooragee Landcare Group Coordinator's Report folder. A note accompanying the item suggests an alternative date of February 2004, however. This event raised awareness about the impacts of foxes in rural areas and provided practical training in techniques to control their populations. Flyers contained in the parent folder suggest that baiting may have been agreed as a method of fox control as the event depicted was followed by a two week baiting campaign a fortnight later. Pictured in the photograph are Helmut Wiemann, Ursula Wiemann, Camille Veselsky and two other people (unknown). A note accompanying the items suggests the photograph may have been entered by Karen Bowley or Maree Missen. In the folder, an printed label accompanying the photograph states: 'A marker to identify the bait station will not deter the fox.' Regional areas like Wooragee are susceptible to fox attacks due to the availability of food such as rubbish, scraps, native wildlife and livestock. Foxes can have a huge impact on native wildlife and domestic life as they are known to chew through irrigation systems, dig-up and defecate in gardens, raid rubbish bins and harass other domestic animals. Ground-dwelling native species are particularly susceptible to predation by foxes, which when combined with loss of habitat can endanger these species. Affected species include Speckled Warblers, Plovers, Diamond Firetails, Spotted Quail-Thrushes, Turquoise Parrots, Dunnarts, Bandicoots, Phascogales, skinks, geckos and legless lizards. Jessie Imogene [Gene] Chatham ( nee Furness 1901 - 1980) was the grand-daughter of Rosanna McFadden and Alexander Poynton, the 13th child of their eldest daughter Mary Jane Poynton. Philip Chatham was her second eldest child. Rosanna married Liverpool-born Alexander Poynton in the Free Church of Victoria in 1852. According to family legend, Alexander was attracted to Rosanna’s beautiful singing voice, however his proposal was conditional: he would marry her provided the first twelve children were raised as Protestants. Rosanna and Alexander had 14 children. The thirteenth and last surviving child was brought up Catholic. Alexander is reported to have been involved in the Eureka Rebellion, placing Rosanna at Ballarat in late 1854. The family moved about the Victorian Goldfields during the 1850s and early 1860s, before selecting a 240 acre property at Illabarook which they named “The Wattles”. He was awarded an OBE in 1920 for his work on WW1 repatriation issues. Fifth child Rosanna, married the Mayor of Brunswick and their son Sir Alexander George Wales was Lord Mayor of Melbourne between 1934 – 37. Finally, eleventh son John Joseph was Lord Mayor of Perth. Document - Report, Paul Jerome, Advisory Committee on a Proposed Convenience Centre and an Alternative Shire Proposal - Eltham Gateway Community Precinct Concept Plan - 895 Main Road Eltham, October 1997
On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. Captain Frank Herbert King was born in the Parish of St. Saviors in the borough of Brougham London March 5th 1875. He was educated in theology at St. Augustine's College Durban University. He went on to serve for 2 1/2 years in South Africa during the Boer Wars and then re-enlisted in the A.I.F.16th November 1916 when he listed his address as "The Vicarage Sunshine Victoria" and listed his wife as "Kathleen King" “Revd McCoy announced his intention of moving to the parish of Deniliquin in October 1915. He was replaced by F.H. King. Though the parish could not house him, he came in November. King was a typical “new broom”. In January 1916, at his instigation, the parish agreed to change its hymn book to Ancient and Modern. This decision could be viewed as a “churchmanship” matter, one of many that happened in these years. He pushed through the building of the vicarage, from tender in January to blessed and occupied by June. At the Annual General Meeting, King described 1915 as a trying time in the church and looked forward to a happier and more prosperous time during 1916. At a special vestry meeting, 3 November 1916, King announced that he had accepted an appointment by the Archbishop for service at the front, and that he had been instructed to prepare to go abroad. It was decided in his absence the parish use lay-readers, with periodic visits by clergy for Holy Communion. On 12 November, King thanked the parish for their loyalty and their devotion to him and the church. In return the parish presented him with a wrist watch. The parish was not formally vacant; just without a vicar. In September 1917, the Archbishop wrote advising that King had resigned. He appointed the Rev. W. Green to the parish, but Green declined.”(1) He was sent to Egypt where he administered to the Australian Stationary Hospital Australian 3rd and 5th light horse brigades. His Army record states he was Invalided and Completion of Duty 12 July 1918. He was later awarded th Order of the British Empire (OBE) 1 “The Junction” a history of St Mark’s Sunshine The picture of Chaplain-Captain F.H. King was carried in the Bible of Sig. H. C. Roussac ( a Gallipoli veteran) during his service with the A.I.F. in France. It can only be assumed that F.H.King had a profound effect on Sig. Functional object - Music stand, Early 19th Century before 1860
Thomas Sheraton (1751-1806) appears to have been the first to record the written term “Canterbury” music or magazine stand. In his Cabinet Dictionary of 1803 he refers to “a small music stand” with divisions for holding loose sheet or bound volumes of music. The music stand designed to hold sheet music came into fashion in the late 18th Century in England and was often crafted from mahogany, rosewood or walnut. They were seen as status symbols since music was practiced exclusively by the upper classes of society. In a period when printed music was more widely available and disseminated due to more affordable printing techniques, modern sheet music was very popular and therefore storage for such favoured tunes became a luxury and an opportunity for innovative design by cabinet makers. The Classical period of music, from about 1750 to 1820 and the Romantic Period from around 1815-1910 was the golden age of classical music. And it was at this time that The Canterbury often accompanied the piano in the parlour with styles ranging from Georgian simplicity to Victorian exuberance. Social activities of colonial Victoria would have included evening gatherings of family and friends around the piano to enjoy performances or sing along together with from old and up-to-date music sheets. The Canterbury would also be an elegant and practical place to also store newspapers, magazines, posters and drawings from overseas. The news from ‘home’ would be enjoyed by all. THE INSCRIPTION “Jack Morse” Morse. In 2010 Mr Jack Morse was recognised as one of the “people who have contributed to the long term development of Flagstaff Hill Maritime Village”. He was a member of the Flagstaff hill Planning board and a Current Life Member and had been awarded a Certificate of Service and the provision of an Annual Family Membership for life by Flagstaff Hill. The Morse’s family business, Morse’s Engineering, closed in 2010. It was considered “One of Warrnambool’s longest operating businesses with roots dating to 1883 with the design and manufacture of coaches and buggies, progressing to automotive repairs and later specialising in under-vehicle work” The Canterbury appears to have been handmade prior to 1860 as the dovetails are handmade and there are no saw marks on the drawer sides or back as well the sides. Also the back has small nicks indicating a hand plane or drawer knife was used rather than a saw blade to size the material. Additional indications are that the spindles are slightly different in size meaning they were handmade individually not mass produced. From these indicators the writer believes that the item was made before 1860 as machinery was only used after this date to produce furniture. As yet no individual maker can be attributed to this item, however it is a significant piece historically and is quite valuable if a known maker can be associated with the Canterbury. The item highlights a time in our social history when music played an everyday part in people’s lives as the only entertainment families could enjoy together in their own homes. A Canterbury music stand, having three compartments consisting of twenty turned spindles supporting the slat dividers. A drawer, with two turned wooden handles, is fitted below. The music stand has turnip style turned feet. The drawer front and carcass of the stand are veneered rosewood over a mahogany carcass. Hugo Wertheim (1854-1919), was a merchant and manufacturer and was born on the 12th July 1854 at Lispenhausen, in the German electorate of Hesse-Kassel, son of Meyer Wertheim and his wife Minna, née Heinemann. Hugo reached Melbourne in October 1875. He soon began advertising, from premises at 39 Flinders Lane East, as agent for his father's cousin Joseph Wertheim, a well-established manufacturer of sewing machines. Hugo returned to Germany where he married Joseph Wertheim's daughter Sophie Emilie (1864-1953) on 30 August 1885 at Frankfurt. the couple then came to Melbourne. In a short time, with extensive advertising, Hugo established a substantial business, selling sewing machines, bicycles, pianos and other mechanical devices, under brands such as Wertheim, Electra, Planet, Griffin and Hapsburg. He also mounted elaborate displays at agricultural shows and in 1901 at the Pan American Exposition, Buffalo, United States of America. O. C. Beale worked with him before setting up his own piano business in New South Wales. Hugo continued to own 25 per cent of one of Beale's companies, which became Wertheim's Queensland business. In 1908 Wertheim opened a large, innovative piano factory at Richmond, Melbourne, intending to produce 2000 pianos and player pianos annually, predominantly using Australian materials. In laying the foundation stone, Prime Minister Alfred Deakin observed that “few men with such opportunities for a life of ease would have embarked on such an enterprise” Hugo died of chronic hepatitis on 11 July 1919 at his home at South Yarra, his wife, two daughters and three sons survived him; Herbert Joseph (1886-1972), the eldest, continued the business. Rupert became a share broker and went on to represent Victoria in inter-State tennis in 1913-27 and Australia in Davis Cup matches against Czechoslovakia in 1922. The piano factory closed in 1935, becoming a Heinz food processing plant and in 1955, GTV Channel 9 studios and offices.Early Australians had to be self-reliant in regards to making and mending their clothes and utensils. This sewing machine was one of many items used that exhibit the skill and craftsmanship of the women in these early families. A sewing machine was a necessary part of each home and this item demonstrates how women of the time managed had to become self-reliant in the repair and making of their families clothes to make their household budgets go further.Wertheim sewing machine in carry case, hand operated with two spindles, handle with locking pin, which turns lever between spokes of main handle, hand brake. The machine is table-mounted with a Turkish walnut base. The base can be attached to a cast iron table with a foot treadle as an optional extra. The walnut base has marquetry to the front set out as a measure for material. There is also an accessory box inside the carry case containing 20 additional items for use with the machine. Wertheim brass trademark badge riveted to the body of the machine of a crouching dwarf with a hammer with the name of the company Wertheim and Frankfurt. A handbook is issued to all Legatees to assist them with their work with the legacy widows; eg childrens' education, welfare, accommodation, health. A quick easy guide to services provided by Melbourne Legacy such as bursaries, medical care, financial assistance etc for Legatees use. It was reissued annually for many years prior to keeping this information electronically. Many issues are held at 00002 and 00305. Book - Minutes, Intermediate Legacy Ladies Club Minutes, 1985-1993
This is the Minute book of the Intermediate Legacy Ladies Club, from February 1983 - October 1993, detailing the activities and decisions of the ILLC. The Intermediate Legacy Club was established by Junior Legatees who had outgrown the junior activities. Initially just males but later the Intermediate Ladies also formed a club. From this book it appears to have functioned from at least 1953 to 1990. Background: The ILC was formed in 1929 with a total membership of 18. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing.Records of financial information and fund raising activities undertaken by the ILLC to assist Melbourne Legacy.Red mottled covered book with faint blue numbered pages. Clothing - Dress, c. 1974
This dress was worn by Brighton's first female mayor, Councillor Di Lopez, to a Mayoral Ball held at Brighton Technical School in 1977. Diane Margaret Lewis completed a law degree at the University of Melbourne, later marrying one of her classmates, criminal lawyer Ramon (Ray) Lopez. When she decided to run for the Brighton City Council in 1975, she was seen as an outside chance. Undeterred, she rallied a small group of friends and supporters and set out on an extensive door-knocking campaign that won voters to her side and successfully unseated former mayor Keith Devenport. She went on to serve two terms on council from 1975 to 1981. Di initiated many local projects, including the creation of a bike path along Nepean Highway and the first Brighton Festival, while balancing family life and a demanding ‘day job’ as personal assistant to Victorian Minister for Youth, Sport and Recreation Brian Dixon. She was a member of the Women’s Electoral Lobby and a champion for women’s representation, encouraging both Sally Allmand and Kate Harman to run for council (both were successfully elected). She advocated forcefully for an open, transparent local government in which ratepayers had the chance to participate and be heard. In 1976 Di became the first woman to hold the title of Mayor of Brighton, and she made it clear from the outset that she was going to do it her way. For the annual mayoral ball in 1977, ordinarily a staid traditional function, she chose a discotheque theme based on the Rod Stewart album Night on the Town, with a broad dress code of ‘black tie or jeans’: ‘You’ve got to get with the times,’ she said. ‘We want people to wear whatever they feel comfortable in.’ Di herself chose to attend in this knee-length chamois dress embellished with strings, ribbons, beads and feathers. It was both a fashion statement, exemplifying her colourful, flamboyant and forthright style, and a political one: a declaration of her intention to lead a progressive council, embracing the new and refusing to be hemmed in by dated traditions. In 2020 she was awarded an Order of Australia Medal for her service to local government and to the community of Brighton.This dress has local historical significance for its association with Brighton's first female mayor, Councillor Di Lopez, who wore it to a Mayoral Ball in 1976. The dress exemplifies her flamboyant reputation, modern outlook and willingness to break norms. At the time, the dress was a radical choice for a Mayoral Ball, where women typically wore formal evening gowns. With her choice of dress, Cr Lopez was making a public statement, breaking away from dated traditions and announcing her intention to bring the Mayor's office into the 1970s. In this way, the dress also points to the wider social and political changes taking place both in Brighton and across Australia during the mid-1970s.Three quarter length chamois dress circa 1974. Machine stitched with a v-neck and full length sleeves and an uneven raw hem, the dress is decorated with narrow thongs of chamois embellished with red beads and blue feathers. The open-fronted bodice is laced with red ribbon and the skirt is decorated with a large blue wool cross stitch and a combination of blue wool and purple ribbon cross stitch. The Kangaroo Hoppet is Australia’s premier long distance cross country ski race, and a member of the Worldloppet series of international cross country ski events. The first race at Falls Creek was held in 1979 under the name of “Australian Birkebeiner”. It was a 21km race with about 80 participants organised by the Birkebeiner Nordic Ski Club of Mount Beauty. The course started and finished at Falls Creek Alpine Resort and took participants out into the Bogong High Plains. After running the event for 10 years, it was decided they should become part of the Worldloppet series of marathon ski races. Representatives from the Birkebeiner Nordic Ski Club and the Australian Ski Federation attended the Worldloppet Annual Meeting in Finland in June 1990 to put the case for the acceptance of an Australian event into the Worldloppet series. Before being admitted, they had to demonstrate that the Birkebeiner Club could run a world class event, so three months later in August 1990 a 42km event named the Australian International Ski Marathon was held at Falls Creek together with a 21km Birkebeiner race and a 7km event called the Birkebeiner Lite. The event was approved by delegates from USA, Norway and Austria, in 1991 Australia became the 12th member of Worldloppet, with the condition that there had to be a name change. After some late night discussion allegedly involving red wine from North East Victoria the main event became the 42km Kangaroo Hoppet, with the minor events being the 21km Australian Birkebeiner, and 7km Joey Hoppet. In the winter of 1991, the first Kangaroo Hoppet was held. It was a great success and has been a regular fixture on the international ski calendar ever since. It features the main 42km event as well as a 21km event and a 7km event. The Hoppet brings the Australian snowfields to an international audience. In 2003 the Men's Winner was Ben Derrick from Australia in a time of 0:53:45. The winner of the Women's event was Belinda Phillips of Australia in a time of 1:06:34. Strong winds, falling snow and poor visibility prevailed on the Bogong High Plains. Due to near blizzard conditions the course was altered for safety reasons.This poster is significant because it documents an event which brings international attention to Falls Creek and the surrounding region.A coloured poster featuring an image of a tree in the snow with skiers superimposed over the top.
