The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. The City of Greater Bendigo Council was constituted on 7 April 1994 as part of a statewide program of local government reform enacted between 1993 and 1995. The reform process reduced the number of councils from 210 to 78. The City of Greater Bendigo has been appointed as the successor in law for the City of Bendigo, the Rural City of Marong, the Borough of Eaglehawk and the Shires of Huntly and Strathfieldsaye and has assumed any rights, assets and liabilities of these abolished councils. On 18 November 1994 the City of Greater Bendigo Council has been appointed as the successor in law for the Shire of McIvor and has assumed any rights, assets and liabilities of this abolished council. On the 19 January 1995 the City of Greater Bendigo Council has been appointed as the successor in law for the Redesdale district of the Shire of Metcalfe. Marong was first incorporated as a road district on 27 August 1861, and became a shire on 23 December 1864. On 1 October 1915, the Borough of Raywood, which was gazetted on 17 January 1865 on 23.31 square kilometres of land 28 kilometres north of Bendigo was united with Marong. On 1 October 1990, the Shire of Marong became a rural city, under the Local Government Act 1989. In a report on 17 February 1994, the Local Government Board recommended that the five councils in the Bendigo region merge to form a "super city", with a population of about 81,000. Marong, Eaglehawk and Huntly had earlier objected to the proposal, and the Board noted a weak no vote against the merger proposal in a referendum in the region; about 70% had voted against, but with a turnout of between 30% and 40% of eligible voters. The three councils filed a writ in the Supreme Court, alleging failure to follow process by the Minister for Local Government, Roger Hallam, but by the time the new "super city" was announced, the writ had not yet been heard, and on 24 March 1994, the Rural City of Marong successfully applied for an injunction blocking the publication of the gazette the following day abolishing the five councils and appointing three commissioners. The government responded by introducing legislation, the City of Greater Bendigo Bill 1994, to Parliament, to effectively override the Supreme Court action, with Hallam saying "the bill would make clear that the Government is determined to achieve its objective for a more efficient municipal structure for the Bendigo region." Marong mayor Robert Hynes described the action as "terribly disappointing", adding, "One way or another, I believe it does mean an end to our fight... it seems the Government are above the law to me." On 6 April 1994, Marong voted to drop the Supreme Court action, effectively in doing so voting itself out of existence, and on 7 April 1994, the Rural City of Marong was abolished, and along with the City of Bendigo, the Borough of Eaglehawk and the Shires of Huntly and Strathfieldsaye, was merged into the newly created City of Greater Bendigo. These scenes included panoramas as well as pastoral scenes. The resulting set of twelve photographs was assembled in an album, Kew Where We Live, from which customers could select images for purchase.The preamble to the album describes that the photographs used the ‘argentic bromide’ process, now more commonly known as the gelatine silver process. This form of dry plate photography allowed for the negatives to be kept for weeks before processing, hence its value in landscape photography. The resulting images were considered to be finely grained and everlasting. Evidence of the success of Henry Kellett’s venture can be seen today, in that some of the photographs are held in national collections.It is believed that the Kew Historical Society’s copy of the Kellett album is unique and that the photographs in the book were the first copies taken from the original plates. It is the first and most important series of images produced about Kew. The individual images have proved essential in identifying buildings and places of heritage value in the district.A panoramic photograph of the junction of High Street and Cotham Road. The photographer centres the point-of-view on the Kew Post Office and adjacent Court House. These were designed in the Queen Anne style by the Public Works Department's architect J Harvey and completed in 1888. The complex is important because it demonstrates a departure from the contemporaneously favoured High Victorian Classical to the Queen Anne style in the design of civic buildings. The earlier Jubilee Fountain in front of the Post Office was erected by the Kew Borough Council to commemorate the Golden Jubilee of Queen Victoria in 1887. It was created to a design of the architects Reed, Henderson and Smart. The fountain was later relocated to the Alexandra Gardens to make way for the Kew War Memorial. The tram tracks in High Street were used by the horse tram, which ran from the Victoria Street Bridge to the Boroondara General Cemetery. It was unpaved and edged with deep bluestone gutters, which were designed to channel the significant flow of storm water down the hill to and beyond the Junction. On either side of the entrance to the shopping strip are two cast iron gas lamps that provided the only public street lighting before the Post Office was reached. Most shops, including the Nicholas Brothers’ Junction Store featured cast iron verandas. Further up the hill, Dougherty’s Greyhound Hotel was by this stage a local institution. Apart from the horse-drawn tram, the main form of personal and commercial transport in this period remained the horse, horse and cart, or buggy.The panoramic view predates the widening of High Street in the 20th century, and thus includes the original alignment of buildings on the south side. The Church of St Michael and All Angels dates from the 15th century and is the Parish Church for Ashton under Lyne. It is believed there was a church on this site before the Norman Conquest as the Domesday Book mentions a St Michael's Church in the east of the ancient parish of Manchester. Much of the structure was re-constructed in Victorian times. The church with large windows in Perpendicular style. Buttresses were required with this type of building as the large window area reduced the strength of the walls. The church boasts boasts some of the best examples of fifteenth century stained glass left in Britain. There are eighteen panels illustrating the life of St. Helena. The Victorian-era mansion Madford in Wellington Street had several incarnations before it was finally demolished. While the precise details of its original construction have not been discovered, we know that it was originally named Elm Lodge, and that the property was offered for sale in 1863 by Thomas Mitchell, of the firm Mitchell & Bonneau, wholesale ironmongers and merchants. The house was sold in about 1873 to William Siddeley (1827-1905), who was described on the occasion of his death as ‘the father of Australian shipping’. The next owner was Arthur Septimus King (1827- 99), who renamed the house Madford after his purchase of the property in 1875. It was A.S. King for whom this artwork was completed. Following King’s death in 1899, portions of the property were sold, including to the Borough of Kew in 1905, to form the Alexandra Gardens. Then, in 1920, the house and its remaining lands were sold to the Catholic Church who opened St Anthony’s Home for Children on the site in 1922. Captain John Marshall was born in Dundee, Scotland c.1833. Within eleven years of his arrival in Melbourne in 1852, he had established an important colonial shipping company, Anderson & Marshall, and married Mary Austin, the eldest daughter of Thomas Austin Esq of Clifton Villa in Cotham Road. Elected to the Kew Borough Council in 1869, he remained an active member until 1875. During this period, he was elected Mayor of Kew in 1872. A Scottish Protestant by birth and conviction, John Marshall was, with David Beath, a member of the inaugural committee that began planning for a separate Presbyterian Church in Kew, lending the Committee the funds to purchase land on the corner of Cotham Road and Highbury Grove. John Marshall lived at his home, 'Maryfield', at what was then 239 [now 197] Cotham Road until shortly before his death at the age of 70 in January 1903. Captain Robert Westrup Salmon was born at Daisy Hill near Talbot 12 July 1862. He joined the Victorian Mounted Rifles in 1883; was commissioned Lieutenant in 1892 and appointed Adjutant (Volunteer) of 2nd Battalion VMR in 1892. He embarked with the 1st Contingent VMR to South Africa in 1899 with the rank of captain. At the battle of Jasfontein (Garsfontein) he was highly complimented in the London Times and other English newspapers for the skilful manner in which he handled the Mounted Infantry under his command. At the time of his death from Enteric Fever on 16 March 1900 at Naauwpoort South Africa he was Staff Captain of the Australian Regiment. Captain Salmon was a councillor of the Borough of Talbot, trustee of the Racing Club and the Cemetery; member of the Board of Directors of the MUIOOF; past master of the Masonic Lodge; church warden of St Michael’s Church Talbot and secretary of the Fire Brigade. The plaque was discovered by retired Military Police officer, Captain Watson and donated to 8/13 VMR Museum circa 1983. Rare example of a memorial plaque to an officer of the Boer War. It is not known where or if it was originally mounted but a church building would seem likely. During World War One, to finance the war the Commonwealth Government had a series of war loans, and then peace loans. To recover the cost of the war and fund soldier pensions the government launched 'Peace Loan' campaigns after the war. The various Shires in each State were given quotas that they were expected to raise. The Central Peace Loan Committee endorsed the issue of a metal tablet to each district which secured its quota. The tablet was made of bronze, and it was to be fixed on the wall of the local municipal building. It bore the name of the town, borough or shire to which it was awarded, and the name of the mayor or president. The inscription explaining the object of the award appeared over the signatures of the Prime Minister and the Treasurer of the Commonwealth. In the case of districts which secured double their quota the tablet also included the Commonwealth coat-of-arms. This plaque was presented to the Shire of Wodonga for exceeding its allocated quota which had been set at £10,000. The Wodonga community subscribed more than £12,845 to the Peace Loans which was acknowledged with the presentation of the plaque.A bronze rectangular plaque with raised text and an border.
