Deborah Halpern was raised in Nth Warrandyte. Her connection to the area and the significant contribution that she and her family (founding members of Potters Cottage) have made to the artistic heritage and culture of the Shire is acknowledge with the commission of this piece. Deborah Halpern is a highly recognised and respected local artist with an acclaimed national reputation in the arts community. This work is a gateway piece, welcoming residents and visitors into the Shire from the southern end of the boundary. 'Queen of the Shire' reflects the creative spirit that flows endlessly in the Shire, inspired by the landscape. This work forms part of a series of sculptures that Halpern has created along the banks of the Yarra in Melbourne ('Angel' - Birrarung Marr and 'Ophelia' - Southgate). In 1957 the two bodies separated and the Hospital and Charities Commission of Victoria received the document a 'Petition to Incorporate the After Care Hospital'The Melbourne District Nursing Society was founded in 1885 and in 1926 opened the After-Care Home. The Society then became the 'Melbourne District Nursing Society and After-Care Home' until 1935 when the word 'Home' was replaced b the word 'Hospital'. Considered in terms of both loss of property and loss of life, the Black Friday bushfires on 13 January 1939 were one of the worst disasters to have occurred in Australia and certainly the worst bushfire up to that time. The fires burnt 2 million hectares, 69 sawmills were destroyed, 71 people died, and several towns and sawmills were entirely obliterated. Among those killed were four men from the Commission The subsequent Royal Commission conducted by Judge Leonard Stretton has been described as one of the most significant inquiries in the history of Victorian public administration. Its recommendations led to sweeping changes. In addition to building dams and water points, the Stretton Royal Commission recommended expanding and controlling the use of bushfire dugouts at forest sawmills. Well-constructed dugouts had saved the lives of many sawmill workers and their families during the 1939 bushfires. But in some locations, they had proved fatal. Dugouts became mandatory for those few sawmills that remained in the forest after the 1939 fires. Many remote logging coupes and FCV roading camps also had dugouts. The local District Forester was required to make annual pre-season inspections of all dugouts on State forests and those within the Fire Protected Area (FPA). Some were built privately on private land. Most were primitive construction with a log or corrugated iron roof covered with earth. A hessian bag often hung at the entrance to keep the heat and smoke out. But they were dark and damp with snakes and other creepy crawlies often lurking inside. By 1940-41 there were 19 new dugouts constructed by the Commission and a further 128 by forest licensees. Ten years later there were 8 new Commission dugouts and 21 new ones built by other interests. By 1960-61 the rate of new builds was declining but the Commission still managed 103 dugouts while 127 were looked after by others. However, as the forest road network improved and gave all-weather access to modern two-wheel-drive vehicles the reliance on dugouts receded.Large metal sign that was positioned near forest dugoutsbushfire -

Marble Portrait Bust, Justice Edward Holroyd
This bust was commissioned and made in the years before Holroyd's retirement from the bench. It is not known precisely when the bust entered the Library collection or the circumstances of its execution and commission. Justice Holroyd (1828-1916) was a judge of the Supreme Court for 25 years, after a successful career at the bar. Charles Web Gilbert (1867-1925) was a largely self taught sculptor, only tackling the medium of marble in the years before World War One. After the war he made a number of War Memorials, but his best known work is his statue of Matthew Flinders, the explorer, in Swanston Street.The portrait of Justice Holroyd is of interest as an unusual depiction and commemoration of a Judge. It is notable as a work by the distinguished Australian sculptor Charles Web Gilbert.Marble portrait bust of Justice Edward Holroyd. The bust is made of white carrara marble. The pedestal is made of rouge marble. The bust is slightly larger than life size. The head is finely detailed, Holroyd is shown wearing contemporary clothing, but the detail is less fine, than for the head and beard.The bust is signed and dated 1901 -

This advertising card was designed by Slawa Horowitz-Duldig. It was printed by 'Frisch, Wein 1'. Slawa undertook a number of sculpture commissions after graduating from the Akademie der Bildenden Künste Wien (Viennese Academy of Art) where she studied under Professor Hans Bitterlich from 1925-1929. She also undertook design commissions such as this card for the Cosmetic Institute which sold beauty creams. Reminiscent of the work of Austrian painter, designer and ceramic artist Berthold Löffler, in Slawa’s card her stylish typography, colour and design unite to create a unique work.This is an example of Austrian graphic design work between the wars and is of historical and artistic significance. Meter Ammeter Recorder, Circa 1950
This testing voltmeter recorder was last certified by SEC Vic laboratories on the 17/4/77. It was used extensively as mobile recorder placed for periods of one month at locations experiencing unacceptable fluctuations of power. These locations would cover the North East regions of Victoria. They cover voltage drops at domestic and business properties especially those that were experiencing regular fluctuations(daily) at approximately the same time of the day. As the electrical network is required to operate within a set level of voltage, fluctuations outside of this has to be investigated and necessary remedial action taken. This is especially so for rural properties where power "drainage" can occur through animal/bird and tree interference. It can also be the result of defective wiring and overloading at peek operational times (milking machines).This mobile voltage recorder is very significant to the Kiewa Valley because it highlights the difficulties that can occur in maintaining a power supply that experiences fluctuating power demands by the rural industries that it supplies. The requirement of a mobile testing apparatus to cover the various sections in the Kiewa Valley and other rural areas in the northeast region is one of necessity as electricity once connected to a rural property is a labour saving supply as generators on rural properties require a higher degree of maintenance an ultimately at a higher cost. The testing of the SEC Vic supplied electricity to rural properties,those who had previously run on generators, had to be quick and unassuming with certainty of correct supply levels.The mechanism of this voltage recorder has been installed(by the manufacturer) into its own protective wooden box. This box has a front (swing open) lockable section which permits direct access to the installed measuring equipment (for servicing and data collection). The top section of the box has two screw on terminals for access to the machine being tested. This tester has its own inbuilt ink supply facilities and a mechanical clockwork device that unwinds a roll of paper onto a second roll at a rate of 10 mm per hour. The recording chart is marked with time slots against voltage. There is a recording arm which has an ink pen at the end. Both arm and pen carry the ink supply from the ink reservoir, located on the left side of the cabinet door in specially constructed bottle holder( three small bottle capacity). To record a suspect power problem to a home or business establishment the voltmeter is connected to a power supply outlet being tested and wind the recording clockwork mechanism (gives a four week running time). Before leaving the recorder in situ the electrician checks to see if the chart is recording the correct voltage and that the clock mechanism is advancing correctly.On the front of the access "door" at the top a metal label "RECORDING AMMETER" below this "MURDAY SYSTEM" below this "ALTERNATING CURRENT" and below this the manufacturer's registered number "No. 139156" Below this is a metal tag with State Electricity Commission of Victoria Electrical Engineer's Section equipment number "338" Below these tags and above the viewing window is the manufacturer's dtails "EVERSHED & VIGNOLES Led LONDON"sec vic kiewa hydro scheme, alternate energy supplies, alpine feasibility studies temperature, rainfall, power outages -

Card - Swedish Snow Shoes for Horses
Swedish snow shoes for horses were imported by Martin Romuld in 1937. They were used by Tom Fitzgerald's packhorses but not on the State Electricity Commission of Victoria's horses as a S.E.C.V. 'horse expert' claimed the horses would break their legs.Tom Fitzgerald lived on the Omeo Highway near Shannonvale and brought cattle up to the Bogong High Plains. He would have travelled in the snow during the year visiting his hut and maintaining his equipment. The S.E.C.V. worked on the Bogong High Plains all year round during the construction of the Kiewa Hydro Electric Scheme.
