In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north. This ice cream freezer, manufactured in South Australia in the 1930's, was advertised to "keep the contents of the cream compartment frozen for many hours". It was promoted for use at picnics to keep salads cool. Its design is very similar to other freezers of The Frigid name which were made in 1939; those freezers were all one colour whereas this one is blue around the top and bottom of the barrel and cream in the centre with blue/green lettering. The process of making ice cream was to pack the outer chamber full with a combination of 3 parts ice cubes of about 1 inch (2.cm) to one part coarse salt, then pour into the chamber about 1 cup of cold water. After this, the ingredients for ice cream or sorbet were poured into the inner chamber, then attach the lid and turn The Frigid freezer upside down for about 40 minutes or until the right consistency is reached. Advice as given to open the freezer every 20 minutes and stir around the contents that were frozen against the sides of the inner chamber. The ingredients for the ice cream could include cream, sugar, vanilla and eggs. The label on the box of The Frigid shows the address of A Simpson and Son to be at Pirie Street, Adelaide. This address was used as early as 1876 and later catalogues, 1931 - 1960 still show this address. Alfred Simpson and his family emigrated from England, arriving in South Australia in 1849. He had already completed his apprenticeship as a tinplate worker but he tried various other occupations, including trying out the gold mines in Victoria, before he established himself as a tinsmith in 1853. His products included many agricultural items. His son, Alfred Muller Simpson, joined the business when he turned 21. In the 1860 Simpson's products included 'explosion proof' safes. In the late 1880's A Simpson and Son manufactured munitions and mines for the war. At the time of Alfred's death in 1891, A Simpson and Son had the largest metal manufacturing plant in Australia. From 1898 the company's reputation grew from the process of enamel plating with porcelain. During the First World War, Simpsons returned to the manufacture of munitions. Alfred M. Simpson's sons (Alfred Allen, known as Allen, and Fredrick Neighbour) joined the company when they finished their schooling. Allen was also associated with the Royal Geological Society over many years and when the CT Madigan surveyed Central Australia in 1929, the Simpson Desert was named in his honour. Cape Simpson in Antarctica is also named after him due to his assistance to Douglas Mawson. A new factory was opened at Dudley Park in the 1940s and the company began the manufacture of whitegoods. In 1963 A. Simpson and Son merged with Pope Industries to form Simpson Pope Holdings. Alfred Simpson became chairman of the board of Simpson Pope Holdings. The Simpson brand, now owned by Electrolux, continues to produce a variety of household appliances. (Reference: State Library of South Australia) A Simpson and Son was an early colonial business that has lasted well into the 20th century and the name Simpson is still associated with whitegoods. In the words of the donor, Betty Stone, "This pewter plate belonged to Joshua and Susan Chamberlain. They, with their family, arrived in Australia as assisted migrants in January 1855. Our Chamberlain family was among those chosen to participate in a Bounty Scheme and on 24 October 1854 embarked on SS Shand to begin their journey. A few years later they set up a home on a small farming property in Wangoom, Warrnambool with the possessions they had brought with them from the village of Thriplow, Cambridgeshire, England. Amongst those household possessions was this plate. During the first half of the nineteenth century, a Bounty scheme was introduced to encourage migrants to Australia to work on properties granted or sold to settlers. Agents in England were engaged to select suitable emigrants; applicants had to be "sober, industrious and of good moral character....and married men over the age of forty-eight were only eligible to receive the bounty if they had five or more children over the age of ten years'. The successful applicant also had to pay one pound sterling for each adult, and ten shillings for each child between the ages of one and fourteen years. This payment covered the cost of a mattress, bolster, blanket, small box, knife and fork, two spoons, metal plate, and drinking mug, all of which became the emigrant's property on arrival in the colony. The pewter plate, handed down from one generation to the next, was always valued by members of the family as an important artefact. The plate has a mark stamped on the back which is almost indecipherable." (Reference- Brown Martyn- Australia Bound! This book was part of a large group of books referred to as the Pattison Collection, which belonged to the Warrnambool Public Library, part of the Warrnambool Mechanics’ Institute. About RALPH ERIC PATTISON and the ‘PATTISON COLLECTION’ The ‘Pattison Collection’ is a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the WMI was led to ask the City Council to take it over in 1911 due to lack of financial support. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Public Library as it was then called. Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 when Pattison accepted the position as City Librarian for the Warrnambool City Council his huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. THE NEW WARRNAMBOOL LIBRARY When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr. R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 percent of the reading population. The collection of books was made up of around 60 percent reference and 40 percent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850’s to the late 1950’s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr. R. Pattison. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. Eliza Box was born in Withyham, Sussex England 1850 and came to Australia with her parents George and Mary Cripps - Box and siblings. George Box 1808-1867 of Sussex England, married Mary Cripps in 1831 -1856 and with 3 three of their 4 four sons and 3 three of their 4 four daughters left Liverpool in the Sailing Ship 'Atlanta' in March 1856 to begin a new life in Melbourne, Victoria , Australia. Their baby daughter Cecilia Lydia died a few days later. Caroline Box, the eldest daughter, remained in England working as a cook until she joined the family in Australia in 1863. William Box 1834-1902, the eldest son of George Box, married Elizabeth Avis 1833- 1914 and they resided in Box Cottage 1865 -1914 where they established a market garden and raised 13 children. William and Elizabeth had emigrated in 1854 so George worked on their market garden before setting up in Patterson Road. Sadly Mary drowned in a water hole only 4 months after their arrival in Brighton. It is supposed that Elizabeth helped George raise the children while he established his market garden. George died from Tetanus following an infected broken leg caused by falling from his dray in 1867. Eliza Box married Jabez Gurr in 1876 a Wheelwright and had 1 son Tasman who died 1889 aged 5 years. Jabez Gurr born 1831 Essex England came to Tasmania, Australia with his parents Henry b 1797 and Mary Ann Taylor-Gurr b 1819 and 6 siblings on the SS ”Charles Kerr” 1835. Jabez married Priscilla Thompson in 1854 in Tasmania. Eliza and Jabez were devout Christians and set up a night school teaching English to the Chinese market gardeners of Bentleigh.. After Tasman died they sold their house and went to China as missionaries where Eliza’s niece, Rebecca ‘Faith’ Box Viloudaki was also a missionary. On their return from China they lived in Prahran.. They are buried in Brighton Cemetery with their son Tasman. Box Cottage Museum, a reconstruction of an early settler hut, is named after the Box family who resided there 1865 -1913 . William Box who, with his wife Elizabeth Avis Box and 13 children, lived and farmed on the block of land in Jasper Road, East Brighton ( now McKinnon / Ormond) that was part of the Henry Dendy Special Survey 1841. George Box 1808-1867 migrated in 1856 and worked with his son William Box until he established a market garden in Patterson Rd . East Brighton ( now Bentleigh). John S. Irvine was a resident of Peterborough and one of the original trustees of the present golf club. He died in 1999. Rod Calvert's house (on the corner of Blair & Schomberg) was used as the clubhouse, prior to the purchase of the current clubhouse.This photograph is significant for two reasons: it depicts the second hole plus some of the off shore rocks as they were in 1999. Mainly this is significant as John Irvine, along with N. R. Calvert, & P. G. Clark, guaranteed a loan in 1972 for the purchase of the land and building which are now the golf clubhouse. Until the Hall was built, this clubhouse was the meeting point for the community, and continues to be for many events. This photo was donated in his memory and in appreciation for his long service to the Peterborough Golf club24 inch x 40 inch framed photograph of the second hole, Peterborough and a framed photo of John S. Although there is no documentary evidence this volume of specimens could be associated with William Henry Harvey. Harvey travelled extensively and was thought to have carried 'travelling sets' of algae. (see 'Harvey's Travelling Sets of Algae in the TCD Herbarium' by J. The original small, pioneer cottage was built in the late 1840s to early1850s, by an unknown pioneer. It was located on part of a 30 Acre allotment that was originally part of Dendy’s Special Survey granted in 1841. The doors and window sashes, (made of red deal joinery timber), as well as the brass locks and fittings, are from the original cottage, and were imported from England. The fire-place bricks are from the original cottage, and are sun-dried, (not kiln fired), and are hand-made. Convict marks can be seen on two bricks. There is a small display of external cladding shingles from the original pioneer cottage. These shingles were hand-split, and most likely made from locally collected timber The nails included in this display were used to fasten the shingles on the original cottage, and are also hand-made. The enamel nameplate, “Colonial”, on the wall of the cottage, was the name chosen for the original pioneer cottage when Mr August Reitman, a sculptor, began leasing the property in 1917. August purchased the property c 1935, for 1200 Pounds approximately and resided there until 1953. He sold it to Lewis Timber Co Pty Ltd in 1970. In 1974 Mr Lewis, a timber specialist, found the dilapidated building on the property he had recently purchased in Jasper Rd and suggested it be reconstructed and relocated. Moorabbin City Council agreed and the cottage was rebuilt about 250 metres from its original site. The cost of the rebuild was met by 'Victoria's 150th Committee, plus a small grant from the City of Moorabbin, and Mr Laurie Lewis donated much of the timber for the reconstruction. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr. R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 percent of the reading population. The collection of books was made up of around 60 percent reference and 40 percent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850’s to the late 1950’s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr. R. Pattison. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. It is primarily because there are so very few surviving Mechanics' Institute collections in Victoria, which lends this overall collection its significance. Many items in the WMI Collection have the potential to support further research, both as individual objects and through the collection in its entirety. This material is significant for its ability to assist in the interpretation of the history of the area and adds to the general understanding of the development of the township. Many components of the WMI publication collection complement and reinforce the Flagstaff Hill Maritime Museum Collection, the Warrnambool Art Gallery Collection, and that in the Warrnambool Historical Society, and also contribute to a clearer understanding of the original Warrnambool Mechanics' Institute collections. This will greatly enhance the appreciation of the few surviving Mechanics' Institute collections across Victoria, and also in New South Wales. The similarities and differences between the small number of collections that have survived can provide further insights into how the people of Victoria in general, and Warrnambool in particular, constructed a civic culture of adult learning to foster an informed citizenry. This is Certificate No. 5293 and certifies that Maurice Clifford has been educated up to the standard of education required by "The Education Act 1890." It is dated at Briagolong on 26th November, 1894. Briagolong Primary School was established in 1875 when the town of Briagolong came into being. Maurice William Clifford was a farmer in Briagolong. He was killed in action at Ypres, Belgium on 4 October, 1917. Having served in the 10th Australian Light Horse, Citizen Military Forces, he enlisted on 22 February 1916 as a private in 37th Battalion D Company.The 1890 Act called for all children in Victoria between the ages of 6 and 13 to attend school forty days in each quarter of a year. Section 13 of the Act states that “Two hours before noon on any two days or two hours after noon on any two days” is deemed to be equal to one day's attendance. One of the reasons for exemption from compulsory attendance was if the child lived more than two miles from a school (or two and a half miles if aged 9 or over). If a student had reached a sufficient level of education an exemption could be granted.A white paper certificate with black print. This certificate was issued on January 30, 1903 to Captain Alan Richardson by the Marine Board of Victoria entitling her to carry 25 passengers and only 10 passengers when engaged in towage service. Two children under 12 years of age to be reckoned as one passenger. The penalty of 20 pounds would be levied if these limits were exceeded. the certificate was valid until 21st July 1903. The original Paddle Steamer Curlip was built by Sam Richardson and his sons Mark, Albert and Frank, at their sawmill at Tabbara, a pioneering settlement on the Brodribb River, a tributary of the Snowy River. Curlip's keel was laid on 14th October 1889 and PS Curlip was launched in 1890. The Paddle Steamer Curlip was designed to travel up and down the Snowy and Brodribb Rivers with essential supplies from coastal ketches and schooners, that plied their trade up and down the coast between Melbourne, Sydney and Tasmania. The Curlip regularly towed one or two barges and up to five barges loaded with local farming produce and timber for the thriving cities, that was loaded offshore or in the Snowy River estuary, tide and depth permitting, on to the trading vessels.This item is associated with the P.S. This photograph shows the Richardson family having a picnic on the verandah of Captain McNeil' house at Marlo - April 1897. Snowy River Shipping Company formed in 1880. They were soon shipping produce (mainly vegetables) from the area to Melbourne. The Snowy River Shipping Company was formed by Mr Henry James during the 1880s, with Captain McNeil as master. Captain Hegarty was the shipping agent at Marlo. Towing a line of small barges these paddle steamers plied their trade between the port of Marlo, and the farms along the river banks, churning their way almost twenty miles upstream to a landing beside what is now Frank Richardson’s property. On these trips, the barges carried mail and supplies to the townspeople and farmers, loading their produce, mostly maize, on the return trip to the coast. The coming of the railway in 1915 spelt the end for the little river boats. ( ref. F. W. RODWELL in the “Snowy Review”) Frank Richardson 1877-1950 was a sawmiller at Tabbara and helped build and run paddle steamer "Curlip"as engineer. Captain McNeil was an always cheerful Marlo identity and local children had many times sailing with him on the river.
