The Eltham Community and Reception Centre was Australia's first public mud-brick building. Commissioned in 1977 by Eltham Shire Council, led by Shire president (and architect) Robert Marshall, architects Whitford and Peck were asked to design a multipurpose facility in mud-brick and timber. New citizens have made their vows, volunteers have been honoured, school children have performed, weddings celebrated and people mourned at funerals. Since 1978 the Eltham Community and Reception Centre at the corner of Pitt Street and Main Road, has provided a beautiful and quintessential Eltham environment for people from all over Melbourne. Recognised as Australia’s first public mud-brick building, the centre was built partly on the site of the parsonage of the former Methodist Church (now the Uniting Church).1 Commissioned by the Eltham Council headed by President Robert Marshall, architects Whitford and Peck were asked to design a multipurpose facility in mud-brick and timber. Following public consultation, it was agreed to build a centre for dances, exhibitions, films, plays or concerts. The results – at a cost of around $620,000 – captured the Eltham rustic style. The building – in soft tones of mud-brick and timber and immense floor-to-ceiling windows – overlooks the Diamond Creek and sporting fields. Eltham’s strong artistic heritage is reflected in the centre. Although the lighting is not ideal for a gallery and labels cannot be placed on walls, the centre hosts the Nillumbik Art Awards and displays around ten to 20% of the Nillumbik Shire Art Collection, usually for around a year at a time.2 On permanent display, close to the entrance, is local artist Clifton Pugh’s White Choughs in the Landscape. Further to the right is the Walter Withers Gallery, named after a local member of the Heidelberg School of artists. As part of the Eltham Gateway opposite the Eltham Hotel, the centre stands on what was once part of the Eltham Town Centre along this section of Main Road, then known as Maria Street. On the same site once stood the house and flour mill owned by Henry Dendy, best known as the founder of Brighton, although he lived longer in Eltham. Beside the drive is a wheel-rim tool with accompanying plaque, illustrating a technology important during the horse-powered age and now almost completely gone, as has the blacksmith’s shop that had housed it nearby. The implement is a platform for fitting iron tyres to the wooden rims of cartwheels. Beneath it is a capsule placed in 1985 to commemorate Victoria’s 150 years, which is to be opened in 2035. Although the plants, forming part of the landscaping by Peter Glass and Denis Edwards, are largely indigenous and other native species, some exotic plants are protected as an important link with the site’s past. Planted at the front around 1920, is a large Peppercorn tree with two joined trunks growing from the base, and close by is a Bhutan Cypress (Cupressus torulosa). Three other Peppercorn trees fringe the drive. The building includes two halls – the larger seating 250 people – and a large foyer overlooking trees and ovals. Both halls have retractable rear walls providing varying spaces as required, and guests can use several external decks. A site for outdoor theatre has been carved out of the natural slope outside the entrance. The Bricklayers Union refused to use the traditional mud-bricks, which weigh more than 22kg. As a result the mud-bricks were redesigned to reduce their weight and were laid back-to-back to produce a wall of normal thickness.3 The centre’s massive timber frame is reminiscent of timber bridge construction, with infill panels of mud-brick.4 In accord with the rustic style are colossal rough-sawn posts, bolts and steel brackets. The combination of mud-brick, exposed feature timber framing and creative design in this centre, characterises Eltham’s innovative buildings and the social movement behind them from the 1940s to the 1970s.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. This document is has been compiled by Wendy Barrie daughter of Ernest (Bon) and Edna Barrie and granddaughter of Charles E and Jessie M Barrie. Ernie Barrie operated a travelling Chaff Cutter in the St Arnaud area where his parents William and Mary Ann had taken up land at Coonooer West in 1873. Ernie commenced his working life with a team of bullocks and a chaff cutter. The earliest connection he had with Melton was in 1887. By the beginning of the 20th century Ernie and his father William and brothers, William, Samuel, James Edwin,[Ted] Robert, Arthur and Albert have been associated with farming and milling in the Melton district. In the early 1900’s Ernie and his brother Ted were in partnership in a Chaff cutting and Hay processing Mill on the corner of Station and Brooklyn road Melton South. The mill was managed by William for a time. By 1906 Charles Ernest and James Edwin were in partnership in the Station Road mill when a connecting rail line across Brooklyn Road for a siding was constructed to the Melton Railway Station. In 1911 the Mill’s letterhead shows C.E. BARRIE Hay Pressing and Chaff Cutting Mills. Melton Railway Station. Telephone No 1 Melton. This Mill as sold to H S K Ward in 1916 and stood until 1977 when it burnt down in a spectacular fire. Ernie built a house at Melton South beside the Chaff Mill at Station Road in 1906 and married Jessie May Lang in August at the Methodist Church. Jessie’s father was Thomas Lang. He came to Melton in 1896 and was the Head Teacher at Melton State School No 430 until he retired in 1917. They had 9 children with 8 surviving to adulthood. Jessie and Ernie had 6 sons and 3 daughters. All the children lived at Darlingsford. In April 1910 the family left Melton for a brief period and moved to a farm in Trundle in NSW. They returned to Melton and purchased Darlingsford in May 1911. For a time during WW1 they lived at Moonee Ponds near the Lang grandparents at Ascot Vale. Mary and Bon attended Bank St State School. The children developed diphtheria in 1916 and their youngest boy, Cecil died of complications. Mary and Bon were taken to Fairfield Hospital and both recovered. At the end of the war influenza broke out the family returned to Darlingsford and shared the home for a short while with the Pearcey family who had been working the farm. By 1922 the family had and grown and Edgar, Tom, Horace, Jessie, Joyce and Jim were living a Darlingsford. Ernie continued during the 1920’s working the farm and attend his many civic and community commitments. Two 8 clydesdale horse teams were used to work the land which meant early rising for the horses to be fed and harnessed to commence the days work. In 1916 Ernie also became involved in a Chaff Mill on the corner of Sunshine and Geelong Road West Footscray, which at the time was being run by John Ralph Schutt. It was known an Schutt Barrie. A flour mill was added at a later stage. Other Schutt and Barrie mills were situated at Parwan and Diggers Rest. Another mill was situated beside the railway line at Rockbank. The Footscray mill ceased operation in 1968 Ernie spent a lot of time and energy at the Parwan Mill and travelling around Parwan and Balliang farms, where he came to know many of the families in the district. Ernies commitment to the civic development to the Melton and district was extensive, he was involved with a number of large events during the 1920’s such as the Melton Exhibitions and the 1929 Back to Melton Celebrations. He was a member of the Australian Natives Association at the turn of the century. He was Chairman of the School Committee at Melton State School 430 and the Melton South State School in thw1920s. He donated the land for a Hall for Melton South in 1909, known as Exford Hall and later in 1919 renamed Victoria Hall. The Hall was demolished in 1992. He was a Councillor, JP, and Vice President and President of the Melton Mechanics Institute Hall Committee in 1915- 1916. He was a member of the Methodist Church and later the Scots Presbyterian Church. He was Superintendent of the Sunday School of the Methodist Church to 1910 and later Scots Presbyterian Church until 1931. This is reflected in the theme of children in the stained glass window which was dedicated in his memory by his wife Jessie as a gift to the Scots Church. Charles Ernest Barrie made many generous donations to many charities who supported young people and children. In 1918 Jessie and Ernie made the first donation to a very prominent Victorian charity whose work still continues. Yooralla. In July 1931 Ernie’s untimely death was a major blow to the family and the Melton community. To this day people still vividly recall the day they lined the streets for his funeral. Evidently C.W.G.G.1st. must have retained fond memories of a young fourteen-year-old girl named Elizabeth Richardson who travelled from Scotland with her mother and family (her father had arrived earlier) because three years later at Kyneton they were married. It was December 26th 1860, and Elizabeth was just seventeen. As the bridegroom’s age is written as 24 years on the wedding certificate, he certainly must have been more than eighteen when he sailed on the "Almora" in 1856. The newly married couple went to live at Taradale, Victoria, and they made a good life for themselves in that town which had then a thriving gold mine. They lived in a large two-storied house in Survey Paddock, and it was there that four daughters - Susan Emily (1861-1906), Elizabeth Constance (1863-1945), Amelia Amy (1865 -1952, Ada Mary Maude (1867-1901), and one son Newenham Edward Eustace (1869-1945) named after his Irish Grandfather, were born. On his wedding certificate C.W.G. Graydon, is described as a foreman. His father-in-law, Robert Richardson was employed as a time-keeper on the Melbourne to Bendigo Railway works, and he and his family lived first in Prahran, then Kyneton, and then Taradale. Perhaps Charles Graydon worked on the railway with him. In Taradale however, he worked for a gold mining company in a surveying capacity. C.W.G.G.1st was to become Shire President of the Shire of Metcalfe. That particular year the Graydon Family entertained the visiting English cricket Eleven at their home in Taradale. He was certainly regarded as an important man in the district when he was requested by a great number of the residents to nominate for the Legislative Assembly election. About 1876 the Graydons left Taradale, and went to live at Sandhurst, now Bendigo, at Barkly Place East. The Richardsons had also left Taradale to go into the grocery business in the same town. Sad to say he became ill with a lung infection, and on June 4th. 1885 he died, and was buried at Sandhurst, now Bendigo Cemetery, Back Creek Rd. Eliza Richardson's brother was Mr. James Richardson, the well-known grocer, of Pall Mall and Golden-square, who died at his residence, "Balgownie," Short street, on Thursday 22 Jan 1914. James Richardson was a native of Scotland. He was born at Glasgow in1849 and was only eight years of age when his parents sailed for Australia in the ship Balmoral. The family arrived in Melbourne in 1857 and went to Taradale, where Mr. Richardson, senr., acted as inspector of works during the construction of the Taradale Viaduct. James Richardson, who had commenced his educationin Glasgow, attended school at Taradale until the family removed to Bendigo at the time the railway was being built from Bendigo to Echuca. The contractors for this work engaged Mr Richardson, senr., as their timekeeper. When he left school James Richardson applied himself to learn the grocery business, and he gained a thorough knowledge of it with different employers at Bendigo, Taradale, and Daylesford. In 1872 he opened a grocery store on his own account in High-Street, Bendigo, but within a few months he had the great misfortune to be burnt out. The fire originated in an adjoining building early one morning and both places were burnt to the ground. In spite of his loss, Mr. Richardson was not discouraged, for he soon made another start. His trade improved and he extended his business, opening the Eclipse Cash Store at Golden Square. A little later another branch was opened at the Oddfellows' Hall, and subsequently this business was transferred to the Eureka Cash Store, in Pall Mall, which was the head depot. In addition to the retail trade, Mr. Richardson had, for many years carried on an extensive wholesale business with the Northern District, and had made a specialty of fodder seeds. James was a man of probity and sincerity in business, and as a citizen he was highly esteemed and respected. He was a prominent member of the Bendigo Caledonian Society in the earlier days of his citizenship. He was a staunch member of St Andrew's Presbyterian Church, and was a member of the board of management. In the Easter Fair procession, Mr Richardson's display was always a prominent and attractive one. Mr. Richardson was a member of the Masonic Order, and was a life member of the Bendigo Art Gallery and the old Mechanics Institute. He was married at Daylesford in 1871. He was certainly regarded as an important man in the district when he was requested by a great number of the residents to nominate for the Legislative Assembly election. About 1876 the Graydons left Taradale, and went to live at Sandhurst, now Bendigo, at Barkly Place East. The Richardsons had also left Taradale to go into the grocery business in the same town. Charles Wallace Gordon Graydon the First became a legal manager of mines, and a well-known and popular resident. Sad to say he became ill with a lung infection, and on June 4th. 1885 he died, and was buried at Sandhurst, now Bendigo Cemetery, Back Creek Rd. Eliza Richardson's brother was Mr. James Richardson, the well-known grocer, of Pall Mall and Golden-square, who died at his residence, "Balgownie," Short street, on Thursday 22 Jan 1914. James Richardson was a native of Scotland. He was born at Glasgow in1849 and was only eight years of age when his parents sailed for Australia in the ship Balmoral. The family arrived in Melbourne in 1857 and went to Taradale, where Mr. Richardson, senr., acted as inspector of works during the construction of the Taradale Viaduct. James Richardson, who had commenced his educationin Glasgow, attended school at Taradale until the family removed to Bendigo at the time the railway was being built from Bendigo to Echuca. The contractors for this work engaged Mr Richardson, senr., as their timekeeper. When he left school James Richardson applied himself to learn the grocery business, and he gained a thorough knowledge of it with different employers at Bendigo, Taradale, and Daylesford. In 1872 he opened a grocery store on his own account in High-Street, Bendigo, but within a few months he had the great misfortune to be burnt out. The fire originated in an adjoining building early one morning and both places were burnt to the ground. In spite of his loss, Mr. Richardson was not discouraged, for he soon made another start. His trade improved and he extended his business, opening the Eclipse Cash Store at Golden Square. A little later another branch was opened at the Oddfellows' Hall, and subsequently this business was transferred to the Eureka Cash Store, in Pall Mall, which was the head depot. In addition to the retail trade, Mr. Richardson had, for many years carried on an extensive wholesale business with the Northern District, and had made a specialty of fodder seeds. James was a man of probity and sincerity in business, and as a citizen he was highly esteemed and respected. He was a prominent member of the Bendigo Caledonian Society in the earlier days of his citizenship. He was a staunch member of St Andrew's Presbyterian Church, and was a member of the board of management. In the Easter Fair procession, Mr Richardson's display was always a prominent and attractive one. Mr. Richardson was a member of the Masonic Order, and was a life member of the Bendigo Art Gallery and the old Mechanics Institute. He was married at Daylesford in 1871. His association with the Eltham area began in 1920 when he started his first job as a junior clerk at the Eltham Shire Offices, Kangaroo Ground. In the 1940's he spent some time living at Research. From 1955 he lived in Eltham for nearly 20 years. Disabilities resulting from polio as a young child did not prevent a wide range of experiences. Alan's occupations have been listed as clerk, night watchman, fortune teller, freelance journalist and author. He has been patron of many disadvantaged Children's Societies. Alan's books are numerous and include novels, short stories, children's books, history and travel. Among the best known are his autobiographies "I Can Jump Puddles" and "This is the Grass". Others include "These are My People", "Ourselves Writ Strange", "People of the Dreamtime"; "The Gay Provider" and "Wild Red Horses". Marshall and Olive divorced in 1957. In 1972 Marshall was awarded an OBE for his work with the handicapped. He was also awarded an Honorary Doctor of Laws by Melbourne University, an Order of Australia for services to literature and the Soviet Order of Friendship of Peoples.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The c1860 St Andrews Hotel, with the c1930 additions, and the Canary Island Palm, and the surrounding site to the title boundaries are historically, socially and aesthetically significant to the Shire of Nillumbik. The St Andrews Hotel is historically significant because it may have given its name 'St Andrews' to the town (another suggestion is that the name came from St Andrews church) and for its connection to Ewen Hugh Cameron (1831-1915) the prosperous local farmer, member of the Eltham Roads Board/Shire Council and local MP. It is also significant as the oldest hotel building in the former Shire of Eltham, as one of the few surviving buildings connected with the Caledonian goldfields era and as one of a handful of early structures to have survived the 1960s bushfires; the additions and alterations to the hotel reflect its long life. The hotel is socially significant because it has served as an important meeting place for more than 160 years. The Canary Island Palm is historically significant as a rare example of exotic tree planting in this rural area. The timber building, with gabled roof, beamed ceilings and a massive fireplace, is Nillumbik Shire’s oldest hotel and has always been an important community centre, particularly in its early days. Fortunately, the hotel and the near-by Canary Island Palm Tree, which is quite rare in this area, survived the 1960s bushfires, along with a few other early buildings. St Andrews (formerly Queenstown) was founded on gold, as were Panton Hill (formerly Kingstown), Research and Diamond Creek, from the mid-1850s to the 1860s. But by the early 20th century common use changed the name Queenstown to St Andrews, possibly after this hotel or after the church or the mining district.1 The Caledonia Diggings were probably named by Scottish settlers after the Roman name for Scotland, despite this land bearing little similarity to their homeland.2 Queenstown, which was proclaimed as a township in 1861, was the gold-mining centre on the Upper Diamond and in the 1850s had up to 600 European inhabitants and a small camp of Chinese on the flats along the creek. Queenstown was the administrative centre of the Upper Diamond with three hotels, a brewery and a slaughterhouse.3 It is unclear which hotel was the district’s first, as distinct from the earliest unlicensed grog shops, some of which operated in tents. John Corke Knell was one of eight unlicensed storekeepers supplying drink to miners at Caledonia in 1857, named by Sgt. McNamara of the Caledonia Police Station.4 In February 1859, Knell apparently bought most of the present hotel’s site at the first township land sales. As he was a local storekeeper, he might have first established a store there.5 Knell and his wife Eliza were early licensees of the St Andrews Hotel. The hotel had eight bedrooms – including three for public use – and the dining-room seated 30 people. It is thought they named the hotel St Andrews after Eliza’s hometown of St Andrews in Scotland. St Andrews Hotel was an important local centre in several ways. In the same building the Knells also operated a post office and general store. In 1867 Mrs Knell was appointed Deputy Registrar of Births and Deaths for Queenstown. The hotel was also used to hold inquests into people’s deaths when the police residence became too small.6 The hotel also became a fashionable destination at Christmas for parties from Melbourne. In 1868, possibly following her husband’s death, Mrs Knell applied for a temporary licence, which was then transferred to Robert Smith after their marriage in 1869. But then, possibly after Robert’s death, Mrs Smith operated the hotel until 1892. This contradicts a report in The Evelyn Observer 1882 that JC Knells of the St Andrews Hotel was granted a publican’s licence in the Queenstown Police Court. At that time he was supposed to have been dead for around 14 years! Although Mrs Smith was a respected citizen, known for her geniality and as an ideal hostess, she had a minor brush with the law when she was fined ten shillings for not lighting a lamp outside her licensed premises.7 From 1892 several publicans owned the hotel including W Atkins, from 1895. In 1909 the licensee was apparently Mrs Smith’s son, Walter Knell, who held the licence until at least the 1920s. Not surprisingly, this old hotel has attracted romantic stories. He came from a family who were early pioneers of Ringwood. he was born in Collingwood but schooled in Ringwood, married and brought up his family in Ringwood. He lived at 18, Wantirna Road .The article was contributed by J.K.McCaskill, JP. a mayor of Ringwood in the years between 1924-1951.Transcript: "The death occurred of Joseph Richard Sanders, 18 Wantirna Rd, Ringwood, on Wednesday, 21st October 1959, in his 87th year, marks the passing of another of Ringwood’s early pioneers. He was born in Collingwood in August 1873 and came to Ringwood with his parents when 15 months old. They made their home on land on what is now known as Jubilee Park (Fuller particulars of this Park will appear in ‘The Mail’ at a later date, also reference will be made to Wantirna Rd, in the early days it was known as West Prussia Rd). Joe went to the school held in the old homestead and orchard of Mr. Mills, just through the Heatherdale Road railway gates. He remembered many of the scholars, some of the boys and girls had to walk three and four miles to school through rough scrub paddocks in all kinds of weather. During the lunch hour a few of the boys generally went to the creek to fish for eels and would be late in getting back to school, greatly to the annoyance of the teacher. One day the fishing was good, and the boys rather reluctantly returned to the school late as usual. The teacher was furious and made them stand in front of the class but before inflicting punishment she called out to one of the boys to throw out that dirty bag he was holding. The lad gave the bag a shake and out wriggled a snake. There was immediately a general stampede from the classroom, led by the teacher. The school was closed for the rest of the afternoon. Another incident related to a few tramps who after the scholars had all gone home, generally camped for the night in an old back room in the homestead. One of the boys put a little gunpowder in this old fireplace and when the tramps lit the fire to boil their billies the old chimney and part of the old wall just collapsed. Joe, after leaving school, worked around the district for some time and later left Ringwood to live in other suburbs. He at one time was employed at the Aust Glass Works, and later as a carpenter worked on building the dome of the Railway Station at Flinders St. He married a Miss E. M. Wood in 1901 at Richmond and a few years afterwards returned to Ringwood and resided at No. 18 Wantirna Rd., where he reared a family' of three girls (Alice, Ethel, Joyce) and two boys (Robert and Joe). Joe recalled many interesting events of earlier years, such as the duplication of the railway line, and the cutting back of the embankment at the Goods Shed, the earth being used to heighten up the railway bridge over Wantirna Rd. The brickworks at Ringwood East and reference to early land surveys, the using of the heavy chain links before the use of the theodolite became general, and the many neighbours and friends whom he knew. He was interested in local public affairs and was fond of fishing. He proved himself a good citizen and was highly respected and esteemed throughout the district, and so another old pioneer passes on." (Contributed by J. K. McCaskill, J.P.) RM 19 Nov 1959

UMMARY – Charles Ernest Barrie d.1931 Born 1871 Ballarat d 1931 This document is has been compiled by Wendy Barrie daughter of Ernest (Bon) and Edna Barrie and granddaughter of Charles E and Jessie M Barrie. My grandfather was well known in the district and was mostly referred to as Ernie. He shared the same initials as his second son Edgar. His three eldest sons lived and farmed in Melton for their entire lives. His descendants are still associated with farming, engineering and earthmoving in Melton. Ernie Barrie operated a travelling Chaff Cutter in the St Arnaud area where his parents William and Mary Ann had taken up land at Coonooer West in 1873. Ernie commenced his working life with a team of bullocks and a chaff cutter. The earliest connection he had with Melton was in 1887. By the beginning of the 20th century Ernie and his father William and brothers, William, Samuel, James Edwin,[Ted] Robert, Arthur and Albert have been associated with farming and milling in the Melton district. In the early 1900’s Ernie and his brother Ted were in partnership in a Chaff cutting and Hay processing Mill on the corner of Station and Brooklyn road Melton South. The mill was managed by William for a time. By 1906 Charles Ernest and James Edwin were in partnership in the Station Road mill when a connecting rail line across Brooklyn Road for a siding was constructed to the Melton Railway Station. In 1911 the Mill’s letterhead shows C.E. BARRIE Hay Pressing and Chaff Cutting Mills. Melton Railway Station. Telephone No 1 Melton. This Mill as sold to H S K Ward in 1916 and stood until 1977 when it burnt down in a spectacular fire. Ernie built a house at Melton South beside the Chaff Mill at Station Road in 1906 and married Jessie May Lang in August at the Methodist Church. Jessie’s father was Thomas Lang. He came to Melton in 1896 and was the Head Teacher at Melton State School No 430 until he retired in 1917. They had 9 children with 8 surviving to adulthood. Jessie and Ernie had 6 sons and 3 daughters. All the children lived at Darlingsford. In April 1910 the family left Melton for a brief period and moved to a farm in Trundle in NSW. They returned to Melton and purchased Darlingsford in May 1911. For a time during WW1 they lived at Moonee Ponds near the Lang grandparents at Ascot Vale. Mary and Bon attended Bank St State School. The children developed diphtheria in 1916 and their youngest boy, Cecil died of complications. Mary and Bon were taken to Fairfield Hospital and both recovered. At the end of the war influenza broke out the family returned to Darlingsford and shared the home for a short while with the Pearcey family who had been working the farm. By 1922 the family had and grown and Edgar, Tom, Horace, Jessie, Joyce and Jim were living a Darlingsford. Ernie continued during the 1920’s working the farm and attend his many civic and community commitments. Two 8 clydesdale horse teams were used to work the land which meant early rising for the horses to be fed and harnessed to commence the days work. In 1916 Ernie also became involved in a Chaff Mill on the corner of Sunshine and Geelong Road West Footscray, which at the time was being run by John Ralph Schutt. It was known an Schutt Barrie. A flour mill was added at a later stage. Other Schutt and Barrie mills were situated at Parwan and Diggers Rest. Another mill was situated beside the railway line at Rockbank. The Footscray mill ceased operation in 1968. Ernie spent a lot of time and energy at the Parwan Mill and travelling around Parwan and Balliang farms, where he came to know many of the families in the district. Ernies commitment to the civic development to the Melton and district was extensive, he was involved with a number of large events during the 1920’s such as the Melton Exhibitions and the 1929 Back to Melton Celebrations. He was a member of the Australian Natives Association at the turn of the century. He was Chairman of the School Committee at Melton State School 430 and the Melton South State School in thw1920s. He donated the land for a Hall for Melton South in 1909, known as Exford Hall and later in 1919 renamed Victoria Hall. The Hall was demolished in 1992. He was a Councillor, JP, and Vice President and President of the Melton Mechanics Institute Hall Committee in 1915- 1916. He was a member of the Methodist Church and later the Scots Presbyterian Church. He was Superintendent of the Sunday School of the Methodist Church to 1910 and later Scots Presbyterian Church until 1931. This is reflected in the theme of children in the stained glass window which was dedicated in his memory by his wife Jessie as a gift to the Scots Church. Charles Ernest Barrie made many generous donations to many charities who supported young people and children. In 1918 Jessie and Ernie made the first donation to a very prominent Victorian charity whose work still continues. Yooralla. In July 1931 Ernie’s untimely death was a major blow to the family and the Melton community. To this day people still vividly recall the day they lined the streets for his funeral. The day of the funeral is recalled as the day Melton stood as two of their prominent citizens who tragically died on the same day. The history outlined in the booklet follows: 'Ballarat has helped to influence the life and destinies of Australia in many ways, the recital of which would perhaps prove tedious to the citizens of less favoured localities! However, it can be said, without much fear of contradiction, that only less known thought Australia than its fame as a gold field is the reputation won for it by its school of Mines, ... Ballarat was still quite a new place when the School was founded, but a very propserous and popular place all the same, with a go-ahead lot of citizens brim full of the spirit of enterprise which seemsto animate mining populations generally. Money was plentiful, and they launched out into ventures, which later, were to develop and take the place of the gold mines, while what is more to the point, they understood the value of education. the old digging days were passing away. So far as Ballarat itself was concerned the day of the cradle and tin dish had already passed into an antiquity "as dead and distant as the age of the Tubal Caon," said dir redmond Barry on declaring the School open. Mining had become a serious business, and the mining engineer, the metallurgist, and the geologist had become a power in the land. In these circumstances the suggestions to found a School of Mines met with ready acceptance. The late Mr James M. Bickett had the honor of bringing forward the proposition at a meeting of the Ballarat Mining Board in October, 1869. it was agreed to, and the Government, having been approached for assistance, granted a lease of the old Supreme Court buildings at a nominal reantal. A modest sum, including 100 pounds from the Borough Council of Ballarat West, was subscribed by a number of sympathisers, and on the 26th October, 1870, the inaugural address was delivered by Sir Redmond Barry, the first President of the School. Classes were commenced on the 23rd January, 1871. The students at first were mostly adults. They were chiefly men emloyed at the mines, who had the wisdom and energy to devote their spare time to study, and, though their attendance was somewhat irregular, they made very good progress. Old prints which have been preserved show them at work at furnaces, big bearded men of the old-fashioned type of miner. It is interesting to note that among those who gave evidence and encouragement was Sir Roderick Murchison, who many years before had advised Cornish miners to emigrate to Australia to search for gold, and who in 1848 was in possession of gold ore sent from this country. Sir Roderick sent a parcel of books for the library, and gave useful advice as to the curriculum which should be adopted. The Museum, which now contains a most valuable collection of minerals, was one of the first things attended to, and the reports presented to the Council from time to time speak of additions being made from all parts of the world. New equipment was constantly being added to the School, a good deal of assay work was done, and some specimens were sent from the East Indies for examination as far back as 1873. By this time there was a difficulty in providing accomodation for the students who wished to enrol, and the number of instructors had grown from two to four. In 1882 the first building was being erected on what was then part of the gaol reserve. A little more than ten years afterwards a buildnig formerly serving as a Methodist Church was absorbed, while later on, the demand for accomodation increasing, the attack upon the gaol was renewed. The School continued to grow in reputation and size, and became the science centre of the district, and in 1889 a learge new building was opened by Sir Alexander Peacock. Students came from over seas as well as from all the States of Australia, and after going through their courses they took with them the name and fame of the old School to all parts of the globe. School of Mines boys have played a great part in developing the mining fields of Western Australia, South Australia, and africa, while old students who have made a name in their profession are constantly dropping in to see how the old place is getting along. It was not to be expected, however, that the Ballarat School would be left without rivals, its very success inspiring competition. Mining Schools were started in other parts of Australia, and, at the same time, Victoria ceased to hold first place as a mining state. On the other hand there was a great advance in manufacturing, and the demand for technicaly trained men became a great and as insistent as ever it had been for trained mining men. The Council was quick to adapt the school to the new conditions, and the result is seen in the institution, which is one of Ballarat's proudest possession. Instruction is given in all branches of technical work, and the classes are filled with students who are building up for Ballarat a reputation as an industrial centre, which promises to equal that which it formerly held as a mining town. Owing to its bracing climate, its abundant opportunities for recreations, and its accessibilty, Ballarat as a city is an ideal place for educational purposed, and is yearly becoming more and more appreciated throughout the State. The chairman of one of Ballarat's biggests industries claims that the workman can do twice the day's work here that he can do in Melbourne. he was a little enthusiastic over it, perhaps, but it is a well-known fact that the healthy and invigourating Ballarat climate is conducive to both physical and mental activity, and the records of the School provide ample proof of it. One of the most interesting and successful branches of the School of Mines and Industries - if the name be enlarged with the enlargement of its scope - is the Technical Art School. "The City of Statues" has from its earliest days been a stronghold of art. Art schools have flourised here, and in 1905 the Education Department came to the conclusion that the best thing to do with them was to place them under the management of the School of Mines Council. A magnificent new Technical Art School was built at a cost of some 12,000 pounds on the site of the old Supreme Court building, and was formally opened on the 23rd July, 1915. The results have not only been justified but surpassed all anticipations. The most comprehensive list of subjects is taught, and this list is constantly added to. Students have flocked to the art School, which may be said to occupy a unique position in Australia, and its record of success is really astonishing. Its students supply art teachers for the newer schools that are being built, and many occupy leading positinos in important business houses. So well is its reputation known that orders are constantly being received, not only from Victoria, but from other States, for honor boards and challenge shields to be designed and made. The most recent addition to the School of Mines and Industries is the Junior Technical School, for which a new building is now being erected on a portion of the gaol site, transferred to the School of Mines Counci by the Government. At the present moment temporary quarters are being occupied. Some students after passing through the Junior School go straight to employment, continuing perhaps to attend the evening trade classes, while others move on to the senior School. In a review of the work of the School of Mines mention must be made of a series of industrial research carried out under supervision of the Principal. One in particular, regarding the suitability of the local ores for the manufacture of pigments attracted much attention, while the experiemtns on the manufacture of white potery from Victorian clayes were considered of sufficient importance by the Federal Advisory Council of Science and Industry to warrant the appointment of a special investigator. The results of these have been most encouraging, and may have far-reaching consequences. The vocational training of returned soldiers also should not be overlooked. The work was taken in hand from the first, before the Repatriation Department gave assistance, and now with the help of the department of the School has become one of the largest vocational training centres in Victoria outside of Melbourne. The soldiers, trained in a variety of occupations, have made remarkable progress, and already considerable numbers have found employment in local workshops and factories. To sum up, the School is divided into the following departments, each well staffed and equipped: - The School of Mines, science, and Engineering; the Techncial Art School, the Boys' Junior Technical School, the Girl's Preparatory Technical Classes, Trade Classes, and the Commercial School. The school of Mines, science and Engineering, comprises the following branches: - Mining, Metallurgy, Geology, Electrical Engineering, Civil Engineering, Mechanical Engineering, Applied Chemistry, and Pharmacy. Battery treatments, Cyanide Testing, Smelting, Assays, and Clay Testing from a regular part of the School's work. Students gaining qualifications obtain concession in their courses at the university, should they proceed there to continue their studies. The technical Art school curriculum includes training in all branches of pictorial and applied art, an Architectural Diploma Course, a Draughtman's Course, technical Art teachers' Course, Photography,Ticket Writing, Art Metal Work, Woodcarving, Needlework, and Leather work. The Trade Classes give instruction in Telephone Mechanics, telegraphy, Carpentry, Cabinet Making, Plumbing, Blacksmithing, Fitting, Electric Wiring, and Printing. Numerous Scholarships are offered every year, and altogether students will find few places to equal the Ballarat School of Mines and Industries as a training place for their life's work. Tracing the ancestry going back to the "Gippsland Battalion of the Victorian Rangers, the Militia (CMF) 52nd Battalion was raised from the 2nd Bn/5th Australian Infantry Regiment (HQ Dandenong) as part of an overhaul of Australia's defences in 1920-21 that saw the reintroduction of compulsory military service. To afford it a proud identity ,the new battalion was assigned the same number as the 52nd/1st AIF which had performed with distinction in France ( Somme, Pozieres, Bullicort, Messine and Ypes to name just some). In addition the new battalion also inherited the Kings and Regimental Colours which, as part of the 52nd Bn/1st AIF's lineage including battle honours earned by 2nd Bn, Tasmanian Infantry Regiment in the Boer War, 1899-1902, and the same circular colour patch, horizontally bisected with white over blue halves. Later the 52nd officially received its regional title, "The Gippsland Regiment" and its motto "Always Ready". Digger prevailing during WW2 it was nicknamed "The Gippsland Bushrangers". The 52nd formed part of the 10th Infantry Brigade, 3rd Militia (CMF) Division. With the reversion to voluntary citizen forces in1930,declining numbers forced an amalgamation with the 37th Bn to become 37th/52nd Bn. Then in mid 1936, an expansion and modernisation of the CMF, including the conversation of the Light Horse to motorised, allowed both battalions to separate and for the 52nd to expand into East Gippsland. In 1938, 52nd Bn was granted linkage with the "Queens Own Cameron Highlanders" and permission to use its Regimental March- "March of the Cameron Men'. When Japan entered the war in December 1941,the Australian Military Forces were fully mobilized, (part time to full time) for the defence of homeland Australia. While training at various locations in central Victoria, the militia became for many, a stepping stone into the AIF and other services, as well as a training unit for new conscripts. As part of our national defence preparations, in mid 1942 the 52 Bn relocated to Queensland as part of the 3rd Division, replacing the AIF 7th Div on the so called "Brisbane Line". However as the threat of invasion lifted, a restructure of army units saw the disbandment of the 10th Brigade and hence the 52nd in September 1942 and the revival of the 37th/52nd Battalion. The Chinese Imperial Commissioner, Hwang How Cheng, visited Australia at the request of the Chinese Emperor for the purpose of establishing Chinese consulates in the Commonwealth. He visited Ballarat at the request of Ballarat’s Chinese community. The newspaper reported that it was hoped the Commissioner would visit the Ballarat School of Mines “where the knowledge he would get would probably be of the utmost usefulness in the development of the great resources of China.” The Commissioner was accompanied by interpreter Ah Ket (Melbourne barrister and solicitor), and met by members of Ballarat’s Chinese community, including Dr Wong Chock Son. Apparently the Chinese Commissioner wanted to visit SMB because of its international fame relating to education in mining. From the SMB Letter book (Cat. Yours Faithfully Fredk Martell Director' The visit was reported in the Ballarat Star in 14 November 1906:- The Chinese Imperial Commissioner, Hwang Hon Cheng, who recently arrived in Victoria on behalf of the Chinese Government, paid a visit to Ballarat last evening, and was entertained by his fellow countrymen at a dinner at the Bow Leong rooms, Main street. The commissioner, who came up by the express, was accompanied by his secretary and Mr Ah Ket, the well-known Chinese barrister, of Melbourne; but some disappointment was expressed by the fact that he did not wear his official robes, being attired in the more sombre European dress. Mr W. D. M’Kee presided at the dinner, on the invitation of the Bow Leong Society, and in addition to representative Chinese residents, three were also present the mayor of the city (Cr. J. J. Brokenshire), Crs. R. Pearse, G. Crocker (City), J. R. Elsworth, A. Mackenzie, J. A. M’Neil, A. Levy, G. Bunting, F. Penhalluriack (Town), Col. Williams, Mr. J. Gent, Messrs. F. J. Martell (director of the School of Mines), A. W. Hager (president of the Orphan Asylum), A. Kenny (superintendent), R. G. Fitzgerald (clerk of courts at Ballarat East), J. Trethowan, A. A. Buley, Serg Dalton, and others. Apologies were received from the mayor of the town Revs. J. West Lau, Dr Cairns, Hon. J. Y. M’Donald, L. Lederman, C. C. Shoppee and others. The gathering was a very cordial one, and the hospitality of the Chinese was greatly appreciated. After the loyal toasts, “The King” and “The Emperor of China,” had been honoured, the chairman extended a hearty welcome on behalf of the society and others to the commissioner. Mr M’Kee said he was privileged to speak in behalf of the Chinese. There was a warm feeling of friendship between them and himself, and his services were always at their command. If he were in China he would desire that a similar compliment would be extended to him. They were all pleased the Emperor of China had sent the commissioner to establish consulates in Australia with a view of the empire understanding the feelings of Australasia better than they did at present. He hoped the commissioner would have opportunity of visiting some of their industries, as they desired him to gain all the scientific and practical knowledge of those industries that he could. The toast of “The Commissioner” was proposed by Col. Williams who expressed pleasure at the visit of a gentleman of education and attainments to look into the condition of the scions of China in Australia. He hoped the commissioner would carry away a correct impression. In Australia they had nothing to conceal; they hoped to be understood. (Applause.) No intelligent man had the temerity to condescend to patronise China, one of the richest countries in the world, with a civilisation dating back thousands of years. In the matter of population alone it was equal to one-third of the world. They heard a lot about the “awakening of China.” They hoped it would be humane, just, and considerate if it had power. He hoped the commissioner would be satisfied with what he saw. The law of filial relation to the children was strictly observed in China, and he did not know whether it would not be a good thing if they had a little more of that religion here. It would be a fair thing to tell the commissioner that while he might inquire into the labour laws, the basis of these laws was not a desire to oppress but to enable every man to obtain the same conditions they expected from their own people. If he gained that impression he felt they would be fairly treated. (Applause.) Mayor Brokenshire supported the toast. They had, he said, in the Chinese a most law-abiding people. Their behaviour was an example to the British citizens. They were quiet, inoffensive men, and they toiled hard, even on Sundays. (Laughter.) Mr Ah Ket; That is what the government does with the railway employees. (Laughter.) The Commissioner replied through Mr Ah Ket, who in a graceful speech acknowledged the toast. The commissioner had, he said been delighted with what he had seen of the country – he believed it to be one of the finest in the world – and he greatly appreciated the hospitality extended to him. (Applause.) The Chairman proposed the toast of “The health of Mr Ah Ket,” and paid a tribute to his ability. It was satisfactory to see that he had risen to such a position, and it might be that in the future he would be asked to occupy a position on the bench. (Applause.) Mr Ah Ket, in response, said he had not come prepared to make a speech. He had come to Ballarat to have a quiet evening with his friends, and as soon as he arrived he had been whirled away in a motor car to a place where he found an aggregation of East and West. He was pleased to see them commingled at the festive board. That suggested the idea that East and West could meet together without friction. Misunderstandings arose only because men were superficial. If they threw off outer garments they would know each other better. He looked forward to the time when nations would understand each other. It was by an interchange of visits that such things could be accomplished, and nations would then live at peace with each other. (Applause.) Other toasts were also honored. In April 2012 former Royal Australian College of General Practitioners president Dr Paul Hemming was appointed the University of Ballarat’s new chancellor. Dr Hemming was a deputy chancellor of the university since 2011 and a member of the university council since 2007, and replaces outgoing chancellor Robert Smith. He was a founding director of Beyondblue and has been president of the Royal Australian College of General Practitioners. He was also president of the Australian Medical Association Victoria and has served on numerous federal government medical bodies and tribunals. Chancellors are appointed to chair the university's council (governing body) as the senior office holder of the University. They also confer the academic awards of the university, and represent the university at meetings, functions and ceremonies. At the installation of Dr Hemming as the Fifth Chancellor Of The University Of Ballarat Governor of Victoria Alex Chrnov said: "I join Bonnie Fagan in acknowledging the traditional owners of this land and I pay my respects to their elders past and present. It is my great pleasure, as Governor of Victoria and Visitor to the University of Ballarat, to install Dr Paul Hemming as the fifth Chancellor of this University. I extend to him and his family my warmest congratulations on this appointment and wish him all the best in his new role. I have no doubt that he will be an industrious and wise leader of this University. Although the University of Ballarat is one of Australia’s newest Universities, it is the third oldest Tertiary institution in our country with the School of Mines being established in 1870. It has much to be proud of, and should be recognised for its commitment to being one of our most outstanding regionally focused higher education institutions. It offers on six campuses a diverse, yet suitably targeted, group of learning models that include higher education, TAFE and senior secondary school education, and is one of the few universities in the country that has an associated Technology Park. This University is uniquely placed to provide higher education in Regional Victoria. For example, I understand that by 2020 the population in the Ballarat area will increase by 20% so this University will have the responsibility and opportunity to provide educational opportunities for this growing population. The role of the Governor can be divided into three parts – ceremonial, constitutional and community engagement. It is the third aspect of the role that is most time consuming and, I add, enjoyable. It includes making official visits to Regional areas of Victoria. To date Elizabeth and I have been on 16 such visits and the thing that stands out is that despite the challenges that face Regional communities whether it be through natural disasters, or the economy more broadly – the stoicism, volunteerism and self reliance are always present. Ballarat is an example of such resilience and confidence in its future that can be dated back to this University’s inception. When the School of Mines was established in 1870 on the back of the gold rush era of the 1850s, the local community had vision and faith in its future that is reflected in the building of this institution. It is not dissimilar to Melbourne, where its relatively few citizens established the iconic pillars of our society like the State Library, the University of Melbourne, Parliament Houses and the National Gallery of Victoria. The contribution by the University of Ballarat to Regional Victoria cannot be overstated. Not only does it provide top educational opportunities for students from the Region but its graduates almost invariably end up working in Regional Australia, and often in their own local communities. More specifically, almost three out of every four of the graduates from this University end up finding employment in Regional areas. Such figures highlight the University’s significant contribution to the Regional economy. But its impact is not limited to our Regional areas – it extends to other parts of Australia and overseas. But like so many other higher education institutions in Australia, the University of Ballarat is facing challenges brought about by events such as global uncertainties and the high Australian dollar that impact on the inflow of international students, and dealing with students, more and more of whom come from the lower socio economic sector. It is in those circumstances that the Chancellor must show leadership that involves, amongst others, objectively guiding the Council and supporting the Vice-Chancellor, albeit without becoming involved in the day to day micro management of the University. A strong, trusting and respectful working relationship between the Chancellor and the Vice-Chancellor is, I believe, critical to the sound progress of a University. Before I turn more specifically to Dr Hemming, I would like to reflect briefly on his immediate predecessor, Emeritus Professor Robert Smith. I am sure that Dr Hemming has already found in Professor Smith an invaluable source of assistance. He was a skilled and effective leader not only here, but also in the broader higher education sector. I mention by way of example his instigation and leadership two years ago of the much acclaimed Chancellors’ Conference that was held in Melbourne. There was great diffidence amongst the Chancellors in having it at all. It was a little like herding cats. But Bob Smith spearheaded the organisation of it, with great attention to detail. And it was his hard work and leadership that resulted in the Conference being such a success and of assistance to all Chancellors who attended. It was an illustration of Bob Smith’s skills as a leader in the sector and of this University. And the sector, just as this University remains indebted to him. And I have no doubt that Dr Hemming will similarly lead this University through the challenging, yet exciting, times that lie ahead. He is eminently qualified to do so, in terms of his personal attributes, academic achievements and experience in governance. With his extensive medical career as a General Practitioner, service on a number of Federal Government medical boards and tribunals, and having been a Founding Director of ‘Beyondblue’, President of the Royal Australian College of General Practitioners and President of the Australian Medical Association (Victoria), his list of personal and professional achievements, as well as his strong sense of public and community duty, is impressive. Importantly, Dr Hemming has a long standing connection with the Ballarat community, having moved here with his family from the United Kingdom in 1977. He is now even accepted as a “local” I am told. Given his range of experience to which I have referred and the time he has already spent on the Council and Standing Committees of this University, he is obviously well placed to take part in leading this University. So it is a great pleasure for me to install Dr Hemming as the fifth Chancellor of the University of Ballarat." Information relating to Charles Anderson and Charles Anderson Grove, Lake Gardens, Ballarat. The Old Colonists' Association Ballarat Inc. is a not for profit charitable organisation providing accommodation for elderly people. It manages a 27 Home retirement village at Charles Anderson Grove, Ballarat. Accommodation is offered at significantly below market rates. It has been providing low cost accommodation to the elderly since the 1920s. The Association Council overseas the running of this facility on a voluntary basis. HISTORY OF THE BALLARAT OLD COLONISTS' ASSOCIATION HOMES AT CHARLES ANDERSON GROVE, LAKE GARDENS One of the original objectives of the Association was “to provide the shelter of a house for those Pioneers of the Goldfields whom the reverses of fortune have deprived of the means of procuring the comforts of life in their declining years.” While the first home at Charles Anderson Grove was built in 1925 the Association had previously provided relief for needy pioneers from the time it was formed in 1883. Relief included monthly monetary payments, loads of firewood, medical assistance and distribution of Christmas boxes of groceries to deserving pensioners and in some cases payment of burial costs. Records indicate that in September 1922 three of the pensioners being assisted by the Association were accepted as residents in the newly erected Hassell Homes in Gillies Street (now demolished-opposite the High School). The first site for an Asylum for Indigent Members of the Old Colonists' Association was temporarily reserved from sale in October 1891. The site was approximately 28 acres in area in Mt Clear nearly opposite Midvale Shopping Centre in Main Road. The site was heavily timbered and when cleared over 260 tons of wood was sold to the Woah Hawp Gold Mining Company. A set of gates were erected but no homes built, although a plan for this reserve was drawn which showed twenty buildings ranging from one to four unit per building. The reserve was revoked in November 1909. The second site temporarily reserved in November 1909 as an Asylum was in Alfredton and consisted of some 7 acres and was adjacent to land reserved for an Abattoirs for the Ballarat Council. The reserve was revoked in February 1912 as it was deemed more appropriate to be added to the Abattoir site. Council suggested four (4) other sites in exchange for this land and they were inspected by the President, Vice President and Secretary on 22 December 1912. The first site inspected was land on the west side of Creswick Road opposite the brick kilns (now occupied by the showgrounds and oval). The land was described as being good quality, well fenced, no trees, good drainage and ample acreage but some distance from trams. The second site was Perry Park which was described as being good land, well fenced, having frontage to Gillies Street, good drainage and about 26 acres (but subsequently reduced to 10 acres). It was closely planted with Pinus Insignias and Wattle and had easy access from the Botanic Gardens tram. The third site was the North West portion of Victoria Park (corner of Sturt and Gillies Street) and was described as good land, well fenced and drained and well located. The fourth site was the South West corner of Victoria Park and known as Pound Paddock (corner of Winter Street and Gillies Street). It was considered to be low lying and too close to the Abattoir, and was also a considerable distance from trams. While the third site was recommended as the most suitable for the erection of homes it was considered unwise from the point of view as citizens to reduce the acreage of the park and therefore it was recommended that the Perry Park site be asked for as the most acceptable to the Association for the building of homes. The site was eventually temporarily reserved for an Asylum for Indigent Members of the Association in April 1914 with the gates from Mt Clear having been removed to the site a year earlier and eventually erected in 1917 for £12.10.0. In the same year the first 290 pine trees were advertised for removal in July and sold for £16. A sign indicating that the site was reserved for the erection of cottages was erected in September 1917. Stripping of the wattle bark (for tanning) and the cutting of the wood occurred in November 1918 with the land then being leased until it was required for the construction of the first homes in 1924. While the site was the third to be reserved it was the only one which was used for its intended purpose. It was named as Charles Anderson Grove in honour of Charles Anderson who joined the Association in 1918 and was President of the Association from 1942 to 1944. CHARLES HENRY GRATTAN ANDERSON C.H.G. Anderson (Electoral Returning Officer) was elected to membership of the Old Colonists' Association, Ballarat, in October 1918. He was elected to the Association Committee in 1926, and appointed Treasurer of the Association on the resignation of F. Ellis until the end of the financial year in 1933. In 1936 Charles Anderson indicated he would not be available for the President's Chair and that he would retire from the Committee owing to pressure of work. C.H.G. Anderson was welcomed as a new member of the Association in 1938, and served as President of the Old Colonists' Association from 1942-1944. Midway through 1949 Charles Anderson was appointed Members Secretary and Manager of the Ballarat Old Colonists' Club at £5.0.0 per week and 10/- for entertainment, to commence work prior to 01 August 1949. He was to do 30 hours per week and be present on Friday and generally on Saturday nights. In 1957 a minute of sympathy was extended to Club Manager Charles Anderson on the loss of his son. In 1958 a bonus of £20.0.0 was paid to Charles Anderson in recognition of his service in assisting the Secretary/Manager taking over under difficult conditions. In March 1964 the Shire of Ballarat would not permit a private road to be named Anderson Grove as Anderson Street already existed in Ballarat but Charles Anderson Grove was deemed acceptable. A recommendation of the Committee was put to the AGM in 1967 that Charles Anderson be made a Life Member. In 1969 an Association meeting observed a minutes silence in memory of Chas Anderson. Charles Anderson was also a Committee member of Ballarat Mechanics' Institute from February 1940 to February 1970. He was President in 1948. Self guided heritage tour information produced by the Shire of Eltham Historical Society for 1978 Eltham Community Festival of 36 locations each numbered on accompanying map. Locations and detail provided current to 1978: 1. ELTHAM SHOPPING CENTRE Whilst very little remains in the centre of historical importance, this area has interest as the "village" which developed over many years following the opening of the railway from Melbourne in 1902. Previously the shopping centre had been spread out over a long length of Main Road to the south. Shops have been continuously demolished or remodelled and the majority of buildings date from the 1950's or later. The recently erected Post Office replaced the "old" Post Office opened on the same site only in 1958. 2. WOOLWORTHS ELTHAM VILLAGE Part of the site of this modern shopping development was occupied by the former Eltham Shire Offices and Hall. The hall was paid for by public subscription whilst the Council raised a loan for the offices. The combined building was opened in 1941. It served as office and Council meeting place until 1965 and as the hall until its demolition in 1970. 3. ELTHAM WAR MEMORIAL The complex of buildings adjoining the present Shire Offices were financed by public subscription as a Memorial following World War II. Their construction and for many years their operation was organised by the now disbanded Eltham War Memorial Committee. The original buildings were the; Infant Welfare Centre, Children’s Library (now War Memorial Hall and Dental Clinic) and Kindergarten. In later years the Elderly Citizens Club was built at the rear. 4. ELTHAM SHIRE OFFICES These offices were opened in 1965 and extended in 1971 to provide additional office accommodation and the Eltham Library. They represent the last of a long line of offices and meeting places of the Eltham Shire Council and its predecessor the Eltham District Road Board. The building occupies the former site of Shillinglaw Cottage. The three tall cypress trees which stood in front of the Cottage have been retained as a feature of the office surrounds. 5. OUR LADY'S CHURCH AND SCHOOL The Catholic Church and School complex opposite the Shires Offices shows a number of stages in the development of Eltham township. The recently constructed church adjoins its predecessor (now the parish centre). Many years ago the Catholic Church was located opposite Wingrove Park and the present central site follows the northerly drift of the township. 6. SHILLINGLAW COTTAGE The Cottage was built in 1859 by George Stebbing, a local builder who was responsible for a number of other prominent buildings in the area. Its removal from the site of the Shire Offices and re-erection on the present site was financed by public subscription. It is built of handmade bricks laid in Flemish Bond with an unusual design featuring burnt "leader" bricks over the whole facade. The Cottage is occupied by Eltham Fleececrafts and will be open during the Festival and at other times during weekends. It is classified by the National Trust. 7. RAILWAY BRIDGE The timber trestle bridge over the Diamond Creek was built in 1901. Whilst all of its timbers have been replaced at various times over the years the only change to its character has been the addition of pylons and wiring for electric trains in 1923. It is one of very few similar bridges remaining in the metropolitan area. In 1976 a proposal to replace the bridge with an earth embankment and large culvert pipes was abandoned following community protests. The bridge, however, remains under threat because of the necessity for future deuplication of the railway line. 8. ELTHAM CENTPAL PARK The area between the railway and the creek has for many years been used as a park which included Eltham' s main football oval. The access road, Panther Place is named after Eltham's team playing in the Diamond Valley League. In recent years a large area extending to Bridge Street and locally known as the Town Park has been landscaped and added to the area. The excellent blending of the park with the natural landscape of the creek valley has earned a National Trust Landscape Classification. 9. OLD BAKERY On the southern corner of York Street and Main Road is an old house with a shop front which was for many years the local baker's shop. The brick bakery at the rear is of somewhat later vintage than the house. 10. BRIDGE STREET CUTTING Before reconstruction of Main Road this intersection had deep cutting embankments on all four corners, forming a distinctive feature of the entrance to Eltham. Roadworks and private development have levelled the land on the low side of the road. A memorial to the Eltham soldiers of World War I which was located at the north-western corner is now situated at the Eltham R.S.L.   11. HILLTOP MILK BAR For many years this was the site of the Eltham Post Office under the control of the Hunniford family and later their descendants the Burgoynes. It was transferred to this site in 1855, although at that time the building apparently fronted Bridge Str e et. The site contained Eltham's first telephone exchange. The post office was relocated in 1954 but the shop was operated until recently by the Burgoyne family who still own the surrounding land. 12. UNITING CHURCH and former C.B.A. BANK The former Methodist Church was built in 1880 by George Stebbing. The Sunday School extension was built in 1929 and there have been more recent extensions. The adjoining opportunity shop was built as a bank in 1874 and purchased by the Methodist Church in 1954. 13. R.S.L. HALL, TELEPHONE EXCHANGE These relatively recent buildings occupy the site of a row of shops forming part of the early ribbon of business development along Main Road. In front of the R.S.L. building is the World War I Memorial relocated from the corner of Bridge Street and Main Road. 14. ELTHAM COMMUNITY CENTRE Australia's first mudbrick "community building" was opened in April this year. Part of the site of the building was purchased in 1856 by Henry Dendy (of Brighton fame). At the rear of the land near the creek was a steam flour mill whilst Dendy's house was at the Main Road frontage of the land. His purchase totalled about 2 Ha (5 acres) and included land on the opposite side of Maria Street (Main Road). Dendy became a prominent member of the Eltham community and served one term as President of the Eltham District Road Board. In 1867 Dendy sold his land and business to William Ford of Malmsbury and shifted to Walhalla. The avenue of trees leading past the Community Centre to the creek may well have bordered the track to the mill. 15. ELTHAM HOTEL The original part of this hotel was built in 1927 following the burning of the former Watson's Eltham Hotel on the same site. The car park on the opposite side of Main Road was also the site of a hotel variously known over the years as; the Fountain of Friendship, the Fountain and the Evelyn Arms. As the Fountain of Friendship it was the first meeting place of the Eltham District Road Board in 1856. 16. ST. MARGARET'S CHURCH, PITT STREET In 1860 Henry Dendy was appointed Chairman of a committee to establish a church of England in Eltham. He donated part of his land in Pitt Street and in 1861 the church was opened. It was built by George Stebbing and remains in a well preserved state today. Th adjoining old vicarage is now named Dendy Hou se. A new mudbrick church hall is under construction on the site. The church and Dendy House are now listed on the Register of Historic Buildings. 17. NO. 86 PITT STREET Cottage built by George Stebbing and believed to be his home for some years in the 1850s. 18. LIVING AND LEARNING CENTRE The house was built in the 1850s with the kitchen at the front being added about 40 years later. By the creek below the house a number of early Eltham industries were located. These included a tannery and a brewery. 19. ELTHAM COURT HOUSE A Court of Petty Sessions was established in Eltham in 1858 and the present building dates from 1860. It is the oldest public building remaining in Eltham. In its early days the building was used as the meeting place and office of the Eltham District Road Board and as an overflow classroom for the local school. The Court House has been classified by the National Trust. The citation states that it is an example of the simple form of early brick Court House with gabled roof and porch. 20. LANDS DEPARTMENT OFFICE This building is the former police station and is probably of about the same age as the Court House. The lockup at the rear has been demolished but the old stables remain as garages. A licence was first granted for a police station at Eltham in 1856. 21. JARROLD COTTAGE The old Cottage opposite Dalton Street was formerly owned by the Jarrold family. Early records indicate that this was the building leased from the Jarrolds as a temporary police station prior to construction of the building on the corner of Brougham Street. The small building on the corner of the property was used as a boot repairer's shop. The elevated studio at the rear is a more recent construction by the present owners. 22. STATE SCHOOL RESIDENCE Erected in 1891 23. WINGROVE COTTAGE This building fills an important place in the history of Eltham and is now used as a medical clinic. It was built in 1858 for Charles S. Wingrove who was Secretary to the Eltham District Road Board and Shire Council from 1858 to 1904. During part of this period he was also Shire Engineer and was Secretary to the Heidelberg Road Board. The house was used as the office of the Board and Council for many years. Wingrove is buried in the cemetery at St. Helena.   24. WINGROVE PARK The parkland opposite Wingrove Cottage has been named after Charles Wingrove. The old Manna Gums are an outstanding feature of the park. 25. ELTHAM FRI.MARY SCHOOL NO. 209 The school first opened in the slab building in 1855 and operated from the present site since 1857. The oldest part of the present school is the stone building erected in 1876. The first school teacher, David Clark remained at the school until 1888. This school is the government township and has always been known as the Eltham School. An earlier school (no.371) known as Little Eltham School operated in Swan Street from 1853 to 1872. 26. "SHOESTRING" This house was built for school teacher David Clark. It has been extensively extended in recent years but the extensions do not detract from the character of the older part of the building. 27. ELTHAM CEMETERY The cemetery contains the graves of many of the district's pioneers . 28. MONTSALVAT This unique complex of buildings was commenced in 1935 by the late Justus Jorgensen and its development has extended over many years. Montsalvat has exerted a significant impact on Eltham The earth and stone construction of many of the buildings has influenced local architecture to a great extent and it has served as a "nerve centre" of the local artistic community. Montsalvat is open to the public for a small charge. 29. MAIN ROAD BRIDGE This location has been the main crossing of Diamond Creek since the earliest days of settlement. The present concrete bridge was erected in 1925 .and was preceded by a number of timber bridges. 30. ELTHAM LOWER PARK This park, being an unusually large flat area for Eltham, was originally the local racecourse. Horse races were held here from 1855 and the area was gazetted as a reserve for a racecourse and recreation reserve in 1857. The park is well known as a venue for school "bird days" and more recently as the site of the Diamond Valley Railway. This miniature railway features scale models of modern and old locomotives and rolling stock and has operated on this site since 1961 . Before that the railway operated at Chelsworth Park, Ivanhoe.   31. FALKINER HOUSE Frederick Falkiner was one of the earliest settlers in the Eltham township area and occupied a substantial leasehold prior to the first land sales. Early records show that Falkiner was the subject of a number of complaints from his neighbours but he has nevertheless been considered a prominent enough citizen to have a street named for him. This house was the home of Evelyn (Ely) Falkiner a member of Frederick's family. 32. WEST HOUSE Behind the large house on the hill is an early house built by the West family. This was relocated from a site near the front of the land by the present owner Mr. Fabbro. 33. FALKINER HOUSE This very old house is believed to have been the home of Frederick and may have been Eltham's first post office. Falkiner was the first post master for a short period. in 1854/55. 34. WITHERS HOUSE This house was the home of famous artist Walter Withers who shifted here from Heidelberg in 1903. 35. ELTHAM HIGH SCHOOL This school celebrated its jubilee this year, having commenced as the Eltham Higher Elementary School 50 years ago. 36. DIAMOND CREEK FOOTWAY If returning from the High School to the town centre the footpath by the bank of the Diamond Creek provides a pleasant route to finish your walk. The creek is a major tributary of the Yarra River. Together with its own major tributaries Arthurs Creek and Running Creek it commences on the southern slopes of the Dividing Range at Kinglake. Prizes were awarded for first and second placing of these events.In 1923, a Sports Carnival was held in the precincts of what was then a water reserve, situated south of the State School. The area was reserved for watering purposes on 1st May, 1894; and on July 15th, 1912, a small portion was excised. By 1923 its usefulness for water storage had disappeared, and being ideal for recreation purposes, it was decided, at the final meeting of the above sorts carnival, to apply for the area appointed, Mr W Harris (chairman), Messrs. G H Marshall, J Roberts, D Gill, M Connolly, R Vines, E Pocock, and H M Burke (secretary). The matter terminated in a Land Board, presided over by Mr McPherson, being held in Bendigo. The application was granted, but was not gazetted, until Messrs. W Harris and F J Roberts, with Messrs. A E Cook, MLA and Hon. H Keck, MLC interviewed the Minister for Lands. Soon afterwards, at a public meeting, the following members were elected to constitute the first Board of management, Messrs. W Harris (chairman), G H Marshall, A D Holden, F J Roberts (tres.), M D'Araugo, E Wright, and H M Burke (sec.). Since then the arena has been cleared and levelled by residents, and labor and material to the value of 150 pounds have been put into the reserve. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. This photograph of the 10 crew of the SPECULANT would have been taken prior to Feb 10th 1911, when the ship was wrecked on the south coast of Victoria at a place called Cape Patton. The barquentine SPECULANT was a steel, three-masted sailing ship built in 1895 in Inverkeithing, Scotland, registered in Warrnambool, Victoria and wrecked at Cape Paton, Victoria, 10th February 1911. The SPECULANT had been involved in the timber trade between the United Kingdom and Russia, until sold to its Warrnambool owners and timber merchants Messrs. P.J. McGennan & Co. (Peter John McGennan) in 1902 for 3000 pounds and had her sailed to Warrnambool as her new port. Peter John McGennan was born in 1844 and worked as a builder and cooper in Holyhead, Anglesea, Wales. He immigrated to Australia in 1869 as a free settler and arrived in Warrnambool in 1871 and undertook management of a property in Grassmere for Mr. Palmer. Peter met his wife Emily in South Melbourne and they married in 1873. They had ten children including Harry who lived to 1965, and Andrew who lived until 1958. (The other children were their four brothers - John who was killed in the Dardenalles aged 35, Frederick who died aged 8, Peter who died aged 28, Frank who died aged 5 weeks - and four sisters - Beatrice who died age 89, Edith who died aged 49, Blanche who died aged 89 and Eveline who died aged 48.) In 1874 Peter starting a boating establishment on the Hopkins River. In 1875 he opened up a Coopers business in Kepler Street next to what was Bateman, Smith and Co., moving to Liebig Street, next to the Victoria Hotel, in 1877. In 1882 he then moved to Lava Street (which in later years was the site of Chandlers Hardware Store). He was associated with the establishment of the Butter Factory at Allansford. He started making Butter Boxes to his own design and cheese batts for the Butter Factory. In 1896 established a Box Factory in Davis Street Merrivale, employing 24 people at its peak, (it was burnt down in 1923); and in Pertobe Road from 1912 (now the Army Barracks building). Peter was a Borough Councillor for Albert Ward from 1885 to 1891, he commenced the Foreshore Trust (including the camping grounds along Pertobe Road), and he was an inaugural Director of the Woollen Mill in Harris Street, buying an extensive share-holding in 1908 from the share trader Edward Vidler. They lobbied the Town Hall to have a formal ‘Cutting’ for the waters of the Merri River to be redirected from its natural opening south of Dennington, to its existing opening near Viaduct Road, in order to have the scourings from the wool at the Woollen Mill discharged into the sea. He sold Butter Boxes around the state, and had to ship them to Melbourne by rail. Peter’s purchase of the SPECULANT in 1902 enabled him to back-load white pine from Kaipara, New Zealand to Warrnambool to make his butter boxes then, to gain profitability, buy and ship potatoes and other primary produce bound to Melbourne. (McGennan & Co. had also owned the LA BELLA, which had traded in timber as well, until she was tragically wrecked with the loss of seven lives, after missing the entrance channel to Warrnambool harbour in 1905. It appears that the SPECULANT was bought to replace the LA BELLA.) In 1911 the SPECULANT had been attempting to depart Warrnambool for almost the entire month of January to undergo docking and overhaul in Melbourne. A month of east and south-easterly winds had forced her to remain sheltered in Lady Bay, Warrnambool apart from one morning of northerlies, when an attempt was made to round Cape Otway; she had to return to shelter in Portland after failing to make any headway. With only 140 tons of sand ballast aboard, the ship would not have been easy to handle. Captain Jacobsen and his crew of nine, mainly Swedes, decided to make for Melbourne, leaving Portland Harbour on 5th February 1911. By the 9th they had reached Cape Otway, where they encountered a moonless night, constant heavy rain, and a heavy sea with a south-easterly wind blowing. After safely rounding Cape Otway the course was changed to east, then north-east to take the vessel to a point six miles off Cape Patton, following the orders of Captain Jacobsen, who told the crew to be very careful with the steering, as the wind and sea was running to leeward. The patent log (used to measure speed) had been out of order for the last four months as no-one in Warrnambool was able to fix it: it was intended to have it repaired in Melbourne. In the meantime the crew measured the vessel's speed by looking over the side and estimating wind strength. This compounded the difficulties of imprecise positioning, as the strong cross wind and sea were acting on the lightly laden vessel to steadily drive it towards the shore. At 3.30am on Friday 10 February 1911 Captain Jacobsen and the first mate were looking over the side of the vessel when they heard the sound of breakers and suddenly struck the rocks. The crew immediately knew they had no chance of getting the SPECULANT off, and attempted to rescue themselves by launching the lifeboat, which was instantly smashed to pieces. One of the crew then volunteered to take a line ashore, and the rest of the crew were all able to drag themselves to shore, some suffering hand lacerations from the rocks. Once ashore they began to walk along the coast towards Lorne, believing it was the nearest settlement. Realising their mistake as dawn broke they returned westwards to Cape Patton, and found a farm belonging to Mr C. Ramsden, who took them in and gave them a change of clothes and food. After resting for a day and returning to the wreck to salvage some of their personal possessions, at 10am on Saturday they set out for Apollo Bay, a voyage that took six hours, sometimes wading through flooded creeks up to their necks. The Age described the wreck as "listed to starboard. All the cabin is gutted and the ballast gone. There is a big rock right through the bottom of her, and there is not the slightest hope of getting her off". A Board of Marine inquiry found that Captain Jacobson was guilty of careless navigation by not taking steps to accurately verify the position of the vessel with respect to Cape Otway when the light was visible and by not setting a safe and proper course with respect to the wind and sea. It suspended his certificate for 6 months and ordered him to pay costs. The location of the wreck site was marked for a long time by two anchors on the shoreline, until in 1970 the larger of the two anchors was recovered by the Underwater Explorers' Club and mounted on the foreshore at Apollo Bay. The bell from the wreck was also donated to the Apollo Bay Surf Lifesaving Club but is recorded to have been stolen. Rusting remains of the wreck can still be found on the shoreline on the southern side of, and directly below Cape Patton. Parts of the SPECULANT site have been buried by rubble from construction and maintenance works to the Great Ocean Road, as well as by naturally occurring landslides. Peter J McGennan passed away in 1920. The Gates in the western wall of the Anglican Church in Henna Street/Koroit St are dedicated to him for his time of community work, which is matched with other prominent Warrnambool citizens; Fletcher Jones, John Younger, J.D.E (Tag) Walter, and Edward Vidler. After Peter J McGennan's death Harry, Andrew and Edith continued to operate the family business until July 11th 1923 when the company was wound up. (Andrew lived in Ryot Street Warrnambool, near Lava Street.) Harry McGennan (Peter and Emily’s son) owned the Criterion Hotel in Kepler Street Warrnambool (now demolished). His son Sid and wife Dot lived in 28 Howard Street (corner of Nelson Street) and Sid managed the Criterion until it was decided by the family to sell, and for he remained Manager for the new owners until he retired. Harry commenced the Foreshore Trust in Warrnambool around 1950. The McGennan Carpark in Pertobe Road is named after Harry and there are Memorial-Stone Gates in his memory. (The Gates were once the original entrance to the carpark but are now the exit.). Peter’s great-grandson, also called Andrew, is a Security Officer in Warrnambool. The Patent Log (also called a Taffrail log) from the SPECULANT, mentioned above, and a number of photographs, are now part of the Collection at Flagstaff Hill Maritime Village. The SPECULANT is historically significant as the largest ship to have been registered in Warrnambool, and is believed to have been the largest barquentine to visit Melbourne. It is evidence of the final days of large commercial sailing vessels involved in the Victorian and New Zealand timber trade. In 1882 he then moved to Lava Street (which in later years was the site of Chandlers Hardware Store). He was associated with the establishment of the Butter Factory at Allansford. He started making Butter Boxes to his own design and cheese batts for the Butter Factory. In 1896 established a Box Factory in Davis Street Merrivale, employing 24 people at its peak, (it was burnt down in 1923); and in Pertobe Road from 1912 (now the Army Barracks building). Peter was a Borough Councillor for Albert Ward from 1885 to 1891, he commenced the Foreshore Trust (including the camping grounds along Pertobe Road), and he was an inaugural Director of the Woollen Mill in Harris Street, buying an extensive share-holding in 1908 from the share trader Edward Vidler. They lobbied the Town Hall to have a formal ‘Cutting’ for the waters of the Merri River to be redirected from its natural opening south of Dennington, to its existing opening near Viaduct Road, in order to have the scourings from the wool at the Woollen Mill discharged into the sea. He sold Butter Boxes around the state, and had to ship them to Melbourne by rail. Peter’s purchase of the SPECULANT in 1902 enabled him to back-load white pine from Kaipara, New Zealand to Warrnambool to make his butter boxes then, to gain profitability, buy and ship potatoes and other primary produce bound to Melbourne. (McGennan & Co. had also owned the LA BELLA, which had traded in timber as well, until she was tragically wrecked with the loss of seven lives, after missing the entrance channel to Warrnambool harbour in 1905. It appears that the SPECULANT was bought to replace the LA BELLA.) In 1911 the SPECULANT had been attempting to depart Warrnambool for almost the entire month of January to undergo docking and overhaul in Melbourne. A month of east and south-easterly winds had forced her to remain sheltered in Lady Bay, Warrnambool apart from one morning of northerlies, when an attempt was made to round Cape Otway; she had to return to shelter in Portland after failing to make any headway. With only 140 tons of sand ballast aboard, the ship would not have been easy to handle. Captain Jacobsen and his crew of nine, mainly Swedes, decided to make for Melbourne, leaving Portland Harbour on 5th February 1911. By the 9th they had reached Cape Otway, where they encountered a moonless night, constant heavy rain, and a heavy sea with a south-easterly wind blowing. After safely rounding Cape Otway the course was changed to east, then north-east to take the vessel to a point six miles off Cape Patton, following the orders of Captain Jacobsen, who told the crew to be very careful with the steering, as the wind and sea was running to leeward. The patent log (used to measure speed) had been out of order for the last four months as no-one in Warrnambool was able to fix it: it was intended to have it repaired in Melbourne. In the meantime the crew measured the vessel's speed by looking over the side and estimating wind strength. This compounded the difficulties of imprecise positioning, as the strong cross wind and sea were acting on the lightly laden vessel to steadily drive it towards the shore. At 3.30am on Friday 10 February 1911 Captain Jacobsen and the first mate were looking over the side of the vessel when they heard the sound of breakers and suddenly struck the rocks. The crew immediately knew they had no chance of getting the SPECULANT off, and attempted to rescue themselves by launching the lifeboat, which was instantly smashed to pieces. One of the crew then volunteered to take a line ashore, and the rest of the crew were all able to drag themselves to shore, some suffering hand lacerations from the rocks. Once ashore they began to walk along the coast towards Lorne, believing it was the nearest settlement. Realising their mistake as dawn broke they returned westwards to Cape Patton, and found a farm belonging to Mr C. Ramsden, who took them in and gave them a change of clothes and food. After resting for a day and returning to the wreck to salvage some of their personal possessions, at 10am on Saturday they set out for Apollo Bay, a voyage that took six hours, sometimes wading through flooded creeks up to their necks. The Age described the wreck as "listed to starboard. All the cabin is gutted and the ballast gone. There is a big rock right through the bottom of her, and there is not the slightest hope of getting her off". A Board of Marine inquiry found that Captain Jacobson was guilty of careless navigation by not taking steps to accurately verify the position of the vessel with respect to Cape Otway when the light was visible and by not setting a safe and proper course with respect to the wind and sea. It suspended his certificate for 6 months and ordered him to pay costs. The location of the wreck site was marked for a long time by two anchors on the shoreline, until in 1970 the larger of the two anchors was recovered by the Underwater Explorers' Club and mounted on the foreshore at Apollo Bay. The bell from the wreck was also donated to the Apollo Bay Surf Lifesaving Club but is recorded to have been stolen. Rusting remains of the wreck can still be found on the shoreline on the southern side of, and directly below Cape Patton. Parts of the SPECULANT site have been buried by rubble from construction and maintenance works to the Great Ocean Road, as well as by naturally occurring landslides. Peter J McGennan passed away in 1920. The Gates in the western wall of the Anglican Church in Henna Street/Koroit St are dedicated to him for his time of community work, which is matched with other prominent Warrnambool citizens; Fletcher Jones, John Younger, J.D.E (Tag) Walter, and Edward Vidler. After Peter J McGennan's death Harry, Andrew and Edith continued to operate the family business until July 11th 1923 when the company was wound up. (Andrew lived in Ryot Street Warrnambool, near Lava Street.) Harry McGennan (Peter and Emily’s son) owned the Criterion Hotel in Kepler Street Warrnambool (now demolished). His son Sid and wife Dot lived in 28 Howard Street (corner of Nelson Street) and Sid managed the Criterion until it was decided by the family to sell, and for he remained Manager for the new owners until he retired. Harry commenced the Foreshore Trust in Warrnambool around 1950. The McGennan Carpark in Pertobe Road is named after Harry and there are Memorial-Stone Gates in his memory. (The Gates were once the original entrance to the carpark but are now the exit.). Peter’s great-grandson, also called Andrew, is a Security Officer in Warrnambool. The Patent Log (also called a Taffrail log) from the SPECULANT, mentioned above, and a number of photographs, are now part of the Collection at Flagstaff Hill Maritime Village. The SPECULANT is historically significant as the largest ship to have been registered in Warrnambool, and is believed to have been the largest barquentine to visit Melbourne. This photograph was taken after the SPECULANT was wrecked at Cape Patton, Victoria. It is uncertain which ship is in the photograph insert to the the top right hand corner of this photograph. The barquentine SPECULANT was a steel, three-masted sailing ship built in 1895 in Inverkeithing, Scotland, registered in Warrnambool, Victoria and wrecked at Cape Paton, Victoria, 10th February 1911. The SPECULANT had been involved in the timber trade between the United Kingdom and Russia, until sold to its Warrnambool owners and timber merchants Messrs. P.J. McGennan & Co. (Peter John McGennan) in 1902 for 3000 pounds and had her sailed to Warrnambool as her new port. Peter John McGennan was born in 1844 and worked as a builder and cooper in Holyhead, Anglesea, Wales. He immigrated to Australia in 1869 as a free settler and arrived in Warrnambool in 1871 and undertook management of a property in Grassmere for Mr. Palmer. Peter met his wife Emily in South Melbourne and they married in 1873. They had ten children including Harry who lived to 1965, and Andrew who lived until 1958. (The other children were their four brothers - John who was killed in the Dardenalles aged 35, Frederick who died aged 8, Peter who died aged 28, Frank who died aged 5 weeks - and four sisters - Beatrice who died age 89, Edith who died aged 49, Blanche who died aged 89 and Eveline who died aged 48.) In 1874 Peter starting a boating establishment on the Hopkins River. In 1875 he opened up a Coopers business in Kepler Street next to what was Bateman, Smith and Co., moving to Liebig Street, next to the Victoria Hotel, in 1877.
