Photograph of the wrecked SPECULANT taken shortly after the ship was wrecked at Cape Patton, Victoria. The barquentine SPECULANT was a steel, three-masted sailing ship built in 1895 in Inverkeithing, Scotland, registered in Warrnambool, Victoria and wrecked at Cape Paton, Victoria, 10th February 1911. The SPECULANT had been involved in the timber trade between the United Kingdom and Russia, until sold to its Warrnambool owners and timber merchants Messrs. P.J. McGennan & Co. (Peter John McGennan) in 1902 for 3000 pounds and had her sailed to Warrnambool as her new port. Peter John McGennan was born in 1844 and worked as a builder and cooper in Holyhead, Anglesea, Wales. He immigrated to Australia in 1869 as a free settler and arrived in Warrnambool in 1871 and undertook management of a property in Grassmere for Mr. Palmer. Peter met his wife Emily in South Melbourne and they married in 1873. They had ten children including Harry who lived to 1965, and Andrew who lived until 1958. (The other children were their four brothers - John who was killed in the Dardenalles aged 35, Frederick who died aged 8, Peter who died aged 28, Frank who died aged 5 weeks - and four sisters - Beatrice who died age 89, Edith who died aged 49, Blanche who died aged 89 and Eveline who died aged 48.) In 1874 Peter starting a boating establishment on the Hopkins River. In 1875 he opened up a Coopers business in Kepler Street next to what was Bateman, Smith and Co., moving to Liebig Street, next to the Victoria Hotel, in 1877. In 1882 he then moved to Lava Street (which in later years was the site of Chandlers Hardware Store). He was associated with the establishment of the Butter Factory at Allansford. He started making Butter Boxes to his own design and cheese batts for the Butter Factory. In 1896 established a Box Factory in Davis Street Merrivale, employing 24 people at its peak, (it was burnt down in 1923); and in Pertobe Road from 1912 (now the Army Barracks building). Peter was a Borough Councillor for Albert Ward from 1885 to 1891, he commenced the Foreshore Trust (including the camping grounds along Pertobe Road), and he was an inaugural Director of the Woollen Mill in Harris Street, buying an extensive share-holding in 1908 from the share trader Edward Vidler. They lobbied the Town Hall to have a formal ‘Cutting’ for the waters of the Merri River to be redirected from its natural opening south of Dennington, to its existing opening near Viaduct Road, in order to have the scourings from the wool at the Woollen Mill discharged into the sea. He sold Butter Boxes around the state, and had to ship them to Melbourne by rail. Peter’s purchase of the SPECULANT in 1902 enabled him to back-load white pine from Kaipara, New Zealand to Warrnambool to make his butter boxes then, to gain profitability, buy and ship potatoes and other primary produce bound to Melbourne. (McGennan & Co. had also owned the LA BELLA, which had traded in timber as well, until she was tragically wrecked with the loss of seven lives, after missing the entrance channel to Warrnambool harbour in 1905. It appears that the SPECULANT was bought to replace the LA BELLA.) In 1911 the SPECULANT had been attempting to depart Warrnambool for almost the entire month of January to undergo docking and overhaul in Melbourne. A month of east and south-easterly winds had forced her to remain sheltered in Lady Bay, Warrnambool apart from one morning of northerlies, when an attempt was made to round Cape Otway; she had to return to shelter in Portland after failing to make any headway. With only 140 tons of sand ballast aboard, the ship would not have been easy to handle. Captain Jacobsen and his crew of nine, mainly Swedes, decided to make for Melbourne, leaving Portland Harbour on 5th February 1911. By the 9th they had reached Cape Otway, where they encountered a moonless night, constant heavy rain, and a heavy sea with a south-easterly wind blowing. After safely rounding Cape Otway the course was changed to east, then north-east to take the vessel to a point six miles off Cape Patton, following the orders of Captain Jacobsen, who told the crew to be very careful with the steering, as the wind and sea was running to leeward. The patent log (used to measure speed) had been out of order for the last four months as no-one in Warrnambool was able to fix it: it was intended to have it repaired in Melbourne. In the meantime the crew measured the vessel's speed by looking over the side and estimating wind strength. This compounded the difficulties of imprecise positioning, as the strong cross wind and sea were acting on the lightly laden vessel to steadily drive it towards the shore. At 3.30am on Friday 10 February 1911 Captain Jacobsen and the first mate were looking over the side of the vessel when they heard the sound of breakers and suddenly struck the rocks. The crew immediately knew they had no chance of getting the SPECULANT off, and attempted to rescue themselves by launching the lifeboat, which was instantly smashed to pieces. One of the crew then volunteered to take a line ashore, and the rest of the crew were all able to drag themselves to shore, some suffering hand lacerations from the rocks. Once ashore they began to walk along the coast towards Lorne, believing it was the nearest settlement. Realising their mistake as dawn broke they returned westwards to Cape Patton, and found a farm belonging to Mr C. Ramsden, who took them in and gave them a change of clothes and food. After resting for a day and returning to the wreck to salvage some of their personal possessions, at 10am on Saturday they set out for Apollo Bay, a voyage that took six hours, sometimes wading through flooded creeks up to their necks. The Age described the wreck as "listed to starboard. All the cabin is gutted and the ballast gone. There is a big rock right through the bottom of her, and there is not the slightest hope of getting her off". A Board of Marine inquiry found that Captain Jacobson was guilty of careless navigation by not taking steps to accurately verify the position of the vessel with respect to Cape Otway when the light was visible and by not setting a safe and proper course with respect to the wind and sea. It suspended his certificate for 6 months and ordered him to pay costs. The location of the wreck site was marked for a long time by two anchors on the shoreline, until in 1970 the larger of the two anchors was recovered by the Underwater Explorers' Club and mounted on the foreshore at Apollo Bay. The bell from the wreck was also donated to the Apollo Bay Surf Lifesaving Club but is recorded to have been stolen. Rusting remains of the wreck can still be found on the shoreline on the southern side of, and directly below Cape Patton. Parts of the SPECULANT site have been buried by rubble from construction and maintenance works to the Great Ocean Road, as well as by naturally occurring landslides. Peter J McGennan passed away in 1920. The Gates in the western wall of the Anglican Church in Henna Street/Koroit St are dedicated to him for his time of community work, which is matched with other prominent Warrnambool citizens; Fletcher Jones, John Younger, J.D.E (Tag) Walter, and Edward Vidler. After Peter J McGennan's death Harry, Andrew and Edith continued to operate the family business until July 11th 1923 when the company was wound up. (Andrew lived in Ryot Street Warrnambool, near Lava Street.) Harry McGennan (Peter and Emily’s son) owned the Criterion Hotel in Kepler Street Warrnambool (now demolished). His son Sid and wife Dot lived in 28 Howard Street (corner of Nelson Street) and Sid managed the Criterion until it was decided by the family to sell, and for he remained Manager for the new owners until he retired. Harry commenced the Foreshore Trust in Warrnambool around 1950. The McGennan Carpark in Pertobe Road is named after Harry and there are Memorial-Stone Gates in his memory. (The Gates were once the original entrance to the carpark but are now the exit.). Peter’s great-grandson, also called Andrew, is a Security Officer in Warrnambool. The Patent Log (also called a Taffrail log) from the SPECULANT, mentioned above, and a number of photographs, are now part of the Collection at Flagstaff Hill Maritime Village. The SPECULANT is historically significant as the largest ship to have been registered in Warrnambool, and is believed to have been the largest barquentine to visit Melbourne. It is evidence of the final days of large commercial sailing vessels involved in the Victorian and New Zealand timber trade. The SPECULANT is listed on the Victorian Heritage Register VHR S626Black and White photograph of the Barquentine Speculant, on rocks at Cape Patton. Functional object - Platform Scales, Thaddeus Fairbanks, 1880-1910
Thaddeus Fairbanks (1796 –1886) was an American inventor. of heating and cook stoves, cast iron ploughs, and other items. His greatest success was the invention and manufacture of the platform scale, which allowed the weighing of large objects accurately. Fairbanks was born in Brimfield, Massachusetts, on January 17, 1796, the son of Joseph Fairbanks (1763–1846) and Phebe (Paddock) Fairbanks (1760–1853). His uncle was Ephraim Paddock, the brother of Phebe Paddock. In 1815 he moved to St. Johnsbury, Vermont, and set up a wheelwright's shop above his father's gristmill. In 1820 he married Lucy Peck Barker and In 1824 he built an iron foundry. his brother Erastus joined him to establish E. and T. Fairbanks, a partnership to manufacture heating stoves, cast iron ploughs a design for which he patented in 1826. In 1830 Fairbanks and Erastus became interested in the raising and processing of hemp. Fairbanks went on to patent a hemp and flax dressing machine and became the manager of the St. Johnsbury Hemp Company. He also built a set of scales that would measure large loads of hemp accurately, as there were no reliable scales at the time. Upon the success of building these scales, his brothers recommended that he make and sell these for general use. Fairbanks' most famous invention then became the platform scale for weighing heavy objects. These are commonly known as the Fairbanks Scales, for which he patented his original design in 1830. Before this time, accurate weighing of objects required hanging them from a balancing beam as a result, particularly heavy or ungainly objects could not be weighed accurately. A platform scale, if large enough, could weigh an entire wagon. By placing a full wagon on the scale, unloading it, and then placing it on the scale when empty, it became possible to easily and accurately calculate the weight and value of farm produce and other loads. In 1834 Fairbanks and his brother formed "E. and T. Fairbanks and Company" to manufacture and sell these platform scales. These scales were well known in the United States and around the world resulting in the company doubling in volume every three years from 1842 to 1857. There was a temporary slow down during the American Civil War, however, the business took off again after the war. Their partnership was incorporated in 1874 into a firm known as "Fairbanks Scale Company". These platform scales revolutionized weighing methods of large loads and have been in use ever since. Portable platform scales are found in almost every hardware store, physician's office, and manufacturing factory throughout the United States and the world. The first railway track platform scale patent was granted to Fairbanks on January 13, 1857, as Patent No. 16,381. In 1916 the company was purchased by ”Fairbanks, Morse and Company”. Ownership of the company has since changed several times, but Fairbanks Scales continue to be made in St. Johnsbury Vermont to this day. Fairbanks had received 43 patents in his lifetime with the last one at the age of 91. He died on April 12, 1886, and is buried at St. Johnsbury, Vermont, at the Mount Pleasant Cemetery. An early example circa 1900 of the first type of platform scales used in a grocery store. This design for accurately measuring goods that were sold over the counter revolutionised the weighing of goods throughout the world. Platform scale metal black with removable tray & pan. Functional object - Lantern Glass, Nier Feuerhand, 1933
The Feuerhand lantern works were established in Beierfeld in the Saxon Ore Mountains. Called Erzgebirge in German or Krušné hory in Czech, is a mountain range in the south of Saxony in Germany known for its craftwork. Lantern production began in the area by Hermann Nier who ran a plumber's workshop around the 1870s and made lanterns, amongst other things. In the town of Beierfeld, also well-known for its metalworking were the brothers Hermann and Ernst Nier who founded a modern production centre for hurricane lanterns manufacture in 1893. Five years after the foundation, the company Frankonia (Albert Frank metalware) bought up the production site and the brothers Nier became production managers. Owing to differences with Frankonia, Hermann Nier finally started its hurricane lantern factory "Hermann Nier Feuerhandwerk" in 1902. In the same year, he applied for a patent for the manufacturing of lanterns using the stamping and folding techniques with tinning by hot-dipping and without hand-soldering. In 1914 the trademark "Feuerhand" was registered for all products as a utility model of the German Reich in German: "Deutsches Reichs-Gebrauchsmuster" (DRGM) and in 1920 the round Feuerhand emblem was added to the brand. Finally, in 1926 the patents, as well as the trademark "Firehand", were also registered in the USA. The manufacture of the well-known small hurricane lanterns the “Baby Series” complete with fireproof borosilicate glass from the Firma Schott firm from Jena started in 1933. Between 1918 and 1938 Nier Feuerhand became the biggest producer of hurricane lanterns in the world. Production continued until 1990.A significant item that demonstrates from its fabrication a manufacturing process that was far in advance of its time and that influenced the production of lanterns from many other manufactures around the world. These types of lanterns made by Feuerhand around the early 20th century are now sought after by collectors.Small round lantern replacement glass called "Feuerhand" Superbaby Model. Equipment - Diving compressor and helmet, 1944
Siebe Gorman & Company Ltd was a British company that developed diving equipment and breathing equipment and worked on commercial diving and marine salvage projects. The company advertised itself as 'Submarine Engineers'. It was founded by Augustus Siebe, a German-born British engineer chiefly known for his contributions to diving equipment. Siebe Gorman traded as an engineering firm for over 180 years from 1819 to 1999. The early success of the business was due to its founder, the Prussian immigrant Christian 'Augustus' Siebe (1788-1872). For business reasons, he applied for and was granted British citizenship in 1856. He was a gifted engineer who was able to translate theoretical problems into practical, working products. During the industrial Victorian period, the business traded as 'A. Siebe' at 145 High Street Holborn London, but in 1828 new premises were acquired at 5 Denmark Street, Soho. The family firm produced a wide range of manufactured goods including paper-making machinery, measuring machinery, water pumps, refrigeration equipment, and diving apparatus. Augustus Siebe specialised in submarine engineering early on and the company gained a reputation for the manufacture of safe, reliable diving apparatus. Augustus Siebe is best remembered for the development and manufacture of the ‘closed’ Diving Dress based on the ideas of Charles and John Deane, George Edwards, and Charles Pasley. Apart from some small modifications to valves and diver communications, the basic 12 bolt ‘closed’ diving dress remained relatively unchanged after the 1870s. Later company successes were also based on innovation, with new products that could be successfully developed and manufactured to high standards. This was largely attributed to the inventive nature, foresight, engineering, and entrepreneurial skills of Robert Henry Davis (1870-1965). In 1882, RH Davis joined the company of 'Siebe & Gorman' as a young 11-year-old office boy and he was to remain with the company until he died in 1965. Augustus Siebe retired in 1869 and handed over the company to a new partnership of Henry H. Siebe (1830-1885) and William A. O'Gorman (1834-1904). The new firm traded as 'Siebe & Gorman' (1870-1879) from premises in and around Mason Street, Westminster Bridge Road, Lambeth, London. The two partners soon recognised the potential of R.H. Davis and in 1894, aged 24, he became General Manager of Siebe & Gorman. Davis increasingly ran the company until the surviving partner (W.A. Gorman) died in 1904. The firm was disposed of to the Vickers (armaments) family and a new company 'Siebe Gorman & Co. Ltd.' (1905-1998) was formed. Under the chairmanship of Albert Vickers, R.H. Davis was kept on as Managing Director, and the company forged ahead. However, after WW1, the Great Depression caused manufacturing output and share prices to slump. In 1924 Robert Davis made a deal with the Vickers Board and acquired control of the company through majority shares. Under his leadership, the Siebe Gorman Company flourished and within time, four of his sons also joined the firm. The company gained a worldwide reputation for the manufacture of diving apparatus, decompression and observation chambers, and safety breathing apparatus of all types for use on the land, in the air, and under the sea (including mine rescue, tunneling, aircraft, diving, submarine escape and in other hazardous environments). Close research and development links with the MOD (especially the Admiralty), also provided a lucrative outlet for the company products. In 1932, Robert Davis was knighted by King George V, principally for his invention of the ‘Davis Submerged Escape Apparatus’ (D.S.E.A.). Siebe Gorman essentially remained a family firm from the beginning (under A.Siebe) until it became a public company for the first time in 1952. However, following WW2, British manufacturing stagnated through stifled investment and post-war austerity, and there was little innovation. Siebe Gorman's fortunes began to decline as an aging Sir Robert Davis failed to invest, or change the company's business and management practices. In 1959, Siebe Gorman was acquired by the “Fairy Group” and the ailing Sir Robert was made Life President. Consequently, nothing changed and the slow decline continued until Sir Robert's death in March 1965. Around 1960, Siebe Gorman acquired the diving apparatus manufacturer C E Heinke, and for a brief period, it manufactured some diving equipment under the combined name of Siebe Heinke. Around 1964, Mr E. 'Barry' Stephens was appointed as the new Managing Director to modernise Siebe Gorman. Changes were made, including a move to a new factory in Wales in 1975. The new company concentrated on fire-fighting breathing apparatus and escape equipment, and the move coincided with the loss of many of the older, traditional craft skills. Between 1985 and 1998, Siebe expanded through acquisitions, and several other companies were acquired. The Siebe Gorman (diving apparatus) company has therefore traded as A. Siebe (1819-1870); Siebe & Gorman (1870-1879); Siebe Gorman & Co (1880-1904); Siebe Gorman & Co. Ltd (1905-1998). (For information regards the diving helmet & Frank King see Notes Section at the end of this document)The items are very significant as a snapshot into marine history and the development of diving equipment generally especially that used for salvage operations before and during WW2. The company that made the equipment was a leading inventor, developer and innovator of marine equipment with its early helmets and other items eagerly sought after today for collections around the world. The items in the Flagstaff Hill collection give us an insight as to how divers operated and the dangers they faced doing a very necessary and dangerous job. Equipment, Elwell-Powell, Elwell-Parker AC Generator
This AC generator operated for the State Electricity Commission in the Ballarat North Power Station prior to World War Two. James Oddie of Ballarat has an association with Thomas Parker of Elswell-Parker. In early 1887 Oddie arrived in England seeking information on electrical knowledge and its developments. At this time Henry Sutton was teaching Electricity and Magnetism at the Ballarat School of Mines. Oddie stayed in the United Kingdom for around three years and during that time became a close friend of Thomas Parker and his family. The two first met at the first official running of the Blackpool tram, and Oddie was invited to visit Parker at Wolverhampton. Over the years Thomas Parker kept newspaper cuttings (mainly Australian) relating to James Oddie and his work. The following article is a description of the Wolverhampton works by James Oddie, and was collected by Thomas Parker. After the dinner at Blackpool, Mr. Parker visited me, and cordially invited me to see his extensive works at Wolverhampton, an invitation I was not slow to avail myself of. This was the keynote of the best friendship I made in England. I went shortly afterwards and stayed several days, visiting the works daily, as Mr. Parker gave me the run of the whole works. There I ordered the installation of a 60 light dynamo, with a 28 cell storage battery and paraphernalia, now doing duty at the Observatory. I subsequently visited the works frequently, sometimes for a week at a time, and I regard it as the brightest spot in my English constellation. Mr. Parker started his works in 1880, with one man beside himself. He never had a single day’s instruction in electricity in his life; now he daily instructs between 300 and 400 employees, who worship him as a father. He is said to be now the most practical electrical engineer and mechanist in Europe. During one of my visits I took with me an artist, who is painting for me a portrait, 6 feet by 5 feet, of Mr. Parker, surrounded by dynamos, secondary batteries, measuring instruments etc. Electric tram cars are going to be a big thing in England. Parker’s Company Limited, is now, with three other companies, in the hands of the Electric Construction Company, with Mr. Parker as manager of the lot. The whole of the works will be taken to Wolverhampton. Before I left, a tender for £50,000 was accepted for the construction of new works.AC Generator painted read and black on a stand. Document, James Baker, Ballarat School of Mines Collector, James Baker, 1870, 1870
Information related to the establishment of the Ballarat School of Mines, the first of its kind in Australia. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat has a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University. In 2016, Federation University Australia announced plans to take possession, over a two-year period, of Monash’s Berwick Campus in the south-east corridor of Melbourne. Federation University Australia, or FedUni, is headquartered in Ballarat and offers programs in Higher Education and Vocational Education and Training to regional Victoria and beyond. The University’s commitment to educational and social equity, teaching excellence, research distinction, environmental sustainability and regional capacity building has enabled it to develop in a way that draws on its proud heritage to inform its future. Its regional character sets a framework for the University’s priorities but does not constrain it from serving wider community interests, nationally and internationally. The name Federation University Australia was chosen to convey the scope and capacity of an expanded regional university with a federated network of campuses.Copy of a letter signed by James Baker outlining that he had been appointed Collector to the proposed Ballarat School of Mines, and requested co-operation and pecuniary assistance torwards the establishment and maintenance of the new school. School of Mines for the COlony of Victoria Ballarat, 1870 Sir,- Having been appointed to the Trustees of this proposed Institutin, I have the honor to request your co-operatoin and pecuniary assistance towards its establishment and maintenance. Your attention is respectfully requested to the appended outline of the Institution, with the names of gentlemen who have accepted provisional offices. The object sought to be obtained is the cobinatin of the highest scientific with the most practical training for all men engaghed in the enterprise of mining in its various branches, whether so engaged as mining managers, engineers, surveyors, mechanists, working miners, directors or promoters of companies. Hitherto, in this Colony, no means of scientific educatin, in this most important occupation has been provided. The result has been an enormous waste of captial, time, and labor. Indeed, it may be fairly stated that the persent depression in the mining market and the distrust of mining property as an inverstment may in great part be traced to the numerous failures of enterprises either ignorantly entered upon or unscientifically, pursued. The scientific education of those engaged in mining pursuits would, it is believed, not merely render gold mining a safe and generally more productive speculation, but would bring into profitable prominence and activity many branches of mining now wholly neglected, or distrustfully, and consequently unsuccessfully, pursued. The Government has so far recognised the attempt to estalish this, so much wanted, Institution as to grant a ease, at a nominal lease, of the old Court-house in Lydiard street : and steps are being taken to put the building in repair and adapt it to the requirement so fhte proposed School. You will see from the appended Outline that L600 at least much be subscribed before the School can be opened. Towards thos sum several public bodies and private persons have given subscriptions; either as Life Governors, Annual Governors, or Donors, by whose liberality the Institution may be not only opened, but permanently maintained in the highest state of efficiency. I trust therefore that you will pardon my earnestly requesting your assistance, which many be effectually rendered by your returning to me one of the enclised forms, signed by you either as a Life Governoe (L50), and Annual Governor (L3 3s), or simply as a Donor of any sum which you may see fit to give. I have the honor to be, Sir, Your most obedient Servant, James Baker, Collector to School of Mines.ballarat school of mines, ballarat school of mines establishment, balalrat school of mines collector, james baker -

Photograph - Map of Dendy's Special Survey, 1852 Map of Henry Dendy's Special Survey of 1841, 19th Century
A Map drawn in 1852 that shows the 5,120 acres that formed Dendy's Special Survey of 1841. In 1840 Henry Dendy, a farmer in Surrey, England acquired a "Special Survey" from the Commissioners for Land and Emigration which gave Dendy the right to choose land in Port Phillip for the "bargain basement" price of only £1 per acre for 5120 acres, (an area of 8 square miles). The Special Survey also included the right to "the shipment of a worker for every £20 spent on land, whose free passage was paid by the Crown, equalling a total of 100 workers ". Accordingly Dendy sold his English holdings and paid the required £5120 and arrived in Melbourne in February 1841. However by this time land in the new colony was selling for £5 - £40 per acre. Because Henry Dendy possessed the order from the Colonial Office in London he was able to successfully oppose Governor LaTrobe's attempts to alter the price of the land. Dendy appointed Jonathan Were, (an entrepreneur, who had arrived in 1839), as his Manager and who later became a partner. Together, Dendy and Were decided on an area 5 miles south from Melbourne, bounded by North Road, East Boundary Road, South Road and to the west by Port Phillip Bay. Were and Dendy pitched their tents in the area now known as ' Park St, Brighton' and sank a well near the corner of 'St Andrew's St and Wells St'. By 1845 J.B Were and Company had bought almost half of Dendy's land and Were built himself "Moorabbin House" in Were St Brighton made from stone, quarried from local cliffs. It was still standing in 1924. Legend records Moorabbin is named after the Aboriginal word for ' Mother's Milk ' The soil is very fertile and well supplied with water especially in the area called 'East Brighton' - now known as Bentleigh and East Bentleigh - By 1850 the area had developed with numerous market gardens, dairy farms, fruit gardens and vineyards supplying food for the growing population of Melbourne. This Map shows the birth of the Brighton and Moorabbin area. On 18th January1859 Brighton was proclaimed a Municipality and a Borough by October 1863. Meanwhile, following a Petition, the area of East and South Brighton, incorporating Mordialloc, Cheltenham, Mentone, Sandringham and Oakleigh separated from Brighton to form the Moorabbin District Roads Board becoming the first Local Government Authority. Col. William Mair was elected as the first Chairman of the Moorabbin Roads Board. Moorabbin Shire 1871 developed further and was declared a City in1934. The City of Moorabbin was the largest Municipality in Melbourne before the Amalgamation of Councils in 1994 when it was divided in the south to City of Kingston and in the north to City of Glen Eira A Photo-lithographed 1852 Map showing the 5,120 acres that formed Dendy's Special Survey of 1841.
Financial record - Bank Deposit Book, Commercial Banking Company of Sydney Limited, Pre Jan, 1932
This bank deposit book was used for financial deposits made between1932 and 1936. The funds were deposited into the Emergency Account of the Warrnambool Harbour Board, lodged at the Warrnambool Branch of the Commercial Banking Company of Sydney Limited (CBC). James Menzies, Pilot and Harbour Master from 1929, would have used this deposit book when he was appointed as Acting Secretary of the Warrnambool Harbour Board in 1932. He held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. This financial record book is significant for its association with the historic financial records of the Warrnambool Harbour Board and relates to the maritime history of Warrnambool, in particular with the Port of Warrnambool.Warrnambool Harbour Board Emergency Account Book containing deposit receipts and blank forms for the Commercial Banking Company of Sydney Limited.
