Opening of Eltham Library by The Hon. R.J. Hamer, E.D., M.P. (right) and Cr. G.C. Dreverman. The Eltham Branch of the Heidelberg Regional Library Service was opened on 17 August 1971 by Victoria’s Chief Secretary R. J. Hamer. The library was designed by the firm Leith and Bartlett and was the southern wing of the Shire of Eltham Offices in Main Road Eltham. Visitors entered a “book plaza” which embodies the display techniques of a bookshop. Through this area was located a quieter area for reference and the more “purposeful” reader. The library was opened as part of the Shire of Eltham’s centenary celebrations. The library and Shire Offices were demolished exactly 25 years later in 1996. The Eltham Community and Reception Centre was Australia's first public mud-brick building. Commissioned in 1977 by Eltham Shire Council, led by Shire president (and architect) Robert Marshall, architects Whitford and Peck were asked to design a multipurpose facility in mud-brick and timber. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. The locomotive was built by the American Baldwin Locomotive works in 1880 and was converted to a W class engine by the Phoenix Foundry at Ballarat in 1882. Agitation for a railway extension began in 1888 when a meeting was held at Arthurs Creek to press for the construction of a railway line from Heidelberg to Kinglake. The Chairman Mr Charles Draper said this was necessary because this was the best fruit growing district in Victoria. Mr Cameron M.P. pointed out that whatever route the line took it would have to follow the Diamond Valley from Eltham. At the same time another meeting was pressing for the line to be extended to Queenstown (St Andrews). However when detailed surveys were made it was discovered that the only possible route was to Hurstbridge because of the hills. In 1912 the railway was opened terminating at Hurstbridge. He arrived in Adelaide about 1860 along with his parents who encouraged his early interest in photography. He opened a studio in Adelaide in 1867 after traveling extensively throughout the Gippsland taking photographs. After marrying in 1870 he moved to Talbot in Victoria until 1876 when he opened a studio in the Royal Arcade in Melbourne. After 1885 N.J. Caire gave up his city work and made his home in South Yarra and devoted the rest of his life to outdoor photography, specializing in the bush, the gullies and the mountains of south-eastern Victoria. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976. The Coat of Arms of the Shire of Orbost has been designed in the form of a cross in which five stars are set on a shield. This was typical of those used by many shires and cities throughout Victoria and the Commonwealth. A small crown above the cross indicates the loyalty of the President, Councillors and Ratepayers to the reigning King or Queen. The inner circle of the shield contains four figures, a sheaf of wheat, a factory, a cow, and a ship, which represents the activities of agriculture, fishing, industry and dairying undertaken in the district. Originally part of the Bairnsdale district, Orbost split away as part of the Shire of Tambo in 1882, and became a Shire in its own right as the Shire of Croajingolong on the 30th may 1892. The name changed to the Shire of Orbost on 17 February 1893. Orbost was divided into four ridings on 31st May 1895, they were the North, South, East and Central riding, which was represented by three elected councillors. The Shire coat of arms was on the wall on the right of the front entrance to the building and was removed from the current building when Orbost Shire Council was amalgamated into East Gippsland Shire in 1994.The current building was opened on Friday 28th February 1969 by the Premier of Victoria, The Hon. Sir Henry E. Bolte, K.C.M.G., M.P. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. This is the twenty-first key presented to Ronald Arthur Edwards in August 1935. The celebration, held at his parents home in Husband Road, Forest Hill, was attended by many well known local people who signed his birthday key. Ronald Edwards was the youngest child of Arthur and Martha Edwards. In 1929 aged 15 he contracted poliomyelitis and became an invalid. This plaque commemorates the opening of the Wodonga Municipal Saleyards, named the W. G. Page Saleyards, in 1980. The last sales at this facility took place in February 2015 before being replaced by the privately-run Barnawartha North's Northern Victoria Livestock Exchange. William George Page was Shire and City Engineer in Wodonga from 1965 until 1989. When he arrived the Shire of Wodonga had a population of 17,000 people. In 1966 Wodonga was selected as a city for special growth assistance. In 1972 Bill Page presented a new Town Plan to the Wodonga Council. Over the ensuing years he dedicated himself to bring this plan to fruition. He often had to argue and campaign with the Albury-Wodonga Corporation to push for the interests of development in Wodonga. This included winning a planning appeal to allow the saleyards to be relocated to Bandiana on the outskirts of Wodonga. Bill Page retired on health grounds in July 1989. The Council honoured him with a farewell dinner and renamed the saleyards at Bandiana the W.G. Page Saleyards in his honour.The Mayor , Cr Valentina Gillard, said "Every development in Wodonga in the past 24 years has a bit of Bill Page in it". A recording of a speech by PM Robert Menzies at Legacy House during the launch of Legacy Week in 1960. The Prime Minister is recognising the importance of the welfare carried out by Legacy for the families of service personnel who have died as a result war or since. The event was covered in the press, with a photo appearing in The Age on 6 September 1960. The article was saved in a scrapbook of press clippings. The Kyeema airline crash took place on 25 October 1938 when the Australian National Airways Douglas DC-2 Kyeema, tail number VH-UYC, flying from Adelaide to Melbourne, commenced final approach to Essendon Airport through heavy fog and crashed into the western slopes of Mount Dandenong, killing all 18 on board instantly. There is strong evidence that the pilots were becoming unsure of their position. According to Macarthur Job's book, Disaster in the Dandenongs, the radio operator had requested the controller at Essendon give them a radio bearing. Essendon had acknowledged and told them to leave their transmitter on, but the signal stopped and no further contact was made. It is thought that this is the moment that Kyeema hit the mountain. There were 18 people on board the DC-2: 14 passengers, the captain, the first officer, an air hostess, and a cadet pilot who operated the radio during the flight. The victims were :— THE CREW. The following information was the preface of the 1985 GIAE handbook: The Gippsland institute of Advanced Education was established by an Order-in-Council in September, 1968, but, owes its origin to engineering diploma courses established in 1928 to service the developing electrical industry. The Council of the Institute includes members of the Gippsland community who are prominent in industry, commerce, education and the professions, the Director of the institute, the representative of the academic staff, of general staff, of students and of the Convocation of the Institute. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. The institute also has a very large commitment to a program on external studies. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat had a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968.
