The following information was the preface of the 1985 GIAE handbook: The Gippsland institute of Advanced Education was established by an Order-in-Council in September, 1968, but, owes its origin to engineering diploma courses established in 1928 to service the developing electrical industry. The Council of the Institute includes members of the Gippsland community who are prominent in industry, commerce, education and the professions, the Director of the institute, the representative of the academic staff, of general staff, of students and of the Convocation of the Institute. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. The institute also has a very large commitment to a program on external studies. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat had a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. Before her marriage to Ron Kirner, Joan Hood taught at the Ballarat Girls' Junior Technical School in the late 1950s. The Girls' school was a division of the Ballarat School of Mines. After entering politics Joan Kirner was Minister for Education (1988) and Premier of Victoria (1990 to 1992). In 1992 Premier of Victoria Joan Kirner visited her former workplace to officially open and name four new facilities, marking stage 2 of the school's State Works and Services Development Project. Honoured in the naming ceremony was the late Albert Steane, the late Kenneth Fleckoe and Mr Jack Barker, President of the Ballarat School of Mines. The fourth facility was the recently opened carpentry and joinery complex. Mrs Kirner said naming the building in honour of the three men would act as a continual reminder of their contribution to education in Australia and what they have passed on to future generations. She said the Government and the State Training Board saw the college as not only one that was most important to Victoria but also nationally and internationally. William Fleming Hopkins was born in the Maryborough District in 1864. He graduated from Adelaide University, B.A.. Returning to Victoria he did three years of teaching at Portland and Scotch College. Admitted to Melbourne University, graduating M.B. and B.S. in 1891 and secured the appointment of Medical Officer and Manager of the Stawell Hospital. Doctor Hopkins joined the Victorian Rangers Medical Staff in 1892 with the rank of Captain. He served with them until his appointment as Medical Officer to the First Victorian Contingent under the command of Captain McLeish. Captain Hopkins exhibited courage and coolness under heavy fire attending to the wounded at Rensburg. On returning to Australia, Bishop and Grimwade together with Mr Peter Paterson introduced gynaecological laparoscopy to Melbourne, practising at the Queen Victoria Memorial Hospital (QVMH), Melbourne in 1969. The College, through the Victorian State Committee of the Australian Council, RCOG, ran training courses in laparoscopy for local and interstate gynaecologists. These were conducted by Bishop, Grimwade and Paterson. They established protocols, with particular reference to safety, for the conduct of laparoscopy. Laparoscopy was used initially for diagnosis and for limited treatment using diathermy for conditions such as endometriosis. The real impetus came with the great upsurge of tubal sterilization in the early 1970s. Early techniques included diathermy and division of the Fallopian tubes using the Palmer forceps. Part of the laparoscopy equipment donated by Dr Geoff Bishop. Dr Geoffrey Bishop, whilst at the Department of O and G, University of Liverpool, UK, began laparoscopy in 1969. On returning to Australia, Bishop and Grimwade together with Mr Peter Paterson introduced gynaecological laparoscopy to Melbourne, practising at the Queen Victoria Memorial Hospital (QVMH), Melbourne in 1969. The College, through the Victorian State Committee of the Australian Council, RCOG, ran training courses in laparoscopy for local and interstate gynaecologists. These were conducted by Bishop, Grimwade and Paterson. They established protocols, with particular reference to safety, for the conduct of laparoscopy. Laparoscopy was used initially for diagnosis and for limited treatment using diathermy for conditions such as endometriosis. This school was one of the earliest in St Kilda. The 1842 plan of Crown Lands that were sold to establish what became the village of St Kilda reserved an area on Acland Street for the 'Church of England and School'. Christ Church was constructed on the site in 1854-57. A school had started before then but was closed for about a year after the Head Teacher abandoned his students in search of gold. A sign on the door read 'This school is closed in consequence of the master having gone to the diggings'. The school was re-opened in 1853, with only two pupils on the first day. The new Headmaster was John Hadfield, a teacher who had recently arrived in Melbourne from Wiltshire, England. He stayed on as Headmaster for the next 22 years. Free secular compulsory education was introduced in Victoria from 1873. Until a permanent State school could be built in the area, the Government used the St Kilda Town Hall for this purpose, and the students from Christ Church school were transferred there. The Brighton Road State School was opened in January 1875, with John Hadfield was its first Headmaster. The Government then leased the old Christ Church schoolroom and established a second school there. The Headmaster was James A Ure. The school continued until the 1940s. Served in Egypt and on the Western Front Returned to Australia 01 November 1919 Awarded OBE Death of Rev. J. A. Gault The Rev. J. A. Gault, a Methodist minister, who was widely known to Australian soldiers as Padre Gault, died yesterday after a long illness. One of the best-loved padres in the AIF, Mr. Gault served for four years with the Australians, at first in Egypt and later in France and England. After the war, he continued to show great interest in returned soldiers and work in training camps. When he retired in February, 1934, Mr. Gault had been in the ministry for 40 years. Bom at Manchester. England on June 10, 1865 he came to Australia when aged three years in the sailing-ship Antiope. He was educated at Gold street State school and later at Wesley College. After his appointment as a minister, he served the church in many circuits in Tasmania and Victoria. Before the war he was superintendent of the Methodist Mission at Collingwood,and after his return from overseas he occupied important positions, including those of superintendent minister in the Brunswick, Port Melbourne, and Yarra street, Geelong, circuits. His last charge was at Camberwell. After ill-health caused him to retire, he lived at Mentone. He has left a widow, a son, and two daughters. Dr. Edward Gault. of Collins street, is a brother, and there are two sisters in New Zealand. The funeral will leave Mr. Gault's home In Sea parade, Mentone, tomorrow, at 2p.m., for the Methodist Church, Mentone. It will then proceed to the Springvale Crematorium. W. D. Rose and Son. Cheltenham, are making the arrangemnts. R.S.L. Tribute "Returned soldiers will learn of the death of Padre Gault with deep regret," said the president of the Returned Soldiers' League (Mr. G. W. Death After A Long Illness. After a long Illness, the death occurred at his home at Mentone yesterday afternoon, of Rev. James Archibald ("Padre") Gault, one of the best known and beloved Methodist chaplains to the A.I.F. at Galllpoli and in France. Sorrow at the "padre's" demise, at the age of 72 years, will be shared not only by the thousands to whom he rendered, both spiritual and temporal comfort during the war, but, also by a host of friends won during a long and. fruitful, ministry at many centres in the State, and as chaplain at military camps after the war. He retired from the ministry three years ago, and had suffered Ill-health from that time. Deceased entered the Methodist ministry in 1894, and was ordained four years later. After a successful year as conference evangelist. he was stationed at Mansfield, then at Richmond. Following a ministry at Richmond he was transferred to Tasmania, where for twelve years he exercised his ministry at Mt Lyell Launceston, Penguin and Hobart. Returning to Victoria, Mr. Gault was stationed at St. Kilda, and when the war broke out he was associated with the Colllngwood Mission. He left on active service as a chaplain with the first troops, and was ' present ' throughout the Galllpoli campaign. Later he was with the forces In France, and remained on active service until the last of the troops were demobilised to 1920. He was affectionately known as "padre"after the war to the thousands of soldiers who had learned to regard him as guide, philosopher and friend In the trenches. He was noted always for the good cheer he invariably brought to the troops, and his famous "stunts" among the men were subsequently recorded by him in his publication, "The Stunt Book." For services rendered he was made a member of the Order of the British Empire. On his return to Australia In 1920 he was stationed at Brunswick for three years, and then followed ministries at Port Melbourne, Spring-road, Malvern and finally at Camberwell. A deeply spiritual man, he brought a rare devotion to his ministry, and was beloved by his congregations and ministerial brethren alike. He shunned the limelight, and was one of the most retiring men in conference affairs. The deceased is survived by a widow, two daughters and, one, son. Dr. Edward L.
