Rationing regulations for food and clothing were gazetted on 14 May 1942. Rationing was introduced to manage shortages and control civilian consumption. It aimed to curb inflation, reduce total consumer spending, and limit impending shortages of essential goods. The broad reasoning behind the introduction of rationing was to ensure the equitable distribution of food and clothing. It was also hoped that a cut on consumer spending would lead to an increase in savings, which in turn could be invested in war loans. Australians were never as short of food nor rationed as heavily as civilians in the United Kingdom. Rationing was enforced by the use of coupons and was limited to clothing, tea, sugar, butter, and meat. From time to time, eggs and milk were also rationed under a system of priority for vulnerable groups during periods of shortage. Rationing was administered by the Rationing Commission. The basis for policing food rationing was through the surrender of coupons before rationed goods could be supplied. This had to occur between traders as well as consumers. Coupons were passed back from consumers to retailers, from retailers to wholesalers, and in many cases from wholesalers to producers, who were requested to return them to the commission. Breaches of rationing regulations were punishable under the general provisions of National Security Regulations by fines of to £100 or up to six-months imprisonment. Responding to the complaint that these penalties were inadequate, the government passed the Black Marketing Act at the end of 1942. It was established on 1 July 1989. It was designed to offer useful information to Australian Soldiers, serving at home and abroad during World War 2. The book was a gift from the A.C.F. (Australian Comforts Fund) and was revised several times during the war. It contained approximately 125 pages of facts and helpful hints. The Australian Soldier's Pocket Book was originally compiled and issued in Victoria by the Victorian R.S.L. War Service Fund. It's contents included 'rules and regulations' and other content which varied according to the date of print. These cards were issued during World War 11 to British subjects who were civilians. This included all non-indigenous adults born in Australia. The concept of Australian citizenship was only introduced by the Nationality and Citizenship Act of 1948. All adults had personal identity cards and were required to report changes of address to the government. These cards were particularly important in the identification and monitoring of Aliens (non-citizen residents) , particularly non-Europeans and Asian residents.Peter Frawley was a long-time resident of Wodonga. He was a veteran of Gallipoli and Fromelles. For his actions at Fromelles, he was awarded the French Croix de Guerre. After the war Peter became a successful jockey and one of his greatest successes was winning the Australian Steeple Chase at Caulfield in 1922. He was an active member of the Wodonga Turf Club and Bonegilla Race Club and a founding member of the Wodonga Show Society. Peter’s wife Connie was an integral member of the Wodonga Hospital fundraising committee, being awarded a life membership. Nereida Pearl Goyne (nee Emery) lived most of her life in Wodonga. Correspondence showing the return of money borrowed to fund the writing of the biography of Legatee Savige. 00782.2 and 00782.3 are letters to H.G. Brain as one of the donors who financed the publication of the biography of Sir Stanley Savige, enclosing receipts for 200 pounds (00782.1). Of particular interest is the 3d (threepenny) Victorian Stamp Duty stamp stuck to the receipts and overwritten in blue ink to denote they are duplicates, which indicative of government regulations at the time (1957). 00782.4 is a copy of a letter sent to W.B. Russell (the author) confirming the arrangements for writing and payment of the book.A record of some of the financial arrangements made by the publishing committee in order to get the biography written and published. The Melbourne Electric Supply Co. operated a Power Station in Richmond and provided power to the Prahran and Malvern Tramways Trust and the Hawthorn Tramways Trust. They also provided power to Geelong and operated the Geelong Tramway system. MESCo Geelong and Richmond operations were taken over the SECV in 1930. The book gives the requirements for wiring of building and switchboard. Yields information on the electrical requirements that electricians were required to work to where MESCo supplied electricity. It would have been used in the development of the SEC rules. Has a strong association with one of the MESCo Electrical Inspectors.Book - The Melbourne Electric Supply Co. Eleanor Hinde (1842-1902) was born in Lancashire England. In 1858, Eleanor married Richard Reynolds in the Forest Street Wesleyan Methodist Church in Sandhurst. They both gave their address as Sailors Gully Goldfields. They had seven children together. Richard was a skilled tradesman and after he died in 1872 from lung disease, Eleanor married Arculus Opie. Eleanor owned a property on the corner of Gladstone and Stanley Streets which later became an electrical substation. She sold poultry and eggs and preserves. The four folders contain family history documents and photos of the descendants of Eleanor Hinde. The Northern District School of Nursing opened in 1950 in to address the issues around nurse recruitment, training and education that had previously been hospital based. The residential school was to provide theoretical and in-house education and practical training over three years. The students would also receive practical hands-on training in the wards of associated hospitals. The Northern District School of Nursing operated from Lister House, Rowan Street, Bendigo. It was the first independent school of nursing in Victoria and continued until it closed in 1989. The book "The First of its Kind" was published in 2015. Printed in Bendigo by "Bendigo Modern Press".
