Aboriginal children in remote communities have the lowest rates of success in school. The reasons for the lack of success are well known, and mainly lie outside of the schools and their programs. Education authorities have made some poor choices in the past. They have not enforced the necessary discipline on children to attend school, and they have placed cultural sensitivity above the needs of the child to cope in the modern economy. More recently they have begun to concentrate on programs in literacy and numeracy, but success is limited because of the perverse incentives of other government initiatives. These initiatives have been blind to the need to deal with the absence of an economy in remote areas, and the absence of a work ethic among Aborigines who are welfare dependent. The absence of the work ethic and the absence of work have severely constrained the returns on the investment in Aboriginal education. The correct policy response to failure at school will be determined not simply by additional programs at school, but by how various issues of transition to the real economy - work, individual obligation, mobility - are managed. The transition will be better managed if educators and governments understand that education is essentially an instrument in economic integration, and that many remote communities are not viable, and where they are not schools should not be used as pawns to keep them afloat. Moreover, educators and governments should understand that western education cannot and should not preserve Aboriginal culture. This book is a collection of Victorian Indigenous Elders' life stories and oral histories. The Elders share their stories in an attempt to ensure that both sides of Australia's history are finally heard. These stories tell of cultural resistance on missions, of defying assimilation laws, of forever moving around to save children from the welfare. They document the development of both fringe and urban communities and work in the Aboriginal rights movement. They clarify the ways in which these experiences have affected the individual authors along with the indigenous population in general. Also included in the book is a brief history and analysis of the legislation, policies, attitudes and strategies that have affected the lives of the authors and their families since colonisation. This aspect provides an historical perspective, encouraging a deeper understanding of the Elders' stories. Brian Leslie Howe, AO (born 23 January 1936), is an Australian former politician who served as the Deputy Prime Minister of Australia in the Labor government under prime ministers Bob Hawke and Paul Keating from 1991 to 1995. Howe was born in Melbourne. He spent his early childhood in the suburb of Malvern and was educated at Melbourne High School and the University of Melbourne. He later studied theology in Chicago (1967–69) and then returned to Australia. He served as a minister with the Methodist Church and the Uniting Church in various parts of Victoria – Morwell, Eltham and Fitzroy. Howe was elected to the House of Representatives in 1977 representing the northern Melbourne metropolitan electoral Division of Batman. He defeated the incumbent Horrie Garrick for Labor preselection in a hard-fought contest.[1] A member of the Socialist Left faction of the Labor Party, he was Minister for Defence Support in the government of Bob Hawke from 1983. In 1984 he became Minister for Social Security and carried out various radical reforms to Australia's welfare system.[2] Howe appeared to face significant opposition within his electorate in 1988, when up to 60 members of the Greek Westgarth branch of the ALP defected to join the Australian Democrats. One of the defectors, tram-conductor George Gogas, contested Batman as a Democrat candidate in 1990, but polled only 12.9 per cent of the vote.[3] After the 1990 election Howe was appointed to the post of Minister for Community Services and Health. When Paul Keating resigned from Cabinet in 1991, Howe succeeded him as Deputy Prime Minister. He became Minister for Health, Housing and Community Services in the Keating government in December 1991, dropping the health part of the portfolio in 1993. In June 1995 he resigned as Deputy Prime Minister and was succeeded by Kim Beazley. He did not stand for re-election at the 1996 election. Following his parliamentary career, Howe has been appointed as an Associate Professor for Melbourne University and continues to work with social policy and related fields. Honour Board - PAST PRESIDENTS of the SUNSHINE and DISTRICT FRIENDLY SOCIETIES DISPENSARY
Friendly Societies originated in the industrial areas of the United Kingdom. The first society in Victoria was formed in 1839 and by 1913 more than half of the Victorian population was insured by Friendly Societies in some fashion. The societies were financed by Members' subscriptions and offered health benefits and other welfare services, before these services were provided by the government. Doctors were paid by the societies to treat members free of charge, and Dispensaries were established to provide members with subsidised quality medicines. The Sunshine and District Friendly Societies Dispensary was established on the 1st of March 1930 with a membership of 896, and it was located in Sun Crescent Sunshine. The membership grew to 1052 within 4.5 years, and the number of prescriptions dispensed in the 6 months prior to November 30,1935 totalled 10,535. The Dispenser was Mr. C. H. Semmens. Most Friendly Societies operated democratically with office bearers changed regularly to prevent power cliques. The Sunshine Dispensary appears to have operated in the same way as the societies that owned it. The Advocate of 10 July 1936 reports that the seven newly elected office bearers or delagates were from the Friendly Societies; A.N.A., M.U.I.O.O.F., P.A.F.S., and G.U.O.O.F. The names of all the seven people can be found on the Honour Board, indicating that they each have served at least one term as President of the Sunshine Dispensary. The health professions and the Labour Governments of the 1940's wanted to see the involvement of Friendly Societies in health care broken. The Commonwealth Free Medicine Plan appears to have been drawing customers away from Friendly Societies Dispensaries in general. The Sunshine Dispensary placed several advertisements in the Sunshine Advocate during late 1950 urging members to remain loyal to it. By the 1980's the increase in entrepreneurial clinics and the availability of take away medicine helped to vastly diminish the involvement of Friendly Societies in health care provision. The 1936 Sunshine Advocate refers to the Sunshine and District United Friendly Societies Dispensary, with the same office bearers as the Presidents on the Honour Board but on which the 'United' is missing from the name of the Dispensary. The 1950 advertisements were placed by Sunshine U.F.S. Dispensary of 23 Sun Crescent. It is thought that all three names refer to the same business, but the writer stands to be corrected. The above is a compilation of information sourced from Sunshine Advocates published in January and July 1936, and in September, October and November 1950. It also draws on an article written by Elizabeth Willis and published online by the the Department of History (University of Melbourne), and on an article written by Mr. Bill Kelly of the Australian Friendly Societies Pharmacies Association, and also on an article by Museum Victoria Australia. Corrections to what has been written are welcome from interested readers.The Honour Board provides a historical record of the Presidents that served 61 terms on the Board of the Sunshine and District Friendly Societies Dispensary. It also provides a reminder that when a government does not adequately look after the welfare needs of its citizens, the people can band together to find ways of helping each other. The Sunshine Dispensary no longer exists, and a more recently established Community Pharmacy which operated in Hampshire Road could not compete against the discount pharmacies that have taken over. These new pharmacies sell a wide range of profitable product lines, as well as dispensing traditional prescription medications.Brown stained wood particle board with picture frame type edging. The board has six straight sides however it is not typical hexagon shaped. The top is composed of three straight short edges to give an almost rounded edge to an otherwise oblong shaped bottom section. On the board in gold coloured lettering are the names of 'brothers' and 'sisters' who served a total of 61 terms as PRESIDENTS of the SUNSHINE AND DISTRICT FRIENDLY SOCIETIES DISPENSARY, which was established on the 1st of March 1930. Eight of the men served more than one term with BRO. I. MILLER serving four terms, and BRO. F. RICHER serving three. The three women SISTER. I. REWELL, SISTER. C. JOHNSON, and SISTER. M.S. ARMSTRONG served one term each. There is no indication of when each person served, but it is believed that the term length was around six months and that the list is in chronological order. This conclusion results from seeing that BRO. W. Cogan is a textile artist and her work is political in nature. 'War and Peace' is about the Vietnam War and a statement about patriotism in war, of lessons not learnt, of remembrance and never forgetting. This work is an expression of her feelings towards this time and of her husband's experience who fought in this war. The Republic of Vietnam 'Vietnam Campaign Medal' is from the former country of South Vietnam (Republic of Vietnam). Established in 1966, it was awarded to members of United States, Australian, and New Zealand military forces serving six months or more in support of Republic of Vietnam military operations. The medal is issued with a device known as the 1960 Bar. The bar displays the date of 1960 followed by a dash and a blank space. The unusual appearance was caused by the government of the Republic of Vietnam stating that the 1960 bar would show the dates of the Vietnam War from start to finish, with the ending date placed on the 1960 bar after the South Vietnamese had triumphed over North Vietnam (the Democratic Republic of Vietnam). Since South Vietnam fell, and the government ceased to exist, an ending date for the 1960 Bar was never established. The Vietnam Campaign Medal is considered a foreign award by the U.S., Australian, and New Zealand governments. The joint Australian and New Zealand campaign medal awarded for service in the Vietnam War is the 'Vietnam Medal'. The obverse of this medal shows the crowned head of Queen Elizabeth II, with titles, while the reverse has the inscription VIETNAM above a symbolic representation of the ideological war in Vietnam. The RSL poppy (the Flanders poppy) has long been a part of Remembrance Day, the ritual that marks the Armistice of 11 November 1918, and is also increasingly being used as part of Anzac Day observances. During the First World War, red poppies were among the first plants to spring up in the devastated battlefields of northern France and Belgium. In soldiers' folklore, the vivid red of the poppy came from the blood of their comrades soaking the ground. The poppy soon became widely accepted throughout the allied nations as the flower of remembrance to be worn on Armistice Day. Today the RSL continues to sell poppies for Remembrance Day to raise funds for its welfare work. "War and Peace' is significant as it explores and highlights a period in history (the Vietnam War), which was contentious both socially and politically. Cogan and her family lived locally, in the Shire of Eltham during this time, and her work is a reflection of the experiences and sentiments of a section of the Nillumbik community. Textile piece. The ribbon has a vertical central section of bright yellow which has centrally superimposed on it three thin stripes of red, (representing the South Vietnamese flag) flanked by two stripes of red (representing the Army). On the left is a dark blue stripe representing the Navy and on the right, a light blue stripe representing the Air Force. A replica in muslin of the second medal is the Republic of Vietnam 'Vietnam Campaign Medal' of the former country of South Vietnam. The ribbon has green and white strips with a device bearing the inscription ‘1960 – ‘. The medal is traditionally a gold and white enamelled star with a green, red and gold centre motif. Right hand is touching the medals/heart, while left arm is left resting to the left side over a crutch which ends in a rolled up bandage. 'Peace': Cast muslin, machine embroidery onto calico.
