In the 18th century, spring scales appeared. To produce these scales, a manufacturer would use the resistance of a spring to calculate weights, which could be read automatically on the scale’s face. The ease of use of spring scales over balance scales is what led most post offices to outfit their clerks with spring postal scales. One of the most common types of spring scales was the kitchen scale—also known as a family or dial scale. Designed for horizontal surfaces, these scales used the weight of goods in a pan at the top of the scale to force the spring down. Such scales were common in early-20th-century households and were sold by Sears and Montgomery Ward. Many had flat weighing surfaces but some were topped by shallow pans. Companies such as Salters, Chatillon, and Fairbanks made both. SALTER HOUSEWARES began in the late 1760 in the village of Bilston, England. At this time Richard Salter, a spring maker, began making 'pocket steelyards', a scale similar to the fisherman's scale of today. By 1825 his nephew George had taken over the company, which became known as George Salter & Co. and later established a large, well equipped manufacturing site in the town of West Bromwich. The business thrived throughout the 1900s, and in 1972 the company was purchased by Staveley Industries Plc. In 2002, the management team at Salter Housewares Ltd, backed by Barclays Private Equity, bought the company out from the group, to concentrate on its consumer businesses. In 2004 was sold to the US-based HoMedics company, and in 2006, Salter Housewares USA and Taylor Precision Products Inc (also owned by HoMedics) merged. Anthony Hordern sen. (1788–1869) came from Staffordshire, as a free immigrant in 1823, and the business was originally established as a drapery store in Pitt Street by his wife Ann. The family moved to Melbourne and remained there but a son Anthony junior purchased land in George Street Sydney in 1842 and set up business with his brother Lebbeus. They broke their partnership in1855 and Anthony took his sons Anthony and Samuel into partnership as they became old enough. Anthony Hordern & Sons was the largest department store in Sydney, New South Wales, Australia. with 52 acres (21 hectares) of retail space, and was once the largest department store in the world . It also operated one of the largest mail order businesses in Australia. One of their advertising slogans was that they sold "anything from a needle to an anchor". Sigma was founded by two Melbourne pharmacists in 1912, it has grown to become one of the key players in Australia’s pharmacy industry .Edwin Thomas Church (1864 – 1947) and Ernest Holloway Leete a prominent chemist and a member of the College of Pharmacy who had established his own pharmacy in 1897. The entrepreneurial Leete had been part of a move in 1904 among a group of commercially-minded chemists to put up proprietary preparations. 1913 - 1927 Initially, the fortunes of the Sigma enterprise relied on E. A bandage is a piece of material used either to support a medical device such as a dressing or splint, or on its own to provide support to the body; it can also be used to restrict a part of the body. G. J. Coles opened the 'Coles Variety Store' on 9 April 1914 on Smith Street in the Melbourne, Victoria suburb of Collingwood. Further expansion occurred and Coles' interest in food retailing was spurred in 1958 when it acquired 54 John Connell Dickins grocery stores. It then acquired the Beilby's chain in South Australia in 1959 and 265 Matthews Thompson grocery stores in New South Wales in 1960 .In 1960, the first supermarket was opened in the Melbourne suburb Balwyn North, at the corner of Burke and Doncaster Roads where a modernised version continues to operate. By 1973, Coles had established stores in all Australian capital cities. From 1962, its supermarkets were branded Coles New World with accompanying rocket imagery. In 1991, the stores were re-branded Coles Supermarkets and from 1998, simply as Coles. George James (G. J.) Coles learned the retail trade working for his father's 'Coles Store' business from 1910 to 1913. The various prewar colonies of major European nations.This atlas was used by children of a Kiewa Valley family and shows the value and the general educational exposure that these children had at this time. The information provided by this atlas allowed students to glimpse at what the "outside world" was. The majority of these students would possibly never see these regions for themselves. Nathan Frederick Spielvogel (1874-1956), teacher, writer and historian, was born on 10 May 1874 at Ballarat, Victoria. As well as his stories he published a number of books about the history of Ballarat. Spielvogel was a teacher, writer and historian. As a country schoolteacher, he traveled widely in the eastern Australian outback and also made a journey to London. Spielvogel gained distinction as one of the only Australian Jewish writers of his time. Many of his early books were best-sellers. E. R. Watts and Son, makers of theodolites and other surveying instruments, of 123 Camberwell Road, London. The company was established in 1856 by Edwin Watts at twenty-three he had saved £100 from his earnings to start the business with his staff consisting of one boy and later Alexander Clarkson as an apprentice with the workshop a small room over a Bemondsey stable. Watts' first order was from Negretti and Zambra for a mining dial Alexander Clarkson In the early days the firm worked mainly on marine compasses. Edwin Watts would go down to the Docks to adjust the compasses once they had been installed on the ships. In May 1873 the business moved to larger premises a house with a garden. The workshop was also the home of Mr and Mrs Watts and their five sons and three daughters. By now there were fifteen to twenty men employed by the firm. The company were commissioned to supply the Theodolites and Levels for the construction to the Canadian Pacific Railway in 1881. Towards the end of the century, the firm began to make heliographs continuing to produce them for the government until just before the Second World War when by agreement assigned their manufacture to another firm. 1904 The first dividing engine was completed by George William Watts. It was so remarkable an instrument at the time and for years afterwards, In 1907 Arthur Ames went to Canada and started an organisation in Winnipeg in 1909 this became a separate company called E. R. Watts and Son Ltd. of Ottawa. This firm developed considerably and was eventually with the co-operation of three other instrument companies (Cambridge Instrument Co, Ross, and Negretti and Zambra), were reconstituted as ”Instruments Ltd” of Ottawa and Toronto. During the next ten years, the firm expanded greatly to include glass grinding, leather work, dividing and engraving, testing, adjusting and packing. This expansion was continued during the First World War when workshops were completed and the machinery installed and running within eleven weeks from the start of construction. During the war, a Sergeant Coles, among the rats, lice and mud of the trenches, fitted various bits of scrap into his cocoa tin and made the first Flash Spotter for plotting the positions of enemy guns. Coles was rushed home to the firm's factory where he and George William Watts designed a spotter not made out of a cocoa tin and as a result, the Watts Vertical Force Variometer was developed during WWI. Other Watts instruments made in the First World War included the Light Mountain Theodolites which were taken on Mt Everest expeditions. In 1919 ER Watts and Sons was incorporated as a limited company and in 1939 G. A. Whipple joined the Board of Directors. Shortly afterwards, Frank Charles Watts died having been Chairman of the firm for over 37 years and seen it through the First World War with all its expansions and difficulties. He was succeeded by his brother George William Watts with the vacant post of Managing Director being filled by G. A. Whipple. During the Second World War, the company expanded further and the number of employees rose to well over 1,300. In 1946 Watts acquired 78% of Adam Hilger and the microscope maker James Swift and Son Who were Manufacturers of Theodolites, Levels, Alidades, Meteorological Instruments, Variometers, and many other types of scientific instruments Then in 1948 the company amalgamated with Adam Hilger as Hilger and Watts which was then incorporated as a public company.Naval Rangefinder with a vertical wooden handle, and an arrangement of optical lenses. In 1848, 43-year-old John Clarke launched a cutlery business in Harvest Lane in Neepsend, Sheffield UK. Clarke entered the trade late in life he was indenture and apprenticed to Octavius Twigg, a razor maker. Clarke was granted his Freedom in 1856 and began using the trademark 'NEVA'. By the 1860s, Thomas Clarke's son by his wife Elizabeth had joined the firm. When John Clarke died at his home at Augusta Place, Rock Street, Sheffield on 25 July 1873 (aged 68), he only employed six workmen.  By 1881, Thomas had expanded this number to twenty.  He sold a wide range of cutlery and was also an ‘emigration agent’, the Sheffield Independent, of 7th September in 1886 had an article published stating Thomas helped to recruit personnel from England for cutlery centers in America.  In 1893 Clarke’s showroom displayed miniature knives from '5/16ths-inch long to the most expensive sportsman's knives, that were gold and silver mounted.  Table knives and carvers were also manufactured (or factored).  Agencies were opened in London, New York, and Melbourne.  Besides ‘NEVA, the ‘EXPRESS’ and ‘RING’ marks were used on razors; and Clarke’s marketed the American ‘GEM’ safety razor.  By 1901, the firm had moved to Mowbray Street, where its Mowbray Works overlooked the River Don. Thomas Clarke died at Harrogate on 26 April 1902, aged 62, and was buried in the same Burngreave cemetery as his parents.  Thomas’s sons, John Roome Clarke (1860-1925) and Thomas Edward Clarke, were directors, another son George William Clarke was a shareholder. John Roome Clarke died on 3 February 1925, aged 64  his son, John Clarke, of Crimicar Lane, remained as the senior partner.  Clarke’s was one of the last producers of hand-made pocket knives and it also produced a large output of sheath knives for scouting associations. The firm was liquidated in 1964, but the company name was resurrected and Its last address after 1980 was at 65 Garden Street Sheffield.  The company trademark passed on to Meteor Industries and then to Egginton Ltd. Weber & Co: The Clarke company purchased or (factored) many of its blades for razors and knives from Weber & Co of Solingen Germany. The full name of the firm originally was Jowika Stahlwarenfabrik Eugen Weber & Altenbach KG. It was founded in Solingen prior to 1928, under the name Johann & Wilhelm Kleinewefers GMBH, Messerfabrik. JWK for short, hence JoWiKa. The company was sold to Eugen Weber in the 1930s. Weber was married to a woman named Altenbach, from a family that manufactured innovative low-priced pocketknives, as well as other cutlery items. In 1960 Weber opened a branch factory in Listowel Ireland. It was sold to Albert M. Baer of Imperial Schrade in 1978. The subject item is a good example of a large, hand-operated Bentwood box butter churn used to make up to 14 pounds of butter. It was made in Gisborne, Victoria, by the famous manufacturer, E. Cherry, and is known as an Improved Patent No.2 model probably dating from the late 1800s. The Cherry works specialised in making all types of butter churns and equipment for both domestic use on farms and small butter factories during the late nineteenth and early to mid. twentieth centuries. Milk was "separated" to retrieve the cream which was then beaten to make butter. E Cherry began making various models of Cherry butter churns in 1858, Edward Cherry migrated from Herefordshire England to Australia in 1855 with his wife Ann Appleby, nee Davis, and established a joinery workshop at Gisborne, Victoria. He began by making butter churns in his spare time and his product soon became popular allowing him to establish a viable business. A factory was established in 1875 and he started to make churns of all sizes including up to industrial scale. He exported his products to many countries around the world, Edward Cherry died in 1909 and the business was then run by his son George until he died in 1917. E Cherry's other son Thomas (1861-1945) was also involved in the firm maintaining an interest for several years. He had been born in Gisborne and became a senior house medical surgeon at the Melbourne Hospital in 1890. He continued his studies at Kings College London, eventually becoming a renowned bacteriologist and agricultural scientist. The badge represents the Emergency Services section of the Red Cross Society. The Australian Red Cross was formed on 21st August 1914 at the outbreak of the First World War. The badge was made by K.G. Luke Pty. Ltd. in Melbourne. Kenneth George Luke, began work as an apprentice in 1910 at Stokes & Sons Pty. Ltd. in Melbourne and stayed with the company for eleven years. He then became a partner in a metalworking business, wholly owning this successful Carlton business in 1925. From 1935-1945 his products included silverware and supplies for military needs. The firm was K.G. Luke Pty. Ltd. by 1936, making buttons, badges, brooches, and heated food trolleys at his office and factory in North Fitzroy, and selling from his showroom in Elizabeth Street Melbourne. His customers included the Australian Red Cross, Victoria Police, TAA Airline, and the military forces of Australia and the United States. Seventeen years later the company was K.G. Luke (A/Asia) Ltd, then twenty-three years on it was Luke Ltd. until in 1983 it was taken over by National Consolidated Ltd. Sir Kenneth George Luke was also a V.F.L. football administrator. This copy of the Certificate of Call to Arms was presented to Dr William Roy Angus at the completion of World War II by the May, Councillors and Citizens of Warrnambool in appreciation for his service. It is now part of Flagstaff Hill’s comprehensive W.R. Angus Collection, donated by the family of Dr W R Angus, 1901-1970, surgeon and oculist. During World War II between 1942-45, Dr Angus served with the Australian Department of Defence as a Surgeon Captain in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack. The Certificate is headed by a crown above the portrait of King George VI, the reigning British monarch at the time of WWII and afterwards. King George was King of the United Kingdom and the Dominions of the British Commonwealth, which is illustrated by the emblems of the Commonwealth countries and of the states of Australia. Warrnambool Public Library The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr. R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 percent of the reading population. The collection of books was made up of around 60 percent reference and 40 percent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850’s to the late 1950’s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr. R. Pattison. SIGNIFICANCE The Warrnambool Mechanics' Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, and to reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. As with many Mechanics' Institutes in Australia, the one which operated in Warrnambool was established and overseen for many years by key individuals associated with the development of the city itself. The WMI publication collection is historically significant because of its association with local people, places and the key historical themes in the development of Warrnambool of rural development, industry, farming, education, and community. The collection documents and illustrates the changing interests, focus and tastes of Victorians, especially those in regional cities. Generally the individual items in the collection are not particularly rare, as examples of all probably exist in other public collections in Victoria. It is primarily because there are so very few surviving Mechanics' Institute collections in Victoria, which lends this overall collection its significance. Many items in the WMI Collection have the potential to support further research, both as individual objects and through the collection in its entirety. This material is significant for its ability to assist in the interpretation of the history of the area and adds to the general understanding of the development of the township. Many components of the WMI publication collection complement and reinforce the Flagstaff Hill Maritime Museum Collection, the Warrnambool Art Gallery Collection, and that in the Warrnambool Historical Society, and also contribute to a clearer understanding of the original Warrnambool Mechanics' Institute collections. This will greatly enhance the appreciation of the few surviving Mechanics' Institute collections across Victoria, and also in New South Wales. The similarities and differences between the small number of collections that have survived can provide further insights into how the people of Victoria in general, and Warrnambool in particular, constructed a civic culture of adult learning to foster an informed citizenry. The Warrnambool Mechanics' Institute publication collection is of both local and state significance.
