Nillumbik Shire Council
Public Art: Robert BAINES (b.1949, Melb, Aus), Robert Baines, Transaction (Location: entrance, Nillumbik Shire Council Offices, Civic Drive, Greensborough), 1994
The site specific sculpture is located at the entry to the office of Nillumbik Shire Council. It was commissioned in 1994 by the Shire of Diamond Valley for their 20 year celebration. Baines was chosen from a short list of three artists. He is an internationally renowned artist, particularly in the field of gold and silver smithing. 'Transaction' takes on the visual and aesthetic vocabulary of its surroundings. It is a statement of the geometry and idiosyncrasy of its immediate site. The series of arcs are reinterpreted into longitudinal curves in the sculpture. It is a transaction between the place and the anticipated entry to the building. The title also suggests the flow of civil and administrative procedures that take place daily within the Shire's offices. A large cascading form in stainless steel. Multiple rows of concave dishes set on long steel stems, which progressively increase in size as they rise in height. The work plays elaborately with perspective, and its repeated shapes are arranged in a orderly mathematical series. It faces a wheelchair ramp lined with polished steel rails, and is integrated with the architectural features of its forecourt setting, for which it was designed. The piece is sited in a small garden area and can be viewed from within the building's foyer. In bright sunlight, its dish-shapes cast elliptical shadows across walkways and lawns. Book, Sir Lawrence Bragg, Crystal Structures of Minerals, 1965, 1965
William Lawrence Bragg was born in Adelaide in 1890. Lawrence was only fifteen years old when he started study at the University of Adelaide. In 1908 he graduated with a first-class honours degree in mathematics. He worked as a professor of physics at the University of Manchester in 1919-1938 and at Cambridge in 1938-54. He shared the Nobel Prize in 1915 with his father, Sir William Henry Bragg at the age of twenty-five "for their services in the analysis of crystal structure by means of X-rays". He died in Waldringfield, England, 1 July 1971. Red hardcovered book with black and white illustrations. Photograph, Visit of the Chinese Commissioner to the Ballarat School of Mines, 13 November 1906, 23/11/1906 (exact)
The Chinese Imperial Commissioner, Hwang How Cheng, visited Australia at the request of the Chinese Emperor for the purpose of establishing Chinese consulates in the Commonwealth. He visited Ballarat at the request of Ballarat’s Chinese community. The newspaper reported that it was hoped the Commissioner would visit the Ballarat School of Mines “where the knowledge he would get would probably be of the utmost usefulness in the development of the great resources of China.” The Commissioner was accompanied by interpreter Ah Ket (Melbourne barrister and solicitor), and met by members of Ballarat’s Chinese community, including Dr Wong Chock Son. Apparently the Chinese Commissioner wanted to visit SMB because of its international fame relating to education in mining. From the SMB Letter book (Cat. No. 436) comes the following which suggests the Commissioner was based in Adelaide) '17th November 1906 His Excellency, Hwang How Cheng Chinese Commission Adelaide May it please your Excellency By this post I have the pleasure in forwarding for your Excellency's kind acceptance (and one for Mr. When) copies of the photograph taken of your recent visit to the School of Mines. I trust they will serve a pleasing memento of what, I hope, was a pleasant visit to our Golden City. Yours Faithfully Fredk Martell Director' The visit was reported in the Ballarat Star in 14 November 1906:- The Chinese Imperial Commissioner, Hwang Hon Cheng, who recently arrived in Victoria on behalf of the Chinese Government, paid a visit to Ballarat last evening, and was entertained by his fellow countrymen at a dinner at the Bow Leong rooms, Main street. The commissioner, who came up by the express, was accompanied by his secretary and Mr Ah Ket, the well-known Chinese barrister, of Melbourne; but some disappointment was expressed by the fact that he did not wear his official robes, being attired in the more sombre European dress. Mr W. D. M’Kee presided at the dinner, on the invitation of the Bow Leong Society, and in addition to representative Chinese residents, three were also present the mayor of the city (Cr. J. J. Brokenshire), Crs. R. Pearse, G. Crocker (City), J. R. Elsworth, A. Mackenzie, J. A. M’Neil, A. Levy, G. Bunting, F. Penhalluriack (Town), Col. Williams, Mr. J. Gent, Messrs. F. J. Martell (director of the School of Mines), A. W. Hager (president of the Orphan Asylum), A. Kenny (superintendent), R. G. Fitzgerald (clerk of courts at Ballarat East), J. Trethowan, A. A. Buley, Serg Dalton, and others. Apologies were received from the mayor of the town Revs. J. West Lau, Dr Cairns, Hon. J. Y. M’Donald, L. Lederman, C. C. Shoppee and others. The gathering was a very cordial one, and the hospitality of the Chinese was greatly appreciated. After the loyal toasts, “The King” and “The Emperor of China,” had been honoured, the chairman extended a hearty welcome on behalf of the society and others to the commissioner. Mr M’Kee said he was privileged to speak in behalf of the Chinese. There was a warm feeling of friendship between them and himself, and his services were always at their command. If he were in China he would desire that a similar compliment would be extended to him. They were all pleased the Emperor of China had sent the commissioner to establish consulates in Australia with a view of the empire understanding the feelings of Australasia better than they did at present. He hoped the commissioner would have opportunity of visiting some of their industries, as they desired him to gain all the scientific and practical knowledge of those industries that he could. The toast of “The Commissioner” was proposed by Col. Williams who expressed pleasure at the visit of a gentleman of education and attainments to look into the condition of the scions of China in Australia. He hoped the commissioner would carry away a correct impression. In Australia they had nothing to conceal; they hoped to be understood. (Applause.) No intelligent man had the temerity to condescend to patronise China, one of the richest countries in the world, with a civilisation dating back thousands of years. In the matter of population alone it was equal to one-third of the world. They heard a lot about the “awakening of China.” They hoped it would be humane, just, and considerate if it had power. He hoped the commissioner would be satisfied with what he saw. The law of filial relation to the children was strictly observed in China, and he did not know whether it would not be a good thing if they had a little more of that religion here. It would be a fair thing to tell the commissioner that while he might inquire into the labour laws, the basis of these laws was not a desire to oppress but to enable every man to obtain the same conditions they expected from their own people. If he gained that impression he felt they would be fairly treated. (Applause.) Mayor Brokenshire supported the toast. They had, he said, in the Chinese a most law-abiding people. Their behaviour was an example to the British citizens. They were quiet, inoffensive men, and they toiled hard, even on Sundays. (Laughter.) Mr Ah Ket; That is what the government does with the railway employees. (Laughter.) The Commissioner replied through Mr Ah Ket, who in a graceful speech acknowledged the toast. The commissioner had, he said been delighted with what he had seen of the country – he believed it to be one of the finest in the world – and he greatly appreciated the hospitality extended to him. (Applause.) The Chairman proposed the toast of “The health of Mr Ah Ket,” and paid a tribute to his ability. It was satisfactory to see that he had risen to such a position, and it might be that in the future he would be asked to occupy a position on the bench. (Applause.) Mr Ah Ket, in response, said he had not come prepared to make a speech. He had come to Ballarat to have a quiet evening with his friends, and as soon as he arrived he had been whirled away in a motor car to a place where he found an aggregation of East and West. He was pleased to see them commingled at the festive board. That suggested the idea that East and West could meet together without friction. Misunderstandings arose only because men were superficial. If they threw off outer garments they would know each other better. He looked forward to the time when nations would understand each other. It was by an interchange of visits that such things could be accomplished, and nations would then live at peace with each other. (Applause.) Other toasts were also honored. This is a syllabus programme prepared for the education of students by a teacher for the year 1967, along with his comments regarding the itinerary for each week's classes. The first section is divided into the schedule for each term of the school year. They are "Term 1", "Term 2", "Term 3" and "Term 4". These terms are further divided into columns with the headings "Grade 1'", "Grade 2", "Grade 4", "Grade 5", and "Grade 6".The Rows are titled "Speech", "Reading", "English", "Poetry", "Spelling & Dictation", "Writing", "Maths", "Social Studies", "Nature", "Creative Activities", "Music", and "Health & Phys. Ed". along with comments regarding the events of the week's classes. What follows is the class plan for each grade level with an index detailing each aspect of that grades education for the 1967 school year. Gauging Rod, 1903-1938
The firm Dring and Fage were active from 1790 to 1940 in London and were manufacturers of hydrometers and mathematical instruments they became established in London in 1790 by John Dring, who was a brass worker and hydrometer maker, and William Fage. Dring and Fage manufactured also saccharometers and other instruments used to measure the strength of alcohol. These instruments were primarily used to calculate excises. They traded at various addresses in London and they were at 56 Stamford St. between 1903 and 1938. By 1850 the company was owned by Edward Hall and Edward Jenkin and in 1940 the company became Dring & Fage Ltd, trading till the 1960s. Historically, gauging has meant measuring a volume, these gauging instruments were used by Customs and Excise and manufacturers for determining the volume and contents of liquid containers. For Customs the determination and collection of duty on imported goods which has had a very long history. Chaucer was a Customs Officer as was his father and grandfather, excise was first officially introduced in 1643, with the aim of maintaining military forces raised by the English Parliament at that time. Excise was initially a duty on home produced alcoholic beverages and soap but being easily applied, spread rapidly to a wide range of goods including imports of varying kinds. The government departments of Customs and Excise merged only in 1909 and it is from around this time that our instrument was made and used. The item demonstrates a long social history of the practice of Government's collecting duty on alcoholic beverages and thereby makes this item historically significant as it was used locally at Port Fairy by the ports Customs agents. Gauging rod or bung rod; ullaging gauge. Long brown wooden gauging rod with brass tips and sliding brass marker. Measurements are marked along the length of the rod. Used for measuring volume of liquor in casks in order for Customs to calculate excise (tax) on the contents. It records through photographs sporting teams such as football, basketball, softball, hockey and baseball. There are also staff photographs and lists of staff and their duties. The articles have been written by staff and students around topics such as sporting successes and events and excursions and notes written about the different students. The technical school taught trade orientated subjects such as dressmaking, plumbing, woodwork, turning and fitting, motor mechanics, commercial and cookery as well as some academic subjects such as English and mathematics.This magazine provides a photographic record of students and staff at one of Warrnambool's largest schools in 1959. It also reflects the types of subjects taught at that time and the many articles written by the students reflect the standard of education and topics which were relevant around the school at that time. Compass, divider, and caliper are basically instruments that have two legs pivoted to each other at the top and are concerned with small-distance measurement or transfer. The compass and divider have straight legs; the caliper has curved legs. Dividers and Calipers were known to both the Greeks and Romans, though the caliper was uncommon. A divider with a circular sector, or wing, connecting the two legs was sketched in 1245, its modern counterpart is the wing divider with a thumbscrew clamp and screw for fine adjustment. Or the marine dividers used to measure the distance a vessel has travelled by transferring the vessels distance from a map with the divider and transferring that measurement to a marine ruler to mathematical calculate the distance.Item is believed to be a replica/ copy of a 19th century map calipers used in marine navigation to determine distance travelled. Item was probably purchased between 1972-1975 to add to the marine displays at Flagstaff Hill.Stainless steel dividers used in navigation charts. Top half is alloy plated. In February 1913 the Ballarat Junior Technical School opened its doors to its 86 pupils. The old bluestone building in the grounds of the Dana Street Primary School became their temporary for eight years. In its early years the school offered only a two-year course. The first year was of a general nature giving a thorough grounding in Mathematics and Instrumental Drawing, and introducing students to the various branches of trade work. The second-year students studied for the Junior Technical Certificate and specialized in a course of their choice - either a trade (Woodwork or Fitting and Turning) or a course leading to higher studies at the School of Mines. The Ballarat School of Mines was a predecessor institution of Federation University. It was established in 1870 through initiatives of the Ballarat Mining Board which felt there was a need for such a institution because of the declining number of mine managers for the goldfields. Classes i Surveying, Mathematics and Chemistry began in 1871. With the decline in goldmining in the early part of the century, the direction of the College changed and broadened. The Art School was established in 1907, and in 1912 trade classes commenced in carpentry, fitting and turning, plumbing and telegraphy. In 1913 the Ballarat Junior Technical School became part of SMB. In 1970 the tertiary sector of the college was formed and became Ballarat College of Advanced Education when it separated from SMB in 1976. Opening in 1891 the Moonta School of Mines was intended for students who wanted to increase their knowledge of those arts and sciences which were especially important to miners and others similarly engaged. The School was situated close to the Moonta Mines, at that time the most important copper mines in Australia, and the smelters at Wallaroo. The the mines students were able to acquire practical knowledge of the work of a miner. The close by smelting works at Wallaroo were seen to be of great service to those wanting to become acquainted with chemistry and metallurgy. Not much is known about William Rothwell other than he is recorded as working as an optician and scientific instrument maker in Manchester at 277 Deansgate Street from 1780 until 1820. An entry in the “Complete History of the Trades of Manchester” published in 1822, in which the author describes Mr William Rothwell as an intelligent young man who is conversant in several languages. He went on to describe him as an philosophical instrument maker of optical and mathematical objects, specialising in spectacles, all sorts of surveyors instruments as well as eye glasses of all types. At present that is all that is known of William Rothwell other than his products were made to the highest standards of the time. Today his products are now actively sought by collectors and are currently fetching high prices at auction sales overseas. The telescope is a rare item even though not much is known about Rothwell's history his scientific instruments and optical items fetch high prices when they become available as collectors look for rare and well made items from the 18th and 19th centuries. Its completeness and good condition make it a very good addition to the collection at Flagstaff Hill. Opening in 1891 the Moonta School of Mines was intended for students who wanted to increase their knowledge of those arts and sciences which were especially important to miners and others similarly engaged. The School was situated close to the Moonta Mines, at that time the most important copper mines in Australia, and the smelters at Wallaroo. The the mines students were able to acquire practical knowledge of the work of a miner. The close by smelting works at Wallaroo were seen to be of great service to those wanting to become acquainted with chemistry and metallurgy. Subjects taught at the Moonta School of Mines included Chemistry, Metallurgy, Steam and the Steam Engine, Magnetism and Electricity, Mathematics, Machine Design, Mine Surveying and Leveling, Drawing, Plumbing and Sheet Metal Work. The Moonta School of Mines building in Ellen Street was formerly Baptist Church.Stone building used as the Moonta School of Mines.
