Bill Waters (b. Traralgon 1897, d. Fitzroy 1968) served as Commissioner of the Victorian Rovers, a section of Scouts Victoria, 1930-65. An award is named in his honour. This belonged to Sue Slonek, who at the time was Secretary of the Surrey Hills Historical Society and an active volunteer working with the collection. She died unexpectedly and this and a book were formally donated to the collection by her son Alex. Wilfred Shipman Bishop was Sue's father. As a young man he grew up at 21 Grovedale Road, Surrey Hills. His father Frederick James Joseph Bishop was a bookbinder. Wilfred enlisted in the AIF in WW2 (V46365). He married Lucy Isobell Legge in 1943. They had 4 children - Sue and 3 boys. 1st Mont Albert Scouts meet in the scout hall at Surrey Park, where they share facilities with 9th Box Hill Scouts.A Black and white photo within a brown matt board of 25 boys and young men dressing in scout uniform. The 1st Kew Scouts was one of the first Scout Troops in Victoria, being formed in 1909. From 1927 they met in a magnificent Scout Hall in Disraeli Street, Kew until it was demolished in 1993. Still operating (in 2020) from their new Scout Hall on the corner of Kilby Road and Kellett Grove, Kew.A Scout Troop is divided into smaller teams called ‘patrols’. At this time the Scout in charge of a patrol was called a patrol leader (‘PL’) and his assistant a ‘second’ (‘Sec’). Each patrol of boys would chose a patrol name, often an Australian animal or bird. Other 1st Kew patrols called themselves the Kookaburra Patrol, the Kangaroo Patrol and so forth. The shield the Emu patrol is proudly displaying is possibly the trophy for being the ‘Champion Victorian Patrol’. William Valentine Hill, clerk, lived in (10) Pembroke Street, Surrey Hills in the early years of the 20th century. Theodore Hendy (architect) established the 1st Surrey Hills Scout Troop on 18 June 1909. His daughter was Mrs Alan Duck of Blackburn. The first edition of the troop's bulletin 'The Boomerang' was printed in January 1937. The Scout Association of Victoria have no records before 1914.Thereafter records are incomplete. Vehicles in the Heritage Vehicle Section were maintained as an extracurricular activity of serving soldiers of 8/13 Victorian Mounted Rifles.The 8th/13th Victorian Mounted Rifles was raised as a regiment of the Royal Australian Armoured Corps on 1 May 1948 with Headquarters in Melbourne and squadrons in Sale, Benalla/Wangaratta and Albury. In 1955 Regimental Headquarters moved to Wangaratta and a second squadron was located at Albury. The Sale squadron transferred to 4th/19th Prince of Wales’s Light Horse. This badge, which was used in the mid to late 1900's (Scouts started in Australia in 1909) clearly demonstrates that the families in the Kiewa Valley although slightly remote were still able to participate in one of the prime "boy" only social groups. The Boy Scouting movement brought together boys from all the socio-economic areas in the Australian population. The scouting group applied the concept of self sufficiency and friendship to all its membership. It was an avenue to cross the boundaries of distance and regional mores. Many of the boys in the Kiewa Valley and its regions would have been more "in tune" with the core principles of the scouting movement because being in a rural environment and "living on the land" was a day to day part of their life. What was an important aspect to they was the "mateship" and the belonging to a very large, and international, group of "like minded" boys. This avenue of interacting with a larger group of boys cut through the "small population" mores of a rural and at times isolated environment. This Boy Scouting activity was both mentally and physically significant to growing boys within the Kiewa Valley as it opened up the world to them.This brass badge has a front formed in a half circle base supporting a "Fleur de Leis" in a spear shape with "cut outs" at the appropriate places to provide the emphasis needed to project the form. Attached to the badge is a crescent moon shaped pronged frame for attaching the badge to lapels or collars or button eyelets.
