The Australian army's system of colour patches arose from the need to solve an immediate problem. When the first Australian Imperial Force (AIF) set off for the Middle East in 1914, the only badge it wore was on headgear and jacket collars: the Australian "Rising Sun" emblem, inscribed with the words "Australian Commonwealth Military Forces" (ACMF). Nothing distinguished one regiment from another. Divisional Order No. 81(A) Administration was issued at Mena, Egypt, on 8 March 1915 to overcome the problem:After the First World War the use of colour patches continued in the Citizens Military Forces (CMF), also known as militia. The CMF were reorganised into a divisional structure similar to that of the AIF. Units were generally renamed to provide a direct numerical association with AIF units raised from the same states and districts. This rocket launcher has fittings to mount it onto a lifeboat or similar vessel. Once mounted, a it would be fitted with a line-throwing rocket that would be launched from the vessel and aimed over the shipwreck. The line would be fixed to the ship in distress. A heavier line would then be sent out to the wrecked vessel and survivors would be hauled to safety. Its design suggests that it dates to the First World War ear of the 1910s. The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. Victoria’s Government responded to the need for lifesaving equipment and, in 1858, the provision of rocket and mortar apparatus was approved for the lifeboat stations. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built for it on the Tramway Jetty, followed by a rocket house in 1864 to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater (constructed from 1874-1890), and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifesaving and rescue crews, mostly local volunteers, trained regularly to rehearse and maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. In July 1873 a brass bell was erected at Flagstaff Hill specifically to call the rescue crew upon news of a shipwreck. Some crew members became local heroes but all served an important role. Rocket apparatus was used as recently as the 1950s. This item is significant for its connection with maritime history and marine technology. Lifesaving has been an important part of the services performed coastal Victoria, including Warrnambool, in its very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. It commemorates the visit of the band's members to that exhibition in 1888-1889. Major W.S. Helpman was the commander of the Warrnambool Militia Garrison Artilery at that time. This photograph is significant historically for its record of the members of the Warrnambool Militia Garrison Band of 1888-1889. The photograph connects the band members to the citizens of Warrnambool and their protection by the Militia. It is also significant for the connection of the band with the various local military and community events. The site of the 1888 Warrnambool Garrison and Fortifications at Flagstaff Hill Maritime Village is Victorian State Heritage-listed is significant for its intact and operational nature and is one of the best-preserved pieces of Victoria's early colonial heritage. The Kiewa Hydro Workmen's Club was established in 1948. It was a recreational facility for the men working on the Kiewa Hydro Electric Scheme. The Kiewa Hydro Workmen's Club was established firstly as a shop by the SECV during the construction of the Kiewa Hydro Electric Scheme. It became a Club to enable members to purchase and consume liquor on the premises. This book provides in chronological order the development of the Kiewa Hydro-electricity scheme from the first concept (1911) to final construction work (1961). It covers the first attempt to utilise the power of the Victorian Alps water system. It started from a private syndicate and developed to the current State Electricity Commission of Victoria. The incentive for the Hydro scheme was to make money and not as an alternative to the carbon producing coal fired power plants. These coal fired power plants were increasing in numbers to service an ever increasing demand made by population expansion, especially in cities and large rural settlements. This demand spiraled up after World War II when there was a tremendous spike in immigration numbers due to refugees and displaced persons in Europe. The ability to utilise the untapped water provided by the winter snow fields, for a higher yield in electricity, was a powerful incentive to overcome the physical hardships in this remote Alpine region. Future power requirements may initiate the re-installation of the other two power stations(Pretty Valley and Big Hill) covered in original Scheme. This publication not only covers the development of the Kiewa Valley region with respect to population (within a socio-economical framework) but also the subtle but yet strong physical changes of a relatively pristine alpine region. The demands that an ever growing regional population places on the environment is clearly documented in print and black and white photographs. The working and living conditions of those who constructed and gave life to this hydro scheme is well documented in this book. It may be viewed as spartan now but was relevantly good at that moment in time, especially for those workers fleeing a devastated European environment. The successful planning and consideration to minimising any intrusion upon the natural alpine forests and high plains can viewed as an example (compared to the Tasmanian Hydro schemes) of how future hydro schemes (an inevitable requirement) will proceed. Most rural towns (in the early 1900s) were built by unencumbered rural based citizens, with the exception of Mount Beauty and Falls Creek. These two settlements were brought into life by a State (Victorian) Authority for a specific function and program. They were a gated community, that is, only open to construction workers involved with the hydro scheme. All facilities within these communities were provided by the State Electricity Commission of Victoria. The impact on the social, financial and individual independency of the community, by the transition from the S.E.C .environment to one of local government (Shire of Bright), had in some cases a severe impact.This hard covered book has a green cover with pictures on the front and back covers. Also titled: Eltham Shire "As We Are"The 'As We Are' Community Banner Project was the first major Community Arts project initiated and co-ordinated through the resources of the Shire of Eltham. It was originally conceived and inspired by a local textile artist, Tracey Naughton, who, together with the Community Services Manager of this local government council, made the idea a very concrete and flourishing reality. As the following report reveals, the project grew from the original fourteen or so intending participant groups to fifty-seven banners; expressions of those diverse groups' interests and identities. As a first major project it was rightly felt by Tracey Naughton, who became the Shire's first Community Arts Officer in March 1985, that it should be fully documented, so that an appraisal of the extensive growth of this community arts development process could be assessed. Given the time and money available to do this the writer, Jacky Talbot, and her advisors, decided it was appropriate to select fifteen or twenty banners for detailed analysis. This was done by taping interviews with members of the chosen groups. The groups were chosen to cover all ages participating, from the toddlers in the Playhouse to our grand elder citizens in their Nursing Horne, and to cover a wide range of different types of groups - schools, scouts, churches, youth issue based, and the numerous women's groups of various combinations, localities and concerns. ·. Some groups who presented their banners for the culminating highlight of this project - the Exhibition, held at the Eltham Community Centre on October 9th, 1986, had no contact with the Shire or project co-ordinator, but heard about the project through the local news' networks or other participants. The extent of community participation was enormous. It involved hundreds and hundreds of people. It changed some people's lives, enlivened others. As a first step on a new road its success is notable. This passport belonged to Alexander Swinton, a member of a prominent family in Warrnambool. The passport shows that he travelled extensively in Europe, U.S.A. and Central and South America. Alex Swinton’s forebears, William and Ann Swinton came to Warrnambool in 1854 and William Swinton opened a shop selling hardware, china and glassware in Timor Street Warrnambool in 1865. The Swinton businesses expanded in the 19th and 20th centuries and a Swinton furnishing store still exists today, making this store one of the oldest family businesses in Australia. Alexander Swinton (1907-1986) was the son of George and Florence Swinton of Merri Crescent Warrnambool. He attended Warrnambool Technical School in the early 1920s.This box is of interest as a memento of Alexander Swinton, a member of a prominent Warrnambool family. It also shows the type of passport issued to Australian citizens in the 1950s and 60s. These are two passport booklets joined together with white tape. Each has 32 pages and the booklet contains two black and white photographs, personal information (both printed and written), stamps and printed information from various countries and two inserted certificates. Cyril and Joyce Hayward migrated from England in 1955 and quickly became involved in the Arts in Warrnambool. They both became life members of the Warrnambool Theatre Company. Mrs. Joyce Hayward along with her husband Cyril, had a 30 year association with the Warrnambool Theatre Company. They acted, directed and produced a number of works from the 1950’s through to the 1980’s. Mrs. Hayward taught drama and speech at Warrnambool High School and St Ann’s College. They both worked towards reviving the Warrnambool Arts Council.. They were involved in Christ Church choir, readings for the blind, Probus and Penguin club. They retired to Bribie Island in 1985. Joyce Hayward died aged 97 in 2007.Joyce and Cyril Hayward played a significant part in the development of the Performing Arts and Education in Warrnambool over a 30 year period. They both received the Warrnambool Citizenship award. This letter expresses the gratitude of Council and citizens of Warrnambool to the Haywards for their contribution. Located at 277-279 St Helena Road Saint Helena, Victoria. In 1841 Anthony Beale, born on the Island if St Helena took a pastoral lease on the Plenty River where he built a cottage, St Helena, which ultimately gave this area its name. Beale's wife Katherine Rose, nee Young died in 1856 and he erected "The rose Chapel" to her memory. After his death in 1865 the chapel was willed to the Church of England and consecrated in 1876. It was severely damaged by bushfire in 1957. It was fully restored and rededicated in November 1957. The bell calls parishoners to Sunday services is believed to a have come from the Island of St Helena. Source: Mr. A.E.
