This model of the Brighton Municipal Offices was made by Alan W. Chandler. The Brighton Municipal Offices were designed by Kevin Knight of Oakley and Parkes with the engineers John Connell and Associates and were erected by Prentice Builders Pty Ltd. The foundation stone was laid on 13 February 1959 and the building was opened on 21 July 1961. The interior decoration and furniture was by Grant Featherston. As is common practice, an architectural model was prepared to present the final concept of the building for approval to the Brighton City Council. In February 1959 festivities occurred to celebrate the centenary of the municipality of Brighton. A garden party attended by two hundred Brighton residents was held in the grounds of the Brighton Town Hall. This model graced the centre of the lily pond during the event. The following day the foundation stone of the Brighton Municipal Offices was laid.Architectural model of a large public building in orange brick, the main cylindrical tower is set within a rectangular structure, with circular and oval roof structures. A regular event for the widows was a concert in Fitzroy gardens performed by the Police Band. Usually held in March each year. The police horse Gendarme was a regular favourite and his horse float can be seen in the background. These photos show the widows enjoying the music and performers. President of the Melbourne Widows Club Irene Noll is seen in the first photo in floral top and black skirt. Legatees Geoff Swan and Charles Munnerley are standing by the microphone as Legatee Eddie Jowett reads something. Legatee Jowett regularly hosted and sang at monthly concerts at Legacy House. An article in the Answer in June 1994 shows Irene Noll at the concert in the same clothes so the date is assumed to be 1994. The Watters family moved from Albert Park to Garden City Port Melbourne circa 1934 buying a Bank House at 128 Williamstown Road (later renumbered to 400). The family consisted of Bob Watters senior and his wife Ellen (nee Oakley), children Patsy (b 1920), Bob Junior (b 1922) and Norma (b1924). William Dower took up 10 acres at Mt Dandenong in 1898. He secured a property known as Cambridge Gardens which was located between the present Mt Dandenong Tourist Road and Yarrabee Road. William and his wife Elizabeth had seven sons (Will, Harry, Bert, Walter, Joe, Edgar and Robert) and four daughters (Emmy, May, Ada and Ruby). There was a two room slab hut on the property when they took possession and they added another five rooms using trees from the property. The Pig and Whistle Tea Rooms referred to in the inscription is now Tatra Hut.
