The History of Mt Beauty is about the unique development of a construction town built in the 1940s by the State Electricity Commission of Victoria during the construction of the Kiewa Hydro Electric Scheme. The Athletics Club (began April 1951) under the guidance of a committee of workers which included Mr Stan Hemmings and Mr Alex McCullough,sponsored a Junior Athletics Club which became the Gra-Y Club (in August 1951) for young boys and Hy-Y for older lads. Mr A. E. Clark (YMCA) had the idea of adopting the American Gra-Y system which was to instil in boys good principals and values similar to those of the service clubs ie. YMCA, the Masons and Buffalo Lodge. Story has it that the town was virtually crime free for many years. The Athletics Club became a very powerful force in Mt Beauty and assisted other fledging groups to get started. The committee had the bright idea that they could raise money and entertain the men who lived in the out-lying camps by running sporting exhibitions by their members and the Gra-y boys for entertainment.Mt Beauty was a SECV construction town at the end of the Kiewa valley. Its remoteness encouraged the community to create clubs for recreation for all age groups so that those involved would be purposefully engaged. The Gra-Y club achieved this for 4.5 year olds to 12 year olds and included a junior group and a senior group.Manila folder, foolscap size, with seven pages held by four staples at the spine. The SECV began investigating four possible sites for an airstrip in Mt Beauty in 1965. The land was owned by the SEC and leased by Mr J. Sharp. It became available on the condition that the land would only be available to the Municipal shire. This land was officially opened as an Airport as an official tourist activity in 1977. It continues to be available to tourists, fire fighters, the air ambulance and the local gliding club.The opening of Mt Beauty Airport has enhanced Mt Beauty township by enabling fire fighters to access the surrounding bush during bush fires, by enabling Ambulance helicopters to rush emergency patients to city hospital, by giving tourists the opportunity to fly in and to give the local Gliding Club the opportunity to store and fly their gliders. 1. Community clubs in Mt Beauty have always been important due to the remoteness of Mt Beauty situated at the end of the Kiewa Valley and at the bottom of the surrounding mountains.Community clubs in Mt Beauty were and still are important for the well being of members of the community of all ages. Newsletter 'Hydroline' relied on a variety of contributions from Rubicon and Kiewa Groups. Each group was encouraged to write in the section "Getting to Know Ourselves". The SECV produced a magazine from the 1930s describing each of their locations where their employees were working. Bogong and Mt Beauty were the towns where the workers on the Kiewa Hydro Electric Scheme lived as well as in camps on the Bogong High Plains. The amount of rain and snow during the year and over the years was recorded regularly. This was done at several sites and was important for the building of the Kiewa Hydro Electric Scheme which involved dams, power stations and racelines.The KHES depended on accurate and detailed measurements of rain and snow on the Bogong High Plains in order to plan and construct high functioning infrastructure. Mt Beauty township was built as a construction town by the SECV for their workers on the Kiewa Hydro Electric Scheme. In Oct. 1957 the Bright Shire agreed to take over the running of the town At the time it was thought that the section of 'North Mt Beauty ' would disappear. By 1961 and again in 1975, the Shire was still struggling with money for administration and maintenance of the town, including the 'sub-standard' homes in North Mt Beauty. The papers state the agreements made over the years from 1957 to 1975 in order to come to a new agreement.Correspondence between the SEC and the Bright Shire in 1975 confirms that the Shire was struggling to maintain the high standard with increased costs, set by the SEC during construction. "Mt Beauty provides less income to the Shire and offers a poor medium for the reception of grants and CRB assistance'. The papers state the agreements made over the years from 1957 to 1975 with negotiations for a new agreement. Athletics was an important activity for boys to be involved in.
