Construction of the town of Mount Beauty commenced in 1946 and continued until 1952. It was built to provide family accommodation for workers engaged in the construction of the hydro electric power scheme. As well as housing, there was an administration building, staff hostel, merchandising centre, workmen's camps, base stores and workshops and the Mount Beauty Terminal Station. The first house was occupied in November, 1946 by the then manager of the trading store, with a frontage onto Hollonds Street. The total number of houses erected was 488, 162 custom built and 326 prefabricated. The main workmen's camp can be seen just left of the centre of the photograph and accommodated 144 men at the time of the photograph. By 1950 it could accommodate 1200men. Photo No. 1 is taken in 1947/early 1948 as there is no evidence of the staff hostel under construction. This hostel was commenced in August/September 1948 and is clearly shown in photograph No. 2, dating this photo as 1948 as it is before the completion of the bypass road connecting to the main (high plains) road. This road was constructed in 1939 and in 1948 followed the route of Tawonga Crescent. This remained in use until the bypass construction was completed in early 1949 and does not appear to be finished in this photograph.. On Dec.25, 1940 Sylvia Vyanna Morgan passed away. Dorothy had married Roy Warren from Myrtlebank Guest House and Thomas had married Edna Kennedy. In 1942 Nina married Arthur Mangle and in 1946 built Mountain Grand Guest House opposite Grampian House. By 1950 Morgan decided to sell Grampian House and moved to Stawell. The new owners of Grampian House were Fredrick Charles Kingston, a successful bus company operator from Stawell and his daughter Ethel May Mathews who together with her husband Des built the adjoining famous Kookaburra Cafe in 1946. Fredrick had also built a bowling green next to the cafe. In the late 1950's Grampian House Guest House was leased to several people including Mr & Mrs. Hudousek, Paul Loren and people with surname Virtue. It was during this time that the front veranda and pergola were demolished and the house modernised. Nina Mangle and her two sons Arthur & Charles purchased the property and operated it as an overflow for Mountain Grand Guest House. Fort Queenscliff was established in 1860 when an open battery was constructed on Shortland's Bluff to defend the Port Phillip Bay entrance. It is claimed that the first British Empire artillery shots of World War One were fired when a gun at Fort Nepean fired across the bow of the German freighter Pfalz, as she was attempting to escape to sea. The orders to fire came from Fort Queenscliff. It is alleged that the same gun, with a different barrel, also fired the first Australian artillery shot of World War II. By 1946 coastal artillery was outmoded, and the Fort became home of Army's Staff College. This booklet tells the story of the bell from the "S. S. Santhia" and how it came to Bogong State School, Victoria. "Santhia" belonged to the British India Line. On 6th November 1943 she was in service as a troopship when she caught fire and capsized at No. 3 Garden Reach Jetty, Calcutta. Due to the additional weight of water pumped into her to extinguish the fire, "Santhia" heeled over and remained in the mud of the River Hooghly until a successful salvage was completed in January 1946. The salvage operation was carried out by Captain J. P. Williams of Melbourne and his team of Australian divers nine and a half months after the commencement of operations. "Santhia" was the sixty seventh ship salvaged by Captain Williams. "Santhia's" Bell was presented by Captain Williams to Mr G.G. Jobbins, Chairman of Commissioners for installation at Bogong State School. The ceremony of presenting the bell took place on 21st February 1947. The bell bears the following inscription:- "Presented to G.G.Jobbins, Esq., Chairman, State Electricity Commission, by Captain J.P. Williams for Bogong School, on December 6th, 1946. This bell was recovered from the wreck of the "S.S.Santhia" sunk in the Hooghly River, Calcutta, and raised by an Australian salvage party."This booklet is significant because it documents an unusual event linking Bogong State School to a World War II salvage operation.A booklet consisting of images and text which tells the story of S.S. Santhia, of her sinking while in service as a troopship, of her subsequent salvage and how her bell came to Bogong State School in Victoria's High Country. The booklet consists of 12 pages including the cover. It consists of text and images. Primarily printed in black and white, the booklet uses blue boxes to highlight text including titles and explanation of images. This book was very popular during 1945 and was written by Merva Davies and published by the National Press PTY Ltd in Melbourne. It tells the story of a half-caste indigenous child. This book was part of a large group of books referred to as the Pattison Collection, which belonged to the Warrnambool Public Library, part of the Warrnambool Mechanics’ Institute. About RALPH ERIC PATTISON and the ‘PATTISON COLLECTION’ The ‘Pattison Collection’ is a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities, are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the WMI was led to ask the City Council to take it over in 1911 due to a lack of financial support. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Public Library as it was then called. Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up a home in Warrnambool. In 1935 when Pattison accepted the position as City Librarian for the Warrnambool City Council his huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. THE NEW WARRNAMBOOL LIBRARY When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The bag was used by Nurse Emma Warburton (1863-1946), who provided assistance at the birth of a couples child, not only looking after the new mother but also the family and the house hold chores. Nurse Warburton lived in Bourke Street, Mentone. The contents of the bag were, five letters of recommendation, a sewing kit, a breast reliever, seven keys, Red Cross Emergency Service Badge and two notes re medication. Marion Rosalie Mapperson, 1920-1946, was the daughter of the Mr and Mrs C Mapperson and was born in a home mission parsonage where she grew up to realise the presence and power of Jesus Christ. She became a fully-accredited local preacher then joined the staff of the Methodist Homes for Children at Cheltenham from there she began her training to be a Methodist Deaconess. Her funeral service was held at the Palmerston Street Church, Carton; it was conducted by the Warden of the Deaconess Institute, the Rev A W Pederick and Rev D W Risstrom.
