Lily and William Wishart lived during this period in 'Noranook', Fernhurst grove, Kew. There are numerous contemporary accounts of the social and civic activities of Lily Wishart as mayoress of Kew. In a description of a 'Mayoral At Home' in the Kew Recreation Hall, a report in The Australasian (10 Aug 1907, p.46) described the event thus: MAYORAL AT HOME In the Kew Recreation-hall on Thursday evening the Mayor and Mrs. W. Wishart gave an at home to between two and three hundred guests. ... Prior to the musical programme, the mayor and mayoress held a reception, standing on a dais at one side of the room. Mrs. Wishart was gowned in black glace silk, trimmed with handsome lace applique, and she wore a cream Maltese lace scarf over her shoulders, and held a bouquet of cardinal carnations.' This may be the dress in the collection. Another interesting and relevant report is an account in The Argus (19 March 1907, p.6): 'WOMEN'S WORK EXHIBITION The mayoress of Kew (Mrs. W. Wishart) invited the ladies of the district to meet in the mayor's room, town-hall, Kew, at half past 3 o'clock tomorrow afternoon, to consider steps to be taken locally in support of the proposed Exhibition of Women's Work.'The dress is locally significant as the work of a skilled home-dressmaker in Kew, who was also a leading civic figure in the municipality. One tends to think of amateur dressmakers as women who could not afford to purchase clothes from a retailer. Clearly, 'women's work' and the skills that educated and wealthy women acquired in the period allowed them to fashion their own garments.Full length evening dress in four parts. Undergarments include two items: a basic black silk petticoat and an upper black silk slip, the latter with two bands of ruffles. The lace dress is in two parts: a bodice and a skirt. The black, high-necked bodice is constructed of silk organza to which guipure lace has been extensively applied. The bodice has long puffed sleeves, gathered on the forearm to form a wide band of lace and ribbon at the wrist. The skirt is constructed of the same black fabric with descending bands of gathered black silk ribbon, used as ornamentation. The skirt also features a long train. Apart from the donor information about its provenance, the style of the dress can confidently be dated to the period 1900-1910. The dress was made and worn to civic functions by Mrs Lily Wishart, Mayoress of Kew in 1906-7. Earlier items belonging to William and Lily Wishart entered the collection as early as 2002. The dress was donated by a descendant of a friend of Lily Wishart in 2020. The photograph of the dress and its components attached to the record needed to be digitally enhanced so that details of the dress could be viewed online, as the fabric of the dress is an intense black. At the 1978 Festival of Kew, a number of organisations, including the City of Kew, the Kew Historical Society, Trinity Boys Grammar School and local Girl Guides participated in a re-enactment of the expedition of the party of Charles Grimes in surveying the Yarra River as far as Kew in February 1803. The location for the event was Yarra Bend Park near the Studley Park Boat House. The event was organised by the Kew Historical Society. The re-enactment was captured by a number of amateur photographers as well as by a photographer from the local Progress Press.Local communities select events to commemorate according to their shared history and values. Commemorations of colonial exploration were popular with local historical groups such as the Kew Historical Society in the twentieth century. In re-enacting events such as the Grimes survey of the Yarra, students from a local school were encouraged to take on specific roles, including play-acting individuals involved in the survey party as well as members of the local Wurundjeri People. The photographs, taken by amateur and professional photographers, represent a period in time when the dominant values were those shared by the descendants of European settlers in Victoria. The Argus was to report that: ‘The ceremony of laying the memorial stone of the Victoria-bridge, which connects Kew and Hawthorn with Richmond and Collingwood, was performed yesterday afternoon by the mayor of Richmond (Mr John Adam) in the presence of a large assemblage. Among the gentlemen present at yesterday’s proceedings were the mayor of Collingwood (Mr. M. Dwyer), the Mayor of Melbourne (Councillor C. Smith, M.L. A.) the mayor of Kew (Mr. Barnard), Mr. J. A. B. Koch and Mr. W. W. Shelley (ex mayors of Richmond), Mr. Joseph Bosisto, M.L.A., the Hon. L. L. Smith, Councillor De Mole (ex mayor of Kew), Mr. Jas. Pru Sanderson, in her groundbreaking ‘City of Kew Urban Conservation Study : Volume 2 - Development History’ (1988), summarised the periods of urban development and subdivisions of land in Kew. The periods that she identified included 1845-1880, 1880-1893, 1893-1921, 1921-1933, 1933-1943, and Post-War Development. These periods were selected as they represented periods of rapid growth or decline in urban development. An obvious starting point for Sanderson’s groupings involved population growth and the associated economic cycles. These cycles also highlighted urban expansion onto land that was predominantly rural, although in other cases it represented the decline and breakup of large estates. A number of the plans in the Kew Historical Society’s collection can also be found in other collections, such as those of the State Library of Victoria and the Boroondara Library Service. A number are however unique to the collection.The Kew Historical Society collection includes almost 100 subdivision plans pertaining to suburbs of the City of Melbourne. Most of these are of Kew, Kew East or Studley Park, although a smaller number are plans of Camberwell, Deepdene, Balwyn and Hawthorn. It is believed that the majority of the plans were gifted to the Society by persons connected with the real estate firm - J. R. Mathers and McMillan, 136 Cotham Road, Kew. The Plans in the collection are rarely in pristine form, being working plans on which the agent would write notes and record lots sold and the prices of these. The subdivision plans are historically significant examples of the growth of urban Melbourne from the beginning of the 20th Century up until the 1980s. A number of the plans are double-sided and often include a photograph on the reverse. A number of the latter are by noted photographers such as J.E. Barnes.The subdivision plan for the Clutha Subdivision is one of the largest in the Society’s collection. The plan includes a map of the proposed allotments, photographic views to the north and south, and information about the kinds of buildings that could be constructed on the allotments. The subdivision was bounded by Studley Park Road, and Carson, Stevenson and Edgecombe Streets. Two new streets, Mackie Court and Younger Street were created as part of the subdivision. The subdivision took its name from ‘Clutha’, the home of John Carson, who was to become Mayor of Kew in 1863. A Report to the City of Boroondara outlined how: ‘The Clutha estate was progressively developed from 1940, with new houses under construction on the Studley Park Road, Carson and Edgecombe Street frontages by 1941. By 1943, directory listings were available for all addresses with the exception of Mackie Court. Cr. W.D. Vaughan in his civic history of Kew includes a chapter (XXXII, pages 132-3) to Town Clerks and Surveyors. He states that H.H. Harrison began his career with the Borough of Kew in 1888 as his predecessor's assistant, becoming Town Clerk on the latter's death in 1901. On his retirement, The Herald on 30 Jul 1938 reported that: "H.H. HARRISON, Town Clerk of Kew, was entertained last night by members of the Metropolitan Institute of Town Clerks and presented with a walking stick and case of pipes, on the occasion of his retirement after 50 years' service with Kew City Council. He began his municipal career as a youth with the Bendigo City Council, and in 1888, was appointed Assistant Town Clerk at Kew. Appointed Town Clerk in 1901, he has held the office for 37 years."This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The party of the British surveyor Charles Grimes were the first Europeans to view the River Yarra, as it was later to be named. Members of the party reached the area now known as Studley Park in 1803. This local re-enactment commemorated 175 years since that event. Charles Grimes Re-Enactment, Yarra River, Kew, 1978. An article in the Box Hill 'Reporter' (11 October 1907, p.2) refers to the presentation of the artefact to the Kew Town Hall. The report records: 'Presentation to Kew's Ex-Mayor In the mayor's room at Kew on Tuesday evening, Ex-Mayor Cr Wishart was made the recipient of a handsomely-illuminated and exquisitely-framed testimonial as a mark of appreciation by his colleagues of the highly satisfactory manner in which he had discharged the duties appertaining to the mayoral office. .... A framed group of the metropolitan mayors was subsequently presented by Cr Wishart as an addition to the pictures hung in the mayor's room.'The newspaper report in the Box Hill Reporter positively identifies the artefact and how it was placed in the Mayor's Room in the Walpole Street Town Hall. This trowel was presented to City of Bendigo Mayor, Simeon Ryan by Mr B. Deakin the Australian representative of the Victorian Electric Supply Company on the occasion of the laying of the foundation stone for the new power house building in Hargreaves Street, Bendigo. This power house was built to supply power to both Bendigo and Eaglehawk and the overhead power system for the tramway which ran from Quarry Hill, through the city to Eaglehawk and from Golden Square to Lake Weeroona. The building of the power house changed Eaglehawk and Bendigo as street lights were installed and houses became electrified. A report in the Bendigo Independent in 1902 reported ' Night will then be almost as brilliant as the day and people .... who live in the suburbs are to be provided with a tram service worth of the name'. (See reference A Mammoth Scheme.) The tramways closed in April 1972 after the Victorian Parliament granted the SEC an application to cease operating. Today Bendigo Trust operates the tourist trams which run along Pall Mall and welcomes over 40,000 visitors annually. The Bendigo Tramways Depot is the oldest operating tram depot in Australia and is listed on the Victorian Heritage Register. Edward (Edmund) de Lacy Evans was really Ellen Tremaye; and in 1856 she married her fellow passenger on her voyage to Australia, Mary Delahunty; under the assumed name of EDMUND De Lacy. In 1859 he/she married Sarah Moore. They were married for eight years when in 1867 she died in childbirth. In 1868 after Sarah had died; Ellen, now known as EDWARD de Lacy Evans married Julia Mary Marquand in Ballarat. From the Melbourne Argus Friday 5th Sept 1879, Page 7 THE EXTRAORDINARY PERSONATION CASE. [BY ELECTRIC TELEGRAPH. FROM OUR OWN CORRESPONDENT.) SANDHURST, THURSDAY. The De Lacy Evans case has created great excitement here. The man-woman having resided in the district for about 20 years, was well known amongst the miners, but no one appeared ever to have supposed that she was other than as she represented herself to be, and the discovery of her sex has caused the greatest astonishment. The police have not yet moved in the matter of the discovery of her antecedents, but from the result of inquiries I have made, there seems to be no room to doubt that the woman is identical with the girl Ellen Tremaye, referred to in yesterday's telegram as having arrived at Melbourne by the ship Ocean Monarch in June, 1857. The nurse at the hospital, Mrs. Holt, is positive she is the same, and says the opinion was held amongst those on board the vessel that Tremaye had been well connected, and that she had left home in consequence of some misconduct. The Ocean Monarch was an immigrant vessel, and on the voyage Tremaye and another young woman, named Rose Kelly, were very intimate, but the latter, being seized with a dangerous illness, was left at Rio Janiero. Mrs. Evans, the wife of the supposed man, states that she frequently heard Evans say that she came out by the Ocean Monarch. But the most satisfactory information of Evans' previous history yet received has been obtained from a Mrs. Thompson, a charwoman at Myers' Creek, who was also a shipmate of the girl Tremaye. At the time she made the voyage she was unmarried, and was accompanied by Miss Mary Ann Delahunty, a young lady who was very well connected, and who came from the same village as herself, named Monakine, on the north bank of the river Suir, in Kilkenny. Miss Delahunty was an orphan and brought with her about £900. After Rose Kelly was taken ill, Tremaye resorted to Miss Delahunty's berth, and the passengers appeared to think there was something strange about the manner in which Tremaye conducted herself, and she had been observed to wear a man's under-clothing. Upon the arrival of the ship in Hobson's Bay, Tremaye declared herself to be a man, and told Mrs. Thompson she intended to marry Miss Delahunty. The next Mrs. Thompson saw of Ellen Tremaye was at Peg-leg Gully, Eaglehawk. Tremaye had just established herself in a house there under the name of Edward de Lacy Evans, and Mrs. Thompson went to serve them with milk. When she went to the house, she saw Evans sitting inside dressed in male attire, and immediately recognised him as her fellow passenger, Ellen Tremaye. Evans had, at this time, married his second wife, Miss Moore, who was then present. Evans re-marked to her—"I think I know you." To which Mrs. Thompson replied—"I know you, too," and added something to the effect that Ellen (referring to Tremaye) was a queer girl." Oh, said Evans, evidently anxious that his then wife should not understand Mrs. Thompson's reference, "It's a good job she is gone back to the old country." Mrs. Thompson inquired as to what had become of Miss Delahunty, and Evans replied, "Oh, my poor wife and boy both died of consumption, and are buried in the North Melbourne cemetery. " In reply to an inquiry as to what had been done with her (Delahunty's) money, Evans said she had sent it home to a nunnery. Evans's then wife had been absent during a portion of this conversation, but at this point she returned, and Evans went outside to the milkwoman, and said, "For your life don't mention my dead wife's name ; call me Mr. Evans. This missus of mine is death on the Roman Catholics, and she can't bear to hear my dead wife's name mentioned." This conversation took place about 12 or 14 years ago, and Mrs. Thompson seems to have quite believed that Evans had personated a woman under the name of Ellen Tremaye on the voyage out and was really a man.
