Probably taken 1890's before Orbost was separated from Tambo. The Shire of Tambo was a local government area about 320 kilometres east of Melbourne. The shire covered an area of 3,506.86 square kilometres and existed from 1882 until 1994. Tambo was first incorporated as a shire on 6 January 1882, splitting away from the Shire of Bairnsdale. On 30 May 1892 it lost three-quarters of its land area when the Shire of Orbost was incorporated. A small amount was re-annexed as Cunninghame Riding on 3 January 1913. On 2 December 1994, the Shire was abolished, and merged with the City and Shire of Bairnsdale, Shire of Orbost, most of the Shire of Omeo and the Boole Boole Peninsula from Shire of Rosedale into the Shire of East Gippsland. This photograph shows the construction of the first bridge over the Snowy River at Orbost being built. a copy was also donated by Gil and Heather Richardson. The first pile bridge over the Snowy River was just completed by Mr Jim Granter when the 1891 flood took out the centre,. There were differences of opinion as to whether the council should pay . The Shire Secretary, Mr John Draffin, persuaded them to honour their obligations. Mr Granter and Mr Clarke finished it as a suspension bridge which was opened by Mrs William Watt. Soon after a mob of cattle stampeded, the weight snapped the cable, letting one side sag. Mr R.P. Cameron repaired it and this bridge remained until 1922. "In 1890 the contract for a bridge was let to Mr James Granter for £1450. This structure with additions and improvements made to it was to cost the ratepayers about £2,500, and its erection was proceeded with in a very satisfactory manner until, just as the greater-part of the work had been completed, the flood of 1891 came down on it, piling up mountains of logs, timber and debris against the piers, which had not been made wide enough apart to allow for. contingencies of this kind. The structure held out bravely until the turn of the flood and then gave way with a crash, about five bays from the centre disappearing in the stream." However the wet weather kept away many of our friends from the Victorian Folk Music Club who find it impossible to play in the rain. Thanks to those few who came along. We maintained out consistency by again collecting a Prize for our float- this time for the "Best Eltham Theme". Thanks to Dennis McKay for again providing his trailer for the float, and to Paul Sidwell for towing it with his Land Rover. As usual Joh Ebeli with some help from other members, was responsible for setting up the float. A successful display was held in the Eltham Community Centre on the theme of "Notable Local Residents" People featured in the display included pioneer settlers, Thomas Sweeney and Henry Hurst; founder of Brighton and later notable Eltham resident, Henry Dendy; former Shire Secretary and Engineer, Charles Wingrove; artists Walter Withers and Justus Jorgensen; parliamentarian Ewen Cameron; anthropologist, Dr. Donald Thomson; writer, Alan Marshall. Kangaroo Ground, a Scotchman by birth, born in 1891, came out to Melbourne in 1839 in the ship David Clarke, and after remaining in Melbourne one year, and for a short time at Bulleen, went in 1841 to Kangaroo Ground, and purchased 160 acres of land where he now resides, having also 270 acres at Yarra Flats. At the time he settled on the Kangaroo Ground there were but three people in the district, of whom two were shepherds, and the entire country was bush. Mr John Bell’s father, the late Mr. William Bell, first purchased land, and with the assistance of his sons, cleared, fenced, and subdivided it. Mr John Bell has been a member of the shire council since its formation, and for the past twelve years has been a justice of the peace; and he is a member of the National Agricultural Society of Victoria. This photograph was taken on the first 'Australia Day', held 30 July 1915. Across Australia, this day was set aside for a nation-wide fundraising effort for the Patriotic Relief Fund, raising money to assist wounded soldiers returning to Australia during WWI. Other days had been set aside to raise funds for specific nations, e.g. 'Belgian Day' had been held earlier in 1915.. In Linton Australia Day 1915 was celebrated with a jumble sale, raffles, and collection of donations. There was also a stall near the Shire Offices, attended by a group of girls dressed as Red Cross nurses, which sold flowers, postcards, toys etc. People identified in photograph: Standing slightly behind the group - Mr Smith (Alf J. Outbreaks of poliomyelitis were common up until the 1950's when vaccine became available. The cause was not known and management was difficult - paralysis in varying degrees was the usual outcome. Public concern was high especially concerning children. One of the most significant Australians to suffer from this disease, was Alan Marshall (1902 -1984) who was born in Noorat, 15 kilometres from Mortlake. He wrote an account of his boyhood after he was struck down by the disease, in the internationally acclaimed 'I can jump puddles' (1955).Rectangular piece of calico'Shire of Mortlake. Graham Masters is a potter based at Sweenies Creek, just outside Bendigo, Victoria who specialises in a patented technique of low relief stoneware depicting Australian animals and landscapes. He obtained a Diploma of Art and Design in Ceramics from the Bendigo Institute of Technology in 1973, then operated a pottery for a year in Bendigo, before becoming an employee, then a partner at Maldon Pottery, Victoria with Neville Wilson and Thomas Metcalf. He left Maldon to set up his own pottery at Sweenies Creek in 1984. (1.) (Judith Pearce). Built in 1869, the (former) Strathfieldsaye Shire Hall is one of The City of Bendigo's earliest surviving public buildings. Designed by George Steane and built by George Pallett in 1869 the Strathfieldsaye Shire Hall has aesthetic significance as a purpose built Shire Hall designed in the Free Classical manner. It is also of importance as an early example of the novel system of cavity wall construction. The building is largely intact and unaltered. Other important elements include the arched portico of the main entrance with brick arched features on either side; the brick quoining and dressings to the round arch windows; the three gabled roof; and the matching chimneys that reinforce the symmetrical design. The Hall has social significance as a temporary schooling facility in the 1870s and as a flood refuge in 1889. The Strathfieldsaye Shire Hall is a brick building designed in the Free Classical manner. This style was favoured by the Public Works Department for a number of public buildings including Shire Halls and courthouses. The form includes a central taller volume flanked by matching smaller gables. In the case of the Shire Hall these would be occupied by the Shire Secretary and Shire Engineer whilst the larger volume was the council chamber. The portico at the front is designed with a flat arch in the centre and matching smaller arches each side. The face red brick is unadorned apart from a plain string course at the roof springing point, brick quoining and dressings to the round arch windows. There are matching chimneys that are located to reinforce the symmetrical design and the original roof is believed to have been slate but is now corrugated iron. Rim decorated with slab rolled gum trees protruding on centre left and right sides of plater. which reflect the low relief image of trees and the Strathfieldsaye Shire Hall on the surface of the plate. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Wingrove Cottage built 1858-1859 of hand made bricks is historically significant for its long association with Charles Wingrove, a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and Shire Engineer and Secretary to the Heidelberg Road Board. The cottage was used as the office of the Eltham District Road Board and Council for many years It is one of the Shire's oldest dwellings, and one of the few surviving 19th century buildings associated with early Eltham and located in the original Eltham Village Reserve. The symmetrical planting of a pair of Pencil Pines (not visible in photo) is also historically and aesthetically significant as characteristic of the early period of planting in the district and because they are a distinctive landscape feature. In October 2002 new owners demolished the outbuildings attached to the rear of the cottage. Community protest at the demolition resulted in Council issuing a Stop Work order. The owner was issued with a court order in September 2003 to develop a conservation management plan and restore the heritage listed property. The owner sold the property in 2005 to Cameron Construction in 2005 who undertook the restoration work. In 2007 a planning application to build two offices and seven dwellings at the rear of the property was ultimately rejected. The cottage is now the main office for Cameron Construction. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p57 Wingrove Cottage on Main Road beside Eltham Primary School, is one of the Shire’s most important historical buildings and was central to local government for almost 50 years. The cottage was built in stages from 1858 to 1888 for Charles Symons Wingrove JP. He was the Eltham District Road Board’s first paid secretary and later the Shire Secretary when the board became the Eltham Shire Council. Wingrove held those positions, and that of engineer for a time, for 46 years. He was also one of the main figures in the Municipal Association of Victoria. As Eltham’s first paid municipal officer, Wingrove used one room in his 11 – (originally two) roomed home, as the office for the board then the council. Meetings were held there from the late 1850s (as well as at more central locations) until Wingrove’s retirement in 1904. The cottage is a rare example of a local government office occupying a Road Board /Shire Secretary’s purpose-designed house. The cottage is also significant because it is the oldest largely intact building from the original Eltham township reserve (south of Dalton Street).1 The township had its origins in the 1848 Nillumbik Parish Plan and was one of the state’s earliest township reserves. The rectangular house of handmade bricks, roofed with grey slate tiles and with a veranda encompassing three sides, is reminiscent of those in the central goldfields including Castlemaine. Its overhanging eaves and gables were unlike houses in Melbourne at the time. Wingrove, who was born in 1827, had been a gold digger and a road surveyor. Impossible to imagine in today’s world, Wingrove was also the Shire of Heidelberg’s secretary and engineer for part of the time that he was secretary in Eltham. Living next door to the primary school was a mixed blessing. Wingrove and his wife Katherine, who had ten children, sent their eight surviving children to the school. But they had occasional disputes with the school authorities when their cattle wandered into the schoolyard. Eltham showed Charles Wingrove its appreciation of his services by giving him two illuminated addresses, one after ten years and the other at retirement. Wingrove died in 1905 aged 76 and was buried in the St Katherine’s Church of England cemetery in St Helena. His grave is surrounded by those of family members including his wife, Katherine and two babies, Henry, 12 months and Isobella, 15 months, who died in the mid-1860s. Cottage ownership passed to his wife, then to daughter Caroline and then to daughter Bessie, a Melbourne University graduate and artist. During the Great Depression their brother Walter was the ratepayer. At one stage the Wingrove property extended to Metery Road and included a small creek. The family ran a small dairy and orchard, with associated farm buildings, which were later removed. In 1949 part of the property was compulsorily acquired by the Eltham Primary School, which infuriated owner Bessie Wingrove. She protested in a letter about this ‘monstrous act of unmitigated tyranny’.2 She was the last Wingrove to occupy the cottage and died in 1955. Wingrove descendants sold the house in 1974 and the property was subdivided. In the 1960s the Eltham Shire named the park opposite the cottage in Wingrove’s honour. The cottage has since had several owners including psychiatrist Dr Daniel Kahans, who practised there. In October 2002 late rear additions which had been substantially altered were demolished contrary to council planning controls. This caused a community outcry and resulted in legal proceedings against the owner. Fortunately the historical significance of the demolished section was not as great as the older front part of the building, which has been retained and was later restored.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. In 1872 Senior Constable Myles Lyons replaced Peter Lawlor at Eltham Police Station. Earlier in his career, he had taken part in a search (one of many) for missing explorers Burke and Wills. At Eltham, his arrests ranged from minor instances of theft, vandalism and larrikinism to serious cases of manslaughter, murder and attempted suicide. He even tracked down and arrested two Norwegian seamen charged with desertion from their vessel. While conveying a prisoner from Eltham to Melbourne in 1886, he was attacked by the prisoner en route. It seems that much of the local news in the Evelyn Observer was provided by Eltham Shire Secretary C.S. Wingrove. In 1878, Eltham residents held an “Indignation Meeting” at the Evelyn Hotel, complaining that the reporting had denigrated Lyons’ conduct and had stigmatised the character of Eltham’s inhabitants. They passed a resolution castigating Wingrove and supporting Lyons. Wingrove claimed to have been misconstrued. But in 1887 the Evelyn Observer carried a long ranting vitriolic editorial. It complained about inadequate policing generally, then attacked Lyons personally, saying that (although efficient in the past) he had now become incompetent and needed to be replaced by a younger more energetic man. Myles Lyons retired due to ill health in 1889 but remained in Eltham until his death in 1899. He is buried in Eltham Cemetery with his wife Flora and five of their children. Four sons moved to Western Australia where two were killed in unconnected railway accidents. The site has been worked intermittently until fairly recent times (Christmas Hills Past and Present (Yarra Glen & District Historical Society, 2004) ) Advertiser (Hurstbridge, Vic. : 1922 - 1939), Friday 14 November 1930, page 1 ________________________________________ QIJEENSTOWN Death of Mr. John Nink One of the oldest and highly-respected settlers in the person of Mr. John Nink, aged 61 years, passed to his rest on November 10 at his residence, Peach Grove, Queenstown North; after suffering from what is known as miners' complaint. The late Mr. Nink has lived in the district practically all his life and died at the home formerly occupied by his father; Some years ago he conducted a peach orchard, which was one of the sights of Queenstown. He was recently engaged in mining at One Tree Hill with Mr. Otto Muller. He took an active part in public affairs, and was a trustee of the mechanics' institute, recreation ground and cemetery trust. He had a happy disposition, was very hospitable and always merry, which made for him friends all over the district. He leaves a wife, and was the father of Alice (Mrs. Christian), Charles, Robert, William and Minnie (deceased); and the brother of Joseph: (deceased), Henry, Johanna (Mrs. Tonge), Frederick, Mary (Mrs. Antonie) and Robert. His relatives have the sympathy of a large circle of friends in their sad bereavement. The remains of deceased yere interred in Smith's Gully cemetery on Wednesday, and his popularity was shown by the large cortege, amongst the mourners being ex-Cr. Zerbe !(Doncaster), Messrs. Carlyle. Exton, Harris (Kinglake), Birch (Christmas Hills), P. J. McMahon (shire secretary), Crs. Hewitt and Ryan (North Riding), and Cr. D. Murphy (Whittlesea shire). The funeral service was conducted by the Rev. Father Lande (Diamond Creek), and the funeral arrangements were in the hands of Messrs.
