The State Revenue Office (SRO) is a $5 million world-class purpose built revenue collection facility employing over 200 people. SRO relocated 40% of its operations from Melbourne to the Ballarat Technology Park, creating more than 180 employment opportunities for skilled people from the region. The Ballarat facility houses the majority of the SRO's operations capability and utilises state-of-the-art technology. The BTP was selected to host the SRO after a feasibility study revealed that Ballarat was an ideal regional centre to support this important government function. The BTP enables the SRO to be in close proximity to an existing cluster of technology based enterprises and organisations, as well as education, training and research opportunities presented to SRO staff at the nearby Federation University. Edith (Alice) WATSON (1914–2010) Murtoa | Australia Alice Watson studied at the Ballarat Technical Art School (at the School of Mines, Ballarat) from 1930 until 1933. Watson sat several departmental exams, including drawing and painting plant forms from nature, lettering, Composition of Form and Colour and advanced General Design, as well as dressmaking and embossed leatherwork. Her folio applies many Australian native floral elements to design. Upon graduating, Watson taught at the Murtoa High School, living with her parents until their deaths in 1972 and 1988 when she was 74 years old. Alice Watson died in Ballarat, aged 95, having conserved her beautiful student folio, which was generously gifted to the Federation University permanent Historical Collection by the Watson family.Twelve drawings undertaken for the 'Drawing the Human Figure from Casts' class at the Ballarat Technical Art School. The works were undertaken by Edith Alice Watson. Tool - Brushes, Keith Rash's Sign writing Brushes
Commercial artist, Keith Edwin Rash (1910-1985), studied at the Ballarat Technical Art School between 1923 and 1929. These artefacts are from his professional practice. Sign writing and ticket-writing bridged art and trade, with hand lettering applied to long-term signage and short-term promotional materials. At the Ballarat Technical Art School, sign writing, ticket writing, and house decoration were overseen by Thomas Raisbeck (1884-1970) from 1915. Classes were then successively taught by former students William Kenneth (Ken) Moss (1889-1921) from 1920 until his untimely death, Albert E. Williams (1899-1986) until 1928, followed by experienced, practising sign writer, Charles Emrys (Angus) Henderson (1899-1976), who had trained under Raisbeck. Albert E. Dorling was the Instructor in Printing at the Ballarat Technical Art School in 1933. The art school was a division of the Ballarat School of Mines. The objectives of Typographical Instruction at the Ballarat Technical Art School was to develop an appreciation of art in printing; to create and foster a wholesome respect for books; to develop a justifiable pride in persona achievement; to broaden the educational and social outlook; to broaden the field of vocational choice; to prepare for effective entrance into the printing trade; to give mastery of many of the principles of design; to help in forming habits of accuracy, thoroughness, neatness and industry; to give opportunity to turn out a product of use, beauty and value; to cultivate appreciation of the value of co-operation and service; to aid in mastery of other school subjects,particularly English; to provide an appropriate instructional medium for pupils whose constructive instincts desire this method of expression; to provide experience which will show the practical application and value of academic subjects.Coloured soft covered book bound with a brown ribbon. Albert Steane was born at Sandhurst (now known as Bendigo) in 1877. He attended the Gravel Hill State School until the fourth class, then transferred to the Central School 1876 where he gained the Merit Certificate. The monitor system of teacher training had been introduced and he passed fourth, third, second and first class pupil teacher. At about 16 years of age he was appointed a teacher monitor at 12 pounds per annum. Albert Steane was awarded the Teachers' Certificate of Competency in 1897. The teaching of woodwork in Victoria began in 1901 and Steane was chosen, among 18 others for the inaugural training course at Queensberry State School in Melbourne. Steane was known for the teaching of Sloyd or woodwork, which was an important point in his career. He opened the Sloyd (woodwork) Centre in 1902 at the Ballarat East Art School (later known as the Ballarat East Free Library) at the School of Mines and Industries Ballarat (SMB). In 1913 Albert Steane, the young head of the East Ballarat Sloyd Centre, was appointed to establish a junior technical school in Ballarat becoming the first headmaster of the Ballarat Junior Technical School. Steane's lifelong interest in gymnastics brought him as much fame as his reputation as a headmaster. He organised the Education Department's gymnastics display at Bendigo's Golden Jubilee Exhibition in 1902. He played a major role in the establishment of the Ballarat Y.M.C.A. and from 1906 responsible for evening classes in physical culture. In 1968, aged 91, he was made a Life Member of the Association. Steane was in complete command of his school, his staff and students. It must be remembered that schooling was not as permissive, tolerant and informal as today. A.W. Steane retired in 1942 after 29 years as Headmaster of Ballarat Junior Technical School. Many visible memorials are evident of his time and influence on the growth of the Junior Tech. A good school also lives on in the memories and affections of its old boys. Many remained in touch to talk about "the old days". A simple lesson he taught was "Win Through". No matter what path was chosen by the students, many were true to his teaching. On his retirement, Mr Jeffery was appointed the new Headmaster. On 19 March 1942, a farewell meeting was held presided over by Mr Jeffery. Those present included A.F. Heseltine, G. Netherway (representing the Old Boys' Association), N. McHuthchinson (District Schools' Inspector), G.A. Simcock (High School), E. Youlden (Pleasant Street State School), and J.A. Ewins (Citizens' Representative). Jeffery - lounge room clock with inscribed silver plate Steane died, aged 93 years, on 13 July 1970, at Sydney, leaving his widow Grace Elliott Steane and children Eric and Violet. Tool - Smoothing or Jack Plane, Alexander Mathieson, Late 19th to early 20th century
In 1792 John Manners had set up a workshop making woodworking planes at 14 Saracens Lane Glasgow. He also had employed an apprentice Alexander Mathieson (1773-1851). But in the following year at Saracen's Lane, the 1841 census describes Alexander Mathieson as a master plane-maker now at 38 Saracen Lane with his son Thomas Adam working with him as a journeyman plane-maker. Presumably, Alexander must have taken over the premises and business of John Manners. Now that the business had Thomas Adam Mathieson working with his father it gradually grew and became more diversified, and it is recorded at the time by the Post-Office Glasgow Annual Directory that by 1847-1848 Alexander Mathieson was a “plane, brace, bit, auger & edge tool maker” In 1849 the firm of James & William Stewart at 65 Nicolson Street, Edinburgh was taken over and Thomas was put in charge of the business, trading under the name Thomas A. Mathieson & Co. as plane and edge-tool makers. Thomas's company went on to acquire the Edinburgh edge-tool makers “Charles & Hugh McPherson” and took over their premises in Gilmore Street. In September 1868 Thomas Mathieson put a notice in the newspapers of the Sheffield & Rotherham Independent and the Sheffield Daily Telegraph stating that his firm had used the trade-mark of a crescent and star "for some time" and that "using or imitating the Mark would be proceeded against for infringement". The firm had acquired its interest in the crescent-and-star mark from the heirs of Charles Pickslay, the Sheffield cutler who had registered it with the Cutlers' Company in 1833 and had died in 1852. The year 1868 seems also to be the one in which the name Saracen Tool Works was first adopted; not only does it figure at the foot of the notice in the Sheffield press, it also makes its first appearance in the firm's entry in the Post-Office Glasgow Annual Directory in the 1868/9 edition. As Thomas Mathieson's business grew, so too did his involvement in local public life and philanthropy. One of the representatives of the third ward on the town council of Glasgow, he became a river bailie in 1868, a magistrate in 1870 and a preceptor of Hutcheson's Hospital in 1878. Tool - Fillister Wood Plane, A Mathieson and Son, Mid to late 19th Century
The British wooden sash fillister plane is an old plane designed for rebate or rabbet work on sash windows to cut a groove or channel to allow a window to move up and down. The function and design of the sash fillister plane is a cross between the wooden moving fillister plane and the wooden plough plane. The wooden sash fillister plane is equipped with a fence, depth stop, nicker, skewed cutter and wedge. The plane has a hardwood main body, a hardwood moving fence and usually a variety of brass decorative and functional parts. The body and fence are nearly always made from beech as this was the hardwood of choice at the time these plane were made due to price and availability. Sometimes these planes are seen in other types of wood with the best examples being made from boxwood, rosewood and also there are some ebony fillister planes. Manufacturer: In 1792 John Manners had set up a workshop making woodworking planes at 14 Saracens Lane Glasgow. He also had employed an apprentice Alexander Mathieson (1773-1851). But in the following year at Saracen's Lane, the 1841 census describes Alexander Mathieson as a master plane-maker now at 38 Saracen Lane with his son Thomas Adam working with him as a journeyman plane-maker. Presumably, Alexander must have taken over the premises and business of John Manners. Now that the business had Thomas Adam Mathieson working with his father it gradually grew and became more diversified, and it is recorded at the time by the Post-Office Glasgow Annual Directory that by 1847-1848 Alexander Mathieson was a “plane, brace, bit, auger & edge tool maker” In 1849 the firm of James & William Stewart at 65 Nicolson Street, Edinburgh was taken over and Thomas was put in charge of the business, trading under the name Thomas A. Mathieson & Co. as plane and edge-tool makers. Thomas's company went on to acquire the Edinburgh edge-tool makers “Charles & Hugh McPherson” and took over their premises in Gilmore Street. Craft - Ship Model, Arethusa, 1894
Original Ships History: Aréthuse was a French frigate, launched in 1757 during the Seven Years War between England and France. She was captured by the Royal Navy in 1759 and became the fifth-rate HMS Arethusa. She remained in Royal Navy service for twenty years until she was wrecked after being badly damaged in battle. The ship was constructed at Le Havre for privateer warfare as ”Pélerine” and soon after her launch, she was purchased by King Louis XV (1710-1774) and commissioned as Aréthuse on 21 January 1758. In June, under captain Vauquelin, she sailed through the British blockade of Louisbourg helping to defend the site before departing, again forcing the blockade. On 18 May 1759, she was in transit from Rochefort to Brest, under the command of Louis-Philippe de Rigaud, Marquis of Vaudreuil, when she was intercepted near Audierne Bay (Baie d'Audierne) by three Royal Navy ships the Thames, Venus and Chatham. She attempted to escape but after two hours, lost her topmasts and was overtaken by her pursuers. Thames and Venus engaged her with heavy fire, causing 60 casualties before the vessel surrendered. She entered service with the Royal Navy for the rest of the war, and was in service in British home waters and became responsible for the capture of several French privateer cutters. In 1777, a Scotsman James Aitken, widely known as John the Painter, was hanged from her mizzenmast for burning the Rope House at Portsmouth Royal Dockyard on 7 December 1776, to aid the struggle of American independence. The mast was struck from the ship and re-erected at the dockyard entrance so as many people as possible could watch the execution. On 17 June 1778, she fought a famous duel against the French 36-gun frigate, Belle Poule. Belle Poule was on a reconnaissance mission, along with the 26-gun Licorne, the corvette Hirondelle and the smaller Coureur when she encountered a large British squadron that included Arethusa at a point 37 km south of The Lizard. Admiral Keppel, commanding the British fleet ordered that the French ships be pursued. The captain of Belle Poule refused the order to sail back to the British fleet. The British fired a warning shot across his ship's bow, to which he responded with a full broadside. This action began a furious, two-hour battle between the two ships that resulted in the deaths of the French second captain and 30 of the crew. However, Arethusa was crippled by the loss of a mast and withdrew, allowing Belle Poule to escape. This battle was the first between British and French naval forces during the American Revolutionary War and took place around three weeks before France had made a formal declaration of war. The battle was widely celebrated in France as a victory, even inspiring a hair-style in court circles that included a model of Belle Poule. It was also viewed as a victory in Britain and became the subject of a traditional Sea shanty, The Saucy Arethusa. On 18 March 1779, under captain Charles Holmes Everitt, Arethusa engaged the French Aigrette, under Lieutenant Mortemart, sustaining considerable damage in the fight. Arethusa was wrecked the next day off Ushant, It was the fame of this Arethusa which induced the Royal Navy, during the following two centuries, to bestow the name on a further seven consecutive individual ships and two consecutive classes of cruisers. Book - Book - Prospectus, The Working Men's College Melbourne, Prospectus,1900, 1900
The Working Men’s College was founded in 1881 by a prominent grazier and philanthropist, The Hon. Francis Ormond, who donated £5000 towards the establishment of the college. The Council of the Melbourne Trades Hall then matched Ormond's initial donation by rallying its members. On 4 June 1887, the college opened in its purpose-built building on the corners of Bowen Street and La Trobe Street in Melbourne, with a gala ceremony. It became the third official provider of higher education in the new Colony of Victoria (the Melbourne Athenaeum was founded in 1839 and the University of Melbourne in 1853). The college was the predecessor to the current-day Royal Melbourne Institute of Technology (RMIT University). Adjoining the college in the 1890s were the Supreme Court of Victoria (later the Melbourne Magistrates' Court) and the Melbourne Gaol - both which are now part of RMIT today. A list of Scholarship Governors and Life Governors is included. The former have donated 250 Pounds Sterling and upwards, the later have donated 20 Pounds and over but less than 250 Pounds Sterling. The Patron of The Working Men's College was His Excellency The Right Honourable Lord Brassey. The President of the Council was Professor W C Kernot. Two months ...The Tasmanian Parliament made provision for 'the teaching of the principles of technical education' in the Education Act (1885). Regulations specifying courses of instruction and establishing a committee of Technical Education followed in 1887. The first government Technical School opened in Hobart in 1888, offering evening classes in technical art and applied mechanics. Two months later a school was established in Launceston. Small classes were also held in regional centres and Schools of Mines were established in Zeehan, Queenstown and Beaconsfield. Curricula quickly expanded to include subjects ranging from mineralogy and metallurgy to commercial economy, beginning the long tradition of directly linking the schools with the interests of business and industry. The Technical Schools largely worked independently, with varying degrees of success, until 1916 when a Commission of Inquiry recommended the integration of technical education into the state education system. The outcome was a new Technical Education Branch, formed to administer Technical Schools and Schools of Mines and to provide a structured technical education system, comprising distinct trade certificates and applied sciences, engineering and arts diploma courses. It was a School for Junior Technical Work in Science, Art and Trade. This Prospectus gives information about the aim of school, courses of study, scholarships, standards of admission, holidays, evening classes, regulations, rules, sports, staff, advice to students and parents, railway and tram fares and syllabuses of work. As this was the first year of the School, Staff were introduced and their previous positions were detailed. Head Master was Mr P McCormick who had been head of the Junior Technical School at the Working Men's College. The Senior Master was Mr Bruce who had also been at the Working Men's College. Mr Hauser was selected for his position at the Education Department and would be the English Master. Mr Gilmore was the Art Master and had been at the Working Men's College. Mr Lewis was appointed Mathematical Master. He was a graduate from Melbourne University. The Science Master was Mr R A White and was an instructor at the Junior Technical School, Bendigo School of Mines and Industries. Used at School of mines and industries Ballarat As H.V. McKay's Sunshine Harvester business expanded there was a requirement for a school to train the company's apprentices. In 1911, H.V. McKay wrote to the Victoria Cabinet offering 2,000 pounds and 4 1/2 acres of land in Derby Rd for a technical school, On the 7th July 1913, the new Sunshine Technical School opened with a wooded administration building with six class rooms and a large galvanised iron workshop for the trade apprentices. Mr George Baxter was appointed principal with assistant teachers, A.J. Dunlop (Maths & English), W.W. Anderson (Art) & H.B. Ernest (Maths & Science). Seventy students were enrolled in the first year of which 44 were apprentices from the Harvester Works. During the First World War Years (1914 - 1918) there was a difficulties with staffing and enrollments. The school was also used to provide vocational training for wounded returned soldiers. In 1919 during the great influenza epidemic the school was used as a hospital. The Ballarat School of Mines was a predecessor institution of Federation University. It was established in 1870 through initiatives of the Ballarat Mining Board which felt there was a need for such a institution because of the declining number of mine managers for the goldfields. Classes i Surveying, Mathematics and Chemistry began in 1871. With the decline in goldmining in the early part of the century, the direction of the College changed and broadened. The Art School was established in 1907, and in 1912 trade classes commenced in carpentry, fitting and turning, plumbing and telegraphy. In 1913 the Ballarat Junior Technical School became part of SMB. In 1970 the tertiary sector of the college was formed and became Ballarat College of Advanced Education when it separated from SMB in 1976. In the same year SMB became a regional College of Technical and Further Education (TAFE).White two ringed folder with an image of the Ballarat School of Mines on the cover.
