Painting - Portrait, Sir William Irvine
This is a portrait of Sir William Irvine, not in his judical robes, but those of Lt Governor of the State of Victoria. Irvine was a member of the Victorian Legislative Assembly from 1894 to 1904, as well as Attorney-General , he was later Premier. Retiring from state politics after a particularly bruising encounter with the Railway Unions, he entered federal politics as the member for Flinders. He became Federal Attorney General in the period 1913-1914. During World War One Irvine campaigned strongly for the introduction of the complusory military service (conscription) until being elevated to the bench in 1918. With his appointment as Chief Justice, he became a lieutenant governor in 1919, and was acting Governor for the state of Victoria for a period of nearly 3 years in the early 1930s. The painting is of interest for its subject (Irvine) and the artist who painted it, 5 times Archibald winner Sir John Longstaff.3/4 length portrait in oils of Sir William Irvine. Original Document, Residential Qualification: Aden Armstrong, Circa 1900
This is an original Elector’s right certificate of 1900 for the Warrnambool Electoral District. This entitled the owner to vote at elections held for the Legislative Assembly in the Government of Victoria. The voter had to be male and resident in the electorate( in this case Warrnambool). This certificate was issued to Aden Armstrong an undertaker with a business in Timor Street opposite the Old National Bank which was at the corner of Kepler and Timor Streets. The Registrar who signed the certificate was Richard Geilhofer. The timeframe of this document is on the cusp of major electoral change in Australia with the Federation of Australian states happening in 1901 and the granting of the vote for Australian women in the various states over the next decade. This item would have been a common item at the time as all those entitled to vote had to present same. Artwork, other - Mural/Installation, Martine Corompt, Momentum, 2023
"Situated at the intersection of three major arterial flows – a railway, a freeway and the Birrarung river, the Mary Rogers Pavilion is a place where people are drawn together through movement. The artwork 'Momentum' draws on the coalescing flows of traffic, sound, air, time, water, and human kinetic energy, mapped together into a horizon of oscillating lines."'Momentum' was commissioned for the new Mary Rogers Sports Pavilion at Ryans Reserve, Richmond, a $3 million redevelopment in partnership with the Victorian Government. Named after the former City of Richmond Mayor, the pavilion is home to the Yarra Netball Association as well as acrylic surfaced courts which cater to netball, local tennis players and groups. The new pavilion meets legislative, functional, disability access and environmental sustainability requirements, allowing the club to grow, provide greater flexibility and capacity to train and host competitions. 'Momentum' is a result of Council’s Public Art Policy 2015-2020, which ensures Council commits a percentage of the capital works budget for new community infrastructure projects over $1 million dollars to an integrated art component.A landscape/horizon of oscillating black lines (waves) and sun filled in with warm colours. accompanying plaquesport, mary rogers, women, birrarung, energy, movement -
Kiewa Valley Historical Society
Postcard Circa 1950, Mt. Beauty Village, Kiewa Hydro-Electricity Project, circa 1950
This postcard was produced in the 1950's for the tourist trade in the Kiewa Valley and Alpine region. It encompasses the period when the State of Victoria was pressured by the ever increasing demand by industry and its population for electricity supplies. Hydro electricity was seen as an untapped natural resource to quench this demand. The Victorian Alps and the rivers flowing into its valleys was ideal for the construction of the Kiewa Hydro Electricity Scheme. The late 1940's saw the development of this scheme and the changing of sections of alpine landscape is covered by this and other postcards/pictures (tourists, construction workers, and established rural populations). This period in time was before the established wildlife and forest/nature groups became political activist who changed legislative acts to protect the environment. The regulatory pondage on the northern aspect of the village had no water over-spill from the unfinished power station. This rural region in 1950 (Kiewa Valley/alpine plains) was at most only significant to a smaller group of winter sports, summer hikers/horse riders and rural farmers/graziers. The numbers of tourists and the increase in the local resident population was boosted by the construction of the Hydro Electricity Scheme. This influx to the regional population resulted in a corresponding diversity in services and brought about an environment that responded to a growing level of tourists and thereby permitting this industry to grow more rapidly than it would have naturally. This postcard details an attraction to the "cleaner" method of providing electricity. This postcard was purchased in 1950 by a surveyor at Landford's Gap. The couple shown in this photograph would have been employed by the S.E.C. under the Kiewa Hydro-Electricity Scheme. This item is a scanned black and white photograph of a panoramic view of Mount Beauty Village in 1950 (a closed village, entry by pass only). The regulatory pondage has earthen walls but no water.See 0480 (A) -(D) and (F) for other photos of similar postcards"MT. Trophy :Rose bowl, 1930s
This trophy was awarded in 1933 as a championship cup by the South Western District Rifle Clubs Union. Rifle Clubs have been operating in Warrnambool since 1860 and in 1904 the South Western District Rifle Clubs Union was formed. The donor of the trophy, James Fairbairn (1897-1940) was a pastoralist, aviator and politician. He served with the Royal Flying Corps in World War One and was injured and captured by the Germans. When he returned to Australia he acquired Mount Elephant Station near Derrinallum, Victoria and continued his interest in flying, becoming an expert on aviation. In politics he was firstly the member for Warrnambool in the Victorian Legislative Assembly and then held the Federal House of Representatives seat of Flinders. He was the Minister for Civil Aviation and in 1939 became the Minister for Air. He was killed in an aircraft accident in Canberra in 1940.This trophy is of considerable interest because it is a 20th century memento of the rifle clubs in the Warrnambool district and because of its association with James Fairbairn, a notable Western District personality in the first half of the 20th century. This is a silver-coloured metal bowl soldered on to a supporting stem on a circular base. There are two handles on each side of the bowl. The top of the bowl is covered with wire mesh with the original idea that the bowl could hold flowers (hence the name ‘rose bowl’). The bowl is inscribed on one side. The item is very tarnished.‘Paramount Plate Regd. EPNS Quality Plate Warranted Hand Soldered’ ‘Championship Cup No 12. South Western District Rifle Clubs Union’ ‘Presented by J. V. Fairbairn, Esq. Considered a ‘worthy’ councillor, William [Bill] Wishart was ‘blunt’ in words and actions during his period of civic service. He was concerned with a picturesque Kew. This included street lighting, macadamised roads and improved access to Melbourne. Often accused of being German, he asserted his Australian birth and Scottish heritage. He was a strong advocate for women’s rights, believed in compulsory voting, favoured prison reform, opposed religious instruction in State schools, betting including horse racing, Home Rule, alcohol and sought to establish a tourist bureau. Cr. Wishart was ‘unanimously’ supported to nominate for the vacated seat of Richmond in Victoria’s Legislative Council. He narrowly lost the vote. After a sudden death, he was buried with Presbyterian rites in the Boroondara General Cemetery.Arthur Henry Dear was an employee of the City of Kew, acting as Hall Keeper of the Kew Recreation Hall in Wellington Street, and later the new Kew City Hall in Cotham Road. Book, Brave Mens footsteps 1873, 1873
This book was given as a school prize to Walter Wright by the Wangoom School in 1873. The name ‘Wangoon’ is on the printed book plate – is this a misprint or an alternative spelling of ‘Wangoom’? Wangoom State School, No. 645, on the Warrnambool/Wangoom Road was opened in 1865 as a Common School. The school is now closed. The Hon. William Bayles, a Melbourne businessman with property near Macarthur, first became a member of the Legislative Council for Villiers and Heytesbury in 1864 and continued until 1880. He was a prominent and popular politician in Warrnambool, regularly giving prizes to pupils of schools in his electorate and in 1872 he offered a £10 prize for the best student in the district. No specific information has been found on Walter Wright or any family named Wright residing in the Wangoom area. There was a piano tuner named W. Wright in the Warrnambool area in the 1870s. Was this Walter’s father? This book is of interest because of the connection with Wangoom School, the Hon. William Bayles and Walter Wright. More interest will be created if information comes to light on water Wright. This is a hard cover book of 333 pages plus 32 pages of advertisements for books published by Henry S. King and Co. The cover is dark red with an ornamental pattern in black on the front cover and lettering in gold on the front cover and spine. The book has three full page black and white illustrations with the illustration next to the first page missing. There is a printed book plate pasted onto the inside of the front cover with blue printing and ornamentation and a handwritten name and date. The cover is partly detached from the binding and the cover and pages are somewhat stained and the cover is frayed. ‘State School, No. 645 Wangoon (sic), Class 3rd, Prize Presented to Walter Wright by the Hon. Programme - Programme - Loyal Orange Institution of Victoria "True Blues" Lodge Annual Tea and Entertainment Programme, c. 1900
The Loyal Orange Institution of Victoria was established in 1843. As a society composed of Protestants, it works to support and defend the Protestant faith. The Institution is named in honour of King William III, Prince of Orange (1650-1702) and his achievements for civil and religious liberty. The first Orange Lodge in Victoria was founded in 1843, following a sectarian protest in Elizabeth Street Melbourne over the election of a Protestant candidate to the Legislative Council. By the 1890s there were 169 branches in Victoria, engaged in political lobbying for mainstream Protestant issues like temperance, Sunday observance, opposition to state aid for church schools, and opposition to any expansion of the political influence of Roman Catholics. The monthly meetings had an element of secrecy, as members wore regalia and followed a simple ritual. No Catholics could join. Women were admitted to Lodges in 1903.Single-sided sheet printed in blue ink containing program details. Mission to Seafarers Victoria
Ceremonial object - Alm's Dish, 1917
This platter is one of the objects in the St Peter chapel used for service. It appears to be an Alms' Dish and was recorded in the 1917 Annual Report as being donated to the Chapel by the Misses Godfrey: Ethel, Frederica and Winifred whose initials are engraved. Miss Godfrey is also listed as being a member of the Executive Committee as well as the Honorary Secretary (b.1871 d. 1938). The gift commemorates the Misses Godfrey's parents. Their father Frederick Race Godfrey was a squatter and significant 19thC settler and citizen of Victoria ( arr. 1847 ) esp Boort, Craigeburn and St Kilda besides serving in the Legislative Assembley see ADB, ANU and Ancestry links above. Misses Godfrey were instrumental in raising funds for the new Memorial Chapel to merchant seamen when it opened in 1917 and several gifts were presented by the Godfrey family. The Mission to Seafarers is now an Anglican based charity organisation with strong ties to the Anglican tradition. At one point services were held regularly for patronage by locals as well as seafarers. . The relationship between the organisation and the Anglican faith still exists, particularly through the establishment of the Chapel, the existence of many items used for worship, and representation on the board of the Mission. Circular brass platter hand beaten with four cabochon-set semi-precious stones (chrysoberyl or onyx) inserted in quarters around the edge. Also referred to by some as an offertory plate There is simple ornamental engraved scroll work in an Arts and crafts style, connecting the four semi-spherical stones. In the centre of the platter is a simple relief work cross and the quartered sections surrounding it have a dimpled effect. On the reverse the design is still evident as are the engraved inscriptions. The perimeter edge is probably hand rolled.Engraved around the edge, between the scroll work, on the reverse of the platter: "TO THE GREATER GLORY OF GOD/IN MEMORY OF OUR BELOVED PARENTS/MARGARET LILLIAS GODFREY/DIED SEPT. 23rd 1895/FREDERICK RACE GODFREY/DIED SEPT.11th 1910" Engraved in the centre of the reverse: "E.G./F.M.G./W.O.H.G." standing for "Ethel Godfrey/Frederica Mildred Godfrey/Whinifred Godfrey"art nouveau, alms, offertory, ethel augusta godfrey, winifred godfrey, frederic race godfrey, margaret lilias godfrey, frederica godfrey, rica godfrey, rita godfrey, gifts-1917, offertary plate -

Information about the dating of this photograph was provided by the 'Ask A Librarian' service of the State Library of Victoria. The Scripture Referendum was held on the same day as the Victorian Parliamentary Elections, in which J. Bowser ran against A.K. Buckley for a seat in the legislative assembly in the electoral district of Wangaratta and Rutherglen. The Scripture Referendum had three questions: "1. Are you in favour of the Education Act remaining as at present, strictly secular? 2. Are you in favour of such legislation as shall cause the scheme of Scripture lessons recommended by the Royal Commission on Religious Instruction to be taught in State schools during school hours to children whose parents desire the teaching (such lessons would be given subject to a conscience clause exempting teachers who object)? 3. Are you in favour of the prayers and hymns selected by the Royal Commission being used?" Newspaper, The Courier Ballarat, "Time Running Out for the Trams", 16/09/1970 12:00:00 AM
Newspaper clipping from The Courier, front page, Wednesday Sept. 16, 1970, reporting on the final move made last night in Parliament to abolish the trams in Ballarat and Bendigo. The SEC's notice to abolish the trams was tabled in the Legislative Assembly for the second time in two years. Unless the SEC's notice was opposed in either during the next 24 sitting days, the trams will go. As Government has numbers in both houses, the trams will go, while two years ago, the Country and Labor Parties combined in the upper house to oppose this. Quotes Minister for Fuel and Power, Mr. Balfour about fares, would subsidise private bus operators to give concession fares as is done on the trams, separation or retrenchment payments for tramway employees, and mentions suggestion that trams should be retained as a tourist attraction. Has a continuation of item on page 5. No reference item number as at 29/5/1970.trams, tramways, closure, bus replacement, country party, concession fares, mr. balfour -

Postcard Circa 1950, Men's Mess No.4 Power Station, Kiewa Hydro-Electric Project
This period in time was before the established wildlife and forest/nature groups became political activist who changed legislative acts to protect the environment.Although this photo details the eating facilities of the construction workers at the power station it was not only a postcard for the people employed in the Hydro Scheme is was also provided to tourists visiting the area and thus used for promotional purposes. This rural region (Kiewa Valley/alpine plains) was at most only significant to a smaller group of winter sports, summer hikers/horse riders and rural farmers/graziers. The men shown in this photograph would have been employed by the S.E.C. under the Kiewa Hydro-Electricity Scheme. This item is a scanned black and white photograph of a construction worker walking from stairs leading down from the men's mess building, in 1950. David Reid (1820-1906) was a pastoralists and politician. He left school at 16 and after meeting the overlander John Gardiner he decided to look for land south of the Murray River. Equipped by his father with some 500 head of cattle, 2 bullock wagons and teams and 6 assigned servants, he reached the Ovens River on 8 September 1838. David settled at Currargarmonge, near Wangaratta. At the end of 1843 he took up land near Yackandandah. In 1847 he took up a section of the family run of which Woorajay (Wooragee) formed a part. He built the first water driven flour-mill in the district on his Yackandandah run in 1845; his woolclip of 1848 was one of the first to be handled by R. Goldsbrough and was claimed to come from sheep descended from stock imported in the 1820s from George III's flock. Going into politics, he held the Legislative Assembly seat of Murray from October 1859 to May 1862. David Reid was a highly regarded grazier and local politician who was significantly involved in settlement around the Yackandandah area. Photograph, Christmas 1941
Taken on Christmas of 1941, shown is a track to Lake Kerferd with forest on both sides. The construction on Lake Kerferd began in 1862 however it wasn't completed until 1874 due to engineering and funding issues. The lake was named after George Briscoe Kerferd (1831–1889) who was responsible for Beechworth's water scheme. George Briscoe Kerferd was born on 21 January 1831 in Liverpool, England and arrived in Melbourne April 1853. He spent his first years in Australia in Bendigo before settling down in Beechworth as a wine and spirits merchant. He married Ann Martindale on 17th December 1853 at St James Cathedral, Melbourne and between them they had three sons and five daughters. Kerferd began his political and legal career in Beechworth when he was first elected to the Municipal Council in May 1857. Later he would be elected to the Legislative Assembly for the Ovens District in November 1864, and continued to represent the area until February 1886.This photograph is historically significant as it provides insight into surrounding areas of the water reserves of Victoria. It is also linked to political identity of George Briscoe Kerferd and the Beechworth Municipal Council.Black and white rectangular photograph printed on matte photographic paper.Obverse: Reverse: 8163/ Back track to Lake Kerford/ Beechworth/ Xmas 1941lake kerferd, beechworth, water scheme, water reserve, forest track, forest pathway, reservoir, legislative assembly, hon. george briscoe kerferd, catchments, beechworth water reserve, beechworth catchments, municipal council, st. james cathedral, lakes, reserve, water supply, political projects -

He was the party's deputy leader from 1964 to 1970 and its whip from 1970 until his retirement in 1992. "The Land Conservation Council was established by the Land Conservation Act 1970. As one of its three functions, it makes recommendations to the Minister for Planning and Environment with respect to the use of public land, in order to provide for the balanced use of land in Victoria. This report contains the Council’s final recommendations concerning the use of public land in the East Gippsland study area, the boundaries of which correspond to those of the Shire of Orbost. The recommendations in the text are grouped under major headings, such as Parks, State Forest, and so on. " The Council met on seven occasions during the year, and also made visits of inspection to each study area. The Chairman visited Shire Councils in study areas to explain the role and the functions of the Land Conservation Council and to invite submissions on the use of public land in these areas.
