Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centered around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. This is a photograph of an engraving showing the first train arriving at the Echuca Wharf on 25/09/1865. The photograph appeared in the Illustrated Australian News on 25/09/1865. It also appeared in Susan Preiestly's book, 'Echuca; A centenary history' in 1965 on page 46.. The picture is of interest because it shows the size of the wharf in 1865. It also shows all the crowds to welcome the first train. It also shows the buildings along Murray Esplanade. In the far left the Steam Packet Hotel, Shackell's Bond Store and the St George's Hall, next the The Bridge Hotel. Five large steam ships are visible, all carrying crowds of people. In the foreground is the S.S Melbourne. Two rowing boats are in the left foreground.This engraving is significant because it shows the welcoming of the first train onto the wharf. The photograph shows the size of the wharf in 1865, as well as the street scape and the vessels on the water at the wharf. There is also some activity at Evan's sawmill. There are crowds on the wharf, and lining Murray Esplanade. It also shows that most of the crowd are males, which helped describe the role that women played in public life in the 1880's. The P. S. Edwards was built in May 1875 by J. M. Webb, Echuca. Official number 73287, made of wood, with paddle wheels at the side. 78 gross tons, 27 nett tons. It was altered in 1916 , after cabin removed 48 gross ton. It had 7 different owners before being purchased by R. J. Evans, of Evans Bros. Saw Mill, Echuca, in 1919. The P. S. Edwards was sunk at Echuca in the spring of 1958 and then raised in January 1981 and then was being restored by Geoff Evans in 1985 (Parsons, Ronald. Ships of the Island Rivers. 3rd ed. 1996. p.67) The barge Ada was built in 1899 at Echuca by the Permewan Wright Company. The Ada hull was built of part wood and part steel, to protect the wool from becoming wet on the voyage down the Darling River to the Echuca Wharf. The Ada was used as a logging insider barge as well as a wool barge with the Pevensey on the Darling River.The P. S. Edwards has historical and social significance being a paddle boat built in Echuca. The P. S. Edwards was built in May 1875 by J. M. Webb, Echuca. This letter was sent by a customer D. Menzies at Skipton to the Mortlake Mill, detailing an unusual payment method for the processing of his wheat into flour. David Menzies was a Scots farmer who lived in Skipton c. 1860's on a bend in the Mount Emu Creek. He helped establish the local school and a lane in the township bears his name. The letter illustrates the nature of commerce and the difficulties of communication and life generally in the country at the time. The bluestone Mortlake Mill built in 1856, has been a prominent landmark in Mortlake for over 150 years. It played a significant role in the commercial life of the town and was initially a wind-mill to process district grain for sale. The goldrush at Ararat 100 km. away led to a temporarily increased population and demand for foodstuffs. In 1857 the Mill was sold to Aikman, Hamilton and Geddes who converted it to steampower and later built the prominent chimney, which is on the Heritage Register as part of the National Estate. D. Menzies at Skipton lived at least 85 km away - his wheat which urgently needed milling, faced a slow and arduous journey by bullock dray. After the demise of the Ararat goldfields and the decline in population (as well as the district soils proving unsuitable for sustained wheat cultivation), the operation of the Mill declined too and the proprietors increased their involvement in other activities - supply of building materials, timber felling and sawmills. Despite the apparent difficulties of conducting business in the 1850's, it is notable that commerce thrived at that time in country districts, as an examination of Mill accounts and records show.Handwritten letter dated 1864 (water-stained)Skipton March 7 1864 [to] Messrs. Dear Gentlemen, I was in hope of hearing from you before now that you had commenced working the Mill, & that I could have sent you the enclosed money [for a] load of wheat for Gristing. Please receive the enclosed 2 halves of 2 [two] 5 [pound sign] notes forwarded to your account. the other halves will be sent on receipt of your stating you having received those notes sent.
