Cr. W.D. Vaughan in his civic history of Kew includes a chapter (XXXII, pages 132-3) to Town Clerks and Surveyors. He states that H.H. Harrison began his career with the Borough of Kew in 1888 as his predecessor's assistant, becoming Town Clerk on the latter's death in 1901. On his retirement, The Herald on 30 Jul 1938 reported that: "H.H. HARRISON, Town Clerk of Kew, was entertained last night by members of the Metropolitan Institute of Town Clerks and presented with a walking stick and case of pipes, on the occasion of his retirement after 50 years' service with Kew City Council. He began his municipal career as a youth with the Bendigo City Council, and in 1888, was appointed Assistant Town Clerk at Kew. Appointed Town Clerk in 1901, he has held the office for 37 years."This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series. Alick Gipps (1928-2014) was the son of Richard Brook Woodthorpe Gipps (1872-1946) and Mary Alys Kirkland (1889-1981), and the older brother of Christopher David Gipps (1930-52) and Rosemary Alison Gipps (1930-2013). While many scrapbooks of the period were created by, and or added to by their child owners, it is believed that "scrapbooks were considered by later Victorian parents to be an educational tool to teach children how to organise and classify information and to develop their ‘artistic’ senses" (Margaret Simpson, MAAS, 2008), and that the scrapbooks may have been compiled by the parent, rather than the child.The scrapbook is part of a large and significant collection of items donated by Rosemary Vaughan-Smith, past member and office-bearer of the Kew Historical Society. between 2005-12. The collection includes costumes, scrapbooks, autograph books, artworks and objects.Hard cover, 50-page album covered in red cloth and red leather corners and spine, the latter embossed with the words 'SCRAP BOOK' in gilt lettering. On the inside front cover, top left is an oval green label with retailer information - "WEDDING CHRISTENING / R. E. PENN. / Bible Warehouse / 213 REGENT St / BIRTHDAY PRESENTS". The paper used for the pages are in alternating blue, cream and green-coloured sections. The front pages of the scrapbook include the signature of the owner as Alick Kirkland [Goulburn] Gipps (1928-2014). Items pasted into the scrapbook include black and white and coloured illustrations, photographs, and extracts from books. Items selected for the scrapbook fill a single page or are arranged in groups. The oldest items in the scrapbook appear to date from 1859 and include a colour cover of the Illustrated London Almanack and pictorial handbills of electoral results for the seat of Holmesdale and Filmer in Kent, England. While other items in the book are of later periods, most can be classified as sentimental Victorian-era illustrations. The biblical scenes in the scrapbook reflect one aspect of the values of the Gipps family. The focus in the album on material about or published in Great Britain also suggests a preoccupation with, and a valuing of, traditional British culture. This is confirmed by the memberships of Alick and his sister Rosemary (Gipps) Vaughan-Smith in the English-Speaking Union Club, for which they welcomed guests at an 'Elizabethan party and barbecue' during the Coronation festivities of June 1953. The Douay (Douai) Rheims Bible is an English translation of the Latin Vulgate Bible (which had been the Latin Bible used by the Catholic Church since the 4th century). It was produced by Roman Catholic scholars in exile from Elizabethan Protestant England at the English College of Douai (then in the Spanish Netherlands but later part of France). The New Testament translation was published in 1582 at Rheims where the English College had temporarily located in 1578. The Old Testament was translated shortly afterwards but was not published until 1609-1610 in Douay (which makes it older than the King James version). The completed work was the only authorized Bible in English for Roman Catholics until the 20th Century. Its purpose was to uphold the Catholic tradition in the face of the Protestant Reformation and was produced as an alternative to the several Protestant translations then in existence. Prior to it being published, the Roman Catholic practice had restricted personal use of the Bible, in the Latin Vulgate, to the clergy. Bishop Richard Challoner issued a series of revisions (1749 - 1772) intended to make the translation more easily understandable and subsequent editions (including this one) were based upon this revision. In 1871, an edition of the Douay - Rheims Bible was published by Thomas Kelly & Sons of Philadelphia (and later, New York). Thomas Kelly described himself as a "Publisher, Printer, Binder, Lithographer and Steel Plate Engraver". In 1876, Thomas Kelly won an award (a Diploma of Honor and a Medal of Merit) for "the Best Catholic Bibles and Prayer Books" at the International Centennial Exhibition held in Philadelphia and his firm continued to print editions of the Bible throughout the 1870's but little is known of him after 1880 when this edition was published. This Bible has been in the Kermond family from 1888 until 1984 when Laurence Kermond (its last owner) died. The Kermonds were an old Warrnambool family with ties to the district going back to the mid 1840's. Joseph Kermond's mother, Catherine (1818 - 1895) and her husband John Kermond,, an ex-convict (1809 - 1877), had moved from Tasmania around 1843 and were living in the Warrnambool area in 1844 where their eldest son was born. They had six more children born at Port Fairy (or Belfast as it was then called). Catherine is buried at the Tower Hill cemetery. The last owner of the Bible was Laurence Kermond (1918 - 1984). He was the great grandson of John and Catherine Kermond and was a well known painter who lived in the Merimbula and Paynesville areas of N.S. W. and Victoria during the 1970's and early 1980's. The story of Joseph Kermond finding the Bible on a beach on the Shipwreck Coast near Peterborough on the southern coast of Victoria, Australia is plausible as it was not uncommon for items from shipwrecks to be washed ashore. However this Bible would not have come from the wreck of the Loch Ard as the dates don't align. The Loch Ard was wrecked in 1878 and this Bible was printed in 1880. It appears to have been printed for the Australian market as there is a page (with an engraved portrait) dedicated to the "Most Rev. Roger Bede Vaughan, O. S. B. Archbishop of Sydney, N. S. W.". It may also have been aimed at the Irish immigrants as the four "Family Register" pages are decorated with borders of shamrocks. The donor found the Bible in a box of secondhand books on a market stall in Gippsland and recognised its links to the Shipwreck Coast through the name of previous owners (a well-known Warrnambool name) and the story of it being found on a beach near Peterborough. This Bible is a rare example of Douay and Reims Catholic Bible of the late 19th century that was once a treasured item belonging to the Kermond family - one of Warrnambool's early settlers. It also has a most unusual story attached to it - being found (and rescued) washed up on a local beach and almost one hundred years later, being rescued again from a secondhand book stall.This Catholic Bible is an 1880 edition of a "Douay Bible and Rheims Testament", printed and published by Thomas Kelly of New York. Its full title is "The Holy Bible translated from the Latin Vulgate Diligently Compared with The Hebrew, Greek and Other Editions in Various Languages". It is revised with annotations by the Right Rev. R. Challoner D.D. The Bible has brown leather embossed front and back covers decorated with identical ornate gilt patterns and a central picture of a cross. It has two coloured illustrations and numerous black and white lithographs and engravings including portraits of past popes, events and places from Bible stories and decorative borders. The Bible includes the Old and New Testaments, approbations from Pope Pius the Sixth and Archbishops of the United States and other countries (including Archbishop Vaughan of Sydney), a Family Register with handwritten notes on births, deaths and marriages from the Kermond family (as well as a description of how they obtained the bible), a Catholic dictionary of the Bible, a history of the Holy Scriptures, a chronological list of heretics (Theological history) and a description of the "Centennial Award - Diploma of Honor and medal of Merit" won by Thomas Kelly (for the "Best Catholic Bible") at the Centennial Exhibition at Philadelphia in 1876. Tarilta is a rural locality and former gold-mining town 12 km south of Castlemaine, 4 km north-west of Guildford and 3 km north-east of Vaughan. The last gold mining activity took place around the 1880s. It was originally Kangaroo Flat, being located where the Kangaroo Creek enters the Loddon River. It was surveyed and named in 1864. Gold was discovered at Tarilta in 1853. The Tarilta School was opened in 1860 in a Wesleyan chapel, and closed i n1925. In 1864 a township was surveyed and named Tarilta, the word being derived from an Aboriginal expression thought to mean kangaroo. In 1865 Bailliere’s Victorian gazetteer described Tarilta as being an alluvial and quartz gold-mining town with three quartz-crushing mills, three horse-puddling machines and two hotels. This indenture once formed part of the City of Kew's Municipal Collection. Cr. W.D. Vaughan in his history 'Kew's Civic Century' (1960) records on page 194 that: "The original deed of conveyance of the land being all of Crown Portion 86, Kew, purchased by John Quick, James Venn Morgan, Samuel Derrick and William Derrick was presented by the Historical Society of Victoria on behalf of Mrs Fryer, a daughter of the later J.V. Morgan, to the [Kew] Council on August 5, 1941. Crown Portion 86, comprised all the land between Cotham Road and High Street to an alignment opposite the east boundary of Glenferrie Road. In Kew’s Civic Century (1960), Cr. W.D. Vaughan described William Dickie Birrell M.B.E. (1899-1974) as follows: “Mr. W. D. Birrell, who had been on the staff of the Country Roads Board after his return from active service with the First A.I.F., was appointed assistant town clerk on February 15, 1921. On Mr. Harrison’s retirement he was appointed town clerk and city treasurer, and has given outstanding service. His knowledge of municipal administration has been acknowledged by the Government calling on his services to advise on amendments to the Local Government Act. He is a past president of the Town Clerks Institute, and on the nomination of that body was honoured by Her Majesty the Queen in 1958 with the award of the M.B.E. He still occupies the position and is held in the highest esteem not only by the Kew Council, but also by local government administrators throughout the metropolitan area.” (page 132) He died on 7 May 1974, and his ashes were interred at the Boroondara General Cemetery. This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. The original line to the Essendon Aerodrome was constructed in 1943 to serve the airport and aircraft construction. It was funded by the Commonwealth Government. By 1976, patronage to the airport terminus in Vaughan St had dropped, the crossing of the highway to the Tullamarine Airport opened in 1970, was dangerous, and the highway needed to be widened. The new terminus was a short distance to the north between Mathews Ave and the Highway. This series of photographs show the operation of a tram service during the changeover. Trams ran from the Niddrie crossover near Keilor Road to a temporary terminus just short of the worksite, with cars running "bang" road or the wrong way for one trip along either line. This would have been controlled by an Inspector at the Niddrie end. The work was done over a 7-hour period, including changing the overhead over. The cairn commemorating the Kyeema aircraft disaster with the addition of a smaller plaque listing the names of those who perished in the accident. This additional plaque was suggested by relatives of the victims who had attended earlier commemorations of the accident at the site. Mt Dandenong & District Historical Society members observed a minute's silence and drank a toast of South Australian wine, produced by vineyards with which some of the victims were associated, in memory of all those who lost their lives. Vegemite inventor Cyril Callister was an alumni of the Ballarat School of Mines, a predecessor institution of Federation University Australia. Working from the details of a James L. Kraft patent, Callister was successful in producing processed cheese. The Walker Company negotiated a deal for the rights to manufacture the product, and in 1926, the Kraft Walker Cheese Co. was established. In 1967 the British Prime Minister was Harold Wilson. Frank Wright was a renown resident of Smeaton, where he was born. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. F. Cooper, has been the cycling event of the year among local riders. It is run on the White Horse Road at Blackburn." Early newspaper reports record that distance of the Race was initially 10 miles but by 1906, the event was 15 miles, starting from the Travellers' Rest Hotel in Blackburn. Cooper's Kew Flyer business in Cotham Road introduced new technologies and models throughout its 56-years of operation. By 1908, it was claimed that the shop had been enlarged with new "workshops and [the] latest lathes and cycle building tools. [It] Is now one of the most up-to-date Cycle Works in Victoria". By the First World War, Cooper had expanded his business to include motorbikes with "Precision Engines". The Kew Flyer business and the annual road races continued through the War, even though a number of its staff left for the front. One of these was [Pte] Robert Charles Field Richardson, who joined the 6th Battalion, fought and was wounded at Gallipoli, and died of his wounds in a hospital in Alexandria, Egypt in 1915. The Kyeema airline crash took place on 25 October 1938 when the Australian National Airways Douglas DC-2 Kyeema, tail number VH-UYC, flying from Adelaide to Melbourne, commenced final approach to Essendon Airport through heavy fog and crashed into the western slopes of Mount Dandenong, killing all 18 on board instantly. There is strong evidence that the pilots were becoming unsure of their position. According to Macarthur Job's book, Disaster in the Dandenongs, the radio operator had requested the controller at Essendon give them a radio bearing. Essendon had acknowledged and told them to leave their transmitter on, but the signal stopped and no further contact was made. It is thought that this is the moment that Kyeema hit the mountain. There were 18 people on board the DC-2: 14 passengers, the captain, the first officer, an air hostess, and a cadet pilot who operated the radio during the flight. The victims were :— THE CREW. Shire of Eltham Archives: Series 69, Item 7 Opens with aerial views of the Shire, 85% of the shire covered by the Green wedge principal. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shows views of hilly gravel roads and graders at work maintaining them. Shows scenes of assessing planning applications in these rural areas which takes significantly more time as well as other services provided such as Meals on Wheels, building permits, Ranger services. Provision of recreational facilities in hilly areas requires the acquisition of expensive river flats (views of cricket ground surrounded by hills) and where not possible, costly earthmoving required. Also, views highlighting extensive tracks of natural habitat home to significant bird, animal and plant life. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Views of Wingrove Park to emphasise this maintenance by machinery in some areas is too damaging and introduced species, etc must be removed by hand. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. Director of Planning & Environment, Richard Allen advises there are approximately 1,300 planning permits and development applications each year ranging from simple subdivision, boundary realignments to further complicated non-urban developments for agricultural pursuits and the level of expertise required from architectural and engineering to land degradation, flora and fauna.
