Robert Westrup Salmon was born at Daisy Hill, Victoria in 1862. He joined the ranks of the Mounted Rifles in 1883 and obtained a commission as Lieutenant in 1892. He became Captain of the first contingent to South Africa. At the Battle of Jasfontein he had command of a division of Mounted Infantry and was highly complimented for the skilful manner in which he handled his men. His position in the camp at the time of his death was Staff-Captain.
