Financial record - Receipt Book, Department of Works and Mines Victoria, July 1936 (first record)
Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. hair nets, Mid-second half 20th century
Hair nets were a popular hair accessory in the 1940’s for both daytime and work. They were a rayon or cotton crocheted net fitted with a headband. The band was worn around the top of the head and all of the hair would be encased in the snood. The band would have to be pinned in place. Many women of the 1940s and 1950s went to the beauty shop once a week to have their hair "done," then slept in hairnets every night to keep their "do" in place until the next visit. These hair nets were worn by Marjorie Burton. Marjorie Burton ( nee Whiteman), born 12 June, in Birmingham, England came to Orbost in 1995. In England she did office work – typing, shorthand and secretarial work - in accountants’ offices and also trained as a comptometrist with Burroughs in London. She came from a middle-class working church-going family. Her mother was a milliner who made manyof Marjorie’s clothes, hats and outfits. Marjorie married in 1938 to a salesman who later became a mechanic in the R.A.F. during WW11. These items are examples of women's hair fashion during the mid 29th century.Five women's hair nets. black and white photograph, March 4 1937
This photograph of the Orbost Municipal Band was taken for the 1937 Back To Orbost celebrations. The band is wearing new uniforms, bought especially for the occasion and for subsequent use. The double-breasted navy jackets have three pairs of silver buttons, three silver stripes on the cuffs and a silver lyre on each lapel. the bandmaster's stripes were gold. The jacket was worn with a white shirt and a bow tie. The caps were navy blue with a silver braided band and a central lyre. There were 29 members at this time. The first Orbost Brass Band was formed in 1889. Around 1908 the town band split and the Orbost Workers' Band was formed. Eventually the two bands merged in 1913 to reform as the Orbost Municipal Band under conductorship of Charles Spink. The band continued for many years but was later disbanded and again reformed. This was to happen a number of times, the last time being in 1961 and continuing through to the late 1970's. (Further info and Ref: In Times Gone By - Deborah Hall) The Orbost Municipal Orbost Band played a major role in the Orbost community activities. Charles Spink made sure each soldier returning home from the 1914 to 1918 war was welcomed home in front of the Shire Hall to the music of the Orbost Municipal Band. The band played in the main street on most Friday nights. The various Orbost bands over the years played a major role in community activities providing entertainment and musical experiences for the many members. Safe Coolgardie, circa early 1900s
The harsh summer temperatures and the isolated rural environment(of the 1890's) provided the inventor of the "Coolgardie safe" (Arthur Patrick McCormick) with an idea to cool perishable foods by using water soaked "hessian" cloth to provide the "coolant" for the evaporation process to cool the inside temperature of the "safe". Items such as meat,cream/milk/butter and cool "drinks" are a few perishables that need cool environments , especially in isolated "ice free" locations. Cities during this time period had large "ice works" which delivered block ice to all areas that required a form of refrigeration. These ice blocks where held in early refrigerators to keep perishables cool to cold. This "Coolardie" safe was the next best thing for isolated rural households and travellers/campers/stockmen to provide a cooler environment for foodstuff affected by heat. Ice filled "esky" coolers and ice boxes are a modern day off shoot to the original Coogardie safe however they still rely on ice or frozen coolant bricks for cooling. This "Coogardie" safe is very significant to the Kiewa Valley and the Bogong High Plains because it represents not only the initiative thinking of the early settlers and communities but also the "primitive" solution to an everyday (1800s to 1930s) problem (before gas and electric run refrigerators) of keeping "perishables" at a low temperature and thereby prolonging their "shelf" life. This was before electricity and gas was available to the inhabitants of the Kiewa Valley and Bogong High Plains. Another cooling method for food was to have "water tight" containers dipped into the very cold streams running from the "cooler" alpine mountains and the Bogong High Plains. This however could not be carried out in all situations eg. fast flowing currents and locations away from streams. This "Coolgardie safe" is made from a medium grade steel enclosure and its appearance is of a perforated box with a wire handle and one side (long side) being a hinged "door" with a clasp securing "lock". There are air holes grouped into a small "boxed" pattern. Each "box" is divided by a crossed pattern, dividing the "holed" sections(4) into a diamond configuration of 49 small holes each. There are four sides (long) which have the perforations except for the base which does not. The base has an indentation with a loose "catch" tray to catch water spills. When in use the "box" is covered with a water "soaked" cloth. The wet cloth is used as "coolant" ie. fibers in the cloth hold the water droplets seep out evaporating the area and thereby (in mass) cooling the air inside the container.domestic refrigeration cabinets, coolgardie "safe", insect and vermin proof food containers, electric and gas free cold storage containers -

Box, Bouquet of Roses Toilet Soap, Mid 20th century
The business of Kitchen and Sons began in 1856 when John Kitchen began to make tallow candles in their backyard in Emerald Hill but had to move two years later due to it being an offensive trade. Bad luck plagued them again after two years when fire destroyed their premises. However after rebuilding , the expanded and moved to Footscray ten years later. Over the next 30years the business expanded further employing upwards of 300 people and became one of the leading manufacturers of soaps, candles and associated products in Australia and New Zealand. They were makers of long standing brands such as Velvet soap and Solvol and by the mid 1920's were employing about 1400 people. It was around this time that they merged with the Lever Co of Sydney and after absorption of other soap companies over the next 40 years , the company became known as Lever & Kitchen in 1962. This box contained gift soaps and probably belongs to the period prior to 1924. Miss C M Trigg of Wangoom was the owner. Original Document, Map: Agricultural area of Ballangeich 1865, 1865
George Eddington arrived in Australia in 1839 and named and established property in 1841 calling the property Ballangeich after a Pass near his home town of Stirling in Scotland. It is situated 151 miles west of Melbourne and to the south of Mortlake and was originally part of the Mortlake shire, which was proclaimed 26th Jan 1864. Nearest streams are the Hopkins Riverand Lyall and Drysdale creek running through good agricultural land. This map relates to the breaking up of large runs which the Victorian government enabled through selection acts of the 1860's. The previously larger runs which were mainly cattle and sheep based were now more open to closer settlement and a greater variety in farming. The lots range in size from approximately 50 acres to around 600 acres. Some areas are set aside for reserves. By 1886 the population of Ballangeich had grown to around 600 with an hotel, three state schools and a church.Tri weekly coaches ran to Colac, Warrnambool and Camperdown providing access to supplies mail and communication. This map is typical of many which were produced in the 1860's in Victoria during a significant period of Victoria's and Warrnambool district history.Rectangular light card paper with black text showing allotments of land The area is coloured in green with scale at bottom right cornerAt the top: Plan of the Agricultural area of Ballangeich 1865 At the bottom left: Prepared by the Board of Lands & Works in accordance with the Amending Land Act 1865 Lands & Survey Office Melbourne 13th April 1865. Ceramic - Bowl, Prior to 1950
A mass produced utilitarian item made for domestic use no history or manufacturing provenance currently available. Over 1500 pottery firms have operated in Stoke-on-Trent since the early 1700's - Some lasted only a few years and some for well over 200 years. Some potters built and owned their own works. Many others were tenants in works built by others and a succession of potters occupied the same works. It was also a common practice for a works to be split between two different pottery companies or for a larger manufacturer to let out a smaller section of his works to a potter who would make wares which were not of interest to the pot works owner. Some potters purchased 'blanks' from other manufacturers and put their own decoration on them some items have two back stamps some have no marks at all. This adds to the confusion and frustration of trying to trace details of a particular manufacturer such as the subject item.Item at this time cannot be associated with an historical event, person or place, provenance is unknown, item assessed as a collection asset given it was produced before 1950.White earthenware bowlNoneflagstaff hill museum, shipwreck coast, ironstone pottery, earthenware, bowl -

Lap Skiver, J Dixon, 1900s
Walsall in England was regarded as the world`s greatest centre of the saddlery trade. The town's craftsmen began to specialise in making bits, stirrups and spurs in the Middle Ages, developing into fully-fledged makers of saddlery and harness, by the end of the nineteenth century. As a result, over a hundred firms were exporting their products throughout the British Empire and beyond. The Walsall firms flourished as horses were so vital to everyday life in Victorian Britain and the colonies. The Walsall area emerged as a major supplier of military saddlery and harnesses, with one company supplying an astonishing 100,000 saddles for the British army in the First World War. The twentieth century saw the rise of light leather goods, such as handbags, cases and gloves. With the coming of the motor car, these products became the mainstay of the Walsall leather industry. Many companies supplied this trade and Dixon tools was one, as a commercial and industrial equipment supplier to the trade. The company started in 1843 and has continued to produce tools for the leather industries up and till August 2017 when the company was dissolved.A vintage item used in the leather working industries see additional notes at end of document for clarity on how the item was used and it's importance in making leather goods.Lap Skiver has a roller missing. When the Home was sold to the Catholic Church 1953 it was renamed 'Marian Lodge'. The Methodist Children's Home in Cheltenham was founded c1880 to provide housing for neglected children from the inner city. The Founders aimed to provide regular nourishment, a stable environment and integrate the children into the local community thereby improving their education and lives. However new settlers to Cheltenham area who were seeking a healthier and more respectable lifestyle for their families were not happy to share Church and School with the Home's Children. ( see 00561) 1950's saw a new direction for the support of children and families in poor and difficult situations . The new Methodist Burwood Homes Facility opened in 1951 and children were transferred from Cheltenham in 1952. Domestic object - Ewer, First half of the 20th century
This object and the set of five items is believed to have been made in or around the Staffordshire area in the United Kingdom. This adds to the confusion and frustration of trying to trace details of a particular manufacturer such as the subject item. The subject item at this time cannot be associated with an historical event, person or place, provenance regards manufacturer is unknown, item assessed as a collection asset as it is believed to have been produced before 1950.Ewer or jug, cream ironstone with brown flower spray floral decoration.(Part of 5 piece set containing ewer, bowl, brush vase, soap dish lid and soap dish)Noneflagstaff hill, warrnambool, flagstaff hill maritime museum, maritime museum, shipwreck coast, flagstaff hill maritime village, great ocean road, porcelain container, toilet container, beauty container, ceramic, decorative object, pottery object -
