On the 14th of October 2023, Australians were asked to vote on a proposal to change the wording in the constitution 'To recognise the First Peoples of Australia by establishing an Aboriginal and Torres Strait Islander Voice.’ Only 39.9 per cent of legal votes were in favour of this change, and there was not a majority in any of the six Australian States (there was a majority, however, in the Australian Capital Territory). On the 26th June, 2023 Councillors with the The City of Greater Bendigo discussed their position on The Voice to Parliament and decided to support the Yes campaign while pledging to provide information on both sides of the debate to residents. Cr Margaret O’Rourke introduced the motion and spoke at length about the importance for Council to adopt the recommendation. “Recognising the Aboriginal and Torres Strait Islander voice in the constitution ensures that Indigenous Australians have a direct and meaningful role in shaping policies and laws that impact them'. Several Councillors voiced their concern over whether the City could formally support one side of the debate, while seeking to provide neutral information saying that it did not pass the commonsense test. An article from the Melbourne Legacy Bulletin on the death of Legatee Alfred Newcombe (Kem.) Kemsley, a long serving Legatee. The Bulletin published articles on Legatees when they passed away. The article includes the words of Legacy President Bruce Wilson at the service at Brighton Town Hall and Legatee Ken Clark's address. Also the Eulogy from Wing Commander Peter Isaccson. He enlisted in March 1915 in the AIF as Private Kemsley and sailed for Egypt. By the end of his war service in 1919 he was Staff Captain, Australian Corps HQ. In the second World War he began his service as a Staff Captain DADOS 4th division. In 1942 Lt Colonel AAOC and in 1943 he was promoted to Colonel as business advisor to the Minister for the Army. He joined Legacy in December 1923."His life is the history of Legacy. He served as an advisor to countless Legacy widows and children, and took a dominant leadership role in all Legacy activities." The article was part of an album of past presidents and prominent legatees from 1965 to 1989. In 1954, as the defeated French forces left the State of Vietnam, Ngô Đình Diệm, a devout Roman Catholic, became the first prime minister. In 1956, a government-controlled referendum determined that South Vietnam should become a republic rather than stay under the control of Emperor Bảo Đại (who was living in Cannes, on the French Riviera). Ngô Đình Diệm appointed himself the first President of the Republic of Vietnam (South Vietnam). He then appointed his younger brother, Ngô Đình Nhu, to be his chief advisor and head of both South Vietnam’s secret police and its largest intelligence agency. During 1963, a campaign of civil resistance led by Buddhist monks protested religious discrimination. The government’s brutal treatment of Buddhists convinced many that Ngô Đình Diệm should go. While the United States publicly denied playing any part in the 1963 coup that overthrew Diệm, it was revealed that American officials had met with and encouraged the generals who planned the coup. "Mr. J. B. Rankine, the inspector for the Dundas goldfield, entered upon his duties on June 4, 1897. He states that his preliminary examination of the mines in active operation on the field, which was of a hurried nature, revealed in several instances a very unsystematic method of mining, which must have been attended with grave risk to the workmen had it been allowed to continue. The underground workings in one, particular mine which he inspected, and wherein a large number of men were employed, were of such a serious and dangerous nature that immediate steps and measures had to be taken to secure the ground for the safety of the men so employed. Without entering on this occasion into the question of culpability, he desired to place on record that the manager had shown a readiness and willingness to carry out his (the Inspector's) instructions. The Kew Historical Society's postcard collection includes views of Kew, Melbourne and Greater Melbourne as well as those including overseas scenes sent or received from Europe or the Middle East. They date from the 1890s to the 2000s. These postcards may or may not include the name of the publisher or printer. A number of the cards were published as parts of popular series. A way of dating early postcards is to identify whether the reverse was divided by a central line which became the norm after 1902 in the United Kingdom. Extracts from The Church on the Hill: Presbyterianism in Kew 1874-1974 by John A. O’Neill (Mullaya, Canterbury (Vic), 1974, pp.58-60. “An outstanding family which gave devoted service to the Church was the Campbell family of which James Maitland was the “head”. He died at “Ramornie” on the afternoon of Monday 15 December 1930. … “James Maitland Campbell was born in 1847 in Melrose, Scotland, where his father, the Rev. A. J. Campbell D.D., was the Minister of the Kirk. The Rev. Dr. and Mrs. A. J. Campbell, with their family, came to Australia in 1861 and settled in St. George’s Church, Geelong, where he was the first Minister. James Maitland, after completing his secondary education at Geelong College, entered the Melbourne University where he graduated Master of Arts and Master of Laws, and eventually became a partner in the legal firm of Davies and Campbell. When he first came to Melbourne Mr Campbell attended Chalmers Church, East Melbourne, and married Miss Annie Harper, daughter of Robert Harper, a merchant and a sister of Professor Andrew Harper. In March 1875 the young couple settled in Pakington Street, Kew. After the induction of the Rev. Maxwell and the formation of a Board of Management, Mr. Campbell was elected its first Secretary. David Beath, James Maitland Campbell and Duncan Robert McGregor were the first Trustees of our Church. Mr. and Mrs. Campbell joined the Church Choir, and Mr. Campbell became Choir Leader. Members of their family, Bessie, Mary, Nellie and Lewis also sang in the Choir. Mary became a famed teacher of singing in Melbourne. She taught singing to members of the Choir, and gave lessons in voice production to students for the Ministry. In 1879 Mr. Campbell became Superintendent of the Sabbath School, a position he occupied for 27 years. In 1887 he was elected an Elder, and the Session Clerk for 37 years. In 1924 Mr. Campbell compiled a very complete Jubilee History of the Kew Presbyterian Church. Mr. J. M. Campbell saw our existing Church and the Old Manse erected, the Villa purchased, and, with the help of the Kew Congregation, the Charges of West Hawthorn, East Kew and Deepdene established. In the General Assembly of Australia and the General Assembly of Victoria he occupied the important position of Law Agent, and was a member of numerous Church Committees and Councils. … At the Annual Congregational Meeting on Wednesday 28 October 1931, it was decided to erect a tablet in the Church to the memory of the late Mr. J. M. Campbell to record his service to the Church. The tablet was unveiled at the morning service on 13 December by Mr. Legge. The Preacher was Rev. J. Barnaby.”James Maitland Campbell (1847-1930) the owner of “Ramornie” in Pakington Street was an important contributor to the community of Kew in the 19th and early 20th centuries. A Councillor of the Borough of Kew, he was to be elected Mayor on three occasions: 1889-90, 1890-91 and 1892-93. In addition to his political roles, he was the first Secretary of the Kew Presbyterian Church, being actively involved in the life of the Church until his death in 1930. The Kew Historical Society has a small collection of items once belonging to the Campbell family, including a series of invitations issued to Mr. and Mrs. J. M. Campbell for the festivities organised to commemorate the opening of the first Australian Parliament in Melbourne in 1901. Memorial Tablet to James Maitland Campbell (1847-1930) that was originally erected in the Kew Presbyterian Church in Cotham Road. Ballarat Junior Technical School opened in 1913. It was located at the Dana Street State School. As numbers grew a larger building was needed. Plans were drawn and a school built within the grounds of the School of Mines. Students started at this new school in 1921. It was officially opened on 9 September 1921 by Sir Alexander, resident of Creswick, local member for North Ballarat and the Minister for Education. He also opened the School Fair which coincided with the buildings ceremony. This was a fair on a grand scale and lasted two days and nights. Staff and students worked for weeks making articles for sale. A parent's committee led by Mr J Rogerson, a local police detective, had been organizing for months. As part of the ceremony for the opening of the school the Strachan Orchestra was engaged to play. .1 Taxi hire provided transport for the Strachan Orchestra for two visits at a total cost of Five Shillings. Rev Alec Pederick (1902 - 1972). Trained at Queen's College. Commenced his ministry at Zeehan, Tasmania in 1927. In 1929 he went to Rabaul P.N.G. and to Piniqidu in 1931. Returning to Australia in 1933 was appointed to Beaufort Circuit and then to the Methodist Home Missions Department. Served as a Chaplain in the A.I.F 1942 - 1944. After discharge from the army Rev. Pederick resumed working with Home Missions, becoming General Superintendent and residing at “Otira”, the Home Mission Training College in Kew, at which he was also principal. President of Conference in 1955. Died 19 August 1972. Rev Andrew J. Pearce (1912 - 1986) Entered the Salvation Army Training College in 1934. Joined the United Aborigines Mission and served 2 years in Oolea and 10 years in Finnis Spring. Returned to Victoria in 1950 and was appointed by the Methodist Church as a Home Missionary at Lancefield. Accepted as a candidate for the ministry in 1952 and appointed Probationary Minister to Colac (Elliminyt). Ordained in 1958 and served 7 years as Secretary of the Home Missions Department (1957 - 1864), 6 years as Chaplain of the Royal Melbourne and Royal Children's Hospitals (1964 - 1970) and 7 years in the Footscray Yarraville Circuit (1970 - 1977. Soon after the outbreak of World War Two, the British Government requested experienced forestry soldiers from Australia, New Zealand and Canada to be deployed in France as part of the British Expeditionary Force. The first Forestry Company (2/1) was based in Sydney with men from NSW, Queensland and South Australia, led by Captain Cyril Richard Cole, a professional forester from the Australian Capital Territory. The second Forestry Company (2/2) included many Forests Commission staff, local sawmillers and experienced bushmen from Victoria, WA and Tasmania including veterans of the First World War. They were led by Captain Andrew Leonard (Ben) Benallack, a graduate from the Victorian School of Forestry in 1922. Both Forestry Companies sailed from Fremantle on the Stratheden in late May 1940 and landed in England not long after the evacuation of Dunkirk. The foresters were recalled to Australia at the insistence of Prime Minister John Curtin in late 1943 because of the War in the Pacific. After reequipping and some refresher training in jungle warfare at Kapooka the 2/2 Forestry Company was deployed to Lae in Papua New Guinea in May 1944. This altar cloth is one of a set of four of various sizes, embroidered and donated by a parent for the opening of the school's chapel. The chapel was completed in 1989 and officially dedicated 'in thanks for the work of J.R. Pascoe' in March 1990. Religious instruction has never formed part of the curriculum at Westbourne but Christian values have underpinned the school's identity since its very early days. Recognising the importance of spirituality to the broader life of a school, Principal John Pascoe set about building a small chapel at the Truganina campus. In 1988, Reverend George DuRink was appointed as inaugural chaplain, in time to advise on the chapel design, and remained at the school for more than twenty years. Reverend DuRink's friendly, inclusive approach to ministering, drawing largely on his extensive knowledge of philosophy and ethics, and welcoming the many faiths and cultures that came to the school from the growing surrounding community, set the tone for the spiritual dimension of education at Westbourne. An integral part of the fabric of the school, the chapel has been a place to gather for comfort and support during difficult times, a place for quiet reflection and at times a place for music and celebration.This altar cloth has historic significance as it is associated with the very beginning of the Westbourne chapel and was used in the chapel for many years. A rectangular piece of evenweave fabric with a fringed edge and cross stitched with a blue border around the entire piece and a yellow and green Westbourne logo facing the short edge at one end.

The Sons of Temperance was founded in New York in 1842 and brought to New South Wales by the Baptist minister, Dr William Hobbs, a short time later. Division, or local branches, grew quickly so that in October 1864, a provisional Grand Division was formed with a commitment to spread the word on temperance throughout the country, and the advantages gained by joining a temperance benefit society. It was reported that by 1869, in New South Wales, there was a National Division, two Grand Divisions, and one hundred and seven Divisions, with a total membership of 5970. While a distinct part of the temperance movement, the Sons of Temperance was also a 'friendly society'. Friendly societies were fraternal organisations established to assist members and their families cope with unemployment, sickness and death. No government unemployment or hospital benefits were available to individuals when the societies were initially formed. In each society, members contributed financially to a common fund which could be drawn upon in times of need. In 1868, members of the Church of Christ, Cheltenham, initiated a meeting to form a Division of the Sons of Temperance, which was subsequently called Star of Moorabbin Division, No 29. The meeting was held at the Cheltenham Temperance Hall on 30 September, with office bearers appointed and the larger membership acknowledged.This minute book records the minutes of the meetings of the Star of Moorabbin Division of the Sons of Temperance. It also records the first office holders. Originally purchased in 1856 from Thomas Roberts, Yeoman of Little Eltham, for £10 for use by the Wesleyan Chapel, represented by indentured Trustees, Rev. Barnabas Shaw Walker, Minister of the Pentridge Circuit, Francis Thomas, Farmer of Keelbundora, William Harriman, Blacksmith of Nillumbik, Nicholas Rodda, Farmer of Nillumbik, Aaron Grimshaw, Farmer of Greensborough, Joseph Cooper, Gardener of Keelbundora, Peter Dredge, Scholmaster of Jika Jika and Samuel Jeffrey, Farmer of Jika Jika. Lot 20 of Subdivision of Portion 13, Section 4 of the Parish of Nillumbik in the County of Evelyn was located on the southern side of Henry street in Little Eltham North, where the current Our Lady Help of Christians Catholic Church is situated. It became the location of the Eltham Rechabite Hall. In 1893 a new hall was built and further enlarged in 1919. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. Plaque commemorating the opening of the Dickinson Centre, named in honour of Harold and Mercy Dickinson, both totally blind since childhood, who never let challenges stand in their way. Mercy was the first woman who was blind to obtain a Bachelor of Arts degree at the University of Queensland, and received her Masters Degree in the Education of Blind People with Additional Handicaps in New York, and an Honorary Doctorate for Education from the University of Queensland in 1994. Mercy and Harold established the Queensland Training and Placement Centre for the Blind, the first establishment of its kind in Queensland. Harold, who was a prolific writer, was appointed the Director and Mercy was the first volunteer at the Centre. Together they gave a lifetime of dedication and commitment ensuring that people who were blind or had low vision had the same opportunities as those with sight. The Centre later merged with other organisations and in 2006 became part of Vision Australia.
