This is a framed photograph showing a key event in Warrnambool's history - the proclamation by Sir Arthur Stanley of Warrnambool as a city in 1918. Warrnambool was the fifth non--metropolitan town in Victoria to be declared a city and a large crowd gathered outside the Town Hall to see this event. Sir Arthur Stanley (Lord Stanley of Alderley) was an English nobleman, Parliamentarian and soldier who was the Governor of Victoria from 1914 to 1920. The photographer was Arthur Jordan who, like his father Joseph, was a prominent photographer in Warrnambool at the end of the 19th and the beginning of the 20th centuries and took many official photographs of civic affairs. The donor of the photograph, probably immediately after the event to the Warrnambool Museum at the time under the auspices of the Warnambool Mechanics' Institute, was George Mackay, a prominent Warrnambool lawyer, Councillor and Mayor. Links to another image in the collection previously unidentified now known as at 2018 to be the children of a seafaring family of Captain and Mrs Aviss. In 1918 the family was re-united with Mrs Aviss' parents after a dangerous journey by sea the first time that the children met their grandparents, Captain and Mrs Frampton also seafarers . Mrs Aviss gave birth to her third child in August 1918 on board the ship. She contracted the "Spanish flu" probably in St John, New Brunswick and died, at the age of 28, on the 3 November 1918 after a week in hospital, leaving her husband with two toddlers and a 3 month old baby. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The type of A G M inscription dates the bottle to the period 1922 to 1929. Ben Boyd enlisted in the AIF in Melbourne, 13 December 1915, giving his age as 42 years and 11 months. At that time he gave Bathurst as parish of birth, and attested that his wife Emma, next of kin, resided in Fitzroy. He gave his occupation as 'cutter'. Boyd reported to Royal Park on 6 January 1916, attached to the 22nd Battalion 11th reinforcements. He embarked for the Middle East on 29 March, and it appears that he spent the rest of his service in Egypt, apart from some four months in Palestine from September 1917 to January 1918. During this time it appears that he was attached to the 11th Light Horse Regiment Provost Corps. There were various promotions to 'temporary Corporal' and 'Acting Sergeant'. Boyd disembarked in Australia on 25 August 1919. The first reference to Yackandandah in Boyd's war record came in his application for the British War Medal and Victory Medal, in a letter dated 10 February 1924. He received those medals on or about 3 March 1924. By that time he had been working in Yackandandah for several years, having been engaged as an 'up-tp-date cutter and tailor' by Mrs Haig in 1921. He continued working as a tailor until his passing in 1957. There is an anecdotal recollection of Boyd sitting up on what was the bank counter making garments and watching the world pass by on High Street, and also reference to him replying to the toast for The Diggers, at a smoke social convened by the Returned Services League to honour Sir Kenneth Beatty, at Martin's Hotel, 8 September 1927. The Yackandandah Museum is housed in what had been the Bank of Victoria and had become the business premises and residence of Haig Tailor. The building bore the title B. Boyd Tailor as late as the 1960's. Isabella Haig sold the building and residence to Yackandandah Historical Society in 1969. Instituted by King George V in 1919 to mark the end of World War I and record the service given, the British War Medal 1914-20, was also variously known as Squeak, or Mutt. Boyd was eligible for having entered a theatre of war during specified periods and having left places of residence and rendered approved service overseas. The medal is cupro-nickel (silver?) with the effigy of George V on the obverse. The reverse has an image of St George on horseback trampling underfoot the eagle shield of the Central Powers, and a skull and cross-bones, the emblems of death. Above this is the risen sun of victory. The years 1914 and 1918 are shown on the outside edge of the reverse surface. A ribbon is attached per a top bar. The ribbon has a wide central watered stripe of orange, flanked by two narrow white stripes, which are in turn flanked by two black pin-stripes, further flanked by two outer stripes of blue. (Refer Notes.) On the obverse, "GEORGIVS V BRITT. OMN: REX ET: IND: IMP" On the reverse "1914 1918" On the edge, stamped, "4378 A-SGT. B. BOYD. PROV. CPS. This type of steam boiler is called a Scotch Marine boiler. It was manufactured in Dordrecht, Netherlands, possibly in 1918 by 'DeMan & Teveldhuis'. The only history that we have was that the boiler was found in an unknown paddock. It had an attached tag labelled "Melbourne Steam Club" but never collected by them. It was eventually brought to Flagstaff Hill Maritime Village for display.This boiler is an example of equipment used for a steam driven machine.Boiler, Scotch Marine Boiler design, cylindrical shape with rivets on the enclosed end, pipe fittings on top and apertures and open pipe ends on the other end..
