Two page document with location map. The Fortuna Hustlers Gold mine was located close to the railway goods shed (Discovery Centre location) in an area occupied by Buckell and Jeffrey's office and yards. (now carpark of Marketplace shopping centre). It commenced operation in August 1888 and closed in December 1913.The depth of the shaft was 2,240ft. Features of the plant described are: the winding engine, the air compressor, boilers, baling tanks, poppet legs, engine house. This is a set of 12 photographs of contractors removing a vehicle from the lake at the Army Survey Regiment, Fortuna, Bendigo in September 1986. The Ford XB panel van belonging to WO2 Ted Burgess rolled down the embankment during the night from the SGTs Mess carpark. Despite written off by the insurance company, the panel van was remarkably restored by Ted to roadworthy condition and driven in to Fortuna with a shark’s fin mounted on its roof. This incident is covered in more detail in page 152 of Valerie Lovejoy’s book 'Mapmakers of Fortuna – A history of the Army Survey Regiment’ ISBN: 0-646-42120-4.This is a set of 12 photograph of a civilian vehicle being removed from the lake at Army Survey Regiment at Fortuna, Bendigo, September 1986. Plaque at Pioneer Reserve Greensborough: "Shire of Diamond Valley. The bluestones used in the construction of this viewing platform and in the carpark entry structure and retaining wall are from the northern arch of Greensborough's first Plenty River Bridge built in the 1860s adjacent to this site. The centre span of the original bridge was removed in 1865 when the western half of the existing bridge was constructed leaving the northern and southern stone arches. The southern arch was retained until floods in 1874 necessitated its removal. The picnic shelter in this reserve was constructed using stone from this abutment. Dross Drossou sold his cordial manufacturing business to Phillips and Stone, a Bairnsdale company, in 1948. Phillips and Stone continued to manufacture soft drinks at Orbost until the early 1970's when the factory became a distribution centre. It closed as a distribution centre in 1978 and later served as the headquarters of the Orbost State Emergency Service. The site of the Cordial Factory now forms part of a carpark. A deposit on the bottles was added to all sales as they left the factory. The returned bottles were washed and the old label removed. The inside was cleaned by pushing the bottle onto a revolving brush. The reusing of the bottles went on until the bottle was broken or the top became chipped.This bottle is an example of a product manufacture by a local industry no longer existing.A clear glass bottle with a screw thread top. A temporary artwork by Lead On Ballarat was installed in a carpark at the Ballarat Library from 2013-2020. Art Streetz Murals was an initiative of Lead On Ballarat’s, “Take Back the Streets” art program and the City of Ballarat. The project was funded under the Graffiti Prevention and Removal Grants, part of the Victorian Government’s Community Crime Prevention Program. The aim of the project was for the young people involved to develop their skills, ideas and designs with assistance from the ‘Lead Artist’ Pauline O'Shannessy-Dowling. The artwork was created through a number of workshops, planning and design sessions. 18 October 1956 Flood level on road at corner of Railway Parade. On the immediate left out of view is Mrs Lucy Egan's home. That house still stands today nestled up against the Wattletree Road Bridge on the other side built in 1959 and is owned by the Bakos family purchased by Mrs Heather Bakos in 1960.. Prior to the Wattletree Road bridge being built, Railway Parade extended up the alignment of present-day Gastons Road to the Eltham-Diamond Creek road which ran past the entrance of the present-day carpark for Edendale Farm. This view is looking west across the Glen Park Bridge, and the beginning of Wattletree Road which sweeps around to the right in the distance. Progress Road does not exist though a road reserve is present on maps.Record of various Shire of Eltham infrastructure works undertaken during the period of 1952-1962 involving bridge and road reconstruction projects, sometimes with Eltham Shire Council Project Reference numbers quoted. It was during this period that a number of significant improvements were made to roads and new bridges constructed within the shire that remain in place as of present day (2022). In many situations, the photos provide a tangible visible record of infrastructure that existed throughout the early days of the Shire. This hand drawn map shows the Gully Chair, Summit Tow and the Village Tow. It also highlights the Nursery Poma. Several buildings can be seen along with the Visitor Centre in the Gully carpark, Skyline can can be seen adjacent to the Gully Chair. The Sun Valley T-Bar was designed by Ron McCallum and began operation in 1967. It had a length of 826 metres and an elevation of approximately 200 metres. In 1989 the Sun Valley T-Bar was replaced by the Scott Quad. Ron McCallum was a founder of Alpine Developments. It appears that his first lift was the Skyline portable tow at Falls Creek in 1954. As an engineer, he went on to build about 20 chairlifts and T-bars in the 1960s and early 1970s including at least five at Falls Creek. The main entrance to Franco's was from Main Road. It was run by Sammy and another family member. Franco's was a 2 story restaurant. Pizza take away downstairs. Licensed, BYO upstairs. Downstairs originally had a female pianist/singer and the walls were a peachy pink colour with horse shoe shapes in the plaster, upstairs was a full function room with dance floor. It was renovated in the early 90s and a full bar added downstairs. They sold up and then opened a take away pizza shop on Bolton Street. The Penguin Drycleaners building was an extension built right over the entrance garden; the building to the left the former Volumes now Missing Gorilla. The Kew Civic Centre, as opposed to the adjacent Kew Civic Hall (see also Kew City Hall), was built to house a new Council Chamber and Council Offices in 1972. The Kew Library was to be located on the ground floor and accessed from the current carpark. This building replaced the former Town Hall in Walpole Street, Kew which had served as a town hall from 1865-1972. After the sale of the old Town Hall, the new Civic Centre was built to a design of the architects A K Lines, MacFarlane & Marshall. A fit-out of the building was still occurring when councillors and council officers moved into the building. In 1987, the Kew Library (and the Kew Historical Society) moved across the road to the reconfigured Civic Hall. The Civic Centre, pictured here, was ultimately sold to Trinity Grammar School following the amalgamation of Kew into the City of Boroondara.These four black and white photographs were taken by a photographer in the City Engineer's Department during the final construction phase. Jarrold Cottage built c.1853, also known as 'White Cloud", located at 701 Main Road, Eltham, opposite Dalton Street. The house remains intact and is listed on the Victorian Heritage Database and considered historically significant to the Shire of Nillumbik. The cottage was originally located closer to the Diamond Creek but was subject to flooding. It was dragged by horse to the present site shown, which was chosen for the higher ground that had been created as a result of land fill being deposited here from the quarry further around the bend on Main Road (site of present-day Eltham Primary School carpark) where the stone had been quarried for building the State School in Dalton Street. It had previously been rented for use as a Police Station / residence prior to the building of the permanent police house and station at the corner of Maria and Brougham streets in 1859. The cottage was purchased by Lena Skipper after the death of Thekla Jarrold in 1943 and remains in the family to present day (2022). This cottage-like dwelling has changed ownership several times since it was first built in the 1850s by local tanner John Pearson. The Living and Learning Centre as we know it today is the product of the energetic, reforming era of the Whitlam Government. Set up by the local council in 1974. Unedited amateur video (filmed by Vivienne?) with some voiceover and chatting with others. Significant VHS tape noise/flicker and colour pulsing. Opens with Living & Learning Centre sign on Main Road and “Open Day Here Today” attached to it. Eltham Council (now the Shire of Nillumbik) commissioned this work in 1989 to create an entrance / gateway to Edendale Community Farm. It was also aided by a grant from the Ministry of the Arts (now Arts Victoria). The former name of this work was "Gateway to Edendale Farm". Edendale Farm is a demonstration farm modelling sustainable environmental practices, providing support to the local residents of Nillumbik. Established in 1986, the land was purchased in 1970. It was previously an English gentleman's residence and was used for grazing. It consists of 5.6 hectares, with the Diamond Creek meandering through the property. The Victorian Fences Act 1968 governs liability of occupiers of adjoining lands to fence, and deals with disputes between neighbours regarding boundaries fences and costs. This work took into consideration ideas and suggestions from residents and committees, who required the use of recycled materials and that the work celebrate man's relationship with nature, animals and the earth, as well as relate to the fence-line on the far side of the carpark. Trembath also absorbed significant aspects of local history, making references to Eltham's agricultural past, the clearing of the land, the destruction of trees, the ruthless pruning of trees by suburban Councils and incorporated such Australian features as the post and rail fence. 'The Fences Act 1968' is significant for aesthetic, historic and social reasons at a regional level. It makes prominent the historical and social significance of Edendale and the rural aspects of Nillumbik. The use of existing tree stumps and salt pots in the work explores the iconography of the countryside such as the isolated farmhouse, pioneering farming practices, post and rail fencing and the regrowth of lopped trees. The title of the work, as well as the extensive community involvement in its creation, also makes reference to the Victorian Fences Act 1968, which makes neighbours jointly responsible for the cost of construction and maintenance of fences in the partitioning of land for settlement. 'The Fences Act 1968' has been classified as of regional significance by the National Trust of Australia. The work is an installation of wood and metal, approximately twenty five meters long. The design is very informal and rustic and runs the full width of the fence-line. It comprises groups of recycled tree trunks fitted with metal caps (chrome-nickel 'salt pots' that are shaped like tall bowler / top hats). Metal rods protrude from the trunks and some of these rods have metal birds. Two larger, sentinel-like stumps at the two outer ends have metal flame-like wings, which bend inward. To the left of the entrance, a simple architectural element indicates an isolated farmhouse. The rustic fence runs between the groups of tree trunks with native planting in clumps along it. The fence-line incorporates a functional engineered double gate and post and rail fencing. There may be many interpretations of the work and the intention is to stimulate interest and imagination rather than alienate. Interpretation is based on the personal experience that a visitor brings. The artist recommended that no explanation of the design logic be positioned with the work. The portable lockup at Eltham is not original to the site. The date of construction is unknown, believed from the 1880s. It is a prefabricated design and each of the timber panels are individually numbered on the inside surfaces. It is amongst a large group of portable lockups, categorised as 'Portable Lock Up - Timber - Later' and also known as the "Casterton style", based on the only known plan for portable lock ups, built for the Casterton Police Station, in 1907. The later portables have been in use since the 1880s. It is not known how many lock ups of this type have been constructed in Victoria. At least 50 examples have been documented around the state. Of these, 42 are known to be extant. The original 1860s site lockup was a 2-cell bluestone construction. Some of the original bluestone remains. It was used in the 1970s as traffic island edging at the intersection of Main Road and Wattletree Road where it was painted white then later relocated back to this site in the 1980s to be used as edging for a driveway access off Main Road beside the former Police Residence where the Police Station originally stood. Evidence of some of this edging remains in place today leading to the replica Police Station. Eltham Plumbing Supplies (Lennie Whiteway Plumbing) located on the right side of the street. It later became the Eltham Bookshop and sold cane ware as well. On the corner with Main Road is the local branch of the State Bank of Victoria. The building still stands and is the present day Westpac bank branch. John Henry Clark was the youngest of three boys born to William Henry Clark (1823-1877) and Maria White (1843-1914). He and his brothers, William Charles Clark (1872-1945), Clement Kent Clark (1874-1912) operated a photography business (Clark Bros.) from 25 Thomas Street, Windsor near Prahran during the period c.1894 to 1914. Following death of Clement in September 1912 and their mother in 1914, the Clark Bros business appears to have dissolved, the premises demolished, and a new house was under construction in 1915. John set up business independently in 1914 operating out of 29 Moor Street, Fitzroy where he is registered in the 1914 and 1915 Electoral Rolls. By 1916 John had relocated to Eltham where he continued his practice as a photographer and took many of the early images around the district of Little Eltham. Around 1930 John changed professions and opened a small cobbler's shop in 1931 near the pond opposite Dalton Street adjacent to the Jarrold family cottage. He never married and continued his profession as a bootmaker from this little shop, maintaining a close relationship with Mrs Jarrold for the rest of their lives. His bootmaker shop remains today beside the Whitecloud cottage and is one of only three remaining shops in the area from the early 20th century.Comparative photo taken 2022 with one taken from same location over 100 years earlier by noted local photographer J.H. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii.
