Newsletter No. 216, May 2014 May Excursion – The 1901 Eltham Railway Walk The railway from Heidelberg to Eltham was opened in 1902. Over the previous year railway construction cut a curving swathe through Josiah Holloway’s 1851 Little Eltham subdivision. The survey plans for the railway show the owners and occupiers of land within Little Eltham affected by the railway alignment and for some distance each side. The plans show houses and other buildings but development at that time was rather sparse. Copies of these plans from the State Library of Victoria collection have been provided to the Society by Alan Sheehan. For our walk on 3rd May we intend to follow the railway from the Eltham Station to Ryans Road, which was the boundary of the adjoining Montmorency Farm. The return will be by way of nearby streets. Along the way we will discuss the details shown on the railway plans as well as more recent railway documents and photographs. At the conclusion and if time permits we can inspect the historical display at the Eltham Station. The walk is about 3 km in length and will take about 2.5 hours. It will start at 2 pm at the Eltham Railway Station car park (east/Main Road side) (Melway Ref. 21 J5).Born Digitalheritage excursion, activities, eltham district historical society, eltham railway station, eltham library, trestle bridge -

This portable lock up is not original to the site. The date of construction is unknown. It is a pre-fabricated design and each of the timber panels are individually numbered on the inside surfaces. It is amongst a large group of portable locks up, categorised as 'Portable Lock Up - Timber - Later' and also known as the "Casterton style", based on the only known plan for portable lock ups, built for the Casterton Police Station, in 1907. The later portables have been in use since the 1880s. It is not known how many lock ups of this type have been constructed in Victoria. At least 50 examples have been documented around the state. Of these, 42 are known to be extant. This lockup used to be located at the Police Station in Pryor Street and was then stored in Youth Road before being acquired for the Local History Centre in 2001. Photograph Bogong, Bogong Township Circa 1950, circa 1940s to 1950s
The Bogong Village was originally constructed (1937-1940) by the State Electricity Commission to house, engineers and construction workers working on the Kiewa Hydroelectric Scheme. These workers were initially settled in 26 houses and were mainly of European heritage. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. This photograph shows the village before beautification for tourism was introduced and "bare bones" homes and village usage existed. This photo clearly presents a period of restricted human occupation of a very fragile Alpine environment(up to 4000 workmen involved). This was the beginning of a planned and controlled form of sustainable tourist orientated development of the Victorian Alps and high plains region. The Bogong Township was the base camp for workers employed by the State Electricity Commission. After the construction phase was completed, the planning and controls originating from this period have been modified to allow a greater public access of this unique environment.Photograph of a framed glass enclosed black and white photograph of the Bogong settlement Paper details "KodakXtraLife paper" on back of photo. bogong village, bogong township, sec alpine constructions, hydro, kiewa scheme -

Photograph Tawonga Hospital, A ward at Tawonga Hospital, 1949/50
This photo is of a ward - probably the female ward, as there a many floral arrangements - of the original hospital at Tawonga. This was situated at the corner of Ryders Lane and Kiewa Valley Highway. The building was transported from Bonegilla where it was originally a part of the Bonegilla Military Hospital. The hospital was opened on 24th September, 1949 with a capacity of 12 beds, but was later increased to 35 beds by enclosing the verandahs on 3 sides of the building. 'Add ons' provided theatre, offices, stores and a nurses home. Construction was commenced by the Hospital and Charities Commission with considerable input from the S.E.C., providing the removal and re-erection of the building, the accommodation for nursing staff and carried all work necessary to make the building operational as a hospital. Up until this time the nearest hospital was at Yackandandah. The hospital remained on this site until 1961 when a larger, more suitable building was purchased in Mt. Beauty from the S.E.C.A photographic record of a typical open plan style ward in that era. There were no private rooms. There are portable screens stored at the end of the room to provide "privacy" at the bedside when needed. There is a fan on the wall for cooling. Depicts the rather primitive conditions of that era when compared with todays standards.Black and white photograph of a ward in the Tawonga District Hospitalhospital, ward, tawonga -
Kiewa Valley Historical Society
Book - Non Fiction History, The Kiewa Story, circa 1993
This book provides in chronological order the development of the Kiewa Hydro-electricity scheme from the first concept (1911) to final construction work (1961). It covers the first attempt to utilise the power of the Victorian Alps water system. It started from a private syndicate and developed to the current State Electricity Commission of Victoria. The incentive for the Hydro scheme was to make money and not as an alternative to the carbon producing coal fired power plants. These coal fired power plants were increasing in numbers to service an ever increasing demand made by population expansion, especially in cities and large rural settlements. This demand spiraled up after World War II when there was a tremendous spike in immigration numbers due to refugees and displaced persons in Europe. The ability to utilise the untapped water provided by the winter snow fields, for a higher yield in electricity, was a powerful incentive to overcome the physical hardships in this remote Alpine region. Future power requirements may initiate the re-installation of the other two power stations(Pretty Valley and Big Hill) covered in original Scheme. This publication not only covers the development of the Kiewa Valley region with respect to population (within a socio-economical framework) but also the subtle but yet strong physical changes of a relatively pristine alpine region. The demands that an ever growing regional population places on the environment is clearly documented in print and black and white photographs. The working and living conditions of those who constructed and gave life to this hydro scheme is well documented in this book. It may be viewed as spartan now but was relevantly good at that moment in time, especially for those workers fleeing a devastated European environment. The successful planning and consideration to minimising any intrusion upon the natural alpine forests and high plains can viewed as an example (compared to the Tasmanian Hydro schemes) of how future hydro schemes (an inevitable requirement) will proceed. Most rural towns (in the early 1900s) were built by unencumbered rural based citizens, with the exception of Mount Beauty and Falls Creek. These two settlements were brought into life by a State (Victorian) Authority for a specific function and program. They were a gated community, that is, only open to construction workers involved with the hydro scheme. All facilities within these communities were provided by the State Electricity Commission of Victoria. The impact on the social, financial and individual independency of the community, by the transition from the S.E.C .environment to one of local government (Shire of Bright), had in some cases a severe impact. This hard covered book has a green cover with pictures on the front and back covers. The front cover has a coloured picture of a snow covered Mount Bogong taken from the opposite mountain range. The valley between both ranges has a whisk of mist over it. At the bottom of this picture are three black and white photographs covering the construction of the Kiewa Hydro - Electricity Scheme. On the back cover is a photograph, (black and white) detailing the Bogong village and Junction dam containing lake Guy. The inside front cover is a black and white photograph which details the construction of the West Kiewa tailrace tunnel during April 1951. The inside back cover is a black and white photograph of the concrete pour at the Clover Dam circa 1952. All photographs and sketches are in black and white. The pages are approximately 160 g/m2 and those which have photographs are on gloss paper.Book spine: "The Kiewa Story Graham Napier Geoff Easdown" alongside this is a white framed circle with white spokes radiating out and underneath in white lettering SECkiewa valley, hydro scheme, victorian alpine region, electricity generators, graham napier, geoff easdown -

Book, Bryce Raworth, Heritage Impact Assessment - 1 Bedford Road, Ringwood, Victoria. Application for permit - Proposed Redevelopment - July 2021, 2021
A4 size wire-bound book compiled by Bryce RaworthINTRODUCTION: This heritage impact assessment (HIS) was prepared at the request of the City of Maroondah, the owner of the subject property at 1 Bedford Street (sic), Ringwood. It relates to a proposal to demolish the existing shop on the site and construct a multi-storey car park incorporating a commercial tenancy at the lower levels. It reviews the significance of the existing building on the site and the contribution it makes to the surrounding streetscapes, then comments on the heritage impacts of the proposed demolition in the context of the significance of the place and broader considerations. This office has previously provided an Historical Overview of the subject site (June 2020) and this assessment draws upon that previous research and analysis. The report has been prepared by Guy Murphy and Bryce Raworth. CONCLUSION: The proposed demolition of the former Blood Brothers Store at 1 Bedford Street (sic), Ringwood and the construction of a multi-storey car park on the enlarged site will result in the loss of some significance to the Heritage Overlay. The degree of loss is moderated by the partial intactness of the store, its modest character and the loss of its original setting, as well the proposal to implement a heritage interpretation strategy for the site. When considered in the context of the broader range of urban planning considerations and broader net community benefit, the proposed development is supported with respect to heritage impacts. -

trying plane, first half 20th century
A heavy trying plane would have been used in construction work on rural properties. It can be used for planing hard, difficult timbers.Tools such as this would have been used in the construction of local homes, or rural outbuildings in early Orbost.. It is representative of an era before power tools. A long, heavy wooden plane used in smoothing the edges of roughly planed wood.woodwork tools plane-trying -

plan, before 1948
Drainage infrastructure was developed and maintained in this region by the Snowy River Improvement Trust. The Trust was administered by a local committee and its activities funded by a local rate charged on the farmers and land owners in the Trust’s designated district. The level of the rate charged by the Trust was designed to be proportionate to the benefit derived from the works undertaken. Financial assistance was provided by the State Government from time to time for specific projects such as post flood repairs but not for new capital works. The Trust undertook new drainage and river management works including tree planting, rock beach construction and servicing of the drains and flood gates. The Trust also provided a personal flood warning service to the farmers in its district. The Trust ceased to operate in 1997 with the advent of the East Gippsland Catchment Management Authority. The infrastructure developed by the Trust continues to provide a service to the farmers in the region. (ref. 4 East Gippsland CMA Submission to Inquiry into Flood Mitigation Infrastructure in Victoria) This plan is significant as a historical document. The Snowy River Improvement Trust was vital to the Orbost district because of its ability to apply local knowledge and to engage the local farming community.A large plan of divisions of land for the purpose of levying the Snowy River Improvement District - Bete Bolong, Orbost, Waygara, Newmerella and Orbost East. The properties are coloured according to levy amount. The scale is 1" - 20 chains. snowy-river-improvement-trust -

... and possibly the world. Its curved plan and form of construction ...This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. From Victorian Heritage Database citation for Rippon Lea H0614 https://vhd.heritagecouncil.vic.gov.au/places/427(as at 23/10/2020) Rippon Lea was commenced in 1868 by Frederick Sargood, a most successful politician and merchant. He was born in England in 1834 and arrived in Melbourne in 1850. He soon joined his father's wholesale soft goods firm, spending some time as its manager on the goldfields. Sargood entered the Legislative Council in 1874. He was Victoria?s first Minister for Defence in 1883. Sir Frederick Sargood was created CMG. In 1885 and KCMG in 1890 as a reward for his contribution to public life. He died suddenly in 1903. Rippon Lea was designed by the leading firm of architects, Reed and Barnes. Joseph Reed had travelled in Europe in 1863, including northern Italy. When he returned he introduced the use of polychromy. While not the first examples, Rippon Lea and the Independent Church in Collins Street were the best and set a fashion which became a distinctly Melbourne style, particularly used for houses and churches. Its popularity was possible because of the new availability of different coloured bricks. Reed's fine Lombardic Romanesque details soon became debased by others. As Sargood's family grew and his fortunes prospered, Rippon Lea was extended to include 33 rooms - a complete mansion. The cast iron porte cochere and the northern conservatory were added in 1897. The architects were Taylor and Fitts. The ballroom was added in 1882 and remodelled in 1889. Many alterations have changed the interior and exterior during the ownerships of Benjamin Nathan and later his daughter Mrs Louisa Jones in the 1930s and are in their own right of significance. Sir Thomas Bent owned the property from 1903 until 1911 but never lived there. He subdivided much of the land. The original garden dates from about 1868, and it seems that William Guilfoyle of the Botanic Gardens was involved. It was redesigned in a more natural style in the 1880s by Sargood and his head gardener, Adam Anderson. The lake, waterfalls, fernery, hill and grotto are balanced by mighty deciduous trees and conifers. These are interspersed with, but never dominated by Australian species such as eucalyptus and other exotics. The sinuous drive with its carefully prepared approach to the house is notable. The original vegetable gardens, orchard and outer paddocks no longer survive. The shade house is important as the largest known in Australia and possibly the world. Its curved plan and form of construction are particularly notable. It was built about 1884.Page 94 of Photograph Album with four photographs (three landscape and one portrait) of Ripponlea - stables, lookout and neighbouring cottages.Handwritten: "Ripponlea" Hotham Street [top right] / Neg 256 Dec 1972 STABLES [under top left photo] / Neg 248 Dec 1972 LOOKOUT [under top right photo] / Neg 254 Dec 1972 / COTTAGES WILLOW STREET [under bottom left photo] / Neg 259 Dec 1972 STABLES [under bottom right photo] / 94 [bottom right]trevor hart, elsternwick, mansion, hotham street, frederick sargood, reed and barnes, 1860's, 1890's, 1880's, benjamin nathan, nathan, louisa jones, thomas bent, sir thomas bent, william guilfoyle, guilfoyle, adam anderson, ripponlea, victorian, sir frederick sargood, architects, bricks, polychrome bricks, taylor and fitts, stables, lookouts, cottages, outbuildings, rippon lea
