The records covered by this guide relate to Victoria's Aboriginal people until 1975 when the Commonwealth assumed the State's then responsibility for Aboriginal affairs. One result of the transfer of responsibility was that the official documents became separated. For the early period, 1836-1859, the records are held in the Public Record Office of Victoria, and for the period 1860-1975, a substantial proportion are in the Australian Archives, Victorian Regional Office. The furniture and furnishings are now part of the St. Nicholas Seamen's Church collection. HISTORY of the Missions to Seamen: - The Missions to Seamen is an Anglican (Church of England) charity that has been serving the seafarers of the world since 1856. It was inspired by the work of Rev. John Ashley, who, 20 years earlier, had pioneered a ministry to seafarers in the Bristol Channel in Great Britain. When Ashley retired, others continued the work, founding the Missions to Seamen. It adopted a Flying Angel as its symbol, inspired by a verse from the Bible in Revelation 14. Today, over 200 ports in the world have Missions to Seamen centres and chaplains. A Missions to Seamen’s club offers a warm welcome to sailors of all colours, creeds and races and provides a wide range of facilities. The Missions to Seamen organisation changed its name to the Mission to Seafarers in the year 2000 and continues, including Missions to Seamen clubs in Victoria’s cities of Melbourne, Portland, Geelong and Hastings. Flagstaff Hill’s St Nicholas’ Seamen’s Church is named after its namesake from Williamstown, Victoria, which began in 1857. Bishop Perry opened the first Sailors’ Church there, known as ‘Bethel’, on an old hulk floating in Hobson’s Bay, Port of Melbourne. In 1860, a Sailors’ Rest began operating from various rented premises at Williamstown. In 1878, the Sailors’ Church moved into an old Wesleyan chapel in Ann Street. By the end of that year, they were able to purchase the building, which they had already refurbished. In 1883, they affiliated with the Victorian Seamen’s Mission. A few years later, in 1906, the building had to be demolished as it was no longer safe. While they were raising funds for a new building, the Sailors’ Rest temporarily moved to a building in front of Customs House in Nelson Place. Around this time, in 1906, the Ladies Harbour Lights Guild was formed in Australia to support and raise funds for the Mission to Seamen organisation in Melbourne. Two of the most significant ladies of the Guild were founding members Ethel Godfrey and Alice Sibthorpe. During the Mission's time at Siddeley Street, Melbourne, the activities of the Guild raised funds for the Mission to Seamen's Chapel at their new, and still current, premises in Flinders Street, Melbourne, opened in 1917. The Guild continued its important work until the 1960s. In 1908, the Williamstown Mission had enough money to purchase the former Mascotte skating rink on Thompson Street, Williamstown. In August of that year, they were inaugurated into the Victorian Missions to Seamen. They continued at that venue for a few decades. In 1943, the former ES&A Bank building at 139 Nelson Place, Williamstown, was purchased to become the new Mission to Seaman’s Club. On May 6th, 1944, it was officially opened, described as a ‘distinctive little building’. Funds had previously been raised for the building and furnishing of the chapel at the rear. The chapel was named St Nicholas’ Seamen’s Church, after St Nicholas, fourth-century bishop and patron saint of sailors. Services were held on Wednesdays and Sundays. The church was supported by the Williamstown Lightkeepers’ Auxiliary, newly founded by Mrs Ethel Margaret Musther in 1943, as well as the Harbour Lights Guild and the League of Soldiers’ and Sailors’ Friends. The Williamstown Mission to Seamen’s Church operated until 1966, when the Port of Williamstown was no longer used by large international ships. The Commonwealth Government then leased the premises. In the formative years of Flagstaff Hill Maritime Village, the Advisory Board decided to include a Missions to Seamen Chapel and Recreation Room in its village. The Missions organisation was a significant feature of ports during the late 1800s and early 1900s, the period that the Village represents. They often erected Missions to house social and worshipful activities for seamen. Flagstaff Hill’s curator, Mr Ken Marshman, approached the Melbourne Board of Management of Missions to Seamen regarding the Williamstown branch. Consequently, the Board gave its permission for the entire furnishings of the Williamstown chapel to be transferred to Flagstaff Hill Maritime Village. A provision of the transfer was that the Victoria Missions to Seamen be recognised, that the items would remain as a collection, and that the chapel would be called St Nicholas Seamen’s Church and conduct Divine services. The donation was approved on 21st May 1979. Flagstaff Hill's St. Nicholas Seamen's Church: - The conception of Flagstaff Hill’s Missions to Seamen’s Church was partly motivated by the offer of Stained Glass Memorial Windows, originally from the local Warrnambool and District Base Hospital, which was undergoing multi-storey development in the late 1960s and early 1970s. The hospital’s Manager/Secretary was keen to see the historical window installed in an appropriate location. The church, or chapel, was designed by a local architectural draftsman in conjunction with the Flagstaff Hill Planning Board and was built by Mr Leon Habel. The designers had the hope that the church would be used for formal worship such as weddings, funerals and multi-denominational special services such as War commemorations. The design is based on the ‘Missions to Seamen’ buildings in both Portland and the Port of Melbourne. Placement of the furnishings was done as accurately as possible according to photographs of the Williamstown St Nicholas Seamen’s Church and with assistance from local clergy. The Recreation Room was furnished and arranged on advice from experienced members of the Missions to Seamen organisation. A framed document in the building recognises the donor of the furnishings, Victoria Missions to Seamen, as well as the names of some of the original donors and their donated item/s. The design of the building incorporates local features such as Warrnambool sandstone, which was no longer commercially available but was procured from demolished buildings and uniformly cut, to be used as a veneer over the stronger Mt. Gambier stone. Also, traditional green American roofing slate was used, sourced from the 1908 local shipwreck “Falls of Halladale” by Flagstaff Hill volunteer divers. The bell tower includes a bell believed to be from a local shipwreck. The additional furnishings were acquired locally, and several items were donated by Warrnambool residents. Light fittings in both rooms were assembled to simulate 19th-century gas light fittings. The stained-glass window at the back of the church is a memorial to Dr Connell, a well-respected member of the Warrnambool community. It was originally installed in 1928 in what was then the main building of Warrnambool Hospital. The St Nicholas’ Seamen’s Church at Flagstaff Hill was officially opened by His Worship the Mayor, Cr. John Lindsay, on Sunday 11th October 1981. The event included a service of thanksgiving conducted by the Warrnambool Ministers Fraternal. The Free Kindergarten Union of Victoria commenced teacher training in 1909. A two year course was run in cooperation with the Education Department in 1910-14, but from 1917 the Union trained its students independently. In 1922 the Kindergarten Training College was established in Mooroolbeek, Kew. In 1965, the institution, as the Melbourne Kindergarten Teachers' College, became an entity separate from the Union, and in 1973 joined the State College of Victoria as the Institute of Early Childhood Development. The Bank of Victoria was located at 7a Liebig Street, Warrnambool. The building still exists in 2023 as a part of the Quest apartments. The Warrnambool Mechanics' Institute was formed in 1859 and the first reading room opened in 1884. Responsibility for all activities of the Warrnambool Mechanics' Institute activities were formally handed over to the Warrnambool city Council on 27th July 1911. This Bank of Victoria Limited passbook documents credits and debits of the Warrnambool Mechanics' Institute & Free Library from December 1904 until 30th June 1911 just prior to the transfer to the Warrnambool City Council. Sponsored by Alfred M. Nicholas the Deco era Mission building facing Beach street built by Architect Harry Norris opened in 1937. The building was then in WW2 requisitioned with the Mission returning to full use of the complex some years after the War ended. The building in later years was relinquished due to decreasing shipping at Port Melbourne and need to consolidate seafarers services in the Central Mission at 717 Flinders St. The building was used as an art centre just prior to demolition in the 1990s. The Port Melbourne Historical and Preservation Society was instrumental in ensuring the the old foundation stone was preserved in the sea wall opposite the original site. A single brick from the building is also part of the MtSV Heritage Collection. The Ballarat Branch Committee and girls of Lucas & Co. raised the money for the memorial window in Good Chapel of Saint Peter which is dedicated to the men of the Jervis Bay and all Merchant seamen who gave their lives in the world wars. To see a picture of the actual window go to VC database Mtsv record 0035.Regionally based support across Victoria provided crucial funds to the Mission for Seafarer welfare, activities and operations. This support was very often sourced either through a country Auxiliary group based in places such as Ballarat, Camperdown, Hamilton, Bendigo and other similar towns or centres. Op shops and CWA, Church Auxiliaries and other similar charities mainly operated by the womenfolk of the respective communities, recognized the vital importance of 19th and 20th C Merchant and Military Naval services to the development of Australia. Gathering of seafarers and MTS clergy and LHLG members, at Glenfern 1906. Mrs Mary Danne daughter of Reverend Kerr Johnston was a widow at the time and was renting Glenfern, the property once owned by the Boyd family, and started a private primary school she called Newington College. A member of the Mission's committee from 1905 to 1926 when she passed away, a bras plaque was made in her memory and placed in the chapel of the Flinders Street Mission. (see item 0690) In the Standard published on Saturday 17 November 1906, page 4 we could read: "In connection with the Victoria Missions to Seamen a successful and pleasant outing, was given to the sailors in port on King's Birth day. Mrs. Danne, of "Glenfern," St. Kilda, threw her house and grounds open tor sports and tea. Cricket, football and sports were enthusiastically pursued, and ample justice was done to the substantial tea provided by Mrs. Danne and her friends. The Misses Danne, Miss Godfrey and other ladies were untiring in their attentions. Mr. Axell, first officer of brig Fairy Rock, in a few appropriate words thanked Mrs. Danne and the ladies, on behalf of the sailors, for their kind hospitality. Snapshots of the party were taken by Mrs. Goldsmith. Mr. C A. Holmes and Mr. Cedric Campbell acted as stewards and starters for the races. On the invitation of the chaplain (Rev. A G. Goldsmith*) ringing cheers were given for Mrs. Danne and the ladies. Before the party broke up Mrs Danne addressed a few kind words to the men and gave them all a shake of the band at the gate. The rest of the evening was spent at the Institute, Beach street, where games and competitions were carried on to the accompaniment of vocal and instrumental music. This photograph shows one of the many weddings held at the Mission to Seafarers over the years and provides an overview of wedding fashion of the late 1920s. The bridesmaids were Ella Kendall and Molly Walker. In this image a horse and cart can be seen in the background on Flinders St and a Telegraph pole. Dora would continue association with the Mission and as president of the Flying angels in the 1960s-70s she would be awarded the MBE for services to Community presented by the State Governor of Victoria. This photograph shows one of the many weddings performed at the Mission to Seafarers over the years. Cross referencing with the marriage registers, also held in the collection, reveals that this photograph is Amy Dora Walker (known as Dora) of East Malvern marrying Harold Priestley Simpson of Surrey Hills / Mornington on 14 February 1928. Dora's son David Simpson, a former architect still volunteers for the Mission in 2018. During demolition of the 1937 Missions to Seamen building in October 1995, this stone was removed intact by developers Mirvac Victoria, and placed in the care of the PMH&PS. It is now located as part of the seawall around the car park in Beach St opposite Nott St. There is a photo of the item on the database, taken in the 1990s while the stone was stored at St Joseph's school in Stokes St..01- Cornerstone 1888, originally laid at the Victorian Seamen's Institute corner Nott and Beach Street (Fox Hay building today). The reports were produced and readily distributed annually to a number of organisational stakeholders and included reports from the Committee, Chaplain, extracts of letters, Ladies auxiliary and a list of subscribers. In the Argus (Melbourne, Vic. : 1848 - 1957), Saturday 24 February 1900, page 15: VICTORIAN SEAMEN'S MISSION The annual meeting of the Victorian Seamen's Mission was held in the institute at Port Melbourne last night. There was a fair attendance, the large proportion being ladies, and the chair was occupied by Sir Frederick Sargood MLC. Mr Hugh R Reid, the president of the institute, was also president. The annual report, which was lead and adopted, stated that the Seamen's Institute at Port Melbourne, and also the Sailors' Rest at Williamstown, had sustained their reputation for usefulness and attractiveness. The attendances had been very large at each place and 114 seamen had taken the pledge at the Port Melbourne Institute. Regreat was felt that owing to the preliminary steps having met with opposition in Parliament the building of the long contemplated additional institute near the Melbourne wharves was deferred but the project had not been abandoned. Large parcels of literature had been distributed gratuitiously among ships' crews and the concerts held for the entertainment of seamen had been very successful. The mission had been in existence for over 40 years. It aimed at promoting the temporal and spiritual welfare of seamen. It had been the means of completely eradicating "crimping" and the sailors' "boarding masters" curie, and otherwise removing many of the abuses which still exist in other ports. The Chairman, in moving the adoption of the report and balance sheet, referred to the great benefits which seamen derived from the institute. He was particularly struck by the fact that during the past year close on 2,000 letters had been written by visiting seamen from the institute namely, 1,720 at Port Melbourne, and 261 at Williamstown. It was also a very note-worthy feature, which perhaps the residents of Williamstown might be able to explain that, whilst out of 49,567 attendances at the Port Melbourne institute 114 had taken the pledge there, there was not a single instance on record of the pledge having been taken at the Sailors' Rest, Williamstown, out of 8,218 attendances. (Laughter) Referring to the projected new institute near the wharves, he was amazed to find that its construction had been, according to the report, orefused by some of the labour members. He did not know the details of the matter, but was of opinion that there was no institution more deserving of the support of labour members than the one advocated. In his opinion, the representatives of labour should disown the action of their delegates in Parliament in this matter. (Cheers ) Selections of vocal and instrumental music were given during the evening.These reports were produced annually and include a number of smaller reports from the Executive Committee, Chaplain and auxiliary. They sometimes included photographs and a list of subscribers and amounts pledged.
