Flagstaff Hill Maritime Museum and Village
Book, The Steam House Part 2 Tigers and Traitors
This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr. R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 percent of the reading population. The collection of books was made up of around 60 percent reference and 40 percent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850’s to the late 1950’s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr. R. Pattison. Jules Verne (1828–1905) Jules Verne pursued his writing career after finishing law school in 1849, during this time he was writing poetry and short stories. He began to hit his stride after meeting publisher Pierre-Jules Hetzel in1862, who nurtured many of the works that would later comprise the author's 54 novels the (Voyages Extraordinaires). Often referred to as the "Father of Science Fiction," Verne wrote books about a variety of innovations and technological advancements years before they were practical realities. In 1856, Verne met and fell in love with Honorine de Viane, a young widow with two daughters. They married in 1857, and in 1861, the couple's only child, Michel Jean Pierre Verne, was born. Realizing he needed a stronger financial foundation, Verne began working as a stockbroker. However, he refused to abandon his writing career, and that year he published his first book, The 1857 Salon (Le Salon de 1857). In all Verne authored more than 60 books as well as dozens of plays, short stories and librettos. He conjured hundreds of memorable characters and imagined countless innovations years before their time, including stories about submarine and space travel, terrestrial flight and deep-sea exploration. Jules Verne died in 1905, at his residence in the French city of Amiens, stricken with diabetes, on March 24, 1905. Verne had many memorable novels, his most famous being Five Weeks in a Balloon, Journey to the Centre of the Earth, From the Earth to the Moon, Around the World in Eighty Days, In Search of the Castaways and Twenty Thousand Leagues under the Sea Additional works surfaced decades later. Backwards to Britain based on his many trips to the United Kingdom was finally printed in 1989, 130 years after it was written. Also Paris in the Twentieth Century, originally considered too far-fetched with its depictions of skyscrapers, gas-fuelled cars and mass transit systems, followed in 1994. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. Bolt Cutter, 1878
Cyrus Chambers was a self-described mechanic who started out winding bobbins in his father's woollen mill and went on to invent machines that changed their industries. Cyrus Chambers came from Quaker parents the ninth of thirteen siblings, he once said a year before his death. “I believe I have succeeded because, first, I was industrious; second, because I made a study of the subject that was before me.” At age 7, Chambers went to work in his father’s mill. His job was to monitor bobbins—wooden spindles around which thread was wound and to remove and replace them as they became full. "There was no child labour law at that time," he later recalled. Chambers loved machinery and always regarded himself as a mechanic rather than an inventor. At age 16, Chambers was sent to learn dentistry with an older brother, (Edwin) who was already in the field and willing to take him on as an apprentice. Chambers was talented at working with small parts. He used his brother's dental instruments to build a miniature high-pressure steam engine of silver. It ran at 3,000 revolutions per minute and weighed less than a half-ounce. At that time it was the smallest engine that had ever been constructed. The engine was displayed at the 1876 Centennial and is now in a permanent collection at the Franklin Institute USA. Chambers major invention was the paper folding machine and came from reading that school teachers made less than the young girls who were employed to fold book pages as they came off the press. He told friends that his first efforts were to make the machine that would fold newspapers after demonstrating his device he met with Horace Greeley of the New York Tribune who advised Chambers would never invent the machine that would be able to fold his newspaper or books. In less than a year Chambers had built a full-size machine capable of folding large newspapers and books and was installed at J B Lippincott & Co folding pages for the "Comly Speller" this machine ran successfully for twenty-five years until the printing works burnt down. Chambers then went into partnership with a brother and they established the firm "Chambers, Brother & Co" at a plant in Philadelphia. It was also observed in 1910 and a fact that there was not a periodical or newspaper printed or recently published book that had not gone through one of Chambers inventions. Chambers went on to produce many mechanical inventions and improvements to existing tools and machinery most notable was his invention for the machine that would make clay bricks. This machine made forty bricks per hour and by the end of Chambers life after many improvements, it could make more than four hundred. Although there were a large number of bold cutters made of this patent at Cyrus Chamber’s foundry in Philadelphia, the item is associated with a notable American inventor of the nineteenth century. This particular patent for a bolt and rivet cutter won Chambers the prestigious Elliott Cresson Medal. This cutter is just one of the many inventions and mechanical improvements that Cyrus Chambers made during his lifetime, contributing to the ongoing development of mechanical improvements that were occurring in American industry of the time and therefore a notable addition to the Flagstaff collection.Cast iron bolt cutter with removable tempered steel cutter. Document, Recipe Book Wangoom Red Cross, 2013
The Red Cross was formed in the 19th century as a service organization dedicated to helping those in need. The Australian Red Cross was established in 1914 and the Warrnambool Red Cross was established in the same year. Wangoom Red Cross was established at a later date. The recipe booklet was a means of funding the organization and utilizing the culinary knowledge and skills of the local women. Wangoom is a small settlement on the northern fringes of the city of Warrnambool. This booklet is of some interest as an example of the fund-raising methods used by the Wangoom Red Cross. It also shows the type of cakes and ingredients popular in 2013 (eg blueberries, muffins, mud cakes )These are three A4 pages folded to make 12 pages of printed recipes. The printing is black type on white paper with black and white sketches related to cookery. Book, The Sunday magazine 1887, 1887
This book was a prize awarded to Annis Morgan from the Woodford Presbyterian Sunday School. There is no date but the book was published in 1887. The Sunday Magazine was published each year in Britain as an Annual with short stories, poetry and articles, designed as suitable books for children to read on Sundays. Annis Morgan was born in Woodford to Jenkin and Mary Morgan in 1874. She would have been about 13 when she received this prize. Annis (Ann) Morgan married Alan Patterson in 1897. The Woodford Presbyterian Church was established in 1856 and administered at that time by the Warrnambool Presbyterian Church. In 1882 the Woodford and Grasmere Presbyterian Churches became a separate entity with the first Minister, the Rev. Robert Wilson Rock. This book is of interest as it is a good example of the type of book given as Sunday School prizes to young girls in the 1880s. It is also of significance as it belonged to a local girl, resident in Woodford in the late 19th century. This is a hard cover book of 848 pages. The cover is olive green and black with ornamental scrolls and borders and gold lettering on both the front cover and the spine. The pages are gilt-edged. The front cover is partly detached from the binding. The book has an index, short stories, Biblical papers, biographical, historical and missionary articles and poetry. There are many black and white illustrations and sketches throughout the text and, at the front of the book, there is a full page black and white illustration protected by a piece of tissue paper. The inscription is handwritten in black ink. ‘Woodford Pres. Sabbath School, Rev. R. W. Rock’s Class, First Prize Annis Morgan’. woodford presbyterian church, annis morgan, history of warrnambool -

Book, Steadfast A commentery by Walter Murdoch, 1941
This book has been written by Walter Murdoch, the distinguished Australian academic and essayist. Walter Murdoch (1874-1970) gained an Arts Degree at the University of Melbourne with first class honours in philosophy and logic. In 1901 Murdoch came to Warrnambool in partnership with James Scott as co-proprietors of the private school, Warrnambool College. They bought out the Warrnambool Grammar School previously run by John Stanley and, when Scott retired, Murdoch became the sole proprietor and headmaster of the school. While he was in Warrnambool Murdoch continued to write for Melbourne newspapers and published a book, ‘The Struggle For Freedom’, covering the constitutional history of Britain and Australia. This book sold 10,000 copies in its first year. In 1904 Murdoch left Warrnambool to take up a position as a lecturer in English at the University of Melbourne. Later he became the foundation Professor of English at the University of Western Australia and later its Chancellor. Murdoch University in Western Australia is named after him. Murdoch became a household name to two generations of Australians through his radio broadcasts and his literary columns in several Australian newspapers. He published over 40 books and was knighted in 1964. This book is of interest as an example of the writings of Walter Murdoch, important not only in the history of Australian literature but also of note in the history of Warrnambool. This is a hard cover book of 195 pages. The cover is orange with red lettering and an image of a mountain (on an island?). The spine is a little faded. The book contains a Preface and 21 short essays containing thoughts concerning Australia in the early years of World War Two. walter murdoch, history of warrnambool, warrnambool college (early 20th century) -

The collection is understood to have been put together by Alistair Knox although it is the work of several unacknowledged photographers. For some years it was held by the Building Department of the former Eltham Shire Council and was then passed to our Society for safekeeping. Some of the photos have been used in Knox's books and from time to time some of them have been part of various historical displays. As far as we know there has not been a public display of the whole collection which numbers about forty photographs. The collection has been copied on to slides for the purpose of this meeting and to be retained as part of the Society's pictorial collection. The original Shire of Eltham was founded in 1871. Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham. At a small ceremony held Friday, April 20 at the Local History Centre, Eltham, members of the Society and our Collections team, along with Ms. Vicki Ward, MP for Eltham, presented the seven volumes for 1858-1863 along with the complete set of digital files to Mr. David Taylor, Community Archives Manager and Mr. Charlie Farrugia, Senior Collection Advisor, Public Record Office Victoria.Born Digitalassessment ledger, donation, eltham courthouse, eltham road district, local history centre, public records office victoria (prov), rate books, eltham district road board -

Photo taken by Nathan Islip who at the time was studying Architecture at the University of Melbourne. During his experience year he worked as a builder's labourer on the new Eltham Library construction project. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. Since 1994 the library has undergone a major extension to cater for children’s services and others. See also EDHS_02111 construction, eltham library -
