The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. William Morris was born in Eltham in 1848 or 1849. He was married three times; his second wife had the same surname as his first so they may have been sisters. He was described as "jolly and hearty" and ran a publican's booth at the Eltham Races in 1903, reportedly doing a good trade. He was an Eltham Shire Councillor between 1897 and 1918 and was Shire President in 1911. The Evelyn Hotel was situated in Main Road Eltham, immediately opposite its competitor the Eltham Hotel. It had opened as the Fountain of Friendship Hotel by 1854, when it was described as having "twelve spacious apartments all canvassed and papered", but had changed its name by 1878. The proprietor from about 1889 until 1919 was William Morris; he was also the licensee for most of that time. (The William Morris who was a butcher at Eltham in the early 1900s was no relation.) It advertised that it had "good stables", located behind the hotel in Pitt Street, a necessity for hotels at the time. Mail coaches en route from Heidelberg to Queenstown (now St Andrews), Panton Hill and Kangaroo Ground changed horses there. It was de-licensed as a hotel in 1919 but continued to operate as a boarding house until it was destroyed by fire in 1931. William died in 1922 and is buried in Eltham Cemetery with several other family members. Maximum rate of interest that may be paid is £5/10/ per cent, per annum. 2. The purposes for which the loan is to be applied are: Construction of Sanitary Conveniences at Shire Office, Council's contribution towards costs of Dixons Creek Bridge, Construction of Mt. Pleasant rd., Construction of Cherry Tree rd. 3. The period of the loan shall be 10 years. 4. Moneys borrowed will be repayable by providing out of the Municipal Fund twenty half-yearly instalments of approximately £985/1/6 each, including principal and interest on the first day of October and the first day of April during the currency of the loan. The first Instalment shall be payable on the first day of October 1957. 5. Loan No. 27.-Notice of Intention to Borrow Sum of £ 15,000 for Permanent Works and Undertakings. - Notice is hereby given, that the Council of the Shire of Eltham proposes to borrow the sum of £15,000 on the credit of the municipal revenues of the president, councillors, and ratepayers for the said shire, such sum to be raised by the Issue of debentures in accordance with the provisions of the Local Government Acts. 1. Maximum rate of interest that may be paid is £5/10/ per cent, per annum. 2. The purposes for which the loan is to be applied are: Construction of Sanitary Conveniences at Shire Office, Council's contribution towards costs of Dixons Creek Bridge, Construction of Mt. Pleasant rd., Construction of Cherry Tree rd. 3. The period of the loan shall be 10 years. 4. Moneys borrowed will be repayable by providing out of the Municipal Fund twenty half-yearly instalments of approximately £985/1/6 each, including principal and interest on the first day of October and the first day of April during the currency of the loan. The first Instalment shall be payable on the first day of October 1957. 5. Such moneys shall be repayable at the Commercial Bank of Australia Limited, Melbourne, or at the Council's bankers for the time being in Melbourne. The plans and specifications and the estimates of the costs of the proposed works and a statement showing the proposed expenditure of the moneys to be borrowed are open for inspection at the Shire Office, Eltham. It was during this period that a number of significant improvements were made to roads and new bridges constructed within the shire that remain in place as of present day (2022). In many situations, the photos provide a tangible visible record of infrastructure that existed throughout the early days of the Shire. Eltham Plans £2.5m Community Centre Over Next 15 Years THE people of Eltham have drawn up a plan to make their township a model community centre in the next 15 years. And yesterday the Chief Secretary (Mr Rylah) inspected the plan at the Eltham shire offices before declaring it open for public inspection In the picture (right) Mr. Rylah (centre) is shown inspecting the new plan with town planner and former councillor, Mr. Howard Bartlett, and the shire president, Cr. C. Pelling. The result of six years' work by shire officers, the plan provides for a business centre, public buildings and recreational reserves. The shire council expects that £2,500,000 will be invested by Government departments, banks, private firms and sporting bodies to implement the plan. 500 Car Park A feature of the business centre will be a quadrangle car park surrounded by shops, and with parking space for 500 cars. The public buildings will include new municipal offices, a public auditorium, a library and meeting rooms. The council plans to realign the course of Diamond Creek near the town to provide extra land for playing fields. Three Ovals The plan proposes three ovals, including improvements to an existing one, as well as a 50-metre Olympic swimming pool, tennis courts and bowling greens. In the 15 years which the shire council hopes to carry out the plan, the shire population of 18,000 is expected to increase two and a half times. Opening the display of maps and a model, Mr. Rylah said he commended the shire council's invitation to the citizens to suggest improvements to the plan. Eltham shire had grown tremendously in the past 20 years, from a sleepy country town to an important shopping centre. GRANT, Thomas (From Short Notes on Ringwood - RDHS) Born 1854, died 1933, aged 79 years. Thomas Grant, born in Burwood, Victoria, came to Ringwood in 1876. On land purchased from Mr. D. Gostick in Whitehorse Road, in the vicinity of the present Drive In Arcade, he built a blacksmith's and coach building shop. In 1880, he married Mary Ann French, of Mulgrave. There were four children, Andrew, Mary, (died in infancy) Thomas, and Margaret. Miss Margaret Grant is a well known resident of Mullum Road. With the opening of the station in 1882, activities in the growing district tended to congregate in its vicinity, and, in 1883, Mr. Grant moved his “smith" to the corner of Adelaide Street. At the same time, he planted out an orchard on his land which ran from Ringwood Street, to Warrandyte Road, and north as far as Mullum Greek. Eventually, about 1910, he sold his business to the Reed Brothers, and retired to the comparatively lighter life of orchardist and market gardener. In 1909, he sold 8 acres of his land to the Lilydale Council. This land, situated in Ringwood Street, behind the Town Hall, is known as the Ringwood Reserve. Mr. & Mrs. Grant were foundation members of the Methodist Church. He was appointed a Trustee in 1879, and served until his death 54 years later. He was an enthusiastic member of many societies, and he held public office in civic affairs. His interests included the Progress Association, Cricket Club, and the Agricultural Society, at whose annual show, he was a regular exhibitor. He served as a Councillor in the Lilydale Shire, repres¬enting Ringwood, from 1889 to 1894, and was a Justice of the Peace. 26278a Ledger belonging to First Blacksmith in Ringwood 1880s. Groceries, Ice, Milk, Bread, Eggs, Poultry were delivered to housewives by the traders in horse drawn carts, Also Hawkers and Pedlars plied their wares by visiting the cottages. John Logan Smith 1860-1932 , the son of Irish immigrants James and Marianne Smith was born at their home near the 'Toll Gates' on Point Nepean Road and Dendy Street. East Brighton. At that time the area had many orchards that were later replaced by market gardens. J.L.Smith at first rented a cottage 'Law Muir Den' & Shed from Mr Box and commenced business as a wood merchant - sawing logs into shorter pieces using one horse to power the saw. He purchased the property, added to the buildings , began trading in fuel and fodder as well and installed a chaff cutting mill powered by 10hp steam engine. The business prospered 1909 following the death of Tommy Bent, J/L Smith was nominated for Councillor of the Shire of Moorabbin. WW1 1914 - 18 both John and Mary Ann supported local War Relief Auxiliaries and their son Vic served as a Signaler in AIF. As Motor transport was increasing 1926 J L Smith built a small Garage on the opposite corner (Woolworths Supermarket 2005) , employed a good mechanic ( Reg Hunt ) and developed another successful business. The Grain Store was managed by family until 1930. In 1932 JL Smith assisted a man whose car had broken down, pushing it to the garage and sadly suffered a heart attack and died. He is buried in Cheltenham Cemetery. J.L.Smith was an early settler in East Brighton now Bentleigh and established successful Wood cutting, Grain & Chaff cutting and Motor garage businesses in Centre Road . "The fist references the Black Lives Matter movement and also represents the strength of Indigenous peoples all over the world and symbolises solidarity and justice for everyone affected by systematic racism. Bunjil (wedge-tailed eagle) is flying high on the building. He is the creator spirit for Wurundjeri people who looks over us and protects us. Bunjil represents healing and power to our people. The blue circles and lines represent revival and waterways; in particular, they depict the Birrarung (Yarra River), which is very significant for the Wurundjeri people. Our people are known as the Manna Gum people. The leaves in the artwork highlight Wurundjeri people and their Country. These leaves also represent the cleansing of negative spirits. The Manna Gum leaf is also an important symbolic offering in our traditional Welcome to Country ceremony. Leaves are offered to visitors as they are granted safe passage through our land. They are made welcome to everything from the tops of the trees to the roots of the earth. We ask that they take care of the land, plants and animals and to respect the protocols and rules of the Traditional Owners whilst on our Country."In 2020 Council declared its support for the global Black Lives Matter (BLM) movement. In consultation with Yarra City Council's Yana Ngargna advisory group a motion was prepared and passed unanimously by all Councillors. A number of actions were generated from this decision; one of which was for Council to commission a large-scale mural that aligned with the movement. Emerging artist Ky-ya Nicholson-Ward, a proud Wurundjeri, Dja Dja Wurrung, Nguarai Illam-Wurrung, German and Irish woman, created the mural installed on a building in Peel Street Park, Collingwood. Selected by Council's Yana Ngargna, Black Lives Matter Working Group the artwork identifies the cultural importance of the local area to the Wurundjeri Woi Wurrung people as the Traditional Owners. With a strong focus on Aboriginal identity the mural outlines the local context of the Black Lives Matter movement, which is connected to racism, policing of Aboriginal and Torres Strait Islander peoples and associated deaths in custody. The artwork acknowledges the ongoing challenges faced by Aboriginal community members and their struggle to survive white systems, policies and institutions. Ky-ya's mural tells the story of Aboriginal resilience, strength and self-determination; and will support the process of healing. It is a celebration of the local Aboriginal and Torres Strait Islander community; the significant Aboriginal history of Fitzroy, Collingwood and surrounds; and community's continuing cultural connection to the area. Importantly, this artwork provides a platform to educate a broader audience about the local context of the Black Lives Matter movement and Aboriginal deaths in custody. The mural will activate this site, enliven the area, promote inclusion, incite conversation and contribute to the creative capital of this locale. George Robert Broadbent (1863-1947), cyclist and map publisher, was born on 3 November 1863 at Ashby near Geelong, Victoria, son of George Adam Broadbent, Lancashire-born draper, and his wife Elizabeth, née Ruffhead. When the family moved to North Melbourne Broadbent attended the Errol Street school, followed his father's trade, and became an early cycling and cycle-racing enthusiast. At various times Broadbent held most Victorian and Australian road records, and two of his performances on solid tyres—203 miles (327 km) in 24 hours on a penny farthing, and 100 miles (161 km) in 6 hours 20 minutes on a 'safety' bicycle—were never bettered. He established records for all distances between 130 and 220 miles (209 and 354 km), and for all times between 8 and 12 hours, at the Exhibition Grounds track in May 1894, and road records for 50 and 100 miles (80 and 161 km) in October 1896. The Australian Cyclist acknowledged him 'the finest road rider that Australia has ever produced'. A foundation councillor of the League of Victorian Wheelmen in October 1893, Broadbent contested the first Warrnambool-Melbourne race in 1895, and was active in the Good Roads Movement. Next year he issued a road map of Victoria, 'prepared … after some sixteen years riding and touring in all parts of the Colony', which indicated general topography, distances, and roads classified as 'good', 'fair' or 'ridden with difficulty'. Thomas Cunningham Reidy was a native of Clare, Ireland. Shortly after arriving in Australia, he was employed as a travelling salesman for a brewery at Seymour, Victoria. In about 1872 with Mr Andrew McCormick, he carried on a business as storekeeper at various points along the North-Eastern Railway whilst the line was being constructed, finally arriving in Wodonga. Their partnership continued with the construction of the Carrier’s Arms Hotel and a general store which opened in 1874. The store drew trade from as far away as Wagga Wagga in New South Wales. The Carrier's Arms was also a coach stop for the Bethanga Express Coach. When the Wodonga Shire was created in 1876 after being severed from the Yackandandah Shire, Thomas Reidy was one of the first Councillors. He resigned in the following year, but was re-elected a year later. He served as Shire President in 1880–1881 and again in 1883–1884. He also served as a Justice of the Peace. In 1884 the partnership between Thomas Reidy and Andrew McCormick was terminated and the Carrier’s Arms was sold to Edmund T. Powell. Mr Reidy purchased the Tangambalanga Estate near Kiewa where he focussed on stock breeding, including horses. Whilst at Kiewa he was also one of the promoters of the local butter factory, and was the Chairman of the first Board of Directors of the Kiewa Butter Company. Early in 1896, Thomas Reidy sold Tangambalanga Estate to Mr L. R. Davies-Griffith, having already purchased the Club Hotel in Morwell. Unfortunately, he died in Morwell on 15th December 1896 leaving behind his wife Mary and 10 children including a new born son.This portrait is significant because it depicts a citizen of Wodonga who played an important role in commerce and local government in Wodonga.A colourised photo of T.C. Historically significant for at the time it demonstrated aspects of the evolution of Ballarat Tramways and yields information about the formation of the tramways, the Councils viewpoint and has a strong association with the Mayor of the time.Twenty two page book, produced by photocopying, side stapled and bound with a red plastic binding, titled "Mayor's Special Report Ballarat Tramways", dated 20 September 1971 for presentation to the City of Ballaarat Council Meeting 27 Sept. 1971 and signed by the Mayor, J.A.Chisholm. Note pages 18 and 19 have been reversed. Comprises: Page 1 - map (image 1829i1) - of Ballarat (Ballaarat) showing the horse tram routes in red (appear to have been drawn in with a red pencil). Series consists of a large collection (over 1150) of negatives of scenes, activities and staff of the Shire of Eltham. Many of the films were taken for publicity purposes and necessarily cover a broad range of topics. The films or individual strips have been organised into Scenes, Activities and Staff groupings, however there are many overlaps. 1) Scenes includes: Parks and Roads including Alistair Knox Park, Tree Planting, Trees and Flowers, general Shire Scenes. Vehicle - Murweh Carriage, c.1874
This private late-nineteenth-century four-wheeled carriage has been built to transport a family or group of passengers with a coachman in the front seat. It can be pulled by one horse, or by two horses if the T-pole is attached. The button fittings along each side of the carriage indicate that a folding roof or hood was once attached. The frame across the front of the carriagewas likely to have been a ‘dashboard’ with a leather or wood covering to prevent water, mud and other particles from splashing onto the passengers. The rear step between the two side-facing bench seats is adjustable to allow for ladies’ long skirts. These rear seats appear to be removable, in which case the carriage could be converted to a wagon to transport goods and equipment. The carriage could have been illuminated by oil or carbide lamps placed into the lamp holders on the sides. The carriage was kept under cover for many years in an open-front sandstone building that also included living quarters and an area that may have been stable. It was at ‘Murweh’ a Warrnambool property at 203 Liebig Street. The home is now Heritage and National Trust Listed and described as a ‘gentleman’s residence’. It was built by James Wotton Shevill in the 1860s. Shevill was a councillor from 1875 to 1878, serving in 1878 as Mayor of the Borough of Warrnambool. Jeremiah Wade lived at Murweh there from 1879-1880. By 1915 F.B. Whitehead and his family were living there, and by 1930 the address was used by Mr T.J. Rome and his family. Thomas James Rome was still using that address in September 1973 after his 100th birthday. It is believed that one of the property’s owners had been an Obstetrician in Warrnambool. The current owner re-told the story that children used to hide in the back section of the carriage and smoke, hidden from the sight of onlookers. He had heard the story from a previous owner.The well-appointed horse-drawn four-wheeled carriage is likely to have first belonged to a local councillor and past Mayor of the town of Warrnambool, J.W. Shervill, whose 1860s city property was the carriage location for many years. The carriage is a rare local example of a town-based lifestyle befitting a prosperous personality of the late 19th century. It adds to the story of Warrnambool's development as a town influenced by the port, wealth gained from shipping and the home place of prominent local people such as the Councillor and later Mayor. The side-facing rear seating is unusual for a passenger carriage. It has the feature of removable rear bench seats, allowing for the dual purpose of a carriage or wagon.Carriage; the Victorian-era horse-drawn four-wheeled open carriage has a coachman’s bench seat across the front and two side-facing bench seats in the rear. There are steps at the front on each side and a centre adjustable step and the back. It has a hinged shaft, two lamp holders and a separate T-pole. The bench seats have padded backrests upholstered in green leather and each has padded armrests at the ends. A rectangular metal frame, likely to have been a dashboard, is mounted across the front of the carriage. It has two inner vertical bars. The carriage's body is painted dark green with crimson highlights on some of the panelling. Decorative oval panels with hand-painted motifs are mounted along the sides. The side panels of the carriage have metal fastener buttons attached. The iron-rimmed wheels have sixteen wooden spokes and copper cuffs on the outside of the hubs, and the rear wheels are higher than the front wheels. Wooden brake blocks are mounted onto the back wheels and are active by a metal lever at the front right side of the carriage. The undercarriage is fitted with leaf springs on each side, mounted from front to back axles. Tool - 10" Spofford Brace, Mathieson
This brace would be used to drill into timber. A drill bit would be inserted into one end of the brace and then placed on the timber where the hole is to be drilled. The other end of the brace would be placed against the user’s abdomen, with one hand holding the brace firmly then the free hand would be used to turn the centre of the brace and drill the hole. This type of drilling method was used prior to the use of the electric drill. This brace appears to have been made by the firm of Alexander Mathieson & Sons from Glasgow, Scotland. Alexander Mathieson & Sons Ltd ('& Sons', after c. 1890), of the Saracen Tool Works, Glasgow, advertised as 'manufacturers of planes, mechanical, engineering and edge-tools'. They received 'prize medals' at the London, Melbourne and Edinburgh International Exhibitions of 1851, 1862, 1880 and 1886, in their 'quest for perfection in tools'. Mathieson's vast output included specialised craft implements for coopers, ship's carpenters, tinsmiths and wheelwrights. The firm originated when master plane-maker John Manners opened premises in Saracen Lane, Glasgow, in 1792. 4 Alexander Mathieson (c. 1797–1852) took over his business in 1821, which he gave as the foundation date of his firm. He was later succeeded by his son, Thomas A. Mathieson (1822–1899), a prominent Glasgow magistrate and preceptor of Hutcheson's Hospital charitable institution. In 1854, Mathiesons moved to East Campbell Street, and had opened branches in Edinburgh, Dundee and Liverpool by 1876. The third generation comprised Thomas O. and James H. Mathieson (born 1867), the latter being a Glasgow bailie (councillor), whose estate totalled an enormous £150,939 in 1926. Mathieson's hand- and small machine-tools (e.g. bandsaws and beading machines) were exported worldwide, especially their 'heavy duty auger bits used... for boring railway sleepers'.
