"A perpetual spring in the adjacent creek provided a steady supply of fresh water to the site on which the homestead is built. Although we can not be certain of the identity of the builder, the first stage of ‘The Willows’ homestead appears to have been constructed in the mid 1850s. The house is situated on Crown Allotment No.1 (No Section), Parish of Kororoit, an allotment of 5 acres 3 roods 4 perches. Although it had surveyed the land, the Crown did not offer it for sale until 22nd November 1861, at which time it was purchased by Charles March Williams. (Although the property is directly opposite and immediately adjacent to the Township of Melton, and was sold as ‘Suburban Allotment 33’, it was situated within the Shire of Braybrook rather than the Shire of Melton until 1917.) Considerable improvements had taken place on the land prior to the Crown sale. When CM Williams purchased the allotment in November 1861 he paid £23.5.0 for the land itself, and valued the improvements at £400. Even allowing for some exaggeration by Williams, this is an extremely high valuation for improvements, and must have included a house. Some local research has claimed that in 1858 Williams had taken over the interest of a Mr Parkinson in the property, and that Parkinson built the house upon taking possession of the land c.1855. It was definitely built by 1861, when a map shows a square building on the site marked as ‘House’. The property is important in the district for its association with the establishment of the pound. The district pound had been established in 1854, when George Scarborough of Mount Cottrell (Mt Cottrell Road, south of Greigs Road) was appointed pound-keeper. Scarborough resigned in 1857. The pound was moved to Melton following agitation from local farmers and Charles March Williams appointed pound-keeper on 26th April 1858. Williams, the son of a doctor, had been born in London. Reminiscences of local residents of the time, as recorded in the Express newspaper, note Williams’ success in breeding horses on the property. Sales of up to 60 guineas were noted. Whether this was from Williams’s own stock or from unclaimed pound stock is not made clear. Williams appeared before a government inquiry in 1860 and advocated registration of all stock brands in the State. Williams died in 1862 leaving a widow, Catherine, and five living children aged 15 years to five months. At the time of his death Williams had entered negotiations with one Matthew Devenish and had a mortgage of £100 on allotments 1 and 2, Parish of Kororoit. Catherine Williams was appointed pound-keeper on 2 September 1863, with her eldest son Charles as her assistant. Her tenure was short for on 22nd March 1864 George Minns senior paid Matthew Devenish £135 for allotments 1 and 2 Parish of Kororoit (considerably less than Williams had claimed the property was worth in 1861) and on the same day paid William Tullidge £45 for the adjoining allotments 3 and 4. In April 1867, James Ebden Minns, the newly married son of George senior became the owner of The Willows property having entered into a mortgage arrangement with his father to the extent of £200. At the time George Minns was residing in Kaarimba having left Melton in 1867 for a short trip to England and upon his return having taken up a selection in the Kaarimba district with his son Frederick who had a hotel licence there. James paid out the mortgage on 2-1-1873. James Minns was appointed pound-keeper in 1872; in 1885 the pound was moved elsewhere and Minns purchased the old pound site and added it to his farm. The Willows residence underwent a major change about this time. A two room extension, similar in style but with a lower elevation was added to the original rear of the house with a chimney matching the distinctive originals. Window arrangements did not match the original but became a feature of the façade when the new addition became the front of the building. Six buttresses were attached to the east and west walls of the old building, two to the south wall and the whole rendered with mortar to give the appearance of dressed stonework around the windows. Galvanized iron was placed over the shingles and a verandah added on three sides. By 1876 The Willows was the homestead for a thriving mixed farm of 340 acres of which 156 was rented from a H. Ruck. In October of that year the Australasian travelling reporter visited and reported on the property. In common with the nearly every other property in the district the farm had ‘recently’ (generally within the last two years) abandoned cultivation of crops, and turned over completely to cattle pasture. Butter making was the principal occupation of the farm, which had about 50 head of cattle, a large proportion of which were milking cows. The reporter also noted that a ‘large number of pigs are kept upon this farm and are found to be very profitable stock’. Their manure was used in an orchard and garden in which ‘large quantities of lucerne and prairie grass are grown for the use of stock when ordinary feed is scarce’. Two bores attached to deep brick lined wells supplied water for the house in addition to the farm. A commodious timber barn and necessary sheds had also been constructed. Access to the property was improved following the construction of the bluestone ford across the creek c.1887, when the recreation ground came into use. Prior to this date it may have been that the crossing referred to as ‘Mr Minns bridge’ was used. This appears to have been a flimsy structure and has but two references in Council reports in the Melton Express in the 1880’s. It is believed that in the late 1890’s a timber building was added near the rear of the building to house a kitchen, ablutions and laundry rooms and rooms for seasonal workers. This was attached to the house by means of a trellised walkway using the original front entry to the house (long since the back door). A photograph of this building appears in a local history of Melton. This was demolished in recent decades during the period when the house was tenanted (after the Minns family had left). James Minns son, George, took over the property following his marriage to Alice Walsh in 1903. James and Caroline moved into a house on the former JH Games property at the eastern end of Henry Street. George held the position of Shire Secretary for Melton for 40 years. He was a most prominent member of the community being Secretary to, among others, the Melton Coursing Club, the Shooting Club and the Cemetery Trust. He also rode with the hunting parties who sported across the Plains and were entertained at Mount Kororoit. George and Alice had one son, Norman who followed his father into local government and became Secretary of the Shire of Werribee completing a record term in this position. George retired to Werribee in 1951, where he died in 1965. The National Trust records note that James Ebden Minns and his sons were ‘leading men of the district, Justices of the Peace, and Shire Councillors’. It claims that Sir Thomas Bent was a frequent visitor. The Willows passed into the hands of George’s grandson, Bruce Minns and the property was let for a number of years. In the 1960s it became vacant and was subject to vandalism. Major structural problems arose with the part demolition of the roof, the loss of windows and doors and holes dug into and under the floorboards. The outbuildings were particularly targeted. Following widespread public support, the Shire of Melton purchased the house, with 3.75 acres of land, in 1972. In 1975 the Shire of Melton and the Melton and District Historical Society were successful in nominating the building for National Trust classification, and then the Australian Heritage Commission’s Register of the National Estate. The AHC particularly noted its ‘townscape importance’. It was envisaged that the farmhouse would form ‘a picturesque centrepiece to Melton’s planned … historical park, along with Dunvegan bluestone cottage … and similar structures as they become available.’ In a time of great Melton’s ‘satellite city’ development the Council spelt out its broader vision in its submission to the AHC: ‘Melton is destined to become, by the end of the present century, a city of between 75,000 and 100,000 people. Significant relics of the past, such as ‘The Willows’, regrettably will be rare in that situation. It is essential that sufficient tangible links with Melton’s pioneering days remain to promote in the new community a sense of history and continuity’. Under the direction of ‘The Willows’ Restoration Committee and consultant architect John Hitch, all outbuildings, with the exception of the garage and toilet, were demolished and the dwelling house restored. Finances were provided by the Shire of Melton and the National Estate Grants Program, and considerable amount of voluntary labour was provided by the local community. The orchard was removed, and remaining wooden buildings were relocated to provide an open vista for visitors to the Park. The property was furnished with donations from district families keen to preserve this example of pioneer life in the area. Charles Ernest Barrie was prominent in the life of the Methodist Church and established a thriving Sunday School. He built the Chaff Mills at Melton South in 1900. In 1910 he sold the Mill to Glover Onians and moved to a farm at Trundle NSW, where he lived for about a year. In May 1911 he purchased “Darlingsford” in Melton when it came on the market. The address Elizabeth St Moonee Ponds appears in the family records during this period and during WW 1 they also lived at Ascot Vale where the Lang parents lived. On returning after the war to Melton to occupy the Darlingsford house, which had been occupied by a caretaker. The family joined the Presbyterian Church. Charles Frederick Clark was 1 of 3 sons of Thomas and Elizabeth Clark of Bonegilla who served in WW1. Charles, Ernest and Thomas were the eldest children of a family of 12 children. At the age of 25, Charles enlisted in 13th Light Horse Brigade 1st Reinforcement on 25 January 1915. He was later transferred to the 2nd Division Artillery Column and the 4th Australian Medium Trench Mortar Battery. Charles served in Egypt, Gallipoli and France. As a result of his actions at the Third Battle of Morlancourt on the Western Front, Charles was awarded the Military Medal. The citation for the medal read:- Awarded: Military Medal 24th June 1918 Recommended by: Brigadier-General O. F. Phillips Commanding 2nd Division Artillery Column Action for which commended: 637 Bombardier Charles Frederick Clark 868 Bombardier (T/Corporal) George Traill McLennan "On the night 10/11th June 1918 during the attack South of MORLANCOURT near ALBERT, these NCOs showed great courage and determination under most trying conditions. One of the oldest homes in Surrey Hills. The photo was taken in 1924 when the property was purchased by Mr John Francis Evans, father of Mrs Lillian Austin. The Evans family came from Gembrook. John Evans was born in Wales; he and his wife Mary had 3 children, 2 daughters and one son. Mary Evans pre-deceased her husband, who died on 23 October 1924 at Hillsborough, 6A Thistle Street. The first owner of the property was Mrs Rachel Sweetnam (nee Lewis) who married Thomas Edward Sweetnam on 24 September 1884 at St John's Church, Camberwell. REF: THE ARGUS 4 Oct 1884 Thomas second eldest surviving son of Matthew Sweetnam married to Rachel (Ray) third eldest daughter of Captain T.D. Lewis, Culm Haven, Camberwell. Thomas was active in land sales and variously described as a land agent, real estate agent and auctioneer. The property - Hillsboro or Hillsborough - was originally a house on a farm of 10 acres owned by her. It became 6A Thistle Street. According to the Alan Holt property register Rachel Sweetnam owned the property prior to 1890 and a family tree on Ancestry.com has that it was owned by her in c1886. It is likely that at this stage the property was an investment rather than the Sweetnam's family residence. Denis Gibbons (1937 – 2011) Trained with the Australian Army, before travelling to Vietnam in January 1966, Denis stayed with the 1st Australian Task Force in Nui Dat working as a photographer. For almost five years Gibbons toured with nine Australian infantry battalions, posting compelling war images from within many combat zones before being flown out in late November 1970 after sustaining injuries. The images held within the National Vietnam Veterans Museum make up the Gibbons Collection. The Eltham Court House is Eltham's oldest public building. It was classified by the National Trust in 1977. In 1857 five Eltham residents petitioned the licensing magistrates of the Heidelberg district asking for better police protection, including from itinerant gold prospectors who turned to crime when their quest was unsuccessful. In response the Eltham Courthouse was constructed in 1860. Over the years it has also been used for other activities, including for electoral polling purposes, inquests, early meetings of the Eltham Roads Board and even as an overflow classroom. This type of localised solution is characteristic of the self-reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community. The Eltham Courthouse is historically significant because its construction was intended to emphasise the centralised control over law and order in the Colony of Victoria in the wake of the 1852 Snodgrass committee report on the Victorian police force and the resulting Police Regulation Act (1853). The nature of the Court House planning and use of architectural devices make the building's function easily interpreted. The arrangement of rooms, with public entry and clerical rooms to the rear, and the use of raised floor levels throughout these spaces to signify relative rank is easily perceived. The distinction in entries, public, magistrate and person-in-custody, and the existing court furniture enhances appreciation of this building. The Eltham Court House is one of only two intact examples in the state of this simple design with projecting entry. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Typical cases heard before the Court of Petty Sessions included financial debt, straying livestock, theft, assault, drunkenness, public disorder, truancy, motor vehicle offences, unregistered animals and failing to have children attend school, or be vaccinated. The courthouse operated for over 120 years before it closed in 1985. In April 2021, Nillumbik Shire Council authorised restoration of the building and furnishings. The extensive works required for the total restoration of this highly valued heritage building was undertaken by Ducon Building Solutions and other specialist contractors. In 1857 five Eltham residents petitioned the Heidelberg district licensing magistrates. They pointed out that Eltham had two hotels, a population of about 1000, and many strangers employed on the public roads. Yet the nearest police were at Heidelberg eight miles (12.8km) away, or at the Caledonia Diggings 21 miles (33.7km) away.1 Subsequently the courthouse and then the police residence, near the corner of Main Road and Brougham Street, were built in 1859/60. The courthouse is Eltham’s oldest public building and the National Trust classified it in 1977. It ceased operation in 1984 and has since been used by local groups. There are only six other known examples of similar small brick country courthouses in Victoria . For £536, a Mr Duncan built the courthouse – a neat, narrow, oblong building with handmade orange bricks. Its gabled roof and porch are covered with brown slate tiles and it has 12-paned windows. Inside, the roof is peaked and the courthouse is still ventilated by oblong slits near the ceiling. Most of the fine carved timber and upholstered furniture is original. The original prisoners’ door, now permanently closed, led from the police station to the dock. Builders, Langridge Wright and Witney built a timber police station (since demolished) and a brick residence to its north,2 for £1150/7/-. Built around the same time were the lock-up behind the residence, also later demolished, and the two-storey orange brick stables. The former police residence also has a brown slate roof and handmade bricks. The front veranda roof is made of corrugated iron, as is the roof of the back weatherboard extension. The application for police protection was approved within a few months and police operated from a cottage rented at ten shillings a week and owned by William Jarrold. This was probably the one at the corner of Main Road and Dalton Street called Jarrold or White Cloud Cottage. In 1858 a second constable was appointed to Eltham following a fight at the hotel. The timber police office a replica of which was built in the early 1990s is at the building’s side. The lock-up was demolished following the relocation of the police to a new station in about 1952. The residence has been used as the Eltham District Historical Society centre since 1997. Records show court cases were held at Eltham before the courthouse was built, but the location is unknown. Some court cases were not very different from those today. In 1891 a man was charged with being drunk while in charge of a horse and was fined ten shillings. The courthouse was used for other purposes during its long history. It was probably used as a polling place as indicated by old photographs of election-day crowds outside. The Eltham Road Board met there from the early 1860s until 1868 when the Board transferred to Kangaroo Ground. During the same period the Road Board Secretary used the courthouse as an office until 1867 when it was transferred to his home at Wingrove Cottage. The courthouse was also used as an overflow classroom for the Dalton Street school in 1875. The two buildings can further link us with Eltham’s early days through Police Department correspondence. The first constable-in-charge was George Reid. In 1860 a letter to The Argus newspaper signed ‘A Sufferer’ declared the Eltham police were not active enough in their duties. The writer suggested that the ‘very snug’ police quarters were too comfortable, and he detailed various incidents including one of an alleged break-in to the Road Board Secretary’s home. But the Board Secretary, C S Wingrove, wrote to the Police Department refuting The Argus letter saying he had received full co-operation from Sen. Constable Peter Lawler.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Some writing on the rear identifies the subject. 2/A typewritten letter, (1 page) dated 1946 (no date more specific than that specified), from the Chairman & Honorary Treasurer of the Caulfield Central RSL Appeal Committee (name unspecified) to the Mayor of Caulfield (name also unspecified), imploring the latter for a donation of $20,000 dollars for purposes of constructing a Memorial Hall to eulogize servicemen killed during WWII. Bob (Herman) Hymans (a former member of the Royal Netherlands Navy) was born in Bloemendaal, Holland on 30th September 1922. During World War II he fought against the Japanese in the Dutch East Indies (now Indonesia) and was imprisoned in Changi and on the Burma Railway. After gaining qualifications as a Ski Instructor, Bob arrived in Falls Creek in July 1950. Working as an Instructor and Supervisor at Bogong Lodge, Bob decided his future was in accommodation. He was successful in negotiating an indenture for land from the State Electricity Commission (SEC). It took Bob two years to build his Grand Coeur Chalet but, tragically, it was burned down in August 1961. Bob also built the first Chairlift in Australia. This was a single chairlift and the structure was built from wooden electricity poles. He was constantly full of new ideas and proposals for the village. Bob Hymans died on 7th July 2007. This Collection of documents and letters tells the story of Bob's endeavours to develop Falls Creek into the ski village it is today.This letter is significant because it reflects the relationship between Bob Hymans and the General Superintendent of the SEC based at Kiewa regarding his plans for developments at Falls Creek.A letter from the SEC in response to Mr Hymans' request to leave materials in the building on Site 2. The General Superintendent at Kiewa, Mr H.H. C. Williams was perturbed that the material had not been removed as he felt ample time had been allowed to do so. The 20th Light Horse (Victorian Mounted Rifles) was raised in 1920 as part of the 3rd Cavalry Brigade, 2nd Cavalry Division, Citizen Military Forces, with Headquarters at Seymour and depots along the Goulburn Valley from Mansfield to Tocumwal in southern NSW. In December 1941, 20th Light Horse (Victorian Mounted Rifles) converted from horse to mechanised, initially as 20th Motor Regiment. In 1943 the Regiment was deployed to Merauke, Dutch New Guinea. Upon its return in April 1945, the Regiment was redesignated 20th Pioneer Battalion.
